AP ‘Spin Meter’ Report: Where Did All the Stimulus Money Go?

WASHINGTON (AP) — Congressional Republicans say they want to cut federal spending by raiding $45 billion from President Barack Obama’s politically unpopular economic stimulus program. But they won’t be able to get their hands on most of that money.

At most, only about $7 billion of the $814 billion in economic recovery money awarded under the 2009 federal law hasn’t already been spoken for, according to the latest White House estimates. And Republican leaders now acknowledge they would be lucky to identify as much as $5 billion in stimulus-related spending cuts as part of a plan to save taxpayers $2.5 trillion over 10 years.

Where did the money go?

It’s not that all the stimulus money has been spent; it has been committed for specific projects and programs. In the confusing money flow from Washington to the rest of the country, there’s still about $168 billion in stimulus money that has not actually been paid out, according to the administration. But it says nearly all of that money already is tied up in contracts with companies, obligations with states and local governments, promised taxpayer relief and commitments to government programs.

For states, much of that money for Medicaid and education has been worked into budgets, so if Congress took it back it could leave shortfalls, said Raymond Scheppach, executive director of the National Governors Association. “That would be a serious problem, I think, because they’re depending on that money.”

The unspent money remains in the federal pipeline despite Obama‘s promise that recovery spending would occur swiftly to stimulate the nation’s economy after Congress approved the program nearly two years ago.

Even the $7 billion the White House says is not yet obligated can’t readily be yanked back by Republicans as savings because, administration officials said, planning is well under way for the projects expected to benefit.

“These remaining dollars include funding for major high-speed rail, clean energy and other infrastructure projects that in many cases have already been awarded and just haven’t been formally put under contract,” said Liz Oxhorn, the White House’s spokeswoman for the economic recovery program. “Rescinding these funds could halt job-creating projects years in the making where preliminary work in some cases is already under way.”

The Republican Study Committee, a group of House conservatives, announced a proposal last month to save the government $2.5 trillion over the next decade. Part of its plan involved pulling back $45 billion in stimulus money.

“That was an estimate,” said Brian Straessle, the group’s spokesman. “That was not intended to be taken as an exact figure.”

Part of the problem is determining how much, if any, stimulus money remains in Washington and how much could be recovered, Straessle said. About three-quarters of the $814 billion in stimulus money has been spent or distributed to taxpayers, state and local governments and companies hired to do work under dozens of programs. House Republicans sorting through the federal budget hope to identify money not yet spent or promised to programs, states or local governments in the coming weeks.

Congress could go after some of the unspent money, although it would require undoing commitments made in the stimulus legislation, and no specific proposals have been offered to do that.

The roughly $168 billion in stimulus money that still hasn‘t been spent is proof that Obama’s program couldn’t deliver the immediate economic jolt promised two years ago, Straessle said. “This is not an attempt at economic stimulus. This is just basic government spending.”

Oxhorn said much of that money — $53 billion — is set aside for promised tax relief and government spending to help taxpayers. And $115 billion more is committed in some cases with signed contracts to ongoing programs and projects, like roads and bridges, energy efficiency and education.

States, local governments and other recipients have been slow to spend some of that money, according to weekly reports from federal agencies. For example, more than $14 billion remains in the pipeline to help doctors and hospitals providing Medicaid and Medicare services to convert to electronic health records; nearly $5 billion remains to help weatherize homes and to help states and local governments develop energy-efficiency strategies.

States also expect to receive continued quarterly Medicaid enhancement payments into the summer, the remainder of an $87 billion recovery program intended to help them through their own financial problems. “Every state in the union has plugged that money into their budgets for the coming year,” said Michael Bird, federal affairs counsel for the National Conference of State Legislatures.

In some cases, the money is set aside to reimburse states and local governments for projects under way, like highway and local airport improvements. Administration officials have warned that tampering with any of that money would leave states and municipalities on the hook for the cost of those projects.

“You’ve got some legal issues if this is money that has been obligated by the states already,” said Scheppach, of the governor’s association. “They’re sort of into breaking contracts at that point.”

    So that means Obama increased spending by 25% since he took office – that makes him not a “tax and spend” liberal but a “spend and spend” liberal…

    Reminds me how he increased salaries across the gov’t, then committed to freezing federal pay for two years, meaning you couldn’t cut the salaries for two years…

      Although ACORN has never been in the business industry of fire safety and fire prevention, Napolitano has chosen ACORN as a recepient for GRANTS from her Dept of Homeland Security – over and above the interests of FIRE DEPARTMENTS and police departments that depend on Grant money to buy necessary equipment and supplies to serve their communities.

