AP Fact Check Blasts Obama’s Budget: It Counts on ‘Phantom Savings’

WASHINGTON (AP) — When a president introduces a budget, there are always phantoms flitting around the room. President Barack Obama’s spending plan sets loose a number of them.
It counts on phantom savings from the wars in Iraq and Afghanistan. It‘s underpinned by tax increases Republicans won’t let happen and program cuts fellow Democrats in Congress are all but certain to block.
And it assumes rates of growth that the economy will have to become strikingly undead to achieve.
A look at three budget ghosts, sometimes known as gimmicks:

BUDGET: Claims about $850 billion in savings from ending the wars and steers some $230 billion of that to highways.
REALITY: There is no direct peace dividend from ending the wars because the government borrowed to pay for them. The government would have to keep borrowing that amount of money to have it to spend on something else.
Counting the end of wars as a dividend is like a student coming out of college loaded with debt and aching to buy things, says Maya MacGuineas, president of the Committee for a Responsible Federal Budget. “When you finish college, you don’t suddenly have thousands of dollars a year to spend elsewhere – in fact, you have to find a way to pay back your loans.”
MacGuineas says, “Drawing down spending on wars that were already set to wind down and that were deficit-financed in the first place should not be considered savings.”
President George W. Bush kept the cost of the wars out of his budgets, a contentious accounting maneuver that may have papered over the impact on spending projections but deepened the national debt as surely as if the price tag had been shown transparently. Taken together, the Bush and Obama budget tricks seem to suggest war costs nothing but ending it frees a ton of money.

BUDGET: Forecasts healthy growth in years ahead, with GDP growth predicted to reach 4 percent in 2014 and 4.2 percent in 2015.
REALITY: It’s obviously too soon to know, but reputable private forecasts are not nearly as rosy as the administration’s assumptions, and their track record tends to be better. They are generally forecasting a percentage point lower or close to that, a huge difference, and don’t see reaching 4 percent growth in the foreseeable future.
Last year, the administration built its proposed budget on a projection of 2.7 percent growth in 2011; it turned out to be 1.7. The forecast for 2012 was 3.6 percent, which the White House lowered in the new budget to 3 percent. IHS Global Insight, a leading forecaster in Lexington, Mass., projects 2.1 percent.
Such projections are key because the government’s spending and debt plans rest on how much revenue can be expected to come in.

BUDGET: Assumes taxes will go up on the rich, tax breaks will end for the oil and gas industry, and spending will be cut for programs the president is willing to sacrifice.
REALITY: Tax increases are a non-starter before the election, with Republicans standing in the way, so sweeping parts of Obama’s budget plan are little more than a campaign platform laying out what he would try to get done if re-elected.
Some of his proposals are not so tied to the election. They have little or no chance of passing Congress regardless of what happens in November.
For example, he proposes using money from a Justice Department fund for crime victims for other purposes. But Democratic Sen. Patrick Leahy of Vermont, chairman of the Judiciary Committee, quickly signaled he would work to protect the fund, just as he has successfully done in the past.
Obama is the latest in a line of presidents to zero out – provide no money for – programs in order to show budget savings even while knowing Congress will restore the money. Amtrak and the post office are among institutions that have seen such phantoms before.

Three years later, a five trillion dollar deficit addition and the unemployed rate only dropped a few tenths over a couple months and is still above 8%? All with hundreds of thousands of people not being counted in that statistic because they gave up searching for work. Not very encouraging or promising.

Liberals are great at trying to convince people that “they” should pay more taxes, support more causes, create a better utopian world, but want it to be MANDATORY not of voluntary conviction. You see people like Buffet complain about his secretaries taxes, then, rather pay himself a taxable salary shields it by buying stock and living off of his Cap Gains at 15 per cent. Liberals, including those who should know like Obama and the media purposefully distort by lumping Cap Gains in with regular income tax. Meanwhile Buffet’s company owes, what a billion in taxes he doesn’t want to pay. Fundamental tax reform is the answer.
1 Fair Tax, eliminates all other taxes and the IRS
2. Flat tax, eliminates all loopholes and deductions and this silly quibbling and disinformation.
3. 3 level income tax where everyone pays that works and elimination of other taxes. This would refocus the “beneficiary” class to reality.

And will Jack Lew have to come out with a new miraculous, new and improved budget 9 days later (because of how ridiculous the people think this president is)? Like he did last year….
Obama said, I will cut the deficit in half and the end of my first term. If this budget is followed (which it won’t be, as it will be much worse) and if the ridiculous Disaster of Disasters get’s re-elected, then he would not only not cut the deficit, but he would have raised the deficit by an amazaing 11 trillion dollars. There is a big difference between cutting the deficit by 1 penny and raising by 11 trillion.

I can even understand Newt. With such a long career and being the “big idea” guy for the whole party, there are mountains of opportunity to take things out of context, misconstrue, misrepresent, etc. If you check out his voting record, he consistently voted with the ultra conservatives of his day. But, as I said, it’s easy to fall victim to propaganda.
But Santorum?!?!?! You’re really going to try to group Santorum with Romney? Santorum has his weaknesses… lack of name recognition, lack of funding, not as charismatic as Romney, lacks the experience of Gingrich and Ron Paul, etc., etc… But he’s not liberal. He’s not even moderate. In fact you could list his VERY conservative social ideals as ONE OF HIS WEAKNESSES in a general election because they’re going to bother many independent voters.
My political beliefs are closer to libertarian than anything else. A lot of what Dr. Paul says on domestic issues resonates deeply with me. And I think it’s great to push those ideals and agenda… but making statements like this does not help the cause, it only hurts your credibility.

Obama’s budget is very balanced as getting rid of the Bush tax cuts (for the rich) which will raise revenues and help reduce the deficit, the budget cuts like war ans military will help with budget increases in education, job training and veterans benefits, and building an rearing new infrastructure…

I also recognize that having 48% of income earns not paying ANY income tax is a bigger problem than having the wealthy not pay more.
If you really felt that “the rich” should pay more, then you would be sending tens of thousands of dollars to the dirt poor around the world. Over 2 billion people in Asia and Africa live on less than a dollar a day yet you earn tens of thousands. Sending any over there, or are you just using a convenient definition of “the rich” to enrich yourself at someone else’s expense?
It‘s all part of the Progressive Liberal’s desire to equalize us all (except for their elite selves of course).

Posted on February 14, 2012 at 1:56pmThe real problem is that the budget is supposed to be initiated by the House of Representatives, then sent to the Senate to be trampled on a bit, then go to the President to be either signed or vetoed. He is overstepping his bounds by initiating this action. Sadly, this is just another stop on the campaign trail, a stop that probably costs taxpayers tens of thousands (and actually probably more) of dollars. What a waste, but then we could say that for about 30% of the money blown by the federal government.

You are right but also WRONG as the president always presents a budget first, then it the House is supposed to allocate money and then Senate votes and then House and Senate negotiate and compromise on the budget, when the vote is final the final budget is then sent to the president to sign. The biggest problem since the 2010 the republicans, who now lead the House, have done very little, and are a divisive bunch who keeps anything constructive from happening, fight about stuff that was just routine in the pas.t
