Deal: Congressional Leaders Reach Agreement to Avoid Government Shutdown

WASHINGTON (AP) — Perilously close to a government shutdown, congressional leaders reached agreement with the White House late Friday night on a deal to cut tens of billions of dollars in federal spending and avert the closure.

House Speaker John Boehner informed the GOP rank and file of the accord, reached in grueling negotiations over several weeks, an official said.

“We have an agreement,” concurred a spokesman for Senate Majority Leader Harry Reid, Jon Summers.

Because drafting and then passing the broader legislation could take days, congressional leaders raced to approve a stopgap measure to prevent the onset of the first shutdown in 15 years, due to begin at midnight. Officials said it would keep the government in funds through the middle of next week.

Boehner told reporters just before 11 p.m. EDT that the House would continue working.

Republicans said the deal called for $39 billion in spending cuts, a measure that one official said Boehner told his rank and file marked the “largest real-dollar spending cut in American history.”

Over a decade, the agreement would cut more than $500 billion from the federal budget, Boehner added, according to a participant in the meeting.

The agreement marked an extraordinary reach across party lines and the first test of a new era of divided government that includes Obama in the White House, control of the Senate by fellow Democrats and a tea party-flavored Republican majority in the House.

    I would have rather let the government shut down than settle for 39 billion. Even if it meant I’d have to wait for my tax refund longer.

    The Democrats want to hang on to the stupidist funding for the stupidist things, it would have been them who would have lost out, as they were not willing to negotiate at 60 billion. Who the hell cares about Reid’s cowboy poetry festival. Why do they need funding? If they were so good, they could raise funding on their own. The truth probably is only about 5 people really care about cowboy poetry. I sure don’t.

    I am so tired of Republicans giving in to pressure and the dems. What on earth are they afraid of. Please don’t do us any favors, just stop the spending.

    When the government shut down during the snow storm, did the country go into chaos? Well a government shut down would have had the same affect regardless of what they say. The military would have been paid retro active.

    I am so upset with them all Republicans and Democrats. Thanks for nothing House Speaker John Boehner, you sellout!

    ON Fox, a more detailed story is proffered.
    40billion now, 42 billion more through the rest of this year of discretionary spending only. Combine that with all the cuts in the weeks proceeding I believe the total will be 96-104 billion this year, so perhaps we jump the gun on pointing fingers, or crying in our soup. PLUS the real battle is for next years budget, Bohner knows for sue we are very serious and that’s a fact.

      I will give them credit for this action. They get a free pass from me. They were stuck with a huge gap that the Dem-Rats should have had done. So, for the benefit of doubt. I want to see what Mr.Ryan and the rest do with the 2012 budget. This will be the true awakening we need to look for.

      What is really weird is…. when I can’t pay the bills I have this month, I have no discretionary spending money. Nothing will change, both parties are hacks and sellouts. Maybe that is why Boehner cries a lot, every time he negotiates he knows he is selling America out one bill at a time.

      I guess if I were him, it would be my mission to make the progressives lives pure hell.
      It is more than obvious that the repugs do not want to get out of this mess we are in, if they did, anyone knows you gotta sell it first, and selling common sense isn’t a hard sell to most Americans. The repugs have a vast choices of mass media venues to take their message and talk directly to the people, take calls answer questions but they aren’t doing it…why? Because they are stuck in the same attitude as the progressives, and that is… we know better than you, your opinion doesn‘t matter and we don’t want the simple minded masses to know what is in these bills and budgets we keep passing at the stroke of midnight.

      If you keep up with the globalist their plan is to debase the dollar by the end of 2012, that means by the 1012 elections it is going to be too late to stop it, and as we can see the repugs have no fight against globalism and the one world order, they want it as much as the progressives do. The simple fact is, they are irrelevant and it seems they like it that way, hence the no show bills that are getting pushed through.

      You would think that the repugs could have negotiated a little better for something like I dunno, maybe drilling oil in places where we have tons of it, that would help the American People immensely, but again, we get nothing but the bills, no good news here, not much at all.

    Did Obama just take credit for cutting the budget – he was AGAINST IT… then claimed he cut taxes when they only kept Bush’s Tax cuts and he took credit for that when he was AGAINST…. I am quite disgusted by this empty shirt the left bows down too… gage, choke, gage…

    The Dems failed, lied over and over, called names today, and now take credit for doing something they did not want too!

    I mean the dems had to call lobbtists to get permission to cut the budget!

      My dad used to tell me, when your not spending money you are making money, or saving money. And especially if the money you are spending is borrowed, then not spending it has a double savings or earnings that come in the form of reduced interest that you now do not have to pay because you didn‘t borrow the money and you didn’t spend it. This is how you get out of debt fast.

