AP FACT CHECK: Obamas Jobs Plan Paid For? Seems Not...WASHINGTON (The Blaze/AP) — President Barack Obama’s promise Thursday that everything in his jobs plan will be paid for rests on highly iffy propositions.

It will only be paid for if a committee he can’t control does his bidding, if Congress puts that into law and if leaders in the future – the ones who will feel the fiscal pinch of his proposals – don’t roll it back.

Underscoring the gravity of the nation’s high employment rate, Obama chose a joint session of Congress, normally reserved for a state of the union speech, to lay out his proposals. But if the moment was extraordinary, the plan he presented was conventional Washington rhetoric in one respect: It employs sleight-of-hand accounting.

A look at some of Obama’s claims and how they compare with the facts:

OBAMA: “Everything in this bill will be paid for. Everything.”

THE FACTS: Obama did not spell out exactly how he would pay for the measures contained in his nearly $450 billion American Jobs Act, but said he would send his proposed specifics in a week to the new congressional supercommittee charged with finding budget savings. White House aides suggested that new deficit spending in the near-term to try to promote job creation would be paid for in the future – the “out years,” in legislative jargon – but they did not specify what would be cut or what revenues they would use.

Essentially, the jobs plan is an IOU from a president and lawmakers who may not even be in office down the road when the bills come due. Today’s Congress cannot bind a later one for future spending. A future Congress could simply reverse it.

Currently, roughly all federal taxes and other revenues are consumed in spending on various federal benefit programs, including Social Security, Medicare, Medicaid, veterans’ benefits, food stamps, farm subsidies and other social-assistance programs and payments on the national debt. Pretty much everything else is done on credit with borrowed money.

So there is no guarantee that programs that clearly will increase annual deficits in the near term will be paid for in the long term.

OBAMA: “Everything in here is the kind of proposal that’s been supported by both Democrats and Republicans, including many who sit here tonight.”

THE FACTS: Obama’s proposed cut in the Social Security payroll tax does seem likely to garner significant GOP support. But Obama proposes paying for the plan in part with tax increases that have already generated stiff Republican opposition.

For instance, Obama makes a pitch anew to end Bush-era tax cuts for the wealthiest Americans, which he has defined as couples earning over $250,000 a year or individuals earning over $200,000 a year. Republicans have adamantly blocked what they view as new taxes. As recently as last month, House Republicans refused to go along with any deal to raise the government’s borrowing authority that included new revenues, or taxes.

OBAMA: “It will not add to the deficit.”

THE FACTS: It’s hard to see how the program would not raise the deficit over the next year or two because most of the envisioned spending cuts and tax increases are designed to come later rather than now, when they could jeopardize the fragile recovery. Deficits are calculated for individual years. The accumulation of years of deficit spending has produced a national debt headed toward $15 trillion. Perhaps Obama meant to say that, in the long run, his hoped-for programs would not further increase the national debt, not annual deficits.

OBAMA: “The American Jobs Act answers the urgent need to create jobs right away.”

THE FACTS: Not all of the president’s major proposals are likely to yield quick job growth if adopted. One is to set up a national infrastructure bank to raise private capital for roads, rail, bridges, airports and waterways. Even supporters of such a bank doubt it could have much impact on jobs in the next two years because it takes time to set up. The idea is likely to run into opposition from some Republicans who say such a bank would give the federal government too much power. They’d rather divide money among existing state infrastructure banks.

    A Christian act would be finding a Christian church you agree with, joining the church and tithing your 10%. I hate to inform you of this but IF you don’t care if your money is wasted then by all means send more of your money to the government. IF however you want the money you give to mean something and get to people who truly need it the give it to your local church, you see they actually know the people that do in a way the federal government NEVER could…

      This jobs bill is proof the Democrats are just a bunch of Keynesians with a guilt complex at the moment. They know their policies have utterly failed in the best test they’ve ever had. All the years of Keynesian economics classes, all the back-room poo-pooing of Reaganomics and supply-side economics and “tax cuts for the rich”– and when a full-on recession is handed to them, with full control of the legislature and executive branches, they put everything they were ever taught into action: TARP (yes, voted on under Bush -by a Democratic legislature- but administered by the Obama Administration), Stimulus, Omnibus, Cash for Clunkers, Dodd-Frank, even Obamacare; all examples of Keynesian economic policy and all complete and abject failures. And now they’re caught. Trapped. In the corner with the smoking gun and the economy is bleeding. And they try and blame the paramedics.
      This is the reality of the situation and they have not– and cannot conceive why they have failed.

      This is at best a half report, report. Under this logic not much of anything was paid for under Bush. As he ran increasing deficits for the last 6 years of his budgets. The deficits began right after he started the worthless wars in Iraq and Afghanistan and decided to pay for them with tax cuts. The current economic situation reflects longer terms problems 1) unfair free trade agreements, 2) decline in real wages over the past 10 years and 3) the concentration in wealth. A secondary issue to the trade agreements is the failure to require a progression to living wages. A situation that would provide their workers with the ability to actually buy US goods.

