Police May Be Using Sound Technology to Control Occupy Protesters

Police Using Sound Cannons to Deliver Message to Occupy Protesters | Some See Use as Weapon

Pepper spray can often be the crowd control method of choice for police departments because it easily subdues subjects without permanent damage. But that’s not all police are using to help control “Occupy” protests around the country.

You may not think sound can be a powerful weapon, but sound tactics can be effective at dispersing crowds. Gizmodo has more on the Long Range Acoustical Devices (LRADs) that can be used as both messaging devices and crowd deterrents:

The device produces a sound that can be directed in a beam up to 30-degree wide, and the military-grade LRAD 2000X can transmit voice commands at up to 162dB up to 5.5 miles away.

The LRAD corporation says that anyone within a 100 meters of the device’s sound path will experience extreme pain. The version generally utilized by police department (the LRAD 500X) is designed to communicate at up to 2000 meters during ideal conditions. In a typical outdoor environment, the device can be heard for 650 meters. The 500x is also capable of short bursts of directed sound that cause severe headaches in anyone within a 300-meter range. Anyone within 15 meters of the device’s audio path can experience permanent hearing loss. LRAD claims the device is not a weapon, but a “directed-sound communication device.”

The LRAD device has been used on several occasions against activists in the US. The first documented use was in Pittsburgh during the G20 summit in 2009. The Pittsburgh police used it again following the Superbowl in 2011. The LRAD has reportedly been used against Occupy protestors in Oakland and recently against Occupy Wall Street protestors in Zuccotti Park.

The New York Daily News reports the police as denying use LRADs as “sound cannons” but as effective means to spread messages to the crowd:

“We don’t use it to disrupt. We don’t use it as some horrible noisemaker,” said Police Department spokesman Paul Browne.

“We set it up away from where a crowd is. We create a 50-foot safety zone. It sends out a clear, uniform message that can be heard for several blocks.”

Reported side effects, according to Gizmodo, have included permanent hearing loss, making use of LRADs a controversial tactic:

Permanent hearing loss begins at 130dB, and if the device is turned up to 140dB, anyone within its path would not only suffer hearing loss, they could potentially lose their balance and be unable to move out of the path of the audio. The device is also entirely operator dependent, which could lead to serious ramifications if the officer in charge doesn’t have sufficient training.

The Vice President of Business Development for the LRAD Corporation Scott Stuckey didn’t explicitly come and tell the New York Daily News the devices can be used as weapons. The company’s website states use of the speakers for humans as delivering a loud clear message :

“Can your car horn be used as a weapon? Can you play loud noise with the LRAD? Absolutely,” said Stuckey. “They could cover their ears if it’s too loud.”

Here is an example of when an LRAD was used to break up a protest in Pittsburgh in 2009:

LRADs were even used against a team on Animal Planet’s Whale Wars that was attempting to protect whales from poachers:

 The device was first developed in the early 2000s so naval ships could easily communicate with one another. The company’s website also notes the device being used to deter birds away from wind farms, airports and runways, and even farms.

      Very stupid technology. This technology will become quickly useless in the “urban warfare” arena. These units can be quickly shut down with a simple well placed bullet. These technologies always sound great on paper but will not be effective in real life situations.

      Put a chemical-vat power supply behind a large enough one, and you can break down buildings. Put one that powerful on an aircraft, and you can disable an entire group of enemies for capture and interrogation. Please think a little bit. Sound energy is THE SAME as shock-waves emitted by explosive devices, we’re just generating the energy in a different manner.

      LRAD and Dazzler guns are highly effecting at dispering and incapacitation people. These types of technologies are at the fore front of non-leathal and less than leathal weaponry.
      As for ‘rendering useless’, anything can be rendered useless.
      As for the ultimate potential of these systems. Light can and one day be focused to such a point that hand held lazers will be cappable of cutting through solid objects with great ease.
      Sound has already been proven to be cappable of great destruction. The sound wave created by an M1A1 tank’s sabot round will rip any human being within 30 meters of the passing round to pieces.

