China to Asia: Hey, Don’t Worry About Our Really Big Military

SINGAPORE (AP) — The strength of China’s armed forces is 20 years behind the U.S. and although the military is developing new capabilities, it is not a threat to peace in Asia, the Chinese defense minister said Sunday.
China‘s military won’t be used aggressively against its neighbors, General Liang Guanglie said at an Asian security conference in Singapore.
“I know many people tend to believe that with the growth of China’s economy, China will become a military threat,” Liang said. “China will never seek hegemony or military expansion.”
“This is a solemn pledge made by the Chinese government to the international community,” he said.
Liang met Friday with U.S. Defense Secretary Robert Gates in Singapore amid increasing high-level contacts between the militaries of the two countries. Gates told Liang that he believes the military-to-military relationship is “on a positive trajectory” after a series of setbacks in recent years.
Liang is the highest-ranking Chinese military official to attend the IISS Shangri-La Dialogue, now in its 10th year. General Chen Bingde, China’s chief of general staff, met with top U.S. military officials last month in Washington.
“China and the U.S. have made great progress in bilateral relations,” Liang said. “All of us are very optimistic about the future of bilateral and military-to-military relations.”
Liang sought to downplay recent increased Chinese military spending, insisting the nation’s capabilities remain far behind those of developed countries.
“Our defense force is more modern and developed. However, there still exists a big gap,” he said. “There’s a generational gap.”
China is working privately with North Korean officials to try to revive stalled six-nation nuclear disarmament talks that involve the two Koreas, Japan, China, Russia and the U.S., Liang said.
“The work we have done with North Korea is much more than what the outside world may expect,” he said. “We are trying to persuade them not to take risks.”
Tensions between the two Koreas have jumped since two deadly attacks blamed on North Korea last year. The North has denied involvement in the sinking of a warship in March 2010 that killed 46 South Korean sailors and argued that a November artillery barrage that killed four people was provoked by South Korean firing drills.
South Korean Defense Minister Kim Kwan-jin said Saturday that any future attacks by North Korea would be met by a very strong response, and that Pyongyang is becoming increasingly bold in its provocations.
“The situation is moving toward relaxation, but the foundation remains fragile,” Liang said. “We need to cool things down.”
Last week, Google alleged that computer hackers in China had compromised the personal Gmail accounts of several hundred people, including U.S. government officials, military personnel and political activists.
Liang said China is paying close attention to the cyber attack problem.
“In China, we also suffer quite a wide range of frequent cyber attacks and it is hard to attribute the real source of the attacks,” he said. “It’s important for everyone to follow laws in terms of cyber security, and they should also apply to corporations.”

1) Never trust anyone or any country that says “Trust me”.
2) We are buying the Chinese debt back which dramatically lowers their risk, if and when they do attack. If they held our debt, then their attack would hurt their “investment”, but, now we are allowing the Chinese to lower their financial exposure if they attack us.

Problem is campaign finance. So long as non-citizen people are allowed to donate, we will continue to get corrupt politicians. Campaigns need to be financed SOLEY by citizens, NOT by parties, NOT by NGO’s, NOT by PACs, NOT by corporations. By INDIVIDUALS. And, let’s set a limit of, say $100.00 per citizen per election. Spend it wisely! This gives the average person JUST AS MUCH SAY in an election as the billionaires. It takes out the quid pro quo incentive.
Once we have HONEST politicians, we may get our country back.
Until then, we will be fighting non-stop, and the country will remain polarized on almost every single issue.

That is a silly argument based on a couple issues:
1) The reason Japan attacked us in the beginning was because we ceased trading oil with them.
2) China relies economically on us, and many other European countries for their trade, and their profit.They are currently rebuilding their country economically. Which sadly has been posted here on the blaze. The Chinese as of now, and in the near future have no interest in war. If they went to war with us, or any European nation their goes their paycheck.
This article is simple fear mongering. For reasons I have no idea.
The thing with Nazi Germany, is they began their massive military build up (not economic, military consumption) at 1933. They also began annexing their neighbors prior to invading Poland. China has done nothing of that sort. If China was to start annexing neighbor countries rapidly, this would be a different discussion.

China’s officials and military have always maintained the usage of first strike offensive to be on the table for matters of defense and matters of politics as well.

I am not arguing that it is IMPOSSIBLE for china, to make military exercise in their interests, be it neighbors, or the United States.
I am arguing the likelihood. I am assuming your point is that “Pearl Harbor” was quoted as never being able to happen and then it happened.
So, I will agree with you on the point that, sometimes things that seem unlikely can happen. However, when dealing with foreign countries, you cannot deal with them because you guess they may attack either their neighbors, or attack us.
Looking at China Objectively, and what it is currently doing, I find it terribly unlikely that they will make any aggressive moves that might create trade sanctions. They live off our trade, so their incentive is non-existent.
Furthermore, IF they were to make aggressive moves, we will be fine. Why do I say this? We have a military that can react to aggression effectively.
Would I like the world to be all democratic? Peace loving? Yes I would. Reality dictates that we as a people in one nation cannot dictate how others live, just by sheer force. So…
If China does something fishy, deal with it. China has not, and has no incentive, to do so. So why stir the American people against them?