      As a Christian, I challenge you to find ONE passage in the New Testament saying Chritians should Tithe. To save you time, there isn’t one. Many denominations advocate Tithing, because they know they will get at least 10%. We,as Christians, are to give, according to our ability,but most importantly,to give as the Holy Spirit leads us. It is NOT the amount,it is the Spirit of giving that matters! God created,and OWNS everything. He doesn’t NEED us to give. Legal giving,as Scripture says, is NOT true giving. Some Christians give up to 90% of their income. When we are asked to give sacrificially, it is not meant for us to deprive our family of daily needs, but to coax us into the RIGHT heart condition. God v/s mammon. You CANNOT LOVE both!

      I know this is off the topic, but your statement begs rebuttal. Just for the record, that’s your belief. That doesn’t make it right. I believe that Christ died for our sins, but I also believe that my God is the same as Allah, Vishnu, and ALL other names that varied religions call Him by. Just like Satan has been known by many different names by many different people, I believe that God is known by many people as many different names. But, if you were to look at it like a father (or in this case Father) would look upon their children, you can’t imagine that anyone would damn any of their children to Hell just for not revering him in exactly the same way, as long as they show him their respect. So to tell someone they aren‘t going to heaven just because they don’t believe the same way you do… what would you say to your children if one said to the other that they were going to hell because, say, their bedtime routine wasn’t the same? It may sound silly to you, but to your child condemning the other it’s the way it should be done.

      The current economic situation is due to the destruction of the construction industry. Construction (new home sales in particular) is one indicator of economic helath. This situation started back in 1977 when Jimmy Carter signed the “Community and Reinvestment Act”. That set the way banks lend money for mortgage loans. Basically, this law made banks lend money to people (minorities mostly) who could not afford a mortgage in the first place. The snow ball started then, later Bill Clinton also put his wonderful “ideas” to work with the “National Homeownership Strategy: Partners in the American Dream”. This lower even more the guidelines under FHA for the banks to lend money to low income people. Goverment used Freddy and Fanny Banks (Taxpayers Backed Banks) to insure those mortgages and banks saw the opportunity to make easy money (how could you blame them?) . “If this guy can’t pay his mortgage”, Uncle Sam will pay you back. The spiral went out of control, adding the fact that America had switch from a money saving society to a credit society several years back. The banks soon ran out of liquidity to keep on with the fast rate of lending. So, they went bold and created those beautiful 80/20 loans, negative interest loans, ARM 3 to 7 years, etc, etc. Oviously, the bubble burst and everything went to a halt. Construction stopped, the construction industry died, and the whole country followed in the economic downtrend. Everything point back to the liberal stupid

      Hey, do you want to go even back in time? I‘m sick and tired to hear the lie about how we get off the big depression in the 1930’s. When FDR got elected the unemployment was about 20%. So then like today, the liberals gave us the New Deal. A massive goverment expansion ,and a massive entitlement program started. So, after almost 10 years in power and all those stupid laws in effect, the unemployment went down from a little above 20% to a little above 15%, only about 5%. The only event that actually save us from going back to the stone age was the second world war that started in 1939. Thousands left their jobs to go to war, women started to take the jobs men had left. The US became the manufacturer for almost the whole world. At the end of IIWW, unemployment was lower than 2%. There you go stupid Keynesian.

      @qban At best you looking at the trees and ignoring the forest. Wall Street knew exactly what they were doing when they created the Mortgage back securities..financing mortgages and avoiding the restrictions and regulations placed on banks for mortgages, some of which you note. And to mask the inherent risk they created credit swaps as “insurance” of course not subject to the insurance regulations. No question the aspect you mentioned was a contributing factor to the current economic crisis, but how do you account for the bad mortgages being written for middle and high income individuals to purchase multiple investment properties and speculative real estate. I recommend looking beyond the current crisis as it is just a symptom of the general economy living off the debt side of the balance sheet, the 1990′s expansion was fueled by the general economy living off the asset side of the balance sheet. Now that the balance sheet is stretched so to speak we are back to incomes, which have gone down for the majority of US workers. You describe the crisis not the underlying economic weakness which will keep us in trouble for a while.

That includes your “useless wars, 9-11, Hurricane Katrina and the rest of his costs. On the other hand, in Nancy Pelosi’s reign of terror as house speaker, in 4 years she added 5 1/2 trillion.       Bush was responsible for seven budgets in his eight years. There was no 2009 budget until after Obama took office. Deficits increased under Bush until 2004, but they decreased in 2005, 06, and 07. It spiked back up again in 2008, but that was also the first budget passed by a democrat controlled congress. Even if you give Bush partial credit for 2009 (he did pass tarp) that is only two years, not six.

