AP: House Extends Only Some of Bush-Era Tax Cuts

WASHINGTON (AP) — The House passed a bill Thursday to extend middle class tax cuts while letting those for the wealthy expire, even as talks continued on extending them all.

The House bill was a political maneuver to satisfy Democratic lawmakers’ supporters who oppose extending tax cuts for the wealthy. It has no chance in the Senate, where Democrats need Republican support to pass tax legislation.

House Republican leader John Boehner of Ohio used barnyard language to describe the House vote to reporters during a news conference.

“I‘m trying to catch my breath so I don’t refer to this maneuver going on today as chicken crap, all right? said Boehner, who is in line to become House speaker in January. “But this is nonsense, all right? The election was one month ago. We are 23 months from the next election, and the political games have already started trying to set up the next election.”

Sweeping income tax cuts enacted under former President George W. Bush are to expire at the end of the year. If Congress does not act, taxpayers at every income level would be hit with a significant tax increase.

President Barack Obama and Democratic leaders in Congress want to extend the tax cuts only for individuals making less than $200,000 and married couples making less than $250,000. The bill passed by the House would do that.

The vote was 234 to 188. All but 20 Democrats voted in favor of the bill; all but three Republicans opposed it.

Republicans and some rank-and-file Democrats want to extend the tax cuts for everyone, and the White House has left open the door for a compromise to do that for up to three years.

Senate Republican leader Mitch McConnell of Kentucky has indicated he is open to a temporary extension of all the tax cuts.

Obama said Thursday he’s optimistic Democrats and Republicans can reach agreement on critical issues in the coming weeks, including the tax controversy.

Speaking to more than 20 newly elected governors, Obama said making sure tax cuts don’t increase for the middle class is his priority.

“I believe it will get resolved,” Obama said. “That doesn’t mean there might not be some posturing over the next several days. But I‘m confident in the end people are going to recognize that it’s important for families who are still struggling to have some relief and it’s important for our economy to make sure that money is still out there circulating.”

The White House is pressing Congress to extend jobless benefits and other tax credits enacted as part of Obama’s massive economic recovery package last year. Those proposals could form the basis of a compromise on the Bush tax cuts.

Beyond unemployment insurance, the White House made the case Thursday for extending Obama’s Making Work Pay tax credit for individuals, a tuition tax credit and a tax break that rewards employers who hire unemployed workers. All are to expire at the end of the year.

Obama’s Council of Economic Advisers estimated that if Congress does not extend the jobless benefits, 2 million unemployed workers will lose coverage this month and 7 million will by November 2011.

Treasury Secretary Timothy Geithner and White House Budget Director Jacob Lew began holding closed-door meetings Wednesday with a small group of lawmakers from both parties to negotiate a deal on the Bush tax cuts. Those talks continued Thursday, even as the House voted on the Democratic plan.

Democrats said the House vote wouldn’t undermine bipartisan negotiations.

“We are putting this bill on the floor today because we believe it is important to extend tax cuts for the middle class,” said Rep. Chellie Pingree, D-Maine. She said tax cuts for the wealthy have done nothing to stimulate the economy.

“It’s time that we let those end,” Pingree said.

Rep Dave Camp, R-Mich., one of the negotiators in the private talks, said the House vote was futile.

“It would be comical if it weren’t so irresponsible,” Camp said. “Their position is so precarious they won’t even allow Republicans to offer amendments or any alternative. Why? Because Democrats know the Republican bill to extend the current tax rates for all taxpayers would pass with broad bipartisan support.”

Mitch McConnell of Kentucky, the Senate Republican leader, said the House bill was “not going to go anywhere. You know, we are going to extend the current tax rates. We’re not going to raise taxes on anybody. The only thing we’re discussing now is just how long that extension will be.”

    From reading the posts here and else where it seems daily that the people are getting angrier and angrier. Is this what they want…meaning the socialist? If so why? We need to be one step ahead of them to cut them off at the path. Any ideas?

      You need to realize that the “people here” are a very small, very vocal minority. You can go to any biased site and find a loud group of protesters/praisers and if you limit yourself to that kind of audience then you get a skewed perspective of reality. For example, if you went to nothing but liberal forums, you’d think everyone in America love Obama.

