CA Man Drowns After Policy Forbids Rescue Workers From Saving Him

A police and fire department policy has been changed after a San Francisco-area man committed suicide by wading into the bay and drowning, all while first responders stood by for an hour and watched.

Rescuers in Alameda, CA cited budget cuts and policy for not rescuing the man earlier this week.

“(The) Alameda Fire Department does not currently have, and is not certified, in land-based water rescues. The city of Alameda primarily relies on the United States Coast Guard for these types of events,” a police spokesperson told NBCBayArea.com.

The Coast Guard tried to respond, but the water was too shallow for them to stage a rescue. That created an almost unbelievable scene, said witnesses:

That means not one certified person did anything. That is until one off-duty nurse swam 50 yards to recover the man’s lifeless body. But her efforts were all for naught. The man was later declared dead.

The policy forbidding such rescues has now been reversed after local outcry and a public hearing:

“It just strikes me as unbelievably callous that nobody there with any sort of training couldn’t strip off their gear, go in the water, and help this person,” one man said during the meeting.

    The man was supposedly committing suicide.

    Yes, in our hearts we believe or want to believe that it is up to us to save him whether or not he is ill or suicidal or caught in the water.

    Now, if one of them had gone to save him and that rescuer was pulled down to drown as well, his name would be listed as a hero across the papers. A dead hero.

    His loved ones would have lost him and on the financial side, the govt. would have said he was acting against orders so no payout on insurance or any other benefit. Not being callous just honest.

    People who commit suicide also risk the lives of others sometimes – where is the line that says his life / death was more important than that of the rescuer?

      Enough. There are far riskier rescue operations than saving a drowning man, especially if he is suicidal. He probably doesn’t have much fight left in him. If you are TRAINED, you can do it without losing your life as well. How stupid are we becoming?

      THANK YOU. I have 3 kids, 2 Soldier Medics. I think they would have appreciated someone trying to save their father from committing suicide as well. yup you heard me. I would have too. 16 yrs ago. Shame on them for not bothering with this man.

    Im A Fire fighter and This is not surprising me. This all stems from Big Goverment and regulation, You cant blame the fire fighters. This man put his self in this situation why should a fire fighter risk their life for someone that dosent want to be here?

      I DO blame the firefighters. What is the MATTER with your thinking on this. What if it was a 14yr old child? What if this was your MOM. You would have me believe you would save a kitten up a tree but not TRY to save him and watch him drown for an HOUR.

      Just simple COMPASSION please. No matter how you feel about it, this life is on the heads of those who watched and simply did NOTHING. His feeling of hopelessness in this world was surely proven on that day.

      Im not saying they should face legal punishment for it, Im just saying they were wrong to follow the rules instead of doing the right thing

      The emergency responders are to blame here, if you stand by and watch someone die because of policy, you’ve already lost something of more value then your job.
      If they were ordered to kill children or gas jews and they did would they be without blame to? I know a lot that would also say they werent to blame in that case either so i suppose there is a split opinion.

      As a retired firefighter. I agree with Texasstandup. And to everyone on this forum, loading up on keyboard testosterone …. I will tell them to expect you to volunteer for you local rescue services. (there is always a need) If the loser had changed his mind… he could have walked back out.       If the “loser” could have changed his mind without help, he wouldn’t have committed suicide. Making it public was probably his last cry for help. People who are mentally ill or have severe emotional trauma are not losers; they have a disease which can be treated.

      If they didnt save him because he was an idiot that would have been different, the reason they say they did save him is because of the policy.
      There‘s no need to become a firefighter to save someone’s life, but anytime I see EMS, firefighters, police on a scene, I assume they have it handled.
      They probably should have just left when they got there

      Suicide eh? It was a cry for help. Who, in their right mind, would wade into the cold bay to commit suicide? Especially with that beautiful Golden Gate Bridge just miles away. If he was actually not in his right mind than a rescue should have been attempted. Regardless of policies. It’s called look, assess, adapt, act!!! I’m sorry, that’s what heroes do…..it is NOT what Cali pansies do!!!

      I wonder if a kid fell off of a dock into the water in a ‘no swimming’ area, would he be saved? Or would the rescuers say “We can’t go in there…..can’t you see the sign? …..there is no swimming here!”

      After 40+ years as a volunteer Fire/Rescue worker I personally find this the most disturbing display of idiotic andmoronic behavior by the onscene commanders. ONE LIFEJACKET and one strong swimmer and the person would still be alive. With all the police and fire personell on the scene, surely there was someone who would fit the bill.

