Are U.S. Tax Dollars Covering Financial Rewards to Palestinian Terrorists?

Fresh off reports that Hamas lavished cash and free luxury hotel rooms on terrorists released last month from Israeli prison, it appears the Palestinian Authority (PA) headed by President Mahmoud Abbas is offering them even more financial perks.

Hamas gave a $2,000 golden parachute to the freed prisoners in Gaza. Now, President Abbas is more than doubling that amount – to a $5,000 grant. The U.S. gives annual aid to the Palestinian Authority – about $600 million just last year – raising the question: are American tax dollars funding handouts to convicted terrorists?

Additionally, Abbas on Saturday announced his government will build houses for the released prisoners. According to the Jerusalem Post, the new housing project will be paid for by the Palestine Investment Fund (PIF):

The announcement came during a meeting between Abbas and some of the released prisoners in his office in Ramallah…

During the meeting with the prisoners, Abbas said that the issue of the prisoners was at the top of the PA’s list of priorities. He said that PA negotiators raise the issue in all meetings and forums.

Abbas also hailed the prisoners’ “steadfastness in the face of Israeli arrogance.”

According to Jonathan Schanzer of the Foundation for Defense of Democracies, “the PIF was created in 2002 to manage and distribute the money and commercial interests owned by the PA. They bylaws were established so that its operations would be transparent, since the PIF effectively functions as a sovereign wealth fund.” He says the PA borrows from the PIF to pay salaries in exchange for land.

That the Palestinian Authority pays the salaries of convicted terrorists is not new. They can be in prison or released from prison to receive the monies. A Palestinian Media Watch study found that the Palestinian Authority spends more than $5 million per month in salaries for 5,500 convicted terrorists and other Palestinians serving time in Israeli prisons.

Fox News reported in August:

The average salary of a prisoner is greater than Palestinian civil servants – prisoners on average receive 3,200 in Israeli shekels a month compared with 2,800 for civil servants.

The prisoner salary of 3,200 shekels is about $889. The civil servant salary is the equivalent of $778.

In exchange for the release of its kidnapped soldier Gilad Shalit, Israel said it would release 1,027 Palestinians from prison. In the first phase of the deal, it has so far released 477, some of whom were serving multiple life sentences for carrying out some of the bloodiest terrorist attacks Israel has known.

Among the recipients of the PA-provided salaries are those convicted of murdering not only Israelis but also U.S. citizens. In a letter urging Congress to cut aid to the Palestinians in light of the PA payments to terrorists, Member of Knesset Moshe Matalon listed some of those who killed Americans:

Ihlan Tamimi and Muhammad Daglas, who bombed a Jerusalem restaurant in 2001. Shoshana Greenbaum, a citizen of the US, was among the attack’s 15 victims.

Another released terrorist, Walid Anjas, was serving 36 life sentences for his attack on the Hebrew University on Mount Scopus in 2002, in which five Americans and one French citizen were killed.

U.S. aid is aimed at supporting peaceful coexistence between Israelis and Palestinians by raising the standard of living for Palestinians and funding the Palestinian police. When faced with threats of cutting or stopping U.S. aid, Palestinian officials have said they need the money to pay government employee salaries.

The House Foreign Affairs Committee’s Subcommittee on the Middle East and South Asia held a hearing in September about continuing to fund the Palestinian Authority.  Subcommittee Chairman Rep. Steve Chabot (R-Ohio) said “If the Palestinians continue on their current path, the question before this Congress will not be what portion of our aid will be cut, but rather what portion will remain.”

As for the Palestinian public, what kind of message is this sending to law-abiding Palestinians – who see these dubious rewards for terrorism?

      Hey exrepublisheep, I believe you got your facts wrong on that Contra issue. I believe that Fox News Contributor Oliver North was convicted on that count. Whether Reagan was aware or not is up to debate. But at least President Reagan took responsibility for the lack of over sight on his part, he did not blame Natural Disasters for his failures in managing his underlings etc…

      I feel that Rand Paul has it correct when he calls for a complete reduction in “Foreign Aid Programs” since many of them fund our enemies when we should use those monies to help our people here in this country. But Politicians will always want to throw other peoples money at other politicians to for reasons of control and power for resources.

      Yet….
      Our government gives itself better health insurance & retirement packages than most of its citizens have.
      Our government dictates to us that we must spend a portion of our personal income on medicare, social security, Obamacare and assorted entitlement programs.
      Our government spends our tax dollars with reckless abandon, runs up incredible debt and then tells us we must pay more to balance the budget, decrease the debt and save our credit rating while they continue spending more than we can afford.
      Our government decreases spending on its citizens and maintenance of our country while they continue spending massive amounts of our money to support the citizens of other countries and terrorist states.
      The list could go on & on

      And we let them do it….

      I’ve been preaching for years that the citizens need to get off their collective a$$, pay attention, get informed and start firing a whole bunch of people. I wish more people thought that same way. But they don’t. And that’s the biggest problem of all.

      Being non-Abram descendents, God made no promise to them, but Christ did warn us about the false prophets to come… people like you. Christ also spoke to the Pharisees of Judah, who were the antecedents to the religion Judaism formed from 300-500 AD, and it wasn’t good. Jews and Judaism are two very different entities.     U.S taxpayers should not be in my opinion supporting anyone in the Mid-East. As for my spiritual beliefs I don‘t see the Nation Israel as God’s chosen people, but that they didn’t accept the Son, and if someone doesn’t accept the son then how can they accept the Father? In which I view them as Antichrist, and are not the continuation of the Covenant, because the Covenant is of the spirit and not DNA, and if they do not accept The Lion of the Tribe of Judah then how can they accept their Father Jacob.     Of course the USA is funding PA terrorism. Abbas is a Holocaust-denier, cut from the same cloth as Yassir Arafat. He recently openly declared he’d never accept a Jewish state, even while his PA has declared that any new Palestinian state will be “Jew-Free” (as per Nazi ideology). Our federal government is too damn big, with too much money to waste, the right hand doesn’t know what the left hand is doing. We wage war on terrorists, but finance them at the same time. Madness.

      Heavyduty, let’s turn your logic around. Plan Dalet clearly demonstrates that an early policy of Israel was ethnic cleansing. If you do not choose to call this terrorism, then, in your mind, it is not, but for consistency, you must also permit the ethnic cleansing of U.S. and European Jews who established the Jewish State in their land called Palestine… called that per Theodor Herzl, the founder of Zionism.

      And, if terrorism is what you accuse the indigenous people of Palestine of doing… no different than the French resistance of WWII when they committed the same acts in order to free themselves from their occupiers…then you must admit that the ethnocentric seeking society of Israel was founded on terrorism. You might want to educate yourself on the Irgun, Haganah, and the Stern Gang. Read about the King David Hotel. Read about Sergeants Clifford Martin and Meyrvn Paice in what became known as the Sergeants Affair. You’re a victim of seeing that which you choose to see, no matter what the facts demonstrate.