      In short, don’t let your small range of sites you view skew your perception of the actual impact these moves have on the opinions of the majority of Americans.

      Get people to write what they feel and think to their represenatives, to blog sights, to journals and newspapers. Tell the facts with verifiable sorces, send to each other and any contacts you know of who may consider with a fair mind.

      Remember, one person can indeed make a difference. Ghandi did in India, Harriet Tubberman of the underground railroad freed many held in slavery at great risk to herself as a former slave. One man said “I have a dream…” and helped change the nation for civil rights; one man said “I have a dream…” and before the decade was out, even though he died before it happened, our nation, the greatest on earth went to the moon and back.

      By peaceful means, consistent and continuous, let them use the violence, and get any threats they make on tape – copy it and distribute it as fast as possible.

      The Truth is the best offense to use against them; non violence is the key, for to use violence or the threat of violence will play straight into their hands.

    Of course we all knew the communist Dummycrats would go against the will of the people, and this little trick will hurt the economy even more. Why should they care? They get to steal as much money as they want, so all of this doesn’t affect them. If the congress had to obey all of the rules they make for the rest of us, none of them would run for office. All they would do is run the other way. It is not too hard to see why other countries are losing respect for this country with Obummer in office and all of his mafia!       @equaljustice..hope you’re right, but stopping it in the Senate may not be a sure thing… this looks like a budgetary bill so reconciliation is available giving them at least a decent shot at short cutting a filibuster…there may be,still,50 D’s willing to vote yes and stick it to the “rich,” despite the lousy economy..I hope the Senate kills it dead..but it’s not a sure thing.

      It is troubling, I guess Mr. Paul will have to answer that question. These three, Paul, Jones and Duncan are all members of the “libertarian” Liberty Caucus and have voted as a block in the past, but this vote seems to go against their stated beliefs and it certainly is a slap in the face to America.

    Boehner: In January, pass another tax bill extending the cuts for all. Then, it will give the Senators a chance to show their true colors.

    I know the IRS will have to rewrite the tax tables. That’s OK, better doing that than harrassing the taxpayers with audits.

    Pelosi‘s legacy is for being a callous spender of taxpayer’s money.The American Congress are good at only one thing – SPENDING! This is the thing they do and the only thing they are qualified to do, that’s why they, like parasites, have found a home and are living off your income and your kid’s inheritances. Congress is proud of what they do – spending your money. This is how libraries get built with their name on it and airports get built with John Murtha’s name on it. But don’t complain, you allow it when you voted them into office. And don’t blame it on Obama or Bush, place the blame on those senators and representatives that you enabled to spend money and thereby increase your taxes.

      I understand your feelings. My point is as an American patriot and a supporter of our great constitution I see our values being destroyed every day. I very much respect the office of the President but do not support or respect the person currently in that office. His policy and leadership I feel are wanting by setting us up to be taken over by progressive liberal minded enemies of the state that will completely destroy our Constitution. I see Muslim extremest being treated with the same rights as an American by this administration and legal system.       Snowlep, I also agree with your statement. I am not suggesting violence but am suggesting that we get involved with what is going on in any matter available. As my name here suggest I am fed up with the way things are going and ready to take action. I think most people see what is being done and don’t like it. But if we all just sit back and expect someone to come along and make it all better then we are foolish.

      Every person must follow their our heart regarding what is the right path for them. As Komponis mentioned it is the “enemy of the people” with whom we must figure out a way to overcome. We can do it in many ways and must understand that it will cost we all something to accomplish. But just as Washington’s men marched that cold night leaving bloody foot prints in the snow so we all must make that same march. “VICTORY OR DEATH”.

      Miss Muffin, I have one: businesses typically plan out their goals and activities 3-5 years. They can’t make any plans without being able to project revenue and profit. They can’t project profit without knowing their tax burden.

      Businesses are not hiring because the future is too uncertain and unpredictable. On top of facing a huge tax increase, health care costs are expected to soar.

      Would you take a chance on hiring new people under these circumstances if you can get by with your current staffing?

