Bark but No Bite? AP Says House Dems Will Accept Tax Compromise

WASHINGTON (AP) — Slowly, painfully and reluctantly, congressional Democrats are slogging their way toward acceptance of President Barack Obama’s tax cut compromise, which would let rich and poor Americans keep Bush-era tax cuts that were scheduled to expire this month.

After Obama publicly defended the plan for a third day Wednesday, and Vice President Joe Biden met with Democratic lawmakers in the Capitol for a second day, several Democrats predicted the measure will pass, mainly because of extensive Republican support.

Rep. Barney Frank, D-Mass., predicted the tax cut compromise “will be passed by virtually all the Republicans and a minority of Democrats.” He said he would vote against it.

Even among Democrats, “there’s more support in the caucus than there appears,” Rep. Gerald Connolly of Virginia told reporters after he and fellow Democrats met with Biden. “I think some people felt they had to vent.”

Obama said more congressional Democrats would climb aboard as they studied details of the $900 billion year-end measure.

Raising the direst alarm yet, his administration warned fellow Democrats that if they defeat the plan, they could jolt the nation back into recession.

Larry Summers, Obama’s chief economic adviser, told reporters that if the measure isn’t passed soon, it will “materially increase the risk the economy would stall out and we would have a double-dip” recession. That put the White House in the unusual position of warning its own party’s lawmakers they could be to blame for calamitous consequences if they go against the president.

With many House and Senate Republicans signaling their approval of the tax cut plan, the White House‘s comments were aimed mainly at House Democrats who feel Obama went too far in yielding to Republicans’ demands for continued income tax cuts and lower estate taxes for the wealthy.

Obama says the compromise was necessary because Republicans were prepared to let everyone‘s taxes rise and to block the extension of unemployment benefits for jobless Americans if they didn’t get much of what they wanted.

Economists say the recent recession officially ended in June 2009. But with unemployment at 9.8 percent, millions remain out of work or fearful of losing ground economically, and the notion of the nation falling back into a recession would strike many as chilling. It also could rattle markets and investors.

The deal Obama crafted with Senate Republican leaders would prevent the scheduled Dec. 31 expiration of all the Bush administration’s tax cuts enacted in 2001 and 2003, even though Obama had often promised to end the cuts for the highest earners.

House Democrats, who will lose their majority in January, still hold a 255-179 edge in the current Congress. To pass a big bill with mostly Republican votes would mark a dramatic departure from recent battles, such as the health care overhaul, which was enacted with virtually no GOP support in either chamber.

Speaker Nancy Pelosi and other House Democratic leaders remained outwardly neutral to the tax cut compromise, criticizing some aspects but stopping short of urging or predicting its demise.

After the meeting with Biden, House Majority Leader Steny Hoyer, D-Md., said he still had reservations about the package, indicating he hopes changes are made before the Senate acts.

“We’ll see what the Senate passes,” Hoyer said.

Biden took a tough stance, warning that any changes might unravel the compromise plan, said several House Democrats who attended the meeting. “The vice president said, ‘This is the deal, take it or leave it,’” said Rep. Henry Waxman, D-Calif.

The White House ballyhooed almost any elected Democrat who endorsed the tax plan, with no state or city too small to justify a press release. Vermont Gov. Jim Douglas and Charlotte, N.C., Mayor Anthony Foxx were among those praising the plan, the White House announced.

But many House Democrats were unmoved. They particularly criticized Obama’s proposed estate tax rates, which are far more generous than most Democrats had expected.

The concession seemed gratuitous, said Rep. David Price, D-N.C. For now, he said, “there’s a mood to resist” the overall package.

Passage of Obama’s plan seems more assured in the Senate, where numerous Democrats have agreed that the president had little choice in making the compromises with Republicans. Still, Majority Leader Harry Reid, D-Nev., said he and colleagues are considering possible changes, and action could come within days.

Changes designed to ease some Democrats’ concerns might include a provision for bonds to help state and local governments pay for construction projects, tax breaks for wind power and clean-energy subsidies, lawmakers said.

Help us set up a place on the web like the 912 project where we can all go to to set up the “Peaceful Posse’s” who can go out and spread the word and rally folks ( Friends and neighbors as you call them on your TV show) across cities and towns across America.

    Yes, “we surround them” but they have the media and the network to mobilize their base. We need your help to help us all connect and lock arms and become a Patriotic Connective Community before the net is shut down or talk radio is silenced. You already have the connection apparatus in place and the bully pulpit is there to help us. Lets get moving. Help set it up,

Well now we need that kind of common message board so every town and every city can have a common place to go to, to read about plans to rally.     It seems that many many do not get it!! There IS NO tax cut! It is only an attempt to keep the same tax rate that it is NOW. PLEASE use the correct terminology. And as it is, many will still see that they will be paying much more in tax AND insurance, etc., etc., etc. …….

