AP‘s ’Fact Check‘ Hammers Obama’s Speech

WASHINGTON (AP) — There may be less than meets the eye to President Barack Obama’s statements Monday night that NATO is taking over from the U.S. in Libya and that U.S. action is limited to defending people under attack there by Moammar Gadhafi’s forces.

In transferring command and control to NATO, the U.S. is turning the reins over to an organization dominated by the U.S., both militarily and politically. In essence, the U.S. runs the show that is taking over running the show.

And the rapid advance of rebels in recent days strongly suggests they are not merely benefiting from military aid in a defensive crouch, but rather using the multinational force in some fashion — coordinated or not — to advance an offensive.

Here is a look at some of Obama’s assertions in his address to the nation Monday, and how they compare with the facts:

OBAMA: “Our most effective alliance, NATO, has taken command of the enforcement of the arms embargo and no-fly zone. … Going forward, the lead in enforcing the no-fly zone and protecting civilians on the ground will transition to our allies and partners, and I am fully confident that our coalition will keep the pressure on Gadhafi’s remaining forces. In that effort, the United States will play a supporting role.”

THE FACTS: As by far the pre-eminent player in NATO, and a nation historically reluctant to put its forces under operational foreign command, the United States will not be taking a back seat in the campaign even as its profile diminishes for public consumption.

NATO partners are bringing more into the fight. But the same “unique capabilities” that made the U.S. the inevitable leader out of the gate will continue to be in demand. They include a range of attack aircraft, refueling tankers that can keep aircraft airborne for lengthy periods, surveillance aircraft that can detect when Libyans even try to get a plane airborne, and, as Obama said, planes loaded with electronic gear that can gather intelligence or jam enemy communications and radars.

The United States supplies 22 percent of NATO’s budget, almost as much as the next largest contributors — Britain and France — combined. A Canadian three-star general was selected to be in charge of all NATO operations in Libya. His boss, the commander of NATO’s Allied Joint Force Command Naples, is an American admiral, and the admiral’s boss is the supreme allied commander Europe, a post always held by an American.

OBAMA: “Our military mission is narrowly focused on saving lives.”

THE FACTS: Even as the U.S. steps back as the nominal leader, reduces some assets and fires a declining number of cruise missiles, the scope of the mission appears to be expanding and the end game remains unclear.

Despite insistences that the operation is only to protect civilians, the airstrikes now are undeniably helping the rebels to advance. U.S. officials acknowledge that the effect of air attacks on Gadhafi’s forces — and on the supply and communications links that support them — is useful if not crucial to the rebels. “Clearly they‘re achieving a benefit from the actions that we’re taking,” Navy Vice Adm. William Gortney, staff director for the Joint Chiefs, said Monday.

The Pentagon has been turning to air power of a kind more useful than high-flying bombers in engaging Libyan ground forces. So far these have included low-flying Air Force AC-130 and A-10 attack aircraft, and the Pentagon is considering adding armed drones and helicopters.

Obama said “we continue to pursue the broader goal of a Libya that belongs not to a dictator, but to its people,” but spoke of achieving that through diplomacy and political pressure, not force of U.S. arms.

OBAMA: Seeking to justify military intervention, the president said the U.S. has “an important strategic interest in preventing Gadhafi from overrunning those who oppose him. A massacre would have driven thousands of additional refugees across Libya’s borders, putting enormous strains on the peaceful – yet fragile – transitions in Egypt and Tunisia.” He added: “I am convinced that a failure to act in Libya would have carried a far greater price for America.”

THE FACTS: Obama did not wait to make that case to Congress, despite his past statements that presidents should get congressional authorization before taking the country to war, absent a threat to the nation that cannot wait.

“The president does not have the power under the Constitution to unilaterally authorize a military attack in a situation that does not involve stopping an actual or imminent threat to the nation,” he told The Boston Globe in 2007 in his presidential campaign. “History has shown us time and again … that military action is most successful when it is authorized and supported by the legislative branch.”

Obama’s defense secretary, Robert Gates, said Sunday that the crisis in Libya “was not a vital national interest to the United States, but it was an interest.”

OBAMA: “And tonight, I can report that we have stopped Gadhafi’s deadly advance.”

THE FACTS: The weeklong international barrage has disabled Libya’s air defenses, communications networks and supply chains. But Gadhafi’s ground forces remain a potent threat to the rebels and civilians, according to U.S. military officials.

Army Gen. Carter Ham, the top American officer overseeing the mission, told The New York Times on Monday that “the regime still overmatches opposition forces militarily. The regime possesses the capability to roll them back very quickly. Coalition air power is the major reason that has not happened.”

Only small numbers of Gadhafi’s troops have defected to the opposition, Ham said.

At the Pentagon, Vice Adm. William Gortney, staff director for the Joint Chiefs, said the rebels are not well organized. “It is not a very robust organization,” he said. “So any gain that they make is tenuous based on that.”

OBAMA: “Some nations may be able to turn a blind eye to atrocities in other countries. The United States of America is different. And as president, I refused to wait for the images of slaughter and mass graves before taking action.”

