Arizona Orders Funding Withheld From School District Over Mexican American Studies Program

The Arizona Department of Education on Friday ordered severe funding cuts for the Tucson Unified School District over its Mexican-American studies curriculum, saying the ethnic studies program is a violation of state law.

John Huppenthal, Arizona’s superintendent of public instruction, said he’s cutting state funding by 10 percent and making it retroactive to August, leaving the Tucson district facing an immediate $4.9 million funding loss and a more than $14 million loss by June, the Tucson Citizen reported.

The state has long been at odds with the Tucson district over the Mexican-American program, with state officials contending the classes promote reverse racism, according to the Citizen. An Arizona law passed last year — which directly targeted Tucson’s program — bans classes designed for a particular ethnic group or which “promote resentment toward a race or class of people.”

Huppenthal told the newspaper he gave the school district ample time to improve its program and address the state’s concerns, but finally had no choice but to impose penalties.

“The district hasn’t dealt with the issue,” he told the Citizen. “The problems are so deep and so wide, it would be almost impossible to cure the program.”

In a statement, Huppenthal said the classes teach that “Latino minorities have been and continue to be oppressed by a Caucasian majority,” the Los Angeles Times reported.

But the program’s proponents say the classes simply teach the truth, and claim students who take them perform better in school — something those who oppose it dispute.

“Unfortunately our history is filled with major mistakes,” Richard Martinez, a lawyer for the program told Tucson NBC affiliate KVOA-TV. “Things that we could have done better.”

He said he hopes a federal judge will rule that a law prohibiting certain types of classes is unconstitutional. An Arizona judge ruled in December that the program does indeed violate the law, paving the way for Huppenthal’s decision to withhold funding.

Loretta Hunnicutt, part of the organization Tucsonans United for Sound Districts and an opponent of the program, said she supports Huppenthal’s decision.

“The classes do create resentment and do politicize children’s education,” Hunnicutt told KVOA. “And that’s inappropriate.”

In a news release, Hunnicutt urged the district to accept Huppenthal’s decision and suspend the classes immediately.

Tucson district board member Miguel Cuevas told the LA Times the district can’t handle such a huge financial loss, and has to consider several options, including eliminating the program. It can also appeal the decision to Arizona’s Superior Court.

“I cannot go down the path of losing $15 million,” he said. “That is something I cannot see happen.”

The board will discuss what it intends to do at a meeting Tuesday.

      I grew up in Miami. I never heard Cubans talking about changing America. They are thankful to be here as opposed to Cuba.

      its not about teaching mexicos history but rather the history of mexicans in the US besides whats so different about black history month, kids do need to learn their heritage and the reason why their family chose this country over others its not racism its knowledge.

      We all came from somewhere else. It is not the job of the public school system to teach all the children, any children, their heritage. If they want to learn it, do it at home or take private classes. Schools hardly teach the basics. Now, we have to learn everyone’s heritage? As others have said ……either come here because you like the country or don’t come. If it isn’t what you thought it was going to be …………. go back. When the schools can teach the basics then MAYBE we can consider allowing them to teach (social) engineering

      That’s what I teach them! Most of these kids have NEVER EVEN BEEN TO MEXICO! I have one kid that thinks he’s a hard-core Mexican and he was born in Utah! These kids are being fed the “La Raza” crap with a shovel. I tell them, if they’re Mexican, then maybe they should move to Mexico. They try to pull the race-card constantly, but my wife is of Mexican descent, so this never works. Some of these kid‘s parents have even laughed at their kid’s way of thinking. We need to stop the racism coming at Anglo-Americans and teach these kids that they are AMERICAN and should be proud of that fact.

      In case there are some who aren’t familiar with Cuban-Americans, let me point out they’re the polar opposites of Mexican Americans.

      For the most part they’re like Miami…..above….and Marco Rubio, and they should NEVER be lumped into the general category as the types in California.

      I don’t see how a federal judge can overrule the Arizona Legislature. The school belongs to Arizona, and it is NONE of the federal government’s business wat AZ choose to teach.

      The school district just needs to go private without state funds period, problem solved period. I’ve listened to some of the videos taken in the Chicano classes and if I had my tax dollars going to these school I to would object as to how the teachers are presenting course material. A lot of the problem is liberals have made changes to history, to fit their agenda to steer the children toward socialism. Knowing your heritage a good, but when falsehoods are injected into the learning curriculum then it can create hate and discontent which affects the children’s lives and expectations.

      Glad to hear the Cuban comments. As a child in Mexico, I witnessed horrible treatment of Cubans who had fled to Mexico. They were reduced to begging and even then the people mistreated them. I have never known an unpatriotic American with Cuban roots. I think we should send illegals there to beg for food.

      Cuban comments are interesting. I’ve seen both sides. Most of the Cuban-Americans I know are born from families who left before the Revolution. They have a distinct hatred of all things socialist. However, they also tend to be fanatical in their beliefs, and disdainful of other people; lots of pride, very little tolerance. My personal guess is it‘s because they were the families in control during Batista’s dictatorship, and went from the top of Cuban society to the bottom (or the middle) of US society when they fled.

      It’s interesting that when pressed on it, they readily admit they want to see Cuba like how it was “before the Communists took over,” without acknowledging that it was a military dictatorship for years and years and their families were the ones exploiting all the other Cubans.

