The folk over at Political Wire have chosen a highly provocative cartoon to make a point about the perils of passing a balanced budget amendment.

The cartoon, drawn by Arizona Daily Star artist David Fitzsimmons for his August 1 “Cartoon of the Day,” shows the U.S. Capitol looking more like Beirut in the 1980′s- pockmarked with bullets, buildings in near collapse, even the Washington monument snapped in half. The Flags of Hitler’s Nazi Germany and Imperial Japan fly high above the U.S. Capitol.

As inflammatory as this talking point may be, it is also based on a false premise. As Ken Shepherd of News Busters points out, the proposed balanced budget amendment:

“would require the President to submit and Congress to enact a balanced budget, cap federal spending at 18% of GDP, and prevent future federal tax increases. Congress could only waive these provisions by a two-thirds vote, except in times of declared war or by three-fifths majority during times of military conflict. It would also require a three-fifths majority to raise the federal debt limit.”

Facts are indeed stubborn things. Congress promptly declared war on Germany and Japan in 1941. And perhaps with a balanced budget amendment in place, Congress would reassert its Constitutional authority to declare war going forward.

    Watch “The Rise and Fall of the Third Reich” What is going on in the US is eerily reminescent of the times the Germans found themselves in even with the War on. Eventually it caught up to them. They were much smaller and easily advanced on via land and sea. With us its a bit different. The results will be the same. War is coming to the US whether you believe it or not.

Having to do with the balanced budget amendment. you must read this excerpt from a constitutional lawyer of over 50 years (if i’m not mistaken) Publius-Huldah’s Blog.

      What Would We Get From the BBA ?

      In plain English, this is what the 10 Sections of the BBA mean [but read it yourself - it's very short]:

      Section 1: They won’t spend more than they take in unless they vote to spend more than they take in.

      Section 2: They won’t spend more than 18% of the GDP unless they vote to spend more than 18% of the GDP.

      Section 3: The President will write the budget: He will designate the taxes, and what the money will be spent on. He won’t spend more than he decides to tax you for, and he won’t spend more than 18% of the GDP. The GDP is a computation made by the Bureau of Economic Analysis in the Department of Commerce, an agency under the control of the President. [Do you see? The President controls the agency which computes the number which limits his spending.]

      Section 4: Congress won’t make a law raising your taxes unless they vote to raise your taxes.

      Section 5: Congress won’t raise the debt limit unless they vote to raise the debt limit.

      Sections 6 & 7: Congress can waive the above provisions of the BBA (except for Sec. 4 which says they can’

      I’ve watched it several times, all 4 hours and every time, I‘ll hear or see something I didn’t the previous viewing. It is intense and informative. The early “Rise” is really enlightening. Scary too, what people will give up and what they will accept and allow just for a little comfort and supposed security and stability.

      Two good non fiction books that are not quite as heavy a tome as “Rise and Fall…” are titled,“In The Garden of Beasts” and “The Zookeeper’s Wife”. Both books illustrate that our freedoms are not lost overnight. We lose them little by little.

    Pulling back on the stick won’t save the plane from crashing, you have to pull it back and hold it.

    All we did today was go from Full Dive to Three Quarter Dive. America, the Plane, will still crash, just 100 yards later.

      Please refrain from giving flying lessons until you learn to fly. When your plane stalls you put the stick forward to gain speed so lift will occur over the wings. Please read “Stick and Rudder.”

      QE3 will be just more pulling back on the stick to make the plane go up, despite dropping airspeed and an engine starved of fuel. That‘s why this economy’s gonna stall into the terrain unless someone pulls the little kids out of the front seats and puts the real pilots in their place. 2012.

      Please tell me or show me where the word “nose dive” was used in any of the posts! As to flying lessons; better to have someone like me set them straight before someone like you are killed by a stupid what-to-be pilot. The purpose of flying is to have a certain amount of air going over and under the wings. You know, those two things that stick out from the right and left sides of a plane. The more air that goes over the wings, the greater the lift, the greater the lift, the more altitude you can acheive. The more altitude you can acheive, the higher you can fly and the less likely you will die on (or should I say, in) the ground. How many times have you had to dig 6 feet down to recover a pilot that pulled back on the stick, stalled, and held the stick back all the way to the ground? It’s a mess. So, please pay attention to what was said. You got it wrong. And in an airplane, you would be dead.

      I have not piloted a dive bomber, but I did pass the ground portion of the pilot‘s test in the ’40s, and I do think I would want to pull back on the stick to get out of a dive, not push forward!!!!!!!!!

    Oddly, if you follow the link of this picture to the next page, he then links Muslims with Breivek .

    In a rational persons mind this might make him anti-Christian and a racist.

    A Balanced Budget Amendment doesn’t make sense as article 1 section 8 clearly states the enumerated powers the government has, granted by WE The People and what they can spend OUR money on..These powers are very few. A Balanced Budget Amendment only legalizes the unconstitutional spending we have today. We would not have these problems with the debt had the constitution been taken seriously and verbatim.

      You’re exactly right! The spending they are doing isn’t constitutional in the first place. Secondly, a balanced budget amendment is worthless about the same as the pay as you go act. The amendment states that they can’t spend more than 18% of GDP UNLESS they decide to. They can’t raise taxes UNLESS they decide to… funny thing that last bit on every line “UNLESS” might as well be USELESS. Besides, the amendment would LEGALIZE what at the moment is not, and that is the spending they are doing.

      This constitutional lawyer has it right. This is a must read on the Balanced Budget Amendment before you make up your minds that it‘s a ’good’ thing

    Fitzsimmons’ cartoon is stupid. Any real and effective balanced budget amendment would require a two-thirds vote to raise taxes and have special provisions in it for emergencies. This thing is smoke and mirrors. The Left is deathly afraid of balanced budgets. After all, their entire political life depends upon giving handouts to favored groups, even when we can’t afford it.