THE FACTS: Mass violence against civilians has also been escalating elsewhere, without any U.S. military intervention anticipated.

More than 1 million people have fled the Ivory Coast, where the U.N. says forces loyal to the incumbent leader, Laurent Gbagbo, have used heavy weapons against the population and more than 460 killings have been confirmed of supporters of the internationally recognized president, Alassane Ouattara.

The Obama administration says Gbagbo and Gadhafi have both lost their legitimacy to rule. But only one is under attack from the U.S.

Presidents typically pick their fights according to the crisis and circumstances at hand, not any consistent doctrine about when to use force in one place and not another. They have been criticized for doing so — by Obama himself.

In his pre-presidential book “The Audacity of Hope,” Obama said the U.S. will lack international legitimacy if it intervenes militarily “without a well-articulated strategy that the public supports and the world understands.”

He questioned: “Why invade Iraq and not North Korea or Burma? Why intervene in Bosnia and not Darfur?”

Now, such questions are coming at him.

    I havnt seen an obama bumper sticker in a very long time. They scratched those things off pretty fast. The last I saw was on a car full of latinos, and that is the truth. If he does get reelected , and thats a big o if, it will be the unions, illegals, the likes of acorn, teachers and radical students that dont want to be bothered with a job getting in the way of their schooling. Heck fire, thats quite a few votes there. We better all make sure we vote, even with all that we are still the majority, I think. White Lotus.

    Look no further than the Clinton camp.
    My theory: They DID find some pretty damming evidence that Obama

    Or perhaps, that he lied on his school applications (fraud) to get

    They used this information to make him follow their old agenda.

    Unprecedented that an Ex POTUS is at the podium
    of a sitting president, explaining a sitting president’s political position.

    I could say more but I know how these guys operate,
    so I’ll let others speculate further.

    But bottom line, I think there are people behind the curtain pulling all the strings.
    Connect the dots.

    Look at how Obama is bumbling everything, from immigration
    laws to illegal military action.
    Now who in the dem. party can ‘attempt’ to ride in one her
    white steed to save us all from this abomination.

      I agree that obama is someone’s puppet…someone’s cocky, attitudinal puppet. He may be “intelligent” in his own right, but there is definitely someone else standing behind the curtain. He is merely a willing participant in this whole charade. I did not listen to, nor watch, the speech last evening. I‘ve arrived at the conclusion that any time this man’s lips are moving, there are nothing but lies being emitted. I just pray that more and more people will also come to this same conclusion…

      I have said it before — a couple of weeks ago an article in which Hillary said she will not run for president in 2012 and that once she completes her position as Secretary of State for this term, she will bow out of public office for good. Don’t you believe it for a minute. When she said this, I said “she is going to run against Obama in 2012”. Remember when she said she would not use the office of Senator of New York as a platform to run for President??? Well, that is EXACTLY what she used her position as Senator for.

      Yes, she and Bill know a lot more than they claimed about Obamas legitimacy. She hinted at it on the campaign trail. but she too, is a puppet of the Bilderberg group. She took Obama to a secret meeting — You are right when you said she will ride in on her white steed to save the Dumbocratic party and eh hem, the country and umm the world!!!

      Hillary was set up to look “Presidential” during the intial phases of this Lybia debacle. And the press picked up the softball and ran with it. The media is so weak that they are led around by the noses and do exactly what they are being manipulated into doing.

      Time for conservatives to get LOUD. talk to anyone and everyone about what is going on. Take every opportunity to blame obama and the dems for everything that is wrong right now and will be for the next 40 years. Talk in grocery lines, talk at work, talk to friends, send out important news like this to everyone you can.

    I have always contended that Obama was nothing more than a puppet for the progressives. He has shown himself to be incapable of truly leading in any sense. His own country’s citizens are fighting each other, the economy is in the toilet, and he has made us appear weak before the other countries of the world. What a joke! He was what my uncle used to refer to as an “A honor roll idiot”.

    Yes, it took way too long, but many are now seeing the error of their ways in voting for the unqualified Obama. He has very little chance of being re-elected in 012…that is, unless ACORN or some similar lying, cheating, liberal organization can come to his rescue again. I am so glad I didn’t vote for Obama. Can you imagine having to still drive around with an Obama sticker on your car? How humiliatng would that be?

    It was nice of the POTUS to find the time to talk to the country about the military action he initiated. He’s a busy guy, what with all the parties, vacations, golf and basketball tournaments. We are just so lucky he makes time for us ignorant, Bible thumping, gun toting, peons between the coasts.

      AP would have had an easier job if they had just gone through to point out any instances of truth in the speech. Those who see with open eyes noticed how desparate this regime is to make itself appear legitimate and a true reflection of the American people. He surrounds himself with flags and dresses himself up in matching colors so as to fade into the background of the flags and seem like a voice arising from them. Gone was the shimmering gold Kente cloth facsimile and the winning the future backdrop, too. The teleprompter-in-chief was moved so as to make us believe that the one was speaking directly to us. Included the use of God and country to make us feel warm and fuzzy.
      To lessen the gravitas of the lecture, it was not held in the Oval Office.