In 1936, hitler sees his socialist utopian dream collapse around him under the weight of tremendous debt. Faced with abandoning socialism for capitalism, hitler decides to hold onto the dream and initiates the “4 year plan” for a military buildup with the intention of European conquest.
During that time he assured the world to think little of it’s military spending. Germany of course never made it to 1940 because of reaching it’s debt limit in 1939 but the. Rest we are all to familiar with.

I have been reading a number of reports about China and her ambitions from the various military assets that have been released to the public; to put it simply, they are ambitious and to be watched with open eyes and a prepared arm for usage at all times. These folks of China‘s military speak of the usage of any and all ’special weapons and warfare’ – from limited cyberwar to the largest of strategic stuff – as a ‘first usage for defensive purposes’ at the initiation of hostilities.
Now they lately have been screaching about the US making cyberwar attacks against them.
I figure a fair chance they will make a play soon, and with the US so crippled right now; especially with Obama being POTUS – they will most likely strike out at Taiwan.

China is about stability. They cannot tolerate unrest, nearby skirmishes, nor interruption of their fragile economy or they will lose their control of the masses. This is how they vote in the UN and it reflects their dependency on a stable world on their terms.
At some point though they will need to DO something with the excess male population.
“spending” them in war seems likely. Their difficulty would be in transporting them here, so I find it odd that they feel the need to reassure the rest of Asia. If it were a book I would call it foreshadowing.
Then again, they will need a huge army to keep their population in check when QE3 finishes the dollar
we catch an economic cold, and the world catches pneumonia, their great experiment in “free” market collapses and the people revolt when China starts “austerity” progroms.
In a LOT of ways, the US and the rest of the world is in the SAME boat.

I think a fight with China is inevitable. China’s leader Hu demonstrated his, and his nation’s, contempt for your country, as well as the western world, during his visit to the White House. They are talking themselves into it. Starting to believe their own publicity. It‘s foolish stuff but that’s what leads to war. It was just this sort of idiocy that started WW1. Hopefully it won’t be too devastating to the west.
At least we won’t have to repay the money.

Normally I would agree with the theory that if war comes to the world of US and China then the west would not take too much damage; mostly from the distance mainland China is from us – save for two simple matters…
Not long ago a SLBM was sent up into the air off of the CA coastline from a unknown sub; no one has admitted to who it belonged, and if it was not one of ours, then there are only two others it could be from – Russia or China.
The second is that while we do outmass in sheer numbers of nuclear devices against those of China she would only need to hit one or two major towns or cities on the West Coast to cause total chaos and potential collapse politically of the nation.
I always recall what the line was from Hunt for Red October “…this thing could park off the coast and no one would know it until it was all over…” (something to that effect.)

Firstly Snow, the USA would not be alone. Your usual partners, Britain, Canada, Australia, and New Zealand would be with you. (My apologies to those governments for deciding their foreign policy for them, but it is the obvious outcome.)
It is unlikely, I think, that it will escalate into full-blown nuclear war. In that case China might get one warhead through, but in return, half of their population would be vapourised and the other half sent back to the paddy fields – and they know it.
No, I think it will be a minor skirmish with China testing your alliances (as you note) and your resolve. If they thought that they had a half decent chance, they would have invaded Taiwan already. They are becoming bolder and talking themselves into a fight. A good, but not fatal, hiding is what they need when it starts. (Not fatal meaning not nuclear.)

Innovative technology (please stop handing it over for free)
Staunch friends (China’s friends are intransigent, treacherous, and self absorbed)

Good points, I mostly tend to see things of warfare in the worst likely scenarios as for a short, hyper intense conflict. Indeed we can overwhelmingly smash them back into a massive golf course with a glass parking lot, and I love the idea that we get to keep the money.
The thing is though, my friend Fae is from mainland China, having escaped there when she was a girl in WW2; and she has a saying of the communists – always while facing the dragon, watch the tail, for when the claws distract, the tail whips in.
Do you think that Beiging is just flexing its muscles to try and shake the alliances we have in the area so they can make some more inroads at our expense?

I tend to see and figure military conflicts in the way of a hyper war scenario – short, bloody and with the potential to be very destructive. Russia may be a fallen super power, yet she still has the nuclear weaponry of the old USSR on hand, and most of it still works.
Like NZKiwi has pointed out, we, like the russians, can turn China into a parking lot with no problems.
Yet China is showing signs of cracking from within; there are reports of massive drought and loss of harvests from within their nation…we may be seeing the first, deep cracks within the structure of China that will lead to her downfall.

This is a matter I stumbled upon while reading the news from India; the Three Gorges Dam is being opened up a few weeks ago to try and move more water into the drought areas, this one may be the worst to hit them – according to the Chinese govt itself, in over a decade or even a generation. Search the internet for more articles than above…this has been reported on save in the US except for small town papers and blogs, for many a long month around the world.
