Can a $100 Dollar Bill Get You Detained at a Florida Turnpike Tollbooth?

Tampa, Florida — Meet Joel Chandler, who just paid his $1.00 toll on the Polk Parkway with a $100 bill, he is not allowed to leave unless he provides personal info to the toll taker. The toll taker tells Chandler this is what happens when they get large bills. She says this is what they have to do.
Chandler says to the toll taker, “So I’m being detained?” She says yes sir.
It is a policy the Florida Turnpike authority instituted for people who paid with $20, $50 or $100 bills. After it happened once, Chandler kept testing the system and taped his encounters as he went through the toll booths.
One time a toll taker told him, she wouldn’t give him his change unless he gave her the information. Chandler replied, “So I’m being detained.” He asked why he was being detained but never got an answer.
Chandler says this is a serious criminal offense, to detain someone without proper legal authority. He says that is exactly what the department is doing.
When Chandler called and e-mailed the Florida Department of Transportation to complain about the policy, he was told there is no policy to detain people who give large bills. He says that made him more concerned, because that meant there were individual rogue toll takers detaining people.

Posted on March 6, 2011 at 4:25amThe Parkway does not even have that many manned booths left. You need exact change or a Sun Pass to even get on it. I thought I heard there were several other toll roads in FL that went to the pass system only to get on it?
What ever they are doing is probably not right, but I agree, if you are going to be taking a toll road have the correct change. The lines can back up so fast that any advantage to taking it is removed. I travel the parkway often and used to travel the state with my children for travel games, sitting in lines at toll booths takes away any time saved by using them.

Posted on March 6, 2011 at 1:19amThe POLK Parkway is in POLK county, hence is a COUNTY roadway possibly under private control as many in the state are, so I don’t think Gov. Scott has any jurisdiction. Lies with Polk county or the private owners whichever applies. Sadly a few tolltakers don’t represent Polk county where I live. I prefer to think of our local culture like mudboggin and fishin with our favorite cousin.

You are especially a jerk if you are in a place where speed is important to those behind you in line, like a tollbooth. Get the hell off the tollway and leave the real world to those who understand it.
The tollbooths should deal with jerks like this by giving him 99 one-dollar bills. Jerk.

Posted on March 6, 2011 at 1:27pmIn Texas we have a card (instead of stamps) and it doesn’t work on anything except the items on a list somewhere. You swipe the card and use your own movey to pay for the rest. You can’t use it at a tollbooth.
Back in the 80′s, before the card, I knew some people who would sell their food stamps and use the money they made to buy drugs. I am SO glad Texas woke up.

If they have no legal authority then they have no recourse even if they find out my info is fake. If it’s a rogue ticket taker doing a little ID theft on the side, well, they won’t get any from me.
What am I saying? I live in the western US where we don’t have toll roads!!! It’s all good. ;-)

Next month there is a system called “good to go” in which another bridge will have a transponder/pass that when you pass the cameras/scanners your acct will be credited. If you do not have it, the camera’s will record your linc plate # and you will get a bill in the mail for the $ due.

I thought of that also .. and since when is a $20 a large bill .. and haven’t they ever heard of a counterfit PEN to test the bill … my grocery store has them to check the bills and they take $100′s without any problem .. this is just WRONG.
I have always had small bills when using the tolls .. I guess I was lucky because I would NOT give them my personal information.

Well, you-all know how I am! We did not get the $10 back, but the man in the office gave me a receipt for $10 (to shut me up!), and we turned it in and did not have to pay it out of our pockets. That was when I was driving an 18-wheeler.

I told him that they were legal tender coins and he had no other choice but to accept them as payment and if he didn‘t accept them he wouldn’t get paid. While some might not think it’s not a big deal remember, Rome did not fall over night, nor did Germany. Rather, it was dismantled little by little so the people would not realize what was happening. You don’t put a frog in boiling water, he will jump out, rather, you put him in room temperature water and slowly turn the heat up. This is the same principle at work here.

