D.C. Public Schools Cut Over 400 Employees

Less than a year after reform-minded, and characterized by some to be “anti-union,” District of Columbia Schools Chancellor Michelle Rhee resigned following a controversial three-year tenure, her legacy lives on. Current officials announced Friday that 413 D.C. school employees have been fired for poor performance and failure to meet licensing requirements. Those terminated amount to 5 percent of all public school teachers in D.C. Fox News:

“The biggest chunk of workers let go- 288 of them- were rated subpar by the city school district’s evaluation system, called ‘IMPACT.’

The program is Michelle Rhee’s brainchild from her days as chancellor of the D.C. public school system, and it uses five 30-minute classroom visits to determine who the good teachers are, and who the bad teachers are. Educators are measured by how high their students score on assessment tests and how well lessons are laid out.”

While the program is the product of past Chancellor Rhee, her successor stands firmly behind “IMPACT.” Current D.C. Schools Chancellor Kaya Henderson told Fox News:

“‘IMPACT’ is allowing us to do exactly what we set out to do, which is recognize and reward our highest performers, which is to support and develop our people who are struggling, and to move out our lowest performers”

“IMPACT” does not solely focus on weeding out underperforming teachers. The program also rewards the “highly effective,” identifying 663 top performers now eligible for $3,000 to $25,000 bonuses.  That said, the reward for high performers is not enough to satisfy the Washington Teachers’ Union. WTU President Nathan A. Saunders has called “IMPACT” a biased evaluation system because it is run by other human beings.

Harder sanctions on teachers failing to perform in an increasing number of evaluations is becoming not only the norm in D.C., but across the country. WSJ:

“More than a dozen states passed laws in the past two years that link teacher evaluations to student test scores and make it easier to fire ineffective educators. The movement was sparked, in part, by President Barack Obama’s Race to the Top $4.35 billion education initiative, which awarded grants to states that adopted education overhauls.”

While the overhaul in evaluations has lead to more firings, experts argue that good teachers have nothing to worry about. Washington Post:

Public Schools Cut Over 400 Employees “’The only people who typically lose their jobs in districts are people who are guilty of a crime,’ said Kate Walsh, president of the National Council on Teacher Quality, an organization that studies and promotes methods to improve instruction in schools. ‘It’s rare that there are any significant numbers of teachers who lose their jobs because they are not good at teaching their subjects.’”

      No, that‘s NYC school district that has the famous ’rubber rooms’, not D.C. – and the rubber rooms in NYC are for teachers in the process of being fired, these teachers were fired, as I read the article. getting rid of the bottom 5% of teachers in one of the worst-performing school districts should be easy, but then again Washington is awash in new federal department, so they shouldn’t have a problem finding work…

      It really depends on just what they are teaching. In Social Studies they’re teaching the Progressive Socialist crap, as one example. Kids today I‘m afraid just don’t care about their education. And they are so unrulely. These kinds of kids were dealt with appropriately when I was in school. The parents took up for the teacher and demanded that you respected the teacher as you do your parent. But we live in a different world these days, I guess. My daughter , when she was a teacher in public school, said that she only joined the union in case a student was inclined to sue her. Otherwise, she had no use for the union.

      Mz. Rhee is THE most able administrators and negotiators I have ever seen in Govt.
      She should BE the NLRB and can the rest.

      As far as teachers go, Ban the unions, and mandate school vouchers, I don’t even care if you test them. They should compete in the free market like everybody else, the good will rise to the top, the bad will starve or polish floors like they should.

      We have 3400 students in my district, the school budget is 32 MILLION a year !!
      Give each kid & family $100,000 a year and we cut taxes by HALF !
      Multiply that by every district in the country, and the country will be back on track with
      children EDUCATED for the future rather than destined for mickey d’s.

      2012, MORE than just the prez & CONgress, we are aiming at ALL “progressive” boondoggles !

      Until we get the government out of the education business our kids are dumed. States and local districts do a better job than the government. I am from a small community and know for a fact that the local public school system changes grades to make the students/school system look better to get more federal funds. Who is left behind?

    A close family member is a teacher in Ohio. She is nuts; yells and screams in her one class per day. She makes $40K a year with full benefits and does little more than play on the computer. Another local teacher threatened to slice a child’s throat – 9 children wrote police statements against her even after she phoned them at home attempting to sway them. She got a paid vacation and is back to work. The union run local media would not cover the story, and the union run police will not answer parents requests for an investigation. All praise the union!