    The cuts in the most extreme case aren’t even close enough. I’m disappointed. Not because I wanted troops to miss a check, but because I want people to see what government is really good for, and that’s handing out checks. They have very little real use.       So true you guys… so heartbreaking… I’m reminded of the old story of the kids that were mocking the elderly gentleman that was throwing starfish back into the ocean. There were hundreds that had washed ashore, and he was carefully throwing them back into the sea, one at a time. The kids were mocking him, saying “You’ll never save them all. What you‘re doing doesn’t matter!” He calmly replied, “It matters to THAT one.” As he calmly picked up one more starfish, and laid it back in the cool saltwater. As we pray, volunteer, give money and time to our local pregnancy resource centers, it may seem as if “it doesn’t matter” when faced with the abortion/murder machine of planned parenthood. But you know, it matters to that ONE baby… that ONE mother. So keep volunteering. Keep giving time, money… and most importantly, keep praying.

      39 billion on this bill….
      12 billion on the last 1 week CR
      10 billiion on the 2 week CR before that one….
      and they got 4 or 6 billion in the extension in early January that pushed the deadline to March

      so about 65 billion total….Boehner only said 61 Billion at the beginning of the year….Ryan said 100 billion and the 60 Tea Party House Reps ran on the 100 billion platform….

      Boehner needs to be removed as speaker…we need Ryan….

      Whoa, the Tea Party members did NOT run on a 100 billion dollar cut. That 100 billion was the Republican “pledge”, which amounts to barely 1% of the budget… an f’ing joke. The Tea Pary members ran on balancing the budget and cutting the size of government.

      Ryans plan is better but still takes 26 years to balance the budget. That is still a joke.

That is all we can do because Obama will veto it that was a big deal for the REPUBLICANS, I know most of you sound very angry at BOEHNER but he has fought a dam.. hard fight and got more done in my opinion than anyone could. I FOR ONE AM PROUD OF WHAT THEY GOT ACCOMPOLISHED, I THINK BOEHNER DID A GOOD JOB. THEY ARE EVEN GOING TO BRING DEFUNDING OBAMA CARE FOR A VOTE IN SENATE ALONG WITH PP.WE ACTUALLY GOT MORE DONE THAT I EXPECTED, THEY STILL HAVE TO FIGHT OVER TRILLIONS IN A COUPLE OF WEEKS AND THE DEBT CEILING. THIS WAS A VICTORY FOR THE REPUBLICANS. Thanks for he hard fought battle. I would rather see more done but am proud of what was done.

      If you notice the dear kings always take the mic after they have done the rotten work, when they should be informing us before any thing is ever close to coming to a deal. This is how it is working now, every piece of legislation under Obummer comes in closed chambers, secret meetings or at the last minute so nothing can be debated in public, the kings and queens make up their minds at the last minute while we nothing of what is in the bills, you know, we gotta pass it before we can know what is in it? Well, this is not how America is supposed to be run, you damn sure believe there are going to be things in here that Americans are going to be very upset about, but the American people are again, left out of the loop and the American Opinions are disregarded like yesterdays garbage. We need to tell these politicians loud and clear, 2 weeks of open bill review before any legislation or bill is passed, that is just the way it is supposed to be, we ought to demand this right now and here forward, lets remind the repugs of this this weekend!

      We indeed see business as usual; however there is still one wild card in the equation, that is the members elected and supported by the tea party – if they do not cave in, they can have my full support, otherwise, let the whole band of bandits be cast aside.

      His wanna be excellecy of self, Obama, was all but gloating fully over this news when he spoke just a bit ago on the radio. Tommorow he most likely will be crowing on how he once again saved the nation for the collective whole.

      But the issue was NOT about the two offers in cuts. The issue was between the $1.3 trillion in annual deficits and the Repugs offer of $60 billion!

Can you believe a half trillion over a DECADE! obummer is racking up trillions a YEAR! While I’m very disappointed, I think we need to see how the 2011 budget goes. Boehner may have given away restricting PP funding (I don’t know yet), but we still have the ability to jettison education, energy, health and human resources, and several other departments. Budget POWER is invested in the House (Tea Party Power Seat). odumbo blinked (he’s basically a coward) and his numbers are dropping. Ryan’s budget will be the real test (along with raising the debt limit) and the dems are retreating (soon they will be in full retreat). Prosser looks like he will retain his seat in Wisconsin, unions are becoming irrelevant (it will take time – the progressives are very entrenched, and we are just beginning – but we are WINNING!