      Some fire departments and police departments received NO MONEY in Grants from Napolitano of Homeland Security…..since she had earmarked it for ACORN to receive Grants….in every city across the USA whereinACORN had an office.       Commitment to American Prosperity Act
      We must get back to a point of fiscal sanity in Congress. American families have had to live within their means, and it is time that the federal government does the same. Some in Washington want to cherry-pick ways to cut spending whereas I believe we need a macro approach if we are truly serious about reducing spending.

      On Tuesday I joined U.S. Senators Bob Corker, R-Tenn., Claire McCaskill, D-Mo., Lamar Alexander, R-Tenn., Richard Burr, R-N.C., Saxby Chambliss, R-Ga., Jim Inhofe, R-Okla., Mark Kirk, R-Ill., and John McCain, R-Ariz. in introducing the Commitment to American Prosperity Act, or the “CAP Act,” to significantly reduce total federal spending – both mandatory and discretionary spending – over the next 10 years through limits and caps.

      Specifically, the “CAP Act” would establish federal spending limits that will be gradually reduced over 10 years to 20.6 percent of the nation’s gross domestic product, the historical average of federal spending.

      In fiscal year 2009, the federal government had a deficit of $1.4 trillion, borrowing almost 40 cents of every dollar. The gap between spending and revenue is almost four times the historic average. Even when the United States reaches historic revenue levels, we are still projected to be spending nearly 6 percent more of our gross domestic product than we take in, and the gap will continue to widen. By 2035, on our current trajectory, U.S. debt will reach 185 percent of GDP.

      The “CAP Act” would, for the first time, eliminate the deceptive “off-budget” distinction for Social Security – providing a complete and accurate assessment of all federal spending. The legislation would also put in place a 10-year glide path to cap all spending (discretionary and mandatory) at a declining percentage of the country’s gross domestic product, eventually bringing spending down to the historical average of 20.6 percent of GDP, and if Congress fails to meet the annual cap, authorize the Office of Management and Budget to make evenly distributed, simultaneous cuts throughout the federal budget to bring spending down to the pre-determined level. Only a two-thirds vote in both houses of Congress could override the binding cap.

      Yes … Gov.Scott (FL) better get with it and refuse that train from Tampa to Orlando .. what a waste .. who is going to park their car (pay for parking) get on a train (pay for trip) arrive in Orlando rent another car (pay for rental) and turn around and do it all over for return trip! When they could drive down I-4 for much much less money and less hassle .. it is such a waste of $$$$$$$$$$$$$$$ and will be a burden on the state.

      Stimulus receivers are funneling part of the money back to Obama through Chicago banks and prepaid credit cards. Just like they did in Sept 08 Obama raised more money in 1 month than any previous candidate had in their whole campaign. $178 million in 1 month. But it was all small Mom amd Pop donations. Right. Like I believe that. They have already tested the method and now they will use it again.

      What about the fact that WE TAXPAYERS had worked that money into OUR budgets??? What about MY shortfalls when I can’t afford educational activities for MY children??? What about the serious problems created by the fact that I was depending on that money for my retirement???

      WHAT the liberals never consider are the consequences for those of us who had to give up all that money! – Why the Frick do they always act like it is their money??? I earned it! Who the Frick do they think they are – thinking they know how to spend it better than I do?

      Republicans need to start watching out for the average taxpayer better. Damn right they need to save taxpayers trillions of dollars & I got no problem with taking it back from the leeches in Conress who’re always thinking they know better than me how to spend my money!

      I read an article this morning from some other liberal whack job supporting a tax on soda pop because “We can use the money to build parks”. No acknowledgement of what the people paying the taxes might want to use the money for! If we want a damn park, then we’ll vote for a bond issue to build it… I‘m so ’sick & tired’ of the way politicians never consider the fact that the taxpayers are far better at spending our money on the priorities we consider to be far more important than what they consider.

      Believe me, my money will not get wasted if you don’t tax it from me. I do a lot to serve my family, my church, and my neighborhood and that’s as it should be. I‘m not on welfare and I’ve taken care of myself and my family and a few others’ too! Beyond that, what could some idiot in Washington do with my money better than I’m doing already… I’m so far beyond “Enough is enough”! DOes the English language even have a word for ‘beyond outrage’?

      The Republicans had better not listen to these lame arguments about how the stimulus money was already committed. They need to take it back from those stimulus commitments – ALL $167 BILLION of it – Hell, it’s all borrowed anyway! At the very least take it back to keep it from adding more to the national debt!

