WASHINGTON (The Blaze/AP) — A woman who settled a sexual harassment complaint against GOP presidential candidate Herman Cain in 1999 complained three years later at her next job about unfair treatment, saying she should be allowed to work from home after a serious car accident and accusing a manager of circulating a sexually charged email, The Associated Press has learned.

Karen Kraushaar, 55, filed the complaint while working as a spokeswoman at the Immigration and Naturalization Service in the Justice Department in late 2002 or early 2003, with the assistance of her lawyer, Joel Bennett, who also handled her earlier sexual harassment complaint against Cain in 1999. Three former supervisors familiar with Kraushaar’s complaint, which did not include a claim of sexual harassment, described it for the AP under condition of anonymity because the matter was handled internally by the agency and was not public.

To settle the complaint at the immigration service, Kraushaar initially demanded thousands of dollars in payment, a reinstatement of leave she used after the accident earlier in 2002, promotion on the federal pay scale and a one-year fellowship to Harvard’s Kennedy School of Government, according to a former supervisor familiar with the complaint. The promotion itself would have increased her annual salary between $12,000 and $16,000, according to salary tables in 2002 from the U.S. Office of Personnel Management.

Kraushaar told the AP she considered her employment complaint “relatively minor” and she later dropped it.

“The concern was that there may have been discrimination on the job and that I was being treated unfairly,” Kraushaar said.

Kraushaar said Tuesday she did not remember details about the complaint and did not remember asking for a payment, a promotion or a Harvard fellowship. Bennett, her lawyer, declined to discuss the case with the AP, saying he considered it confidential. Kraushaar left her job at the immigration service after dropping the complaint in 2003, and she went to work at the Treasury Department.

Details of the workplace complaint that Kraushaar made at the immigration service are relevant because they could offer insights into how she responded to conflicts at work. She now works as a spokeswoman in the office of the Treasury Department’s inspector general for tax administration.

Kraushaar’s complaint was based on supervisors denying her request to work full time from home after a serious car accident in 2002, three former supervisors said. Two of them said Kraushaar also was denied previous requests to work from home before the car accident.

The complaint also cited as objectionable an email that a manager had circulated comparing computers to women and men, a former supervisor said. The complaint claimed that the email, based on humor widely circulated on the Internet, was sexually explicit, according to the supervisor, who did not have a copy of the email. The joke circulated online lists reasons men and women were like computers, including that men were like computers because “in order to get their attention, you have to turn them on.“ Women were like computers because ”even your smallest mistakes are stored in long-term memory for later retrieval.”

Kraushaar told the AP that she remembered the complaint focusing on supervisors denying her the opportunity to work from home after her car accident. She said other employees were allowed to work from home.

Kraushaar, who is married and lives in suburban Maryland, was among two women who formally settled harassment complaints against Cain in exchange for severance payments in the late 1990s when they worked at the restaurant association. Bennett has said Kraushaar settled her claim during the summer of 1999, shortly after Cain left the organization. Neither Kraushaar nor Bennett have described exactly what Cain was accused of saying or doing to Kraushaar when she worked there, although Bennett said Kraushaar wants to conduct a joint news conference with all the women who have accused Cain. The New York Times reported previously that Kraushaar received $45,000 in the settlement with the restaurant association.

Kraushaar agreed to discuss some aspects of the complaint at the immigration service if the AP agreed to protect her privacy, as it did in previous accounts of her complaint against Cain. She subsequently waived her privacy by confirming for news organizations her identity as one of two women who settled complaints against Cain, so the AP no longer is protecting Kraushaar’s identity.

Cain has denied that he sexually harassed Kraushaar and others who have accused him of inappropriate behavior.

In a news conference Tuesday evening, Cain said allegations of sexual harassment by Kraushaar – whom Cain identified by name for the first time – were determined to be “baseless,” but he did not explain who made this determination and Kraushaar has disputed this. Cain said that after negotiations between Bennett and the restaurant association’s outside counsel she received money under an employment agreement, which Cain said was different from a legal settlement.

“When she made her accusations, they were found to be baseless and she could not find anyone to corroborate her story,” Cain said.

Cain said he remembered gesturing to Kraushaar and noting that she was the same height as Cain’s wife, about chin-high to Cain. The Georgia businessman said Kraushaar did not react noticeably, but he said the restaurant association lawyer later told him that was the most serious claim that Kraushaar made against him, “the one she was most upset about.”