    The problem with this tax compromise is that it doesn’t do anything to reduce spending. It INCREASES the deficit by an additional $900 billion over two years. And that’s in addition to a projected deficit this year of $1.3 trillion. This is what has sent bonds/treasuries tanking and interest rates skyrocketing over the past few days. The bond vigilantes are just beginning to awaken to the possibility of a US debt default. Here’s a little perspective:

    Total federal income tax receipts 2010: $900 billion
    Total federal payroll tax receipts 2010: $900 billion
    Total projected 2010 deficit (w/tax compromise): $1.75 trillion

    Thus, the deficit for this year is almost equivalent to the total tax receipts for the year. Corporate income tax receipts are only about $189 billion. The interest alone on the debt is TWICE that amount! This compromise tax deal is only going to make the deficit MUCH worse. We must learn to accept HUGE spending cuts (30-40%) or we’ll collapse our economy and government within the next few years. Prepare yourselves, my friends, because I still don’t see the will in Washington to deal with the true magnitude of the debt crisis. It’s going to get MUCH worse!

    Massive increases are coming for food and energy prices in 2011, probably by early Spring. Commodity prices have been rising 20-80% for agricultural products (grain, meat, milk, etc.), and the typical lag time is about 6-9 months before prices hit the grocery stores. Best to stock up now if you can. Food will cost much more six months from now! MUCH more!

    These far left Democrats are being dragged kicking and screaming to adhere to a President who is slyly moving to a more moderate level with, most likely, a hope of a second term.
    But articles like this only highlight that all these Democrats who will reluctantly vote in the extension of the Bush tax cuts will not be able to save their jobs come 2012.
    The American public are not only aware of their duplicity but are disgusted to the extent that their removal from office will be replaced by representatives that are conservative to the extreme and knock out all the bills that the Democrats have passed or have wished such as the “dream act”.

    EXCUSE me,,, but did the democrats OWN the House, Senate, and the Presidency for 2 years? If they just wanted to get the tax rates increased on people over $250,000, why did they not do that?     The compromise is CRAP!!! The death tax gets reinstituted at 35% and Dividends get taxed at 39% form 15%. Wait for the new Congress and then get a tax bill rolling. The bottom rung of income earners will be on the warpath with a 50% tax hike… they will be out for blood… and it will be the Progressives fault. The Senate will vote for anything at that point.

    I kind of wish they would let the tax cuts expire. The country would go into a nose dive. Unemployment would hit 20% and businesses would close their doors.

    After the Republicans made another tax bill LOWER than the current one and save the country from out of control taxation there would never be a democrat majority in either the congress or senate ever again. The democrats would be exposed for the money grubbing spendaholics they always have been and we would get back to the rule of law, the constitution and the economic foundation that has made the USA the greatest country in the world.

    I know some of the RINOs would still be around but they will be much easier to deal with.

    I’m all for keeping the tax cuts but like I heard someone say. Instead of compromising on extending temporary tax cuts with permanent increased spending, they need to focus on permanent tax cuts and temporary spending allowances.

    I am all confused now.

    If tax cuts are government spending, then remainder and unconfiscated portion of your income must also be government spending. All wealth and income must be property of the state before it is property of the individual who worked to earn it. Letting people keep money is government spending and “cutting spending” means to raise taxes. It took me a long time to figure out Democrats and this belief system.

    But now I’m all confused. How are Democrats cutting spending if they are not raising taxes? Even by their own definition that says letting people have money is government spending? Now I have the rug pulled out from under me and don’t understand how a Democrat acts to cut spending. I think this must mean that Democrats will not move to cut spending no matter how you define “spending.”

    And I also don’t know how Obama says Republicans are riding but only in the back of the bus and now we hear they are driving the bus and holding the passengers as hostages? I don’t understand Obama because nothing he says is true compared to what he said just recently.

    I’ve heard of DINO (Democrat in name only) and RINO (Republican in name only). Obama is a PINO.

