Catholic University Drops Student Health Care Plan Over Contraceptive Mandate

Franciscan University, a Catholic institution in Steubensville, Ohio, is claiming that Obamacare has forced the school to end its student heath insurance program. The massive health care overhaul, the university says, has led to cost increases that no longer make offering the program a viable possibility.

Not surprisingly, President Obama’s controversial contraception mandate is one of the the provisions that caused Franciscan University to make its startling decision. In addition to the mandate, which the school says would force Catholics to violate conscience, another provision in the president’s Patient Protection and Affordable Care Act — one that requires a maximum coverage amount to be increased to $100,000 for policyholders — was cited as the basis for the decision.

In an interview with Fox News, Mike Hernon, the university’s vice president of advancement, claimed that Obamacare would cause the $600 student policy to double in cost next fall. He also said that the same policy would triple in cost the following year.

“This is putting people in a position where they are having to choose between their faith and their morality, and now an unjust cost,” Hernon said. “These sorts of regulations from the government are forcing our hand in a way that’s really wrong.”

Obviously, this will be problematic for the students who rely on the plan for their health care needs. In the fall, it will no longer be an option for these individuals. Despite the planned closure of the student health plan, faculty coverage will continue.

While this is going to be problematic for some students, Obama‘s health care plan now allows young adults to remain on their parents’ insurance until they are 26 years of age. Thus, many students will be able to take advantage of this coverage opportunity.

“We encourage you to decide how you are going to provide for accidents or illnesses requiring visits to physicians, health clinics or the hospital emergency room while you are a student here,” the school proclaims on its web site. Here are some other portions of the statement:

The Obama Administration has mandated that all health insurance plans must cover “women’s health services” including contraception, sterilization, and abortion-causing medications as part of the Patient Protection and Affordable Care Act (PPACA). Up to this time, Franciscan University has specifically excluded these services and products from its student health insurance policy, and we will not participate in a plan that requires us to violate the consistent teachings of the Catholic Church on the sacredness of human life.

Additionally, the PPACA increased the mandated maximum coverage amount for student policies to $100,000 for the 2012-13 school year, which would effectively double your premium cost for the policy in fall 2012, with the expectation of further increases in the future.

Due to these changes in regulation by the federal government, beginning with the 2012-13 school year, the University 1) will no longer require that all full-time undergraduate students carry health insurance, 2) will no longer offer a student health insurance plan, and 3) will no longer bill those not covered under a parent/guardian plan or personal plan for student health insurance. The current student health insurance plan will expire on August 15, 2012.

This is the latest development in the ongoing standoff between the Obama administration and the Catholic Church. The denomination, which contends that birth control is immoral, issued a 20-page warning on Tuesday to federal regulators. In the letter to officials, the U.S. Conference of Catholic Bishops pledged to sue the federal government if Congress does not intervene to prevent the mandate from going into effect.

“Absent prompt congressional attention to this infringement on fundamental civil liberties, we believe the only remaining recourse … is in the courts,” lawyers for the bishops wrote. ”[Individual employers] can drop out of the health insurance marketplace altogether, or offer or provide the objectionable coverage.”

The Obama administration has made what it deems “accommodations” in light of the controversy surrounding the mandate, but the church argues that individual employers who object to birth control will still be forced to fund it. While most explicitly religious organizations will be exempt, Catholic business owners whose primary purpose isn’t faith-based will not be able to opt out. The bishops deem this unacceptable.

    It was NOT JUST the forced contraception mandate that led to Franciscan University from dropping their health coverage, it was THE REST OF THE BILL that also achieved this (sought after) end.

    In the 2000+ pages of this bill, not one provision truly helps business, hospitals, doctors, or patients.

No chance any of the good Catholic women there would be using contraception and having sex…..is there?

      @jrook —1. the cost to provide services which this university finds incompatible with their conscience are built into the package. they don’t want to pay. 2.there ARE students at FUS who are not catholic, dont embrace catholic moral teaching, and engage in immoral behaviors, the university doesn’t want to pay for that. However, as a resident of steubenville all my life, from a family very involved with the university, i can tell you that these students choose franciscan, by and large, to be educated and supported in an environment that supports their faith and morality, so don’t be so hasty to insinuate immoral behavior on the part of this particular student body.

    Those in D.C., who not done their jobs of getting to know the man who is now in our White House and by their not making sure the man was good enough to do the job as President before he got on the ticket are responsible for this evil man and Holder being in office. These people having failed in vetting Obama have failed in their stewardships to lead the people of the United States. These people have allowed a breach in the security of the United States.       The left has banned God from schools, from public property. They have driven the catholic church out of adoption in Mass., even though they had been providing 40% of those services.

      They have imposed funding of abortion on christians.

