Army Gen. Allegedly Sanctioned Psy-Ops on U.S. Senators

Rolling Stone Magazine has uncovered a shocking charge against a prominent U.S. general in Afghanistan.

According to the magazine’s sources, Lt. Gen. William Caldwell, a three-star general in charge of training Afghan troops, ordered psychological warfare experts in his command to perform psychological operations (psy-ops) on American senators in order to secure more funding.

Rolling Stone reports:

Over a four-month period last year, a military cell devoted to what is known as “information operations” at Camp Eggers in Kabul was repeatedly pressured to target visiting senators and other VIPs who met with Caldwell. When the unit resisted the order, arguing that it violated U.S. laws prohibiting the use of propaganda against American citizens, it was subjected to a campaign of retaliation.

“My job in psy-ops is to play with people’s heads, to get the enemy to behave the way we want them to behave,” says Lt. Colonel Michael Holmes, the leader of the IO unit, who received an official reprimand after bucking orders. “I’m prohibited from doing that to our own people. When you ask me to try to use these skills on senators and congressman, you’re crossing a line.”

According to documents obtained by Rolling Stone, as well as interviews with members of the psy-ops team, the list of targets included senators John McCain (R-AZ), Joe Lieberman (I-CT), Jack Reed (D-RI), Al Franken (D-MN), and Carl Levin (D-MI); Rep. Steve Israel (D-NY) of the House Appropriations Committee; Adm. Mike Mullen of the Joint Chiefs of Staff; the Czech ambassador to Afghanistan; the German interior minister, and a host of influential think-tank analysts.

Lt. Colonel Holmes said the general and his chief of staff specifically wanted to plant ideas in congressional delegates’ minds without them knowing:

According to Holmes, the general wanted the IO team to provide a “deeper analysis of pressure points we could use to leverage the delegation for more funds.” The general’s chief of staff also asked Holmes how Caldwell could secretly manipulate the U.S. lawmakers without their knowledge. “How do we get these guys to give us more people?” he demanded. “What do I have to plant inside their heads?”

The use of such tactics on American citizens is strictly forbidden.

“According to the Defense Department’s own definition, psy-ops – the use of propaganda and psychological tactics to influence emotions and behaviors – are supposed to be used exclusively on ‘hostile foreign groups,’” Rolling Stone reports. “Federal law forbids the military from practicing psy-ops on Americans, and each defense authorization bill comes with a ‘propaganda rider’ that also prohibits such manipulation.”

“Everyone in the psy-ops, intel, and IO community knows you’re not supposed to target Americans,” one veteran member of another psy-ops team who has run operations in Iraq and Afghanistan told the magazine. “It’s what you learn on day one.”

Holmes eventually consulted a JAG lawyer, who agreed the tactics were inappropriate. But after Holmes directed his concerns up the chain of command, he was eventually put under investigation for, among other things, Facebook posts — it’s a move he says was retaliation. The investigation ended in an official reprimand for conduct.

A spokesman for Caldwell said the general “categorically denies the assertion that the command used an Information Operations Cell to influence Distinguished Visitors.”

As for the the alleged tactics, it’s unsure if they worked. However, Rolling Stone notes Caldwell has asked for more money, and one of his supposed targets has become one of the biggest cheerleaders for the funding:

What is clear is that in January 2011, Caldwell’s command asked the Obama administration for another $2 billion to train an additional 70,000 Afghan troops – an initiative that will already cost U.S. taxpayers more than $11 billion this year. Among the biggest boosters in Washington to give Caldwell the additional money? Sen. Carl Levin, one of the senators whom Holmes had been ordered to target.

Rolling Stone has broken a big story about a general in the past. Its report on former Afghan commander Gen. Stanley McChrystal over the summer, and his comments about president Obama, led to his ouster. That story recently won an award.

    The CIA & FBI use the same tactics. This isn’t limited to the military community. These are very well known intelligence tactics (in fact I think the CIA came up with the name PSYOPS) and are used against everyone on Earth. But then we have the question of the Psy/Ops used by Obama and his administration, Nancy Pelosi, Harry Reid, the teachers union in Wisconsin, SEIU, AFL-CIO. Another word for Psy/Ops “LIARS” believe them and you’re a vicitim of Psy/Ops, should be a law against that too Lol!

    Rolling stone is full of BS most likely. Having been in the Publishing business myself, I know how one sits around with editors, trying to find an angle to put forth and work so that ideas may be portrayed to the public. Budget meetings get very cute sometimes. This is designed to stoke the fire for Liberal factions and to spread discourse to a high degree. The military should investigate Rolling Stone for its (psy-ops) techniques here in exploiting what a general has to do to influence Senators to put more money in a life and death operation that he is responsible for, but no. It is very difficult to get what you need to run an army and do a job the way it needs to be done without many, many causalities. A U.S. Senator knows when he is being Leveraged and no amount of silly pressure will change his or her mind. To suggest that this is what took place is grabbing at straws and that is exactly what Rolling Stone is doing.

      The US military is one of the few “purely good” social institutions – in that, honor and courage and morals are the most admired and important virtues. Also Guts.       I am alive today because my mom was unafraid to use violence to defend herself and her two young boys. A man came to our house looking for his wife who escaped his near fatal abuse with my mom’s help. He threatened to kill my mom and us boys if she didn’t tell him where his wife was… My mother pulled the 30/30 from behind the door and pointed the barrel at his head and told him she would never tell him where Margo was and that he had five seconds to decide if he was going to leave the property alive.

      His nerve failed him and he backed off and turned to leave, with my mom giving him a warning that if he showed his face around us again, she would assume the worst from him and shoot him dead on sight.

