Convicted La. Child Molester Opts for Castration Over Jail Time

PORT ALLEN, La. (AP/The Blaze) – A convicted child molester in Louisiana has undergone surgical castration to win release from prison on parole.

Francis Phillip Tullier, 78, faced hundreds of molestation charges for abusing three girls, ages 6 to 12, during the 1970s and 80s.  Tullier agreed to plead guilty to three counts in 1999 and was sentenced to 27 years in prison.  But his plea deal allowed him to cut his prison sentence in half by undergoing voluntary castration, having his testicles surgically removed in exchange for parole after just 12 years behind bars.

According to news accounts, the operation took just 10 minutes and was done at Tullier’s expense.

Tullier’s lawyer, Nathan Fisher, told the Daily Mail, “They had enough [evidence] to send him up for two or three life sentences. He had no chance of getting out of prison unless we did something unusual.”

According to court transcripts, the judge deemed the unorthodox punishment acceptable, saying, “It’s time to give Caesar what Caesar is owed.”

Without the operation, Tullier would have been in prison until 2024.  Once released, he will have to register with the state as a sex offender.

Major Richie Johnson of the West Baton Rouge Parish Sheriff’s Office was happy with the outcome. “I’m not aware of any other cases of physical castrations in the state,” he said, “but I wish we’d use it more often.”

    at age 78 he opted for castration? How is that supposed to help? I‘m sure at age 78 his equipment doesn’t work very well anyway but there’s more to child sexual abuse than sexual organs….. the guy should have served all his time and died in prison.

      I agree. These crimes can also be about control and many other psychological factors. Just because he doesn‘t have all of his equipment does not mean that he can’t or won’t menace children.

    Castration works 100% for those whom worry about him ! It takes away any and all urges and usually changes the person physically. Farmers, Veterinarian and park rangers use it for centuries very successfully controlling unruly animals add to that they can’t reproduce either ( end of that gene’s line ) offspring .

      I think you’re mis-informed. Castrated animals still try to “hump” and with a human, it’s not necessarily the act of sex. It’s the brain where the ideas originate. Unless they remove his penis and all fingers and toes, and possibly his tongue, he can STILL abuse.

    I made that choice 20 years ago because I didn’t want to go through life as a pervert and spreading the pain. It did not prevent me from molesting again just helped me see clearly enough to make different/ better choices. I am still sorry for the pain I have caused.

    not only should he have remained in prison, he and all the other inmates should also earn their own keep. why should they live off of the tax payer?????

    Louisiana Governor Booby Jindal tried to get – the death penalty – for three-time child molestors as sexual offenders.

    First time for child molestation would be voluntary castration; second offense for child molestation would be mandatory castration, third charge of child molestation would be the death penalty.

    I just have to wonder why they think that this is justice? Give him the full measure of the sentence and let him keep his testicles. He would have been so close to a hundred by the time he got out. That’s the problem with the laws we have now. There is no law that can’t be bent to suit people. Give them what the law calls for and there will be less breaking of it.

      Unless I have been wrongfully informed, imprisoned child molesters especially are held in a solitary wing of the prisons; if the general population finds out what they have done, the life span they have is measurable in days…at the most.

      We had one child molester convict here in AZ who in a one week period took a fall out of a fourth floor window from a building three floors high, the first time he landed in a half filled dumpster, not on the second trip out of the window.

      A penisectomy would be where they removed it. (A lobectomy is the removal of a lobe of the brain.)

      Not generally,,,,I just retired from fed prison work,,,,,they do not house them separate,,,but they do their best to keep it a secret. However, other convicts ‘somehow’ find out eventually and the ‘chomo’ gets beat down frequently. Once staff find out about the assault,,,they have to lock him down in solitary and subsequently transfer him to another prison. Then the cycle continues. They are always looking over their shoulders.

      Thank you for the update of information; it helps to fill in the gaps where my information was wrong and shall be corrected for usage in the future. I could not imagine working in a correction facility and dealing with the scum of the earth on a daily basis.

      but in all fairness,,,,,a lot of the convicts just made bad choices, are paying for their mistakes, and are the ones that ‘probably’ won’t be back. But there are many who have made crime their careers and they are the ones who generally make life rough in a prison. They were my focus, they are the ones who did not want to appear before me for rules violations. Zero tolerance.

      But that is now recently past,,,,and I have redirected my focus on the enjoyable, unreplaceable things in life,,,,like grandchildren and fishing.

      Actually, it is the chemical connection between his balls and his head that is the problem. The pathways are screwed up in his head but it is the chemicals from his testicals creates the driving impulse.

      I’d prefer to execute him, but if we aren’t going for retributive justice and are just looking for prevention castration is the sure fire cure.

    Castration works, as long as it isn’t chemical castration. They need to be removed permanently. It saves us the cost of housing him in jail and removes the threat.

      Showtime, I have to agree completely with you; anyone doing such to any child should be dealt with savagely…I have suffered such from a fanatical muslum uncle who I thought would kill me at the last time. Honestly, these cases make me madder than anything and I should not be that way, let the Almighty sort it out after these aniamils spend the end of their lives in jail with no way out save in a box.

      In the case with the uncle of mine, if my aim had been a little lower he would have suffered the same thing this cretin went through instead of just a large knife scar on his gut. Gelding is too good of a fate for any of them.

      I have no idea how the parole system works in LA,
      but parolees more often than not end up on welfare or diasability and food-stamps.
      Their housing is also paid for by the Dept of Corrections, but it mostly depends on the deal a parolee works out with the CDC.
      Its always the taxpayers who foot the bill for ANY criminal, first as a victim, then for their trial and incarceration
      and then for their parole and rehabilitation for rest of the criminal’s life.

      Thank you for both of the postings; in answer to the first one my dad and grandfather ‘took care of the matter’ and gramps explained that there was nothing more to fear from that aniamil.

      I thank you for the reminder of Let Go and Let God; in this matter I do keep telling myself that every time this subject comes up, and while it is not easy, it does serve to remind me to let the Almighty deal with him, and depend on the Lord.

      So again thank you for the postings.

      And yes he did survive, yet to this day my mother, his sister, refuses to admit anything ever had happened.

      If you don‘t understand how castration will keep him from molesting you don’t know ho the brain works, especially when it comes to sex drives. For men all forms of sexual perversion, like all forms of normal sex drives, involve srtong chemical impulses from the testicasl linked with mental pathways in the brain. Once the pathways in the brain are established it is nearly impossible to overide them. The best way is simply to take the fuel out of the equation. A castrated molester may still think of molesting, but he won’t be driven to do it nor take sexual pleasure from it. He won’t feel the need to do what he felt compeled to do before.

You‘ve helped countless people I’m sure who have suffered in silence with the weight of similar experiences. The abuse of children is a horrific part of the world. Being liberal I’m against the the death penalty, but when it comes to stories such as yours, frankly I don’t give a damn what happens to the person because, in my mind, they have given up any claim of members of the human race.

      Just because he has been castrated does not mean he can’t inflict other horrors on children. What he really needed was a needle from which he didn’t wake up – afterall, if we were implementing Obamacare he would be past his useful (and I use that term loosely) life.

      Just how does this prevent him from harming other children now????? There are terrible things he can still do to little girls even without his testicles.

      Oh, and by the way, if anyone thinks his condition is anything but a mental disorder should probably have the same procedure done so you can’t perpetuate stupidity.
