Culture of Corruption: Report Finds Widespread Teacher Cheating, Intimidation in Atlanta Schools

A year-long investigation first orchestrated by former Georgia Gov. Sonny Perdue (R) and now released by current Gov. Nathan Deal (R) has unearthed cheating and unethical behavior across every level of the 55,000-student Atlanta Public School System. The Atlanta Journal Constitution reports:

“Teachers and principals erased and corrected mistakes on students’ answer sheets.

Area superintendents silenced whistle-blowers and rewarded subordinates who met academic goals by any means possible.

Superintendent Beverly Hall and her top aides ignored, buried, destroyed or altered complaints about misconduct, claimed ignorance of wrongdoing and accused naysayers of failing to believe in poor children’s ability to learn.”

The 800-page report was released to the Associated Press Tuesday through an open records request. Superintendent Hall was awarded the national Superintendent of the Year award in 2009, and through her attorney she “steadfastly denies” that she knew or should have known of any allegedly widespread cheating. The State begs to differ.

“Dr. Hall and her administration emphasized test results and public praise to the exclusion of integrity and ethics,” the report states. “Dr. Hall either knew or should have known cheating and other misconduct was occurring in the APS system.”

The yearlong investigation confirms rumblings for weeks that educators at nearly four dozen Atlanta elementary and middle schools cheated on standardized tests by helping students or changing the answers once exams were handed in. Some teachers held “changing” parties at their homes to fix student answers.

Culture of Corruption: Report Finds Widespread Teacher Cheating, Intimidation in Atlanta SchoolsThe investigators also found a “culture of fear, intimidation and retaliation” in the school district over the cheating allegations, which led to educators lying about the cheating or destroying documents to cover it up, according to the report. School officials had “warnings” as early as 2005 that there was cheating on standardized tests, but those signals were ignored, according to the report.

Gov. Deal emphasized that the biggest losers in the scandal are not political pundits or high-level educators, but the mostly African-American and economically disadvantaged students that make up one of the state’s largest school districts.

“Nothing is more important to the future of our state than ensuring that today’s students receive a first class education and integrity in testing is a necessary piece of that equation,” Deal said. “When educators have failed to uphold the public trust and students are harmed in the process, there will be consequences.”

The 178 teachers and principals determined to have cheated will be referred to the state Professional Standards Commission, which licenses teachers in Georgia, to determine whether they should have their licenses suspended or revoked, Deal said. More than 80 of the accused have already confessed guilt. The district has 6,000 employees, half of them teachers.

NPR reported that the school board’s chairwoman, Brenda Muhammad, appeared stunned and shaken as she left a private meeting with Georgia’s governor just before his public announcement.

Christian Science Monitor reports on the fallout from community leaders:

“It ‘confirms our worst fears,’ says Mayor Kasim Reed. ‘There is no doubt that systemic cheating occurred on a widespread basis in the school system.‘The news is ’absolutely devastating,’ said Brenda Muhammad, chairwoman of the Atlanta school board. ‘It’s our children. You just don’t cheat children.’

Some things that gave the cheating away:

“Investigations by the Atlanta Journal-Constitution (AJC) and state investigators found a pattern consistent with other cheating scandals: a spike in test scores in one critical grade would be followed by an equally dramatic drop the next year. A USA Today investigation in March found that erasure data in six states and the District of Columbia showed these “abnormal patterns,” according to testing expert Thomas Haladyna at Arizona State University.”

So why would the district take such risks and systematically “cook the books” year after year? The AJC gives three key reasons: unrealistic test-score goals set by the district, a culture of pressure and retaliation, and the leadership style of Dr. Hall emphasizing test results and public praise at the expense of ethics.

“’In many ways, the community was duped by Dr. Hall,’ the report said. ‘While the district had rampant cheating, community leaders were unaware of the misconduct in the district. She abused the trust they placed in her.