      The guy was serving a life sentence two years later for strangling to death a new girlfriend.

      Violence, used to protect your person or your nation, or human liberty has and does accomplish puting evil into check.

      Vain philosophy and empty deceits have derailed a lot of otherwise intelligent people.

    It is interesting that the singular and best-functioning component of American culture is our military component. It is also the most purely socialist segment of our society, in nearly every aspect. There is nothing further distinct from John Galt capitalism than a platoon of deployed soldiers. I think this shows that it is the heart and mission that matter, and not how property ownership is considered, or material wealth.

      Yes you are right. The haves get to be officers and the have nots get to be enlisted. Everyone gets a chance to move up to a degree, according to how your boss wants you to. Then the guy fixing a leaky faucet gets paid the same as a guy who gets to take the bullet. That would work well for society wouldn’t.

      Why is everyone thinking this story even has merit. Because they wrote an article that won an award by a General speaking the truth? Or is it because everyone thinks it is a possibility and happened?

      if you are saying what I read into this…. that any military man puts on his uniform (green) and is there with and for his fellow soldier(s), regaurdless of any of the outer trapping of a life outside of the military, then you are indeed correct… that is the only way a top notch military can operate… when an individual soldier put’s his buddy(s)’ safety and welfare above his own, his very own saftey and welfare will in return have more than just himself to look after it. for any of those that don’t understand this principle, they either have their combat experience limited to the black-op video game and paint ball parlor, or spent your entire tour stateside then tell everyone that you are a ** name the conflict ** war ERA veteran, having never even heard a shot fired in the same zip code.

      Can hardly compare what works for a military unit, and what works for an entire society. That said, socialism and the military do have a couple of things in common….very little freedom and a very definite hierarchy of authority. However, one is the result of a choice to serve country, the other forced economic enslavement. I agree that a visit to the general is in order for you sleazy…you need to get your mind right.

      RLTW, when we refer to socialism; we are not discussing production, but “reward.” By this I mean, the military are paid according to their need and according to their contribution to the society. So, a married private gets more “pay” than a single private and a General officer makes more “pay” than an enlisted non commissioned officer. When deployed In wartime, everyone gets combat pay – not just the heroes. All benefits including food and medical are no cost to the person. Higher rank gets more privileges and requires more responsibility. This all requires non-capitalistic behavior that includes selflessness, devotion to duty, honor and courage. Also military professionals do not let inconveniences stop them from accomplishing a mission the way businessmen do.

      You’re one of those people who believe the Military is filled with automatons, in the service like the civilian sector we can do whatever we want, but you will suffer the consequences of your action.

      You can call socialism whatever you want, it doesn’t change the fact that it’s the control of production. I served for 24yrs and can tell you I earned everything I received and in the grand scheme of things my work/contribution was my own.

      RLTW – Thank you for your service. I have nothing but pride for my military brothers and sisters.
      The recent military is an all volunteer force, NOT automatons, and unfortunately because their own family do not need to serve, some of our leaders keep sending us out – over and over some of us; and I think in the past ten years our casualty rates and wounded rates are higher than they used to be.

      The fact is, that living together and fighting together and keeping each other safe does not work if we are selfish. I admire you for your 24 years and you earned your pension and benefits, and I continue to vote for persons who will protect your personal benefits, those of the military branches and the VA in general.

      I do not take deaths or the casualty rate lightly, having only retired 4yrs ago I’ve lost friends like all over the last 10yrs, but as you stated “all volunteer” if a Soldier approaches his carrier/duty/mission with his eyes closed he has no one to blame but him/herself.

      I’d be more concerned with the rate of suicides on college campuses during finals week that is a wasted death.

      Most soldiers through necessity must rationalize priorities within the frame work of service, the order of that is up to the individual (as in this Generals case) God, country, family, but in the end you fight for the man next to you

      Might be true, but I doubt it. In case you haven’t noticed we are losing the war in Afghanistan and regardless of what BO saids we have lost it in Iraq. Lt. The enemy is not behaving the way we want! Got to be a lot of changes in the Executive -BO-, and at the top end of the Pentagon, -Mulligan- and then we might see some progress.

      The only way to win the war in Afghanistan is to carpet bomb every inch of that country consistently or X amount of days until there is not a single goat is left breathing. Until that is an option that our Government is willing to use, there is no winning in Afghanistan. What’s there to win? If you leave just TWO Afghans in that country, they’ll create offspring that will eventually HATE America for killing 99.9% of their country and we’re to square one.

      I am not advocating nuking the country of Afghanistan. I want all our troops home yesterday. I’m just giving you the only real option to win this war. More troops won’t cut it. Russia had what? 100,000 troops at the peak and they didn’t have an ROE, they just went in shoot to kill, and they still couldn’t “WIN”. Regardless of us helping the Afghans. Ruthless slaughter of the Afghans will be the only way to win this war.

      Most of you would love for that option to be a reality though. Genocide is an option if it means getting rid of the scary Muslims. Regardless of how evil you believe the Muslims are, America is suppose to be better than that.

      That’s why our own government used psy-ops on the Tucson Shooter, Timothy McVeigh, Terry Nichols, and generally every single false-flag terror incident after and including the 9-11 inside job.

      Not to mention Lee Harvey Oswald and James Earl Ray.

      This MKULTRA cr@p is antithesis to the U.S. constitution. Shame on anyone who defends it.

      When the government (in this case US military) uses military tactics on its own people- including their elected representatives- you are in Tiananmen Square. It’s over. Nothing left to defend. Dissolve it and start over; unless of course their is swift justice and the general is hanged.

      If this is allowed to “slide” the constitution stands for nothing.