    I can’t believe that the so-called President of these here United States is actually trying to take credit for what happened in Libya. Can the Democrats get anymore lame and the people of AMERICA stand by and let them get away with it. Obama was on vacation while the people of Libya was being slaughtered and now he is trying to say that he is a leader. Then trying to compare this to the Iraq war? Just how lame can you get.

      Sometimes I have to wonder if Obama is indeed becoming a pawn of the progressives, to be used as a final scapegoat if or when everything falls apart for their plans. One thing have been bothering me for a time now.

      Under Obama care law, when the one fed judge concluded the entire law was unconstitutional, he gave one part of the explination for his actions, if I remmember it correctly, that no provision in the law was made so that if one part was ruled such, the rest would be left in place. In short all or nothing.

      It seems as if the law was passed just for the chaos it would cause, and as if expected to go down in flames either under repeal in congress or the courts.

      So I do wonder if he is being set up for a larger agenda under the shadows of Obama.

      The speech was filled with half truths, truth spins and verbal calisthenics to avoid jeapady of letting the real truth be uncovered.
      The setting where he gave his speech was the biggest lie of all. Did you notice ALL the Americans Flags behind and around Obama? This man that avoids Old Glory so steadfastly, you would think the sight of it would blind him. The fact they they were on scene and plentiful was just a prop to make him look like he actually likes and cares for the US of A.

      One thing I am wondering about though, who is setting up Obama to take a fall for when those of the left and progressives of all sides need a scapegoat to cover their tracks while they regroup.

      Of course they do. It’s their Glorious Leader launching it, unconstitutionally, so it’s perfectly peachy to them. On the other hand, if this were Dubya, 95% of the people posting on this thread would be swooning at how wonderful it was that we were doing this.

      Don’t get too optimistic, perhaps they have “turned” on him because the lies are so blatent they just can’t cover for it any longer.

      Look for the new talking point I’ve heard several times now: That the President has information the rest of don’t have and therefore we can’t understand the brilliance of these policies!

      I even heard the morning show on Washington Times Radio, supposedly conservative, repeat that garbage.

      Think about it, is that not the perfect way to cover any inexplicable decisions and lull the rest of us in to submission?

      That’s not a declaration of war, it was just Congress say “yeah, ok, whatever”. We either have rule of law, or we do not. I don’t cotton to playing fast and loose with Constitutionality.

      I said it once before….We need a true military leader to tell the president NO. We will not follow you when you violate the constitution. We will not send troops into harms way without approval from congress. And yes, this statement goes to all the previous presidents that got us into crap worldwide since 1941.

      Yep, things are turning against this inept wanna-be so called leader – BUT, the damage he and his party and the progressive movement has committed and still in the process of committing, has all but destroyed the people and the country of our United States. Times and things have NOT gotten bad yet. I am willing to wager that 85% of the people in this country is not, will not and can not prepare for the up coming events. And of the people who do see whats going on, I think maybe only 7 to 10 percent are what I would adequately prepared. Yep, we get the reporting after the fact.

      According to West Point’s Combating Terrorism Center, the part of Libya where anti-Gaddafi rebels are based is a hornet’s nest full of anti-American Islamofascists that produces more Jihadist infiltrators into Iraq per capita than any other Muslim country. Seeing a pattern here with Obama, folks? If rebels hate America (e.g., Muslim Brotherhood in Egypt, Jihadists in Libya), Obama backs them, if protesters are pro-American (e.g., students in Iran), Obama lets them get slaughtered.

      Why do I get the feeling that Obama could stand in the Rose Garden and yell “Death to America!” while burning an American flag and 46% of Americans would call Fox News racist for reporting it? We have a Muslim terrorist in the White House.

      People need to WAKE UP. What is Obama doing but destroying our friends, or those who pose the least threat to us, and ignoring or actually helping our enemies? The revolt in Iran was ignored. Our ally in Egypt was trashed. The revolt in Syria is being ignored. Libya is being attacked, but does has Khadafi posed a threat to us for the last 10 years?

      Obama is aiding and abetting our enemies, and attacking our friends. The end result of all this is that we will completely lose the middle east. This is either a diabolical scheme to put the ‘dream of his father’ into action, or he is the most incompetent boob the world has ever seen. Hang on, we’re in for a ride when we are still dependent upon an entirely hostile region for our energy. Israel has very dark clouds on the horizon.

      BULLCOP34—-The President of the US is the Commander in Cheif of our armed forces. If a military commander is given a lawful order from the Pres., he/she is REQUIRED to obey it. It is extremely difficult to prove ‘unlawful’ ANY order given through the Chain of Command in a court of law. The court will be a MILITARY court or tribunal NOT a civilian one. Requirements pertaining to truth and lawful are very different under those circumstances. The penalties for disobedience are/or can be rather harsh according to civilian thinking. Under certain cercumstances, a person can forfeit their life by refusing to obey a direct order. Not so in civilian life. At WORST a person would be fired.