      It’s not the confusing money flow in Washington, it’s the predictable money flow of the Obama administration. If you are going to be an “elite” when Obama’s regime gets finished you have to have seed money. I would make them produce a paper trail on Monday and use a fine tooth comb to go through it. As for future allotments, keep that comb handy. Wonder how much is very, very bogus.

      It has been handed out to the time frame for voting in the 2012 election cycle. Jobs in certain areas of the economy like construction will increase and that will have Progressives crowing that they created new jobs and to keep them in office. And some will fall for this since they only vote with their wallets, it is those voters that will end up crying the loudest when the Progressives stop the money flow to create riots and chaos so that they can bring the top down with Communism/Socialism or some other form if “‘ism” that suits their power hunger.

      Where is 007 when you need him.

      Why isn’t Michael Moore making a film where he goes to DC and confronts the president with his little duffel bags asking “Where’s our money?”

      Here’s the guide to answering all problems that is wrong in the world:

      - It’s Sarah Palins Fault
      - It‘s the right’s fault

      call me stupid, but his sounds like taking out a loan for a home years before you even start looking, but having to pay the interest back every month. even though the whole stimulus is more about re-election than anything (get all that big money into the system right around election time so things look peachy), why wouldn‘t you borrow the money at the time you’re ready to implement the project(s)? oh, well, they needed to know if they had the money to do the projects…yeah, right, they got the money printers running overtime. then again, i’m not a lefty-loon, so just disregard my trying to be somewhat logical.

      I’ve read about halfway down the first post thread and all I see is a bunch of (rightous) vitreol from posters here, but no solutions. YES we are all angry, YES we are all fed up, and we all know it.
      Now what?
      We all need to start thinking about ways to catch this spinning out-of-control spree and we need to do that NOW. Rand Paul, just last week had a bill in hand ready to be argued and voted on that would cut BILLIONS out of the budget, fiscal year NOW and was ridiculed by the MSM (big surprise). I sadly have no links to that at this time, but i saw him on Fox i believe outlining his plan. It was sound, and included defunding MANY agencies, including DoD, and eradication of some more (Federal DoE was one). We need to pay attention to who in Congress is really fighting for US and give them (and our own Representatives) our support.
      In the meantime, when the phone calls fail, go here

      @lionB, Glenn beck don’t advertise to prop them up. Glenn Beck is not one to silence anybody, he likes all points of views and wants it badly. Especially when the people in these videos is putting themselves into a deep whole with their relationship among the majority of the American people. Everytime they speak they prove who they are.

      He is putting their words out in the public eye the best way he can since the other news outlets sure won’t.

      gLENN ACTUALLY DID OUTINE THAT fdr ASKED FOR, AND RECEIVED “STIMULOUS MONEY” FROM CONGRESS AND WITHHELD 75% OF IT TILL HIS NEXT ELECTION
      and my capslock was on again, and again, i refuse to go back and repost.
      Where FDR gave monet to those counties where the election was in question, in states where the election was in question, not only for himself but congress as well. Expected was a landslide republican victory all around, but they “spread the wealth” so well that not only did he win the presidency, congress also maintained their democratic majority.
      Translated into now?
      Obama is saving the monet to put into state-swinging counties that may sway him back for another 4 years.
      And, as i asked on another post, “then what” America?
      Then what?

      Where did all of the money go? I would guess that a bulk of it went to unions and other entities that supported Barack Obama during the 2008 Presidential Election because this “Economic Stimulus” bill certainly did nothing to stimulate our economy!

      As for “shovel-ready” jobs… How about building that 700-mile, double-layered southern border fence that President Bush signed into law five years ago?

      When will the liberals face up to the fact that high speed rail is not a program the people want tax money spent on? If it is something that will generate a profit then private industry will build it. All of these trains will be built by Siemens and GE in Chinese factories. I do not want one cent of stimulus, (my tax money), spent on this crap.

      As for green energy projects—-let the marketplace and private enterprise take care of this. Ethanol will fail if the government subsidies are withdrawn. The market for ethanol is false. The only real use for corn ethanol is to drive food prices upwards and make Soros another pile of money in the commodities market.

      And, you folks are absolutely right in assuming that a large portion of the stimulus money will find its way into the pockets of the union bosses. The rank and file will not see one penny of this money. It is a crying shame that the rank and file union members cannot see what their union leaders are doing to them. Where is their medical and retirement fund money? They ought to ask their leaders.