      I think this leads Obama into being in trouble where he ends up making everybody unhappy and after this nobody will trust him. Now the whole country has at least one reason to not trust him.     Recently, the media has been filled with stories of the left repudiating President Obama. He is being condemned by the left because of his inability to stamp out the last remnants of individual liberty after almost 2 years in office. According to the news reports the left considers this incompetence. Ridiculous! The real underlying message is that if the left is dissatisfied with Mr. Obama, then he can’t be all that bad, can he? This is a rather transparent effort to convince the gullible that Mr. Obama is not the wannabe tyrant his actions show him to be.
    Do not be duped by this media blitz. Every proposal that Mr. Obama has initiated is aimed at oppression of the individual, destruction of the remainder of our Capitalistic system and increasing the power of the wannabe tyrants.
    As tyranny always begets poverty and despair that will certainly be the result of Mr. Obama’s proposals
    This is just another example of the use of the “preponderance of propaganda”! The wannabe tyrants and their cronies are publicizing lies, half-truths and the irrelevant to avoid a discussion of the issues. Pay no attention to the smokescreen.
    When the premise is false the only arguments that can be used are fear mongering, emotion, sarcasm, ridicule, attacking the messenger and misrepresentation of the facts (lying). Those who expect to reap huge profits from our misery caused by tyranny are experts at these tactics.

    I hope the bill fails. Because if it does the Democrats will be blamed and it will be just one more black (can I use that term?) mark against them. Sometimes you just can’t fix STUPIDITY. Is it me or has anyone else noticed that it takes politicians forever to pass a bill, until it gets close to a holiday or something. Then they seem to pass things within a couple of hours or days. You can’t read and debate a bill in a couple of days. And the Democrats are adding amedments and extras on to the bill. So they can get there Christmas bonus.

      No! Although I am glad they are in plain sight I can not stand the same lies and spiel over and over again. Same with Fox News panels… I change the channel when Beckels, Juan Williams, Lamont and Kirsten Powers (and others) are on. Their nonsense is so “far out there” that I have to change the channel or turn the TV off. That is why I typically watch “Beck” or get my news from the internet or radio. The left is so far left I do not know why they even have them on these shows. It’s like saying “We are fair and balanced and tonight we have a fair debate panel between Chavez, Castro and Regan…stay tuned for this fair and balanced debate”. That ain’t fair that is two completely different schools, theories and beliefs. Time to stop this nonsense of Commies as “fair debates” and put on these panels differing opinions of people that LOVE America instead of differing opinions of people that HATE America.

      While there may be a few who are really upset about this, I still think it is a BIG SHAM. The left wants to look all mad and such. Makes Obama look like the good guy who is willing to sacrifice himself for the “good” of the people. They want to make it look as though he is willing to not only go against the Republicans but even his own party for the good of America. There will some people who will fall for this…….but more who have vision will not.

      I am just so disgusted with this group. They are concerned about the deficit in this case regarding the taxes.. However, they have no problem passing a bill to send illegal kids to school. It doesn’t matter if they serve in the military or whatever they are using as a piece of candy to pass this. Most of them will apply for financial aid and who pays for this and how is this going to affect the applications of US citizens? They need to become citizens the way all others behind them have… period….

      Watching the “Speech Giver” the last three days it seems that HE is the angriest of them all!! WE THE PEOPLE spoke up during the elections. The Tea Partiers were all angry RACIST because they rallied against tyranny. Now WE THE PEOPLE are hostages to the very people WE THE PEOPLE have chosen to take care of US because are anger was ignored by the Dems,Proggresives,Socialist and Communist that certain districts elect to represent them!! I am not so upset with Pelosi,Reid,Frank,Weiner and the rest of these TRAITORS. I am beside myself by the people in their districts that elect them!!! So it is OK for these POLITICIANS to be angry but it is NOT right for WE THE PEOPLE!!!       Great post and dead on; we need to limit these folks time in office, have a fair tax revenue system, and get rid of the lame duck sessions – keep them meeting for only a few days each year and then send them back to the areas they represent. Just as the founders sought to have.

      The one thing really needing to be abolished is the system in which people become ‘career politicians’ and the thought of politics needing people to have ‘careers’ in it is revolting to me.

      Also, with this tax cuts, and the extention (again) of the unemployment, I will actually believe it when I see it happen – most likely it will, yet sometimes stranger things have happened.

      I still wonder why Obama has moved so easily to the center. Is it because that in the next two years the thinks there will be a communist symbol in place of the stars on our flag and what he does now doesn’t matter plus it keeps the sheeple pacified?
      The same with keeping so many troops in Afganistan and Iraq: fewer troops available in the U.S. to handle riots.
      Obama doesn’t do anything unless it promotes his socialist agenda. If he is re-elected in 2012, he will have an additional four years, without having to be concerned about re-election, to finish his move to reduce the U.S. to a shadow of its former self. I’m still convinced he is an America/England hater. Hope I’m wrong.

      Whats the other hand doing?????????