      I guess I missed something, because you all sound like the the Repub. sold out, and I just heard Karl Rove say it was a victory for Boehner…so what’s the deal..no shut down at least for another week, which will make my FB friends happy who have been screaming all day about the stop of military pay…and had the government shut down, I’d have had to flown to Hawaii and take my nieces family to dinner…as I told her the shut down wouldn’t happen and bet her on it!!! I don’t think I could take 8 hours on a plane packed like sardines anymore????

Does everyone realize that the majority of workers would have sat at home and recieved their back pay? I don’t lay the blame entirely on the Republicans, their hands were tied.       If we can get control of the Senate, too, in 2012 and put a conservative Republican in the White House, we can undo. repeal, cut, unfund, and put America on a course that will protect the dollar’s value all over the world and head the United States toward real prosperity again.

      This is the 2011 budget they’ve been working on, which should have passed last September. The spending cuts in this budget are FAR GREATER than we would have had in September 2010.

This shutdown would have effected me and my family (I am military) but I support the shutdown even though I would not have been paid, because our debt is out of control. The GOP should have stood by the reason they were given a second chance in November 2010. The truth to the matter is the the Dem/White House failed to do their job last October and continued to fail through the first of the year when the budget should of have been passed, but nope they have effectively used piss poor leadership to their advantage. I retire soon, and I can not WAIT until I finally get my voice back!!

      I can’t find anything about what is in the bill.. however a few of the freshmen aren’t as happy as they want us to believe.. I doubt if they pulled the funds for Planned Parenthood.. they might have gotten a cut but that would be it.. ON the up side they seem to have made progress on the internet problem.. lets face it the new guys have only been in for 4 months.. most places give you at least 6 to learn the job.. however… IF you don’t like what they did the 15th is coming.. let them know.. I have to see what went down to see if I am angry or really angry.. remember while the freshmen are learning so are the old boys.. they are learning to listen to the freshmen and the people.. they have been allowed to sell out for to long and have to learn WE the PEOPLE have been taken advantage of to long and they better get some b****.. we vote the media doesn’t.. If they cannot hold their nerve on an abortion funding issue with 60/70 % support, how will they fight the tough ones on health care with just over 50 % support and social security where it will need risking ones reelection. Where the cuts will come from other wise? Democrats made their support base happy and will leave GOP alone to fight for the unpopular cuts. How a negotiator can think that they can give once and will not have to give again. Why do they not just listen to Gov Palin and defer to her in all negotiations?

      All that really needs to be done is to respond to the Dem’s objections.

      A lot of the waste that comes from Marxist principles were sold to the Americans as good for the collective, so of course they’re going to call them “social issues”.

      Abortion is murder, so not only is it economically wasteful and it decreases the number of potential entrepreneurs who might help the private sector create jobs – BUT IT KILLS HUMANS as well.

      Obamacare is unConstitutional, for one, so any funding for it is going to be as well.

      We didn’t need to be concerned about most government workers losing their jobs, because government work is not to be a career move – government work is supposed to be insecure BY DESIGN – “consent of the governed” means that the government grows and shrinks (people gain and lose government work) according to OUR consent.

      DO NOT FEEL SORRY FOR PUBLIC SECTOR WORKERS LOSING THEIR JOBS, because there’s not supposed to be that many of them, anyway. The need to fight for our Constitutionally recognized individual rights in the private sector like the rest of us.

      If it’s a perception problem the Repugs are worried about, they can easily be answered.

      Even though I sorta don’t ever agree with Juan because he seems to trusting, and too easily misled, he is on to something here, the republicans need to start holding conventions where they explain things in detail so that people don’t just hear the “ Hate ” sound bytes coming from the progressive rottweilers.
      This is what we are missing on every crucial issue and in every election, the details and the well thought out common sense results from the legislation, reform or cuts.

      You would think with the money behind both parties, each would have a 24/7 channel to promote the good ideas, but the thing is, the more media there is, the less details we seem to get on things because the devil is in the details and the details cannot be revealed until the agenda is passed, by the way, when did this start being the norm. These politico’s did it once and got away with it, now it seems to be the norm.

      I would think the American People might want to see this budget for a week or two so we know what the hell is going on. It is like we don’t matter or exist anymore, and this can be tallied up in 4 short words, and this has been the problem for a few years now. Americans get no respect, and this more than anything is what is driving Americans into angry mobs. We’re tired of the Mr. & Mrs. Snobgrass running the houses, where we are basically under the kings rule again.