‘Hall became a subject of adoration and made herself the focus rather than the children,’ the investigators wrote. ‘Her image became more important than reality.’

The ordeal is already being consider as one the biggest education scandals in recent memory. While school’s out, Atlanta educators are in for a hot summer.

    Instead of buying a new car ever few years I sucked it up and sent my kid to private school for Pre school through 12 and now into college..I wouldn’t trust Public education for nuttin..I am very glad at the results also..I’m broke but my kid is doing great..a small price to pay..jmo

    Teachers care about two things one themselves and two Marxist indoctrination of our children. Reading writing and mathematics are not necessarily important. The more stupid kids are the more dependent on the Government they will be therefore the more useful they will be to advance the Marxist agenda.

    Get the unions out of the school systems. Fire and jail, fine and remove all pensions and make them pay to reeducated those that were not taught properly. Eliminate the NEA.       I agree. This case should reveberate around the country. Those responsible should be held accountable.
      Tried in a court and forced to pay fines and jail time if found guilty. They have stolen from the students the worst kind of theft, just at evil as stealing from older people. Put them behind bars where they belong. It will be interesting to see who comes to their defense and the reasons they find to defend their actions

    This is what you will get when you base your evaluation of a district based on student test scores. The whole craze for accountability needs to find a more realistic and honest way to see how schools are doing than using a once a year test score. The stakes are too high and this is what you will get. It is happening everywhere. BTW, has this woman been fired and will she be prohibited from taking on another education job? Probably not.

    Teachers all over this country have voiced their disdain for the “No Child Left Behind” act. Unfortunately for our children, the think tanks in Washington came up with a non-solution that further punished poor districts, increased costs all across the board with unfunded mandates. The USDOE needs to be dismantled and the the power needs to be handed back to the individual districts and the parents, and it is a long time overdue for a voucher system where parents can proactively place their children in enriching environments.

    It is not surprising to most of us that corruption is rampant in our schools- I’ve seen it first hand in my district. The overpaid teachers who sit on their azzes and complain about how tough their part-time job is- while children are not taught- sending home homework every night that wasn’t taught in class- expecting parents to pick up their slack. Teachers who are arrogant and disconnected from the children and really shouldn’t have become teachers but went into the field for the plum hours and huge pay and benefits. Get rid of the unions, get rid of the USDOE. It’s unfortunate for the good teachers that the bad apples have spoiled the bunch, but serious moves are long overdue.

      Oh. My. Gosh! How ignorant are you? I have been a teacher, in Atlanta for that matter. Overpaid? Part time? The job quite simply can not be done unless you arrive an hour early and leave two to three hours late. You take a stack of papers home and are still grading them long after your body screams for sleep. You waste valuable teaching time just trying to deal with the ONE kid (every class has at least one) who disrupts everyone else. You deal with parents who think they know everything and you WISH you had a hidden camera so you could show them how clueless they are. You pour every spare nickel, and many that are NOT spare into teaching materials and rewards, things your classroom and students NEED, but can not be written off on your taxes because they aren‘t technically ’required’, and you waste hours and hours and hours dealing with government requirements that have nothing whatsoever to do with how well the kids are actually learning.

      I used to go home every day in tears because the job quite simply can NOT be done without parental support, without real administrative support, and it’s just too rare to get either.

      This story is no surprise. The culture of dishonesty and corruption in ATL, and in other inner-city school districts where I have worked, is deep and rampant. Savannah is so bad the vibe of negativity permeates the whole stinking town.

      I’ve had teachers lie to me. My son’s first grade teacher boldly told me she had to take her state certification test three times before she passed. My son’s third grade teacher told the class that a metal was “something hard and shiny that comes from the ground.”

      These are just a few of the reasons why I no longer have any respect for teachers. Remember, teachers, as a group, routinely score at the bottom on their SAT’s. For further proof, just look at how poorly our children are doing academically.