      As for when the deficits started, the national debt increased more in 2001 than in 2000, and 2001 was the final Clinton budget. Some say those years we had a surplus, but I’m not sure how you can claim a surplus when your debt is increasing. Either way, it was going in the wrong direction long before we took any action in Iraq or Afghanistan, and the 2002 budget was passed long before any action as well.

    I don’t care if its paid for or not. I am glad to pay what I pay in taxes and more to help people in need. I hope they would do the same for me. Does this not sound republican? Probably does not , but it sounds Christian and I’m not even a believer. Will some of the money be wasted? Yes, but if it helps 60% of the people needing help, I’m ok with it. Guess I may go to heaven even though I do not believe in such a thing

Christianity teaches the INDIVIDUAL to help the poor not throw your money at a corrupt government and hope that they use your tax dollars to actually help people. Point of fact, the social programs of this country in the last century have done more to keep people enslaved in poverty and dependent on the teat of the Fed government than help anyone. Did FEMA do anything to really help after Katrina, is FEMA paying for any real disaster relief for those in Joplin, MO? It isn‘t if you don’t know the answer and Social Security has robbed people of their hard earned wages and gave pittance back to our seniors for it‘s entire existance and yet people keep blindly following their puppet masters in congress saying that we can’t hurt Seniors by reforming it or anything else. You know what?!! You want to do the “Christian” thing and help those less fortunate than you, what would happen in this country if people would take those same tax dollars and donate them to legitimate charities that are truly out there in the trenches helping people in a real way?!! You want to talk about fundamental change we can hope in. The government can’t do anything right except for letting our military protect us when they actually let them do it. Jesus taught in personal individual salvation not this evil concept of collective salvation quit letting others do your dirty work.

      I wont get in to the religous aspect of your post as I think you are a troll just trying to proke a fight. I will say by all means pay extra taxes if you wish. They do not stop you from doing this. It is your right to pay extra and the IRS would love to see that happen.

      I for one understand that I have NEVER been employed by a poor man. I know my job was created by someone with enough money and vision to MAKE something happen. I do think we need to close ALL tax loop holes I lean towards the flat tax for ALL peopel and companies and EVERYONE should pay taxes NOT just the rich. I personaly know people who pay NOTHING in taxes and rather they get back about 9grand each year simply because they have more children. sad isnt it

      This sounds just like the rhetoric you would expect from someone who probably pays little to no income tax. Tell me, are you one of those that gets more back than you pay? No wait, you probably won’t be honest, you’ll most likely say you’re a doctor, physicist, rocket scientist or better yet a top 10% earner that really wants more taxes taken out.

      I can tell you that being in the (middle of) middle class, I feel the burden. I can also tell you that more than 10% of my pay goes to charities. Does that make me a hero or special? No it makes me someone who puts my money where my heart is. Maybe if you and your ilk would dedicate at minimum 10% to go to charities of your choosing, you wouldn’t feel so under burdened as to want to take more of my money for your causes. If everyone did that we wouldn’t be having this discussion. Put your money where your mouth is! Then if you still want to pay more in taxes make out a check with the amount you wish to go to the government and send it in with the IRS, and be sure to decline your IRS refund. Then we’ll take you seriously.

    When the government “creates” a job, it is one of temporary solution. Pump millions into the roads and unions will pony up the men they have already and then look to bring on new. But it is a temporary solution, for once specific project is complete, then the new workers get laid off.

    We’re not talking about a roving band of construction workers that move from city to city, so any new workers join the fold and continue to work jobs cross the country. Road projects and bridge projects are very locality specific. If I am hired for a bridge job, I might work for 6 months. Ok, maybe a year. But then I’m done.

    So the President can sell his plan as creating a job, it’s technically correct. If the Union allows for new workers on that project, those people loathe the day the project ends.

      I said this very same thing last night when i heard about this plan. It’s a rehash of Obama’s failed stimulus and it creates temporary jobs. The money would be better spent subsidizing all these mythical “clean energy” projects. Money used that way would create jobs and possibly, unlikely but possibly, create a sustainable industry should one of these energy experiments prove viable.

      That’s the plan, Orion. OzerO only needs to create jobs that will last through Nov. 2012. Look for infrastructure jobs to go to unions only – they will get the cash ASAP so that a good portion can be turned around and given to Dem candidates leading up to election time, but the actual construction projects will be scheduled so that completion deadlines are about 14-15 months from now.

      If Oblamo is re-elected, he won’t care what unemloyment numbers are, since it is far better for his lame duck socialist agenda to have as many people as possible on the Gov’t teat. If a Republican wins, then job numbers drop immediately after the election, giving Dems an opportunity to say the GOP hates America by letting jobs go and not spending more stimulus to keep them.