      Anything over 120dBA is in the thresh hold of pain region. 162dB is into the range where hearing can be damaged permanently. I wonder if they understand the risk of lawsuit (they always want “free” money) using a sound level of that magnitude? The stated value is at 5.5 meters (~18 ft.). It would feel muched louder if you right next to it! Theoretically 194dBA is the thresh hold of sound. Since dBA is a logarythmic scale a small increase of 3dBA is actually a doubling in a linear scale. Wow, this is a LOUD, LOUD SOUND!

      Yes a bullet can subdue the efforts, but bullet can be returned just as quick.What point are you trying to make? Or were you making a threat? Perhaps you should experience it’s effects before providing such an ignorant reply. It’s worked to repel pirates approaching cruise ships and has disrupted chaos in many areas. Maybe you prefer a more aggressive means to achieve the objective? Sound directed on those few causing problems is less offensive than pepper dispersed into the crowd hitting all.

      Mythbusters tested sound generation devices to determine whether it is possible to generate “brown note” noise that would cause people to lose bowel control. According to them, that myth is “busted.”

      Even if there were such a thing as a “brown note,” losing bowel control would have absolutely no effect on Occupy whatsoever. Occupiers poop whenever and wherever the urge strikes, even if porta-potties are within easy reach. They simply wouldn’t notice the difference.

      POssibly. The original sound generators produced a four Hertz almost subsonic sound that produced ear disturbances to produce balance probelms and headaches as well as nausea completely incapacitating anyone who hears it.How low is four Hertz? A reference is the Gravissimma tube on an organ at 16 Hertz. Try listening to that frequency for 10 minutes and see what happens.

In 2005, the IDF deployed a “Scream” sonic blaster on a protest against Israel’s separation barrier that turned violent. Israel’s Electro-Optics Research & Development Ltd. company makes an “anti-riot system” that it calls “SHOPHAR The scream.” Named after the ram’s horn blown during Jewish religious ceremonies — including next week’s Rosh Ha’shannah services — the SHOPHAR uses a stack of 36 hexagonal horns to blast a concentrated beam of sound at targets as far away as 75 meters. “The system is operational in the IDF,” the company says. It’s not clear whether all these systems are the same, or just have similar names.

    I saw a video of them using it in Pittsburgh in 2009 on – I believe they were Bilderberg conspiracy theorists. It was very impressive! It looked like a military state with the police marching alongside the vehicle – not something I imagined could happen in America. You could almost feel the ear-piercing pain from the LRAD just by watching the video. It seemed like overkill at the time because the crowd didn’t appear very large, but I wasn’t there – there could have been a lot more people behind the field of vision of the camera. I can understand the reason for using it in this case though.

So either you are a plant to make the rest of us look bad, or you are two-faced and don‘t respect the personal liberties of others such as the right to protest gov’t. While individual acts of violence, theft, rape, and vandalism should all be dealt with accordingly, there should not be a movement to murder everyone who takes part in this movement.

      About a year before I retired I was present when the Army was testing one of these. Even at low volumes my earplugs with Mickey Mouse ears over them failed. Very uncomfortable and disorienting. But, this crowd has been disoriented from day one.

      GHOSTOFJEFFERSON, The directorate that I was in at USAMPS at the time had an R&D section which our doctrine section worked hand in hand with at times. I was only present for a demonstration, but as far as I know there is really no defence from the sound as long as one is in it’s range. I also got to watch other demonstrations of what we called the flying bagel, and the hydraulic deer stand. You had to be there. One of my son’s Metal Gear games has the flying bagels in one of the levels, but these I believe are armed. What I saw was for surveillance only.