      That is absolutely no excuse for criminal behavior of the teachers and staff. They just taught all those students that you can cheat and get ahead as long as you don’t get caught. In fact, if you are good at cheating you can get a national award, a bonus and heralded as a hero. So, what about all the students who were there and did show up with integrity? They all got cheated!

      Wrong. You CAN and MUST blame the teachers when the teachers cheat. While you need to blame parents of children who don’t love them enough to ensure they are going to school and learning, that cannot be an ‘out’ for a teacher that is merely trying to make themselves look better. Every teacher involved in this should be fired and their license to teach revoked.

      I don’t think the situation we are currently in is that. Is it possible that we, as a society, could benefit from understanding what particular groups within our society are more like to use our children like fertilizer for their gardens?

      It certainly wouldn’t be inappropriate to list the demographics of the teachers, staff and students as well as the school districts’. It appears that we have a serious culture problem and it is predominate in specific ethnic groups. The obvious facts should be put out there in black and white. The lack of personal and professional integrity is bleeding our country dry in so many ways. It is time to quit dancing around the facts and start addressing the perpetrators.

      and to think that some of these students will most likely be old enough to vote next year??????? thats why this country is in the crapper… do away with teachers unions.. do away with tenure… AND ALSO.. have a national test made up and each year have BOTH STUDENTS AND TEACHERS TAKE THE TEST.. any student who fails is held back any teacher who fails goes on unemployment

      No doubt this is happening in public schools across the nation. Teachers are so busy politically and socially educating kids to be “community organizers” that the 3 R’s are secondary to what they want the kids to learn. Remember, Progressives don’t like knowledgable people, they want the younger generation to be easily duped and misguided. Poor reading skills, math skills, and critical thinking skills among young people help to maintain a progressive/.socialist society. Also the mindset planted into our students that rich people are inherently bad selfish people allows the elitist to continue to entrap people into living mediocre lifestyles. Progressives spew their hateful message that workiing towards a better life, a better home, nicer things are all inherently selfish and goes against the “common good” of the country. A good example is when a young man I know told me that he had paid off his car, and thought about buying a new one, but then thought that he didn’t really need a new car. I asked him why not. He said, “Well, ya know alot of people can’t even afford a car, so it wouldn’t be right for me to want a nicer car”. Socialist thinking….I answered him by saying that it is true that poor people don’t even have a car, but it is because of their own bad decisions that they do not have a car for the most part. In a progressive society their is no accountability for irresponsible behavior.

      What is the surprise we just keep throwing band aid after band aid on the inner city school problems across the country. They are so woefully inadequate and laughable when combined to the suburban schools. School funding needs to be equal as every child deserves the same opportunity to succeed. Not guaranteed success but same investment and opportunity. Most other spending should come second to this.

      This is how the unions show that test scores are improving. ANYONE that thinks teachers unions have the student’s best interest in mind is a MORON.

      Destroying teacher unions is not the answer! Unions are necessary. If you remove them you will only repeat the mistakes of the past (has history taught us nothing).

      FDR – the greatest president the greatest generation ever knew – knew the importance Unions. Had he not passed during the war he would have passed these second bill of rights:

      The right to a liveable wage should be a right of all people. You bust the Unions and you give all the power to the monopolies to oppress you for personal profit.

      FDR was also against unionizing public employees, as was George Meany, Founder of the AFLO.

      Doesn’t surprise me one bit. I‘ve witnessed false grading in the classroom along with preferential treatment to certain students and discrimination toward students a teacher didn’t like. I spoke up, but got no where.

      Isn’t this essentially stealing from the tax payers? And can’t these teacher be brought up on Federal charges for defrauding the tax payers and stealing from the federal government.

      When the WI teachers were all lying saying they were sick because the world does not owe them a living…did anyone catch the stats on 8th grade reading in WI? TWO-THIRDS OF 8TH GRADERS COUND NOT PASS A READING PROFICENCY TEST. AND WE ARE PAYING THESE LEECHES FOR WHAT???