      Boehner and the Repub leadership were a major disappointment, as usual. Their message to the public was very shaky and unintelligible during the negotiation while the Dems had a direct and clear message to their loons. When will the Repubs learn how to communicate properly, think ahead, and stand firm. They looked scared and appeared to be “winging it” while the Dems looked like they had a plan.

      Thank heaven that Boehner didn’t cry.

      39 billion = the most cut by feds ever
      7 trillion = hightest deficit ever and climbing
      Those two numbers aren’t close, not by any stretch of the imagination. How can Boener believe this is the best he can do? I guess the House vote shows it all. Only 28 repubs voted against. It is unacceptable that we vote them in and they cave to whatever pressure is put upon them. PATHETIC.

      Get to a Tea Party meeting and get involved!
      We have TWO members running for state office here in South Jersey that have just completed the 13 week Constitution Course. They are very Conservative and will abide by the Constitution.

      We can’t expect to get the whole pie at once. As long as they keep chipping away at the spending for the long run is more realistic but we have to continue to hold their feet to the fire! It’s taken the progressives about 100 years to get us to this point it will take probably that long for Tea Party Conservatives to change the culture in D. C..

      JB has done a great job . Not only did he get real cuts in this budget froma dem controled senate that insisted it was dead on arival and president caved in signing another Cr ,that he said he wouldn’t do. Plus now Ried agreed to have a vote on the repeal of the obama care . I am glad that JB has prevented a shut down in our goverment.Our military at three wars should not have to worry about thier dependents not having funds for rent food ext. JB is the speaker of the house , not the new King ,he has to work within its limits . As the new house works at reining in this bloated government. We must seek and fund new senators who will help Jb in this fight to restore America to a consitutional government.

      All though disappointing, what did we expect? We, the people, only have one out of three parts of Government. We can’t do much with Obama and a Democratic Senate, even if they shut down the Government. I’m not happy this happened but the fight has only begun, it’s going to take years to get it back tow here we want it. Just don‘t focus on the one battle let’s focus on the War.

      If you would rather live in a Democracy, which DOESN’T permit freedom and inalienable rights, then YOU go to another country, because in America, the Constitution is what we all agree on, MARXIST.

      I agree. Boehner took the Dems from their proposal of no cuts to 38 billion. The man worked hard especially when being locked away with those two clowns Reid and Barry. He was the only adult in the room. We need to get Boehner more troops. There are many great Tea Party favs running this time around. I think Boehner did not take this lightly and probably isn’t completely happy with the out come either. I trust the man……that he did what he could and will continue to fight against the Progressive machine.

      The need to raise the debt ceiling is proof the we are in trouble. I don’t think this has escaped him.

      The supreme law of the land is our Constitution, so yes, we expect the whole country to live under it, and we expect our elected officials to actually adhere to the Constitution WHICH THEY SWORE AN OATH TO UPHOLD.

      Agreed. SS and Medicare is unConstitutional for the same reason Obamacare is.

      And while defense spending is Constitutional, we do need significant cuts. And we can start with getting out of the unConstitutional war in Libya, along with getting us the hell out of the UN.

      I like paying Constitutional taxes, also. The problem is that after the first tax on created wealth, anything after that cannot be called a tax; Maybe you can call them fees, duties, etc., but if you’re calling it a second “tax”, then that’s actualy THEFT, and is unConstitutional.

      And then any “taxes” used for Marxist principles, such as the redistribution of wealth (SS, Medicare, etc.), are actually unConstitutional because it violates individual rights – I pay taxes for ME (“no taxation without representation”), and so if I’m not benefitting from my taxes in the same way as everyone else, it’s not Constitutional.

      It’s not greedy to spend my money how I like – that’s not the definition of greedy. If I go to a restaurant, I pay for what’s on the menu; if the employees aren’t being paid what they agreed to be paid, I want to know so I can stop supporting that business.

      What is it going to take to get a balanced budget and close down these socialized programs, blood on the streets? these clowns in DC have no idea how mad people are right now, no freaking idea! The next battles loom, debt ceiling and 2012 budget, if they blow this one, the tinderbox may explode. I am not fomenting or pushing for any violence here, just observing the social mood, and it is not pretty…then you throw in Piven, Jones, Trumpka, Stern and the rest of the communist loons, this country seems to be headed for dire times – you better be prepared YESTERDAY people, this will not stand!

      This HAS to be one of the most moronic things I have ever heard. Here’s a concept that might hurt your brain……..the reason you even got a return is because the government was kind enough to overtax you, govt. kept your money all year when you could have had it, govt. made interest on it instead of you, and then then govt. gives some back to make you think you got something for free.