They all have something in common: Ingratitude. Oh, no they think they are ‘victims’. They are ‘oppressed’. Hey, go live in some country like North Korea, or Iran, and then come and talk to me about ‘oppression’. When these people have a chance to feel so blessed to be able to live in America, land of opportunity, all they can see is that they are victims. When a person counts their blessings, and feel in their heart some gratitude for what is good in their life, maybe then they can begin to un-twist their ungrateful twisted attitude. Happy people feel content because they appreciate what they have. Malcontents should start out writing a gratitude list every day. It could be a good start. And I myself have suffered much all throughout my life but never once did I feel I was a ‘victim’. So I’m definitely not wearing rose colored glasses. Another good way to begin your ‘attitude adjustment’ is to go volunteer your time to help out others. Stop being so selfish.

    I am tired of the “Reverse Racism” mantra crap. I went to an all black school in Newark NJ. 7 white kids and 3 thousand Black kids. The racist problems that where thrown my way where not “Reverse Racism”. It was RACISM.

    In my Black on White racism expertise, reverse racism would be whites and blacks getting along.

    In most peoples minds racism equals white on black (or minority) and reverse racism equals black (or minority) on white.

      Polticians (elected or not) will “have a discussion” about anything as long as it prolongs their job or the necessity to make a decision that they can later be held accountable for the outcome. Sadly, for most, no action is their favorite action. I really hope that’s not the case here. My gut tells me otherwise (as you said).

      We’re being divided & conquered. Race is the easiest way because it’s “natural” for us to dislike “differences” as opposed to uniting on principles.

      These folks promoting racism out in Arizona, the “La Raza” crowd, are no different than the KKK. We should treat them with equal disdain. Would a school board actually actively listen to the concerns of the KKK? If not, should we not consider the school district itself to be racist, and bring them up on charges? It is illegal to discriminate based upon race, especially in a public (government-run) school district, so why are these folks still running around free? Would we allow KKK school teachers running slave-advocating programs with the school district defending them? Of course not. It is time to close all public schools and let the private sector do the job so we can catch up with the Chinese and Indians.

      I assume that the “white studies” class which you are referring to will acknowledge both the successes and failures of us as an American people. If you want a “complete” history and one which informs and enlightens instead of creating hopelessly deluded pictures of American grandeur, then you need both the positives and negatives of a particular story. A class such as this would have to acknowledge the successes of the Revolution, the foundation of a popular republic, and all of the amazing things that Americans have accomplished, but it would also have to acknowledge the war crimes America has committed, the wholesale genocide and forced migration of ethnic groups, and the imperialism which the United States has often used to strengthen its position on a global scale.

      And promoting internment camps and exportation of people who don‘t think as you do is no different than Germany’s practices during the 30‘s and 40’s under Hitler‘s command where ethnic groups who weren’t “aryan” enough, homosexuals, dissenters, political opponents, and other “undesirables” were massacred and persecuted wholesale.

      Promoting such practices are not patriotic, rather, they undermine the very foundations of a free republic founded on reason and tolerance. If you cast your lot in with bigots, racists, and liken your ideas and ideals for what a GOOD AMERICAN should be, don’t expect anyone to hold a very high opinion of you.

      Please read the content of his other comments and half of the other racist comments on this thread and tell me that his comments are sarcasm again. Sarcasm requires the utilization of an idea to the extreme in such a way so that it draws attention to the failings of the idea itself, something spankdamonkey‘s comment doesn’t come close to doing, especially given the content of other users’ posts.

      Also, Germany under Hitler possessed a variety of concentration camps, and internment was widely practiced. People weren’t solely brought to a camp to be killed. Death camps such as Auschwitz weren’t the most common form of camp.

      Your comment belies a number of logical fallacies, namely, you rely upon a false equivocation between the Nazi party and the Mexican people. It is impossible to logically come to the conclusion you reached in your statement, particularly because you attempt to create a logical bridge between the Nazi party which committed acts of genocide and persecuted people and an ethnic subset of a population whose interactions with America over the course of our history have not been particularly favorable (primarily through racism and open war). You essentially say that the persecutor and the persecuted (if you’ll permit me to say that they are so for the sake of analogy) are logically equivalent.

      This is a causal link which cannot be even moderately substantiated in any form. Saying that the Nazis were victims of discrimination shows a blatant disregard of facts in order to create a link between them and an ethnic group in order to say that a particular model of education would allow something (Nazis to be painted as victims).

      Note that I’m not saying whether this should be allowed to be taught or not, but saying illogical, inflammatory comments such as this do nothing to inform debate but rather derail it and lead to unnecessary incorporations of emotion.

      The you know the Nazi’s did actually play the victim card pretty well before they got the upper hand and started all out war and genocide. Nazi wasn’t used ,but it was “oh look at the poor German minorities in your country, stop the discrimination!” Classes that taught German history and German pride popped up everywhere and less than a decade later? Germany challenges the war. It isn’t a far jump in logic to assume the same is possible of happening here if we drop the “hopelessly deluded pictures of American grandeur”.

    I always hated America’s public school system. A filthy mess that will never be clean. My father is an American of Mexican heritage. He would always tell me to be proud of our Mexican heritage. We would go over the current state of illegal immigration and other issues facing Mexicans. My dad is very conservative in his views. He would tell me even though many can work and earn a income; the mess of illegal immigration will never be fixed unless Mexico improves its self to keep the people inside and the United States stop giving benefits to non-Americans before their own citizens.

      Think the American Catholic Church has some very liberal “ social justice” types who have replaced the care for the spiritual life of their parishioners with their material care. Know there is a priest in Chicago who was rebuked by the church higher-ups for this behavior . It is interesting that we are becoming so secular and political that the spiritual life is no longer even addressed. Don’t think Christ came to put a chicken in every pot and provide a college degree for each person. Think that many of our spiritual leaders have taken a mistaken detour .