“Other things that might have been in the accusations, I’m not aware of, I don’t remember,” Cain said.

Sharon Bialek, a Chicago woman who once worked for the restaurant association’s education foundation, accused Cain in a nationally televised news conference this week of groping her and attempting to force himself on her inside a parked car after they had dinner in 1997. Another woman told the AP that Cain made unwanted sexual advances to her while she worked for the association, and a pollster said he witnessed Cain sexually harass another woman after an association dinner.

Kraushaar’s complaint at the immigration service prompted managers to use caution when writing and speaking to Kraushaar while the complaint was being investigated, another former supervisor told the AP. Two supervisors said Kraushaar asked a colleague to act as a witness when she had conversations with one manager after she filed her complaint.

The complaint at the immigration service was “nobody’s business,” Kraushaar said, because it was irrelevant to her sexual harassment settlement with Cain years earlier. “What you’re looking for here is evidence of an employee who is out to get people,” she said. “That’s completely untrue.”

“I filed a little complaint,” she said, in an interview with CNN. “I am not a troublemaker at all.”

Kraushaar, who started her career in Washington as a reporter, was praised for her work in 2000 when she traveled to Miami to help agency officials during the coverage of the Elian Gonzalez case, when federal agents seized the boy from relatives to return him to his father in Cuba.

“Ms. Kraushaar’s assistance was invaluable and her performance extraordinary,” wrote Robert A. Wallis, the immigration service district director in Miami. Kraushaar provided seven such letters of recommendation to show that her performance was commendable while working at the Consumer Product Safety Commission, the restaurant association and the immigration service.

    Why do these stories and some people state that settlements were negotiated. They were not settlements, a settlement is done when truth to a claim is found, there were never any.

    These women are just trying to cash in again. I have had to make economic decisions based on legal blackmail in the past, it happens every day.

And it part of the same playbook Obama’s state senate and u.s. senate campaigned used to get his opponents outof the races for those seats.     This Mark Block needs to step down as he is doing more harm than good to Cain. Exposed yesterday for incorrectly identifying a Politico employee (ex it turns out) as being the new womans son. Not any relation it turns out.
    Last week, called out the Perry camp for starting the rumor. Less than one day later he recants that accusation.
    This guy has no credibility on this issue and needs to be silenced.

      You need to get your facts straight. Block did not recant the claims about Perry the next day. I watched him carefully. He talked around it in order to let the issue die, but he never recanted the claim.

    I would say the only misstep here would be that the NRA keeps paying off bogus complaints to save money and court costs to prove these women to be liars. Might have worked in the short term for them, but now look at what this has done to a man’s future, and possibly the country’s, by letting it stand as is instead of properly clearing his name. Looks like her next employer called her bluff and she had to back down. More balls than the NRA. What a shame. Maybe this whole thing will serve as a lesson to all places of businesses not to back down anymore to these frivolous complaints, essentially blackmail. It demeans any woman or man that IS truly abused in the workplace.

    “At the press conference it was brought up that Karen Kraushaar had come out as one of the women, so we’ve come to find out that her son works at POLITICO, the organization that originally put this story out,” Block said.

    When Hannity asked if the information about Kraushaar’s “son” was confirmed, Block said: “We‘ve confirmed that he does indeed work at POLITICO and that’s his mother, yes.”

    Josh Kraushaar, the man Block appears to be talking about, denied these claims. On Tuesday, Kraushaar posted numerous messages on his Twitter page that refuted Block’s “confirmed” allegations.

    Kraushaar acknowledged working at POLITICO from 2007 to 2010, but said he had been at the National Journal for over a year. His Twitter bio lists his current job title as the executive editor of the publication’s blog The Hotline. He‘s also NOT RELATED to Cain’s accuser.

    “For a presidential spokesman to go on TV and make up blatant falsehoods doesn’t speak well for his boss, either,” Kraushaar wrote.

    I once met a very attractive woman at a job that I was just hired at. I encountered a guy who had worked there for a while, and knew the woman. I told him that I thought she was “really fine”, and that I liked her. Lo and behold, the guy told her what I had said, man to man, and the next thing I know she reported my comments to HR, and I was accused of sexual harrassment. I couldn’t believe it. I got written up, and carried that stain on my record until the day I left. UNBELIVEABLE!