      Meanwhile, the big winner here of the 2011 stimulus lottery is the unions…. although they are the only ones who were allowed to buy tickets.

      you’d be surprised, congress has passed some whoppers. I really hope they cut this one off though, before reversing Obamacare and slashing our behemoth programs and budget to ribbons so we can get this train back on the rails, but I have a sinking suspicion that the only thing that will stop our government is dismissing them and replacing them all. Even the ones like Bachmann who -while they may have the good of the country in mind- contribute to the insanity through acts like spending copious amounts of money on a campaign and then turning around and doing it again before they even finish out their term. Just my two cents, which may soon be worth .02 cents (as opposed to .02 dollars, just to be clear)

    Obama has no way of honestly funding his proposal. If he cuts the payroll tax then he forces Social Security to go to the Trust Fund to pay benefits. That’s robbing present and future retirees. He won’t be able to get that much from the rich and trying to tax it from corporations would keep the damper on jobs. I believe his only avenue is to cut regulation big time. Regulation compliance costs an estimated 1.75 trillion per year. Pare that down and you make American business more competitive and more likely to hire in the US.

    I have been hearing “There are a lot of roads in need of repair.“ and ”we have a lot of construction workers out of work right now.” Really? All of those out of work road workers are union. Home construction is a lot different than road construction. How long will it take for people to get hired into union shops as road construction apprentices and actually move up to journeyman? 5+ years?

    It isn’t about the government creating jobs. The government CAN create a job, just not a sustainable job without constant revenue. That is why people here understand the importance of private businesses creating jobs. If the owner(s) want to remain in business to make any profit, they need to be competitive and actually have work to do.

    I cannot believe colleges actually taught people if they get paid by tax money and pay taxes on their income from tax money, the tax money just keeps going around in a full circle and lasts forever.

      Yes you did. He was very dismissive about the notion that one could argue that there were things that gov’t could or could not do. All federal employees, POTUS included, take an oath to defend the constitution. I think there should be legal penalties at least as stiff as those for lying about using steroids when in the capitol building for breaking that oath. I have heard Pelosi and Clyburn come out with anti-constitution statements that made my skin crawl in a similar fashion.

      You are 100% right! The congress should have impeached him a long time ago. Why haven’t they? I wish I had an answer to that. Obama has avoided, bypassed and basically ignored the Constitution and all it stands for. Yet he swore “to uphold and defend the constitution of the United States”. Did he swear it on the Holy Bible or the Koran? If on the Bible, since he is a Muslim, he probably feels that it is not a valid oath. If this is not impeachable I don’t know what is. I call it treason. And that is certainly impeachable!

      Lets also not forget that more troops have died in conflict in the two years that he has been President due to his faced policies (don’t defend yourself until you are fired upon) than in the previous 6 years of the conflict. More soldiers wounded in 2010 than during the entire conflict.

      In the 8 years of President George Bush there was a total of 599 American military casualties.
      In the 2 years of Obama’s Presidency there was a total of 810 American military casualties.

      2010 has been the deadliest year of the entire Afghanistan war. 499 service members died. That’s only 100 short of the entire 8 years that Bush was President. These numbers also do not include the wounded. The total number of wounded by the end of 2010 since the war began is 9,957. 5,182 of that number were wounded in 2010. That’s right, more than half of the total number of wounded American service men occurred in one year, 2010.

    We need to clearly define “solution” to mean an actual plan to solve a problem, not steal from peter to pay Leroy. If people cant afford health care, tell us how you will A. get them a job or more money,, B. Lower the cost of dr care.,,, or C. provide cheaper insurance. , or D. provide cheaper services while maintaining quality.
    Unemployment a problem? Not more unempoloyment checks,,, A. How are you bringing jobs back from Chia? ,, B. Drill for oil,,,C, Create new types of jobs that dont just steal from taxpayers but earn their way.
    Those are solutions. Stealing is the problem,, political theft is still theft.

    Obama is definately not telling the truth. His bill is NOT paid for unless it includes cuts in the bill itself, which it doesn’t. Plus the House Republicans are NOT going to go for tax increases on the wealthy. If Obama really wanted to spur jobs, he would institute a flat tax, and kill all capital gains
    taxes.

    It is taking money that has already been borrowed and added to our debt to pay for new programs. It is debt paying for new programs. When the borrowed money is once again spent, the jobs are gone but the money is still owed and unemployment is the same or higher.
    Investment = Stimulus
    Fair share= tax increases
    Paid for = using money already owed
    Not add to deficit = borrowing from Peter to pay Paul
    American Jobs Act = welfare paid for by borrowed money

    Government cannot create jobs….only government jobs paid for with tax money
    America is broke and living on credit cards….STOP THE INSANITY