Everyone claims they get the military right, while that may be true of the soldier it sure isn’t true of the military who blows through money like it was free. As a retired marine it sure wasn’t my salary nor the quality of my uniform. Even though I’m sure the government paid top dollar for the uniforms and boots. Why buy quality when you can pay twice the price for half the product? Just seems to be the government way, unless they’re buying for themselves…
I‘m glad to see the uni’s have come a long way since I served but I‘m certain the cost hasn’t come down. Does anyone remember the $20,000.00 hammers or the $100,000.00 toilet seats?
And now we’ve learned that the post that missed the financial debacle were double manned and they still could see what was going on. They don‘t have one person watching a blade of grass grow but whole teams and they still can’t catch the weeds.
And people want to trust the government to manage the medical field, they’re not Socialist, they’re Suicidal Morons. Its no wonder the leaders won’t take the same healthcare plans, they know what it leads to.

So the question becomes, what type of registry are they collecting names for, what departments does this registry run through, and what type of tabs are they keeping and for what reason?
To me it smells like another sneaky inroad to a new future tax that will probably end up at the butt-end of some bill that Floridians won’t know about until well after it hits and someone finally looks at the details or audits the state treasury.

By the time you sit in those lines you could be at your destination, especially in the Orlando and other large metro areas. If not then it is an abuse of power and unlawful detention. It is very simple. The Gov issues an order that the practice be stopped immediately and he fires the one that issued the order to start with. This does not happen at multiple tool booths without an order from higher up.

Posted on March 6, 2011 at 7:30pmIf you are a Floridian you have a SUN PASS. This gets you through the tolls at a discounted price without stopping, and you pre-pay for a month, months, or yearly. The toll people do not have thousands to break a benjamin. In addition to that, we get too many people who have counterfit bills. Too many illegals and tourists that have been given counterfit bills abroad. Money gets by the grocery stores and some of the banks. A lot of counterfit bills are also passed in restraunts. If you as an employee in any establishment in Florida accept a BAD bill then you are responsible to cover the cost if it is counterfit and you don’t catch it.

The actions of the toll workers were the result of a clearly established policy at FDOT. In fact, the policy in question is clearly outlined in the FDOT “Policies and Procedures Manuel.”
The issue of collecting data is an interesting one. The fact is that there has never been even a single instance where FDOT referred any motorist to any law enforcement agency regarding the use for counterfeit currency. That certainly leaves one to wonder what they were actually doing with all of that data. After all, with DMV data they would know your name, address, telephone number, height, weight, age, race, etc. They would also have some ideas about your travel patterns. While that issue is still unresolved we know with certainty they were not using the data for the purposes they claim to have been using it.
My goal in pursing this issue has been, from the beginning, to get FDOT to terminate this unlawful and unconstitutional policy. In the end, it will be up to a Federal judge to make that happen.

If my tax money paid to build that dog gone road, I am not going to be double taxed for driving on it. I don’t care if it is faster, more convient or not, not being double taxed is the principle of not using the roads.

Makes perfect sense to me in this upside down universe we are living in.
I think I saw the very same thing on Star Trek once.

Posted on March 7, 2011 at 9:40pmDon’t take that crap from any of them. Here is what you do. Take your camera phone and video and record everything the tolltakers say to you. Ask them to repeat everything again if you have to, saying things like, “Tell me that again please….you mean you are detaining me for paying a toll with a large bill?” Let them elaborate. See how fast they change their minds. — I pulled this same thing when harassing censor workers came to my house multiple times demanding weirdo information. I photographed her and her car, took her plate number down, handed her a lengthy No Trespassing Notice with every Constitutional violation she offended and told her (and the cop she sent to my house) that I was going to press charges against her. Never saw her or the cop ever again.
I have fought EZ Pass at NJ Tolls twice and won. They intimidated me no end declaring that I didn’t pay a toll when I did (this is a ploy NJ constantly uses to get people to use EZ Pass which I refuse to utilize–it traces your every move–time, place, mileage, etc.), threatening me with a $500 fine and other harassments. It went on for over a year. I never relented, even filed Affidavits of witnesses in my car at the time, told EZ Pass I was going to sue them, and referred the whole mess to my local legislator’s office. All of a sudden, I get a notice in the mail that you owe zero -0-.
This is all the intimidation factor, and they count on your ignorance. Show them you’re not. Cameras and threats of lawsuits work fantastic.