      Being a UNION shop, the firefighters could not do anything without being ordered to. They would face disciplinary action from their department and even sanctions by the union. So, even though the subject wanted to take his life, he succeeded because of total malaise on the part of the first responders.

      What comes next, refusing to fight a fire in a business because the workers in tghat business weren’t unionized? I certainly hope that San Sissy Frisco and the rest of California is the ONLY place in the USA where such a story would come from. I hope the rest of the country has better sense than this.

      It was such a public event- wading in to the bay- that I suspect true suicide may not have been his goal. he could’ve crawled under his sink and ate rat poison if suicide were his true aim.

      I’m with smokie on this one. The man was crying out for help. I don’t personally understand this, but it is a fact that most suicide attempts are actually very desperate cries for help. People who really want to die, do, because they don‘t do it in public and they don’t use a method that might not work.

      Yikes! If I was gonna kill myself I think I would find a better way of doing it then THAT!?! Part of me thinks that if he was determined to do it, anyone who was a simple bystander on their own trying to help him would have just been putting themselves in danger because he would fight the rescue. However, if I were there, I couldn’t watch, I would probably go in and try to do something even though I don’t think it would be wise. But it would just be a natural instinct. The people trained in this sort of thing and with the proper equipment, however, have no excuse and should have at least tried. If any other bystander had gone in after him and drowned in the process the professionals would have both deaths on their hands, IMO.

      What happened to this man is awful but he chose to do what he did. The fire and rescue teams may not be certified in water rescue and the fact that the coast guard could not get in is BS They are certified in water rescue. They are the ones who failed. But it still comes down to the man taking responsibility for his actions and it ended in his death.

      I cant belive this, The problem is these agencys have lost the definintion of right and wrong in there boook of political correctness or fear of losing thier job. THIS GUY JUST LOST EVERYTHING!!!. If i was a bistander and saw this i would have jumped in and tryed to save him, but how could i ever look at my kids again knowing i stood by while a life was needlessly lost because we did nothing, How could i look at myself.Take a stand, do the right thing even if it leads to your death.

      How do you wake up in the morning and look at yourself in the mirror, knowing you let someone drown while you watched. Is this a desensitizing exercise so when people are marched into the gas chambers you are impervious to their fate? Who, in their right mind, would set a policy like that; and who, in their right minds, wouldn’t attempt to save this person? A rope, as we saw in Arkansas, anything!

      Yes!! They will stand with there brothers in the union before they will raise a hand for any mankind. When it there pension or a raise on the table and your life is in the balance they just proved its them they will worry about first, who really needs them? Only the other government workers that need the revenue/tax they impose on us I would love to know if they would have fined him if he would have lived?

      This man had a disease. He suffered from clinical depression or trauma, and he should have been rescued and given therapy.

      Now he is in h*ll, and those who could have done something to stop it are accountable to God. And don‘t tell me a suicidal man can’t be saved from drowning. With a little training, first responders can tell when the individual has stopped struggling, and then they can pull him out.

      This is what happens when you are taught that man evolved from apes and the world was formed through spontaneous generation. Who cares if one or twenty million people are wasted when there is no afterlife or accountability to a Higher Power.

      It’s the “policy” that’s to blame, not the rescue workers. There are simply too many flippin’ laws and policies in this country. Often made by unelected…what shall we call them…how about something like czars.

      Unbelievable. My prayers are with this man’s family. Suicide is a horrible death that leaves so many unanswered questions. But for this family to also deal with the fact that itr could have been prevented if just one person had intervened is unconscienable. What is this country coming to when there are people who would sit back and watch someone commit suicide.

      That plus any uncaring idiot that #1 obey a policy like that, #2 let things like “budget cuts” determine if they save someone’s life or not. If anyone makes a determination like that based on either of these “reasons” then they have absolutely NO business being in any job or career that deals with saving lives and helping people!

      This is about budget cuts. This is what happens REPUBLICANS when you decide to cut the budgets of your first responders. If the money isn’t there how can you buy licenses and training? Seems if there is an emergency you should spend, no matter what.. cough cough at the Federal Government.

      As a certified scuba diver I had to learn how to rescue a drowning person. It is extremely dangerous. The drowning person will do anything to keep above water, even if that includes drowning you. They teach us its best not to get close to the victim, use some object or a rope to keep your distance. In the last resort, approach the victim from behind so they can’t grab you. If you haven‘t had the training I don’t recommend it. Hard truth is that the first responders have families too. They did the right thing without the training. On the other hand, how was there no life guard or trained water rescuer in a city located ON THE OCEAN!!

      I live in Louisville KY, ad we have a volunteer water rescue squad of police divers, and at least 1 police boat. How can a city located on the ocean not have at least that?