      Miss Muffin, Evaluating our job losses, one should understand that open border, bad free trade(not fair trade agreements and continuing to increase H1-B visas for cheap foreign labor is our unemployment problem.When 11 to 20 million illegals are allowed into the country, how many Americans are put out of work?When we encourage our industries to move off shore, how are we going to replace those lost jobs? When John Cornyn(TX) continually tacks on riders on senate bills to increase H1-B visas for cheap illegal labor, why are we allowing these illegals to come and work in technical jobs for 18 to 20,000 a year less than our people. This started with the Maquiladora plants under Reagan, continued with NAFTA under Clinton, we lost millions of jobs under Bush NAFTA, Gatt, etc. Until we reverse these policies our unemployment will stay in the 8 to 9% range. Corporate profits are at record highs yet unemployment will remain high as long as we let our corporations rape and pillage the middle class.Some think this has occurred since Obama got in office, wrong it has been in the making since the middle 80′s. We grew the greatest middle class the world has ever known following WW11 but we are fast disappearing. No country will ever have a majority in the middle class that is not a producer of industrial goods, Service economy, what a bunch of B.S. That concept along with open borders will continue to give us high unemployment

      apparently, but why? What do they have to gain? We know that IF our vote still counts for something then they stand to lose every seat they now have, but I am beginning to wonder about the big why?
      This just does not make sense politically or morally, We the People have spoken and yet without a care these socialists continue to trample upon us, we are missing something, and it is BIG. Perhaps it isn’t that we are missing it, perhaps it is more like we don’t want to believe it to be true, denial on our parts.
      I have grave concerns, not fear, but concerns, have we waited to act believing incorrectly that our votes can change this socialist policy of destroying America, and if so have we waited to long?

      I don’t know what else we can do if people will not take a stand. Talk is cheap, I have to admit I have not left my bloody prints in the snow but for the sake of my grand children and so on I feel it is time I take a stand. If we all sit by much longer it will be to late! “VICTORY OR DEATH”

      During the Bush years what was unemployment at, 4.5%? Right up until Obama started looking like a sure thing and Fannie and Freddie finally colapsed under the weight of demon rats programs and policies.

      Not class warfare. Every economist worth his salt knows that a tax cut to the middle class is stimulative while one to the wealthy is not. That is not class warfare. It is putting the tax cuts where they will best stimulate the economy, which the GOP claims is the rationale for extending them. It is Republicans that are LYING about why they really want to extend the tax cuts to everyone, and it has nothing to do with getting economic growth or creating jobs. It has everything to do with paying back their special interest groups.

      I am so angry I type, erase, type, erase….the utter arrogance of those people! I bet they are out drinking and yucking it up that they screwed the American people again. Well what goes around comes around and they will get theirs one way or another. Every project they have needs to be defunded, if possible, after Jan 1st.; the Republicans don’t need to be the party of “no:, but of “hell no”. Like I said yesterday, Obama isn‘t concerned about his legacy as president because he will be the next dictator if we aren’t careful. What a bunch of scumbags.

      Rush made a good analogy today, If say, a married couple makes more than 250K, then their taxes skyrocket. Don‘t you think that one of those individuals would quit their job to make less so their taxes won’t go up. What incentive do you have to make over 250K? There is none. That is what they are wanting. Pretty soon they will lower that to say, 200K, then so on and so on. We will all end up not having any motivation and being a drone going to work. This is what they want and probably dream about. Thank goodness some of this madness will end in January. I just keeping thinking happy thoughts…

      Rapunzel, say it? Heck, I met him and asked him about it. I asked how do we know which side of the curve we are on, and he couldn’t answer the question. He was so impressed with the questions on it, however, that he invited me to his house. So I think he is a very sweet man, but his eponymous curve is total bunk. In any case, the econometric models run by the CBO and many others clearly show that tax cuts to the rich are not very stimulative of the economy, unlike those tax cuts directed at the middle and lower classes. You throw out meaningless terms like Laffer Curve, but you really have no idea what you are talking about. Silly words to justify silly positions. Knowingly or not, you let the rich cats laugh all the way to the bank.

      Even for me, I am willing to go before the Almighty and tell him I did the best I could.       Raising taxes on the so called rich is actually targeting the lower rung of those stable enough to create jobs. Republicans need to get more aggressive and in addition to stopping spending talk about reducing all taxes on all incomes and corporate income in these recessionary times.