      GHOSTOFJEFFERSON, I suppose it could be used against the general public, but they would have to manufacture a boat load of them to disperse successfully about the country to be successful. That would also require a large number of police/military who would be willing to use such technology on the public. I may be naive considering that I have been both in the military and a civilian cop to hope that the majority of both would refuse to use any such weaponry on the public in general. Then again, I did know some absolute thugs in either uniform who would be willing to do just about anything just to feel the power. I hope for your sake that you never have to experience anything like this. Since you are in Ohio I guess you have to be aware of the screwball type cops like the one who has been in a couple of videos here on The Blaze.
      On another point, if anything like this was used on a peaceful Tea Party rally and rally does describe their gatherings as opposed to demonstrations, at least the likes of Fox News would expose it to the public. Also, Rush, and Beck along with other radio talks show hosts would do the same. I could imagine the likes of BSNBC lauding such an act though. Martin Bashir comes to mind when I think of this.

      @GhostofJeff – I guess I’m confused as to why some here seem to think that the majority of rank and file police officers would turn such a device on a peaceful assembly or the public in general. I’ve been a cop for over thirty years and did 30 years of (4)active and (26) reserve military service. I have seen the generational change in both police officers and soldiers, but the one thing that hasn’t changed is their knowledge and understanding of who it is they work for, especially when it comes to the police officers. Just because they don’t bow in servitude to every citizen who demands “do you know who I am?” when they get caught screwing up, doesn’t mean they are going to kick in doors, take guns and burn books just because some a**wipe like BHO says so. If you think that is the case then you have no concept of how most local, county ,or state cops think. We place our communities first. We couldn‘t care less about what the Feds think and don’t work for or answer to them. I constantly see reference here to “they will come for us” or “when they come for us” Who the hell is THEY? Rest assured it isn’t the local cops, in fact I doubt it will be anyone who has raised their hand to uphold the Constitution. Including GIs. No US soldier will ever turn a weapon on the US populous.       SGT_ROCK, You have no idea how I hope you are right in everything you say. I in no way want to knock any cop on duty or retired, but I have met my share who I will never in my life trust. While both in the service and as a civilian. On the other hand, I have met the majority who are the brave upstanding patriots I expect them to be. There is a small minority that I do not trust, as well as some of their leadership. Been there and done that as well I am sure you have met your share of miscreants. Not all are perfect. I must say that I found more of those that I did not trust on the civilian side. Then, there was the surprising survey that a Marine officer did back during the Clinton administration of so many young Marines who responded that they would take up arms against the American public if ordered to do so. There seemed to have been no understanding of the Posse Commutates Act..

      SGT_ROCK, I live in the south and while I must admit that many of the fellow officers I worked with are fine upstanding patriots many were not. I don’t trust some, and am no longer a civilian cop because of that. I should stand up for the many who are wonderful humanitarians and wonderful policemen. I as well hope that most if not all will stand up for the true rights of the many as opposed to the crap of the left. But, there are some I personally know who make me wonder.

      If your talking about the police and think they’re thugs, then call them

      At what point do the occupiers violate my right to get to work and earn money to
      feed my family. Should they be allowed to block roadways or destroy public
      property. That doesn’t fall under the constitution under the right to peacefully
      assembly and list grievances. The so called police state doesn’t surround
      the entire state or even the city, just the cancer within the city.
      I do support their right to assemble, if they’re respectful of the rights of the
      other citizens rights.
      By the way the police must have the ever ellusive “brown note”.

      You know… while I severely disagree with OWS on every issue, and I find the crimes that are commented at these events to be atrocious, I find myself agreeing with V-Man on this one. We can root and cheer all we want that the police are fighting against OWS, but whose to say they won’t turn on us? The more power, technology, and equipment the police get, the better equipped they are to silence any sort of opposition to the government or society, especially conservative or libertarian views.

      A police state is a very serious possibility that we have to take into account here. I’m honestly kind of frightened at some of the technology the police have, as well as their audacity to say, I don’t know, attach wireless tracking devices to cars without permission.