      DUKEOFPADUCHAH: Yes, it’s getting bad out there. When I was working we had to attend sexual harrassment classes and were told you cannot compliment the oposite sex in the workplace because it can be viewed as sexual harrassment. I don’t know how women find men these days because the men are probably all afraid of law suits. Thinking back I could have sued many times for the compliments I received. That would have never crossed my mind to do that. While I don’t condon overt sexual harrassment, a compliment here and there is nothing to get upset about. I think PC and feminists have contributed to this issue. I feel sorry for you guys out there. It’s a different world now.

      Oh, good grief! I am female, 63 years old, with gray hair and wrinkles, and if some man said I looked good, I would most likely give him a big hug. The years past that women have claimed to be “liberated” seems to have put them in a prison of sorts. I know when I was younger and looking better, I thought it was great if a man said I looked good!

      These women are looking for a fast buck, and when women trade their character and being for a quick buck, it turns them into prostitutes, plain and simple!

      You are right, to an extent. However remember, because of how we elect presidents and how the electoral college works, that it is possible for a person to obtain the office without the popular vote. Granted it has only happened a handful of times throughout history but it does happen.

      I think you are wrong on who will win, but that’s a personal observation/opinion on my part. Time will tell.

      I feel bad for that ‘no’ vote on the issue…but I’m not surprised. The unions were very organized in doing their part to get what they wanted. I saw no organization on the other side. I’ve seen a couple meetings with people speaking to the Tea Partiers, and on the last week some ‘yes’ signs showed up….waaay too late.
      I think if they really wanted that ‘yes’ vote, there should have been a better fight. It wasn’t even a challenge. And the governor got the message too, and is obviously willing to back down, now.

      When our representative republic was founded, only land holders, (those with something to loose, could vote. As such, campaign issues were less polar than they are now. There was not a “victim” voting block that consistently voted for hand-outs and redistribution of someone else’s wealth. Thankfully, there remain some politically pristine locations in America, namely that big swath of red states between the east and west coasts. The consumer class tends to congregate in urban population centers where politicians are likely to pander to them and unfortunately, they wield greater national influence. Though “consumers” are 48% of the population, I don’t think they qualify as “we the people”. “We the people” are the producer class. “We the people” pay taxes, work for a living, and raise kids who do the same, unlike the useless liberals who are singularly responsible for union strikes, “thug life” in public school system, emasculation of the American male, frivolous law suits, and the unholy trinity; Harry Reed, Nancy Pelosi, and Barney Franks.       Having been falsely accused of rape in college, I feel Cain’s pain. The girl that accused me put on a big show; tears, shaking, the whole bit. I almost started believe her myself. Only, she forgot to find out where I really was when she said I was raping her. I was 300 miles away with the entire track team running all weekend. As it was, she got to spend time with a shrink. But had I been in town with no alibi, I could now have a record as a sex offender. Being in Herman Cain’s position is perfect for attracting all the whack jobs. The Dems know that all they had to do was put out one accusation, and the rest would take care of itself. Just like the women who make false claims, the Dems knew that Herman would be seen as guilty, with the burden put on him to prove otherwise. 15 years later, there is no proof either way, so the Dems see this as a win no matter what. They know that Republicans eat thier young…..which is how Dems got so much power in the first place.

      I have been in management for some time now. I have also been involved in three court cases, we won them all. But I can also tell you that there have been numerous times where we have settled with a complainer. It has never been a case where we thought we were in the wrong; rather, it was far cheaper to pay them out and sign an agreement to our liking than to fight it in court.

      The evidence I see up to this point substantiates what I see happening at our company. It is a cost benefit analysis every time. So these claims prove nothing. It is completely he said, she said and I have to say there are plenty of people out there quite willing to sue a company over nothing in order to get a settlement.

      If these women really had a case, they would have sued many years ago for 6 figures or more, not the measly one year wages we are reading about!!!!

      Come on guys, try and use some logical thinking here. If Cain really did such bad things, there would be significant judgments against him and his company. The fact that these women took small payouts and did not sue clearly indicates that they are gold diggers with no case at all.

      You seem desperate to try to make a connection there and the false accusations. If these women really had a case, and they really thought they were harrassed, they would NOT have taken payment and waited until Cain was in the spotlight to bring this up again, UNLESS they wanted the attention and are motivated by something else (personally, I think they are being paid.)