      What they have done tonight is a disaster because it will not stimulate job growth. And at best is deceptive and at worst an outright deliberate attempt to collapse the system as Obama and the far left has intended on doing right along!

      Gaming the system by the far left as they are to lie and refer to this as denying what they wrongfully call the for the so called “rich” as a tax cut (which it is not but rather raising taxes again on the so called “rich”) is like putting perfume on a scorpion before adopting it for a pet for our children and grand children.

To extend the tax cut for the upper 2% it will add 70 billion to the deficit and there is not any return. Stop believing everything the GOP tells you – you need to research and think for yourselves. It could be that you are not smart enough to follow the logic, or that you are too partisan to admit the truth. Second, calling me names does not constitute a rebuttal.       BuySell, this is not true. Only 3% of taxpayers in the $250K+ group are small businesses, and a smaller percentage actually employ labor (i.e., are not hedge funds or other professional services that would not add labor with a tax cut). Everyone already knows this, but it conflicts with the GOP narrative so it is ignored by politicians and crass partisans. What is your excuse??

      So based on your logic it‘s ok then to pass legislation so that married couples can’t make more than 250K? Because I know that‘s where you and the rest of the progressives really want to go with that even though you’ll never admit it.

      But while we’re on the subject how about limiting income to say 100K? 50K? Because that‘s were it’s headed. Once you let the class warfare animal out of the bag big government can now limit jobs and control you and me. That ain’t the America I grew up in.

      I don‘t think you’re high enough on the food chain to be thinking that stupid unless you are a troll which I‘ve heard rumors you are and don’t really give a damn about economic freedom.

      First off, don‘t lump me into the GOP just because I don’t think you make sense. I’m neither a Democrat or a Republican. I’m a CONSERVATIVE, independent of the party line BS. Most of the so-called republicans are fiscal morons as well as the dems.

      What bothers me about you and people like you is that you’ve been brainwashed by someone or some entity into thinking that taxing rich people will fix the worlds fiscal ills and short-comings, and that somehow it is their duty and obligation to do so for the benefit of all who feel entitled. It‘s people like you that truly don’t understand how a job is actually “created”. It’s people like you that think $250k or even 1 million dollars is a lot of money……until bread is $15 dollars a loaf, and Strawberry jam is $100 dollars per jar. It’s people like you that just want to get “paid” with “Obamamoney” from his “stash”.

      I’ve got this site bookmarked and I receive emails every time a new video gets put out. This guy has saved my life by allowing me to receive a level of fiscal competence that I never received in college. They don’t teach this stuff in most colleges because it goes against the status quo of indoctrinating zombyism necessary to impart control of the Obama-drone collective.

      ABC – you seem to be a very intelligent person, but you lack evidence. I’ve been following you around this website for over a week now and I find you a very lacking person. First you cry out for proof of statements made by others. No granted you have provided links to other sites that attempt to prove things you are trying to back up – such as the article you commented on that involved global warming. That’s not what most scientists would call proof. Proof is studying all aspects of what is going on. Economics is not something you can look at through the eyes of a mathematician. You also have to look at it through the eyes of history, through the eyes of people that have lived through that history and dealt with the reality of what happened. I can sit here all day and quote ‘Glenn Beck’ and other conservatives and you can claim to have spoken to the creator of the Laffer Curve and have information direct from God’s mouth, but don’t belittle people with a superior attitude or a mock superior education. Just give facts and move on. Facts that have a bipartisan foundation would be better.

      Class warfare = Crabs in a bucket

      It’s an old New England fisherman trick. Put one crab in a bucket and it will climb out in less time than it took to throw it in. But put more than two or three in and they will never get out because as one climbs higher the other crabs will pull it back in their effort to climb out.

      The progressives have perfected this to the point that we’ver forgotten to wish successful people well and somehow feel it is our duty to hold our most successful members back instead of working together and taking joy in our prosperity and exceptionalism. And sadly prosperity and exceptionalism has become a dirty word in the progressive lexicon.

      If anyone should pay the higher taxes it should be the uberrich like Soros that are trying to hold us back and the progressives themselves. Not the ones that are being targeted instead by the current admninistation. They are not the uberrich trying to slam the door shut on everyone else but those wealthy enough to lift up anyone else willing to work for the American dream.

      Shame on us all! We deserve exactly what we are getting.