      Since the 1960s, the Catholic vote has come to reflect the nation as a whole instead of being predominantly Democratic. In the 60s and early 70s, a number of Catholics and Southern whites abandoned their traditional affiliation with the Democratic Party and began to support the Republican Party. This shift is evidenced by the fact that Nixon received only 33% of the Catholic vote in the 1968 election compared to 52% in 1972. As a group, Catholics represented a quarter of the nation‘s electorate and were now one of the nation’s largest swing groups. Both parties began to aggressively woo both the Catholic voters.
      In his successful 1980 campaign against Jimmy Carter, Ronald Reagan won about half of the Catholic vote. “Reagan Democrats”, many of them blue-collar Catholics, comprised 25% of the Democrats who voted for Reagan, and formed an important part of his support in 1984 as well. Despite Catholic Geraldine Ferraro‘s presence on the Democratic ticket as Walter Mondale’s vice-presidential running mate that year Reagan won 54 to 61% of the Catholic vote, only slightly different from the overall 59%. Although the majority of Catholics in 1984 remained Democrats, compared to 1980 Catholic votes switched to Reagan at about the same level as most Protestant groups. Reagan’s vice president George H. W. Bush won about the same number of votes as Michael Dukakis, making 1988 the third presidential election in a row in which Catholics failed to support the Democrat

      Thank you, TED. I am a student at Franciscan University, and I am studying to become a nurse practitioner. I was counting on being covered by the school’s insurance plan, as I will soon NOT be covered by my husband’s insurance. He is currently dying after an over six year battle from cancer. He is expected to die in a few days. Now I of all persons should be angry about the school’s new policy, but I am not. I applaud them as well. Secularists do not understand that God wins in the end. And when persons are obedient to God, they are richly rewarded. I KNOW THIS IN MY HEART! Franciscan University, in their obedience, will be mightily rewarded as long as they continue to stand their ground against this demonic administration. I predict they will only GAIN more students, NOT lose them. Praise be to God!! And thank you Franciscan University!!

    As a Protestant, Catholic university graduate I applaud their decision. The Catholic Church and their various universities will exist long after this failed, humanistic president is relegated to the “Regions of the damned.” Does this imitation of a human being really think that he can go toe-to-toe with the combined forces of the Catholic Church and their multitude of Christian believers and succeed? Just because he can think it does not mean he can will it.

The Church is seeking to enforce its backward beleifs on the students, regardless of whether or not the students are Catholics. Instead of letting the individual make her own choice, the University claiming to know better has made a moral choice for them, that is the Nanny State.

      The problem is that most Christians and conservatives don’t have the “fight” in them to resist evil leaders that impose their will on the people. Look at Hitler, (no, I’m not calling Obama, Hitler. Get over it.). The Jews, Christians, etc.. caved under pressure instead of standing and fighting. It is good to see that the Catholic church has made a stand. For how long will be interesting to see. I see many churches and pastors already making excuses for this man and trying to manipulate their morals so they can align with Obama. Most Christians use the excuse to “turn the other cheek” as a defense for not standing for what is right. Most are just lazy or wimps.

      ENCIDIOT/MOREACNE/SLEAZY HIPPO…this catholic institution isn’t “getting into politics” it’s getting into economics. “Can you read?” The COST that Obamacare imposes on them was a cited factor in their decision to drop the coverage..the contraceptive mandate was an additional irritant.
      But hey…now these students parents can cover them up to 26 years of age so what’s the problem? Oh and speaking of mandates, the individual mandate forces these students to buy their own coverage if the parents don’t want to comply either. What’s the matter? Isn’t this what you wanted?

      As Glenn Beck has discussed on his radio show, the Catholic Church has been infiltrated by the Progressives, Socialists and Communists. From the research that I’ve done, it seems to me to be originating from the Lasallians. They are firm believers in Social Justice, and essentially Christian Socialism and even Christian Communism. I could be wrong, however, the Catholic Church is possibly being attacked from various segments within, just like our own government.

      If this was Georgetown I might agree with you, but Franciscan University in Steubenville (note the spelling Blaze), OH is a very religious and humble catholic university. Note “One of 21 “faithfully Catholic universities” cited by the Cardinal Newman Society”. This CNS is the group that has petitioned against Georgetown for inviting HHS head Sebilius to speak.

      While the catholic church may occasionally mistake welfare for christianity, don’t think that all of them are fooled.

    I went to this university for several and was actually on this insurance program. To be honest, it was a joke of a program. I only needed to go to a doctor once that I can remember, and didn‘t end up going because the policy didn’t cover it and I didn’t have any money (NEVER should have gone to college in the first place, but that’s another story). While I would like to think that they are doing this for the reasons stated, I am skeptical. I suspect it’s a publicity stunt to gain attention and try to re-create their old reputation for being a sound Catholic college with students that are all “holy and orthodox.” Ha! I highly doubt that dropping this program will effect many students. I have other reasons for being skeptical about this, but won’t go into it.

    On a separate note, regardless of why they are doing this, I do find it telling that the cost of the program is set to double and triple! Obamacare is such a disaster…. Ah well. The economy will probably collapse before Obamacare does it’s real damage. Hah! Aren’t I all sunshine and happiness this morning! Better go drink my coffee….

      shame on you bitter cagnew. I went here, my husband, brother, sister,sister in law, father, aunt, and uncle went here. My father taught adjunct here, and my uncle spent his entire career here. I live in steubenville and know many of the faculty and staff personally. To accuse their intentions of being anything less than an authentic expression of moral fiber is to have very little understanding of this particular university, known and respected throughout the Catholic world (including the Vatican). This is one university which will go down fighting, on their knees with necks extended under the blade if need be.

    Just as Obama has planned force though flawed legislation or executive order to elliminate private healthcare plans to get a single payer govenment healthcare plan. Bottom up top down inside out. Again using polarizing techniques to destroy and divide our country.

    I am amamazed, but very pleased to see the catholic church get off it’s but and take a real stand. Good for them, it’s been awhile coming. Some of the priests in the US kind of ran amuck and the church acted like wimps for a long time. Glad to see that church start to represent Christ‘s teachings instead of man’s. Great to do social work-but Christ’s teachings come first.