      Don’t forget that there are private sector teachers, too – they may not be accredited, and they may be just a tutor, but if they’re a good teacher, you’ll be able to sell your skills in the free market as well, and you will become known for doing good work. This kind of “accreditation” takes longer, but it’s just as good.

      I mean no disrespect when I routinely use the parasite metaphor for public unions, but the shoe fits. The fact is they exist for no other reason than to leech off the host and make life easier and more secure for its members, results be damned. When the host catches on and takes action to separate the parasite, well thats when the life battle and convulsions begin. We are witnessing just the very beginning of the convulsions throughout the country. Many “parasites” are deeply vested in maintaining the status quo because its a matter of survival. Their work ethic and performance would never be accepted in the “dreaded private sector”. So despite the intense and threatening convulsions, we must press on and extract the parasites. Its “kill” or be “killed”.

      There are some teachers in mayfield high schools that sit and play on the computer and tell the the class just read a book.I know this from a parents.Who have request that they look into this,but she is still there teaching

    It‘s about time the incompetent teachers were rooted out and the good ones given bonus’s for their excellent efforts. Michelle Rhee formulated this plan and I hope it spreads across the nation to truly reform education! We will NEVER get there if the nitwits in the UNIONS prohibit the clearing out of excess incompetence, apathy and corruption.

    Teaching may be the only profession that rewards the bad employee as well as the good ones. That is unfare to the good teachers, the children, the tax payers and new teachers ready to enter the profession. They need to weed these bad teachers out during the teaching process. They do it in nursing school every day. Make the reqirements high and cull the ones that fall below the rquirement. Lotus.

      to the husker : grow up and pay attention. replace them with those who are capable of actually teaching. then compitition ( YES COMPITITION) for excellence will be the driving force in education and the students will be the gainers from this.

      it’s only commonscense . if the individual is iether incapable or lacks the motivation to do well, get rid of that individual and put someone who is qualified in. STOP PANDERING TO MEDIOCRITY AND MELINGERING DOLTS !

      I will ignore your insult and keep this civil. I am not pandering in the slightest. Merely, I am stating a FACT that fewer qualified teachers are available to fill positions coming open. This could be for any number of factors. It would be great if there was a market saturated by great teachers to choose from. The FACT is there isn’t. It would great to drop kick bad teachers out the door and install great ones, but right now that does not seem to be the case.

      We can thank the public unions negotiating with the liberal dumboRats for that. Where unions exist, a strong collectivism rallies to protect the lowest common denominator. Its easy to understand. If you’re an average performer you feel 100% secure because there are rock solid obstacles to protect even the very worst,most flagrant underperformers. You will never feel even a twinge of concern to stretch beyond your comfort zone of mediocrity. Most people need a balance of personal passion and threat to perform at their highest over the long term. Competition is the bedrock of free markets, innovation, and advancing improvement. Public teachers unions make sure tenured teachers never have to be concerned about their performance or competition. Our steadily declining literacy and math skill rankings vs. other nations requires dramatic intervention. Eliminating public unions and introducing competition (vouchers) will turn this around quickly IMO.

    I agree that getting the bad teachers out of the classroom is a good start. But something we need to ask that I don’t see being asked by anyone is: Who are we going to replace them with??

    Less and less want to become teachers due to many possible reasons. Also, 1 in 4 new teachers leave the field within 3 years due to many of the same reasons. So what’s left? If we throw out the bad ones, where are we going to come up with better ones to replace them? There already seems to be a looming teacher shortage, and many schools hire people for content areas that they are certified for just because they have no other options. Couple this with rising student enrollments, you have a very bad situation indeed.

      In many rural school situations, they might, MIGHT get 3 applicants for an open position. Not exactly a great pool to choose from. Also, a school is required to have a certain percentage of staff as certified in their particular content area. If you get three to apply, and only 1 is certified (bad teacher or not) Guess who gets hired?

      shake a tree and a 1000 teachers fall out there are millions. there sorta like the to many lawyer problem . my wife works at a school in the peoples republic of calif ,when they advertise for a teacher 100s show at big job fairs at the school a thousand showing up is not unusual

      That’s great! Good teachers will find their way into the system, I have no doubt. However, a job fair is far different from and individual applicant pool for a specific opening. How big is that school system? That might be a factor as well. Hopefully that is the case all over, but personally, at least where I live, the numbers aren’t so rosy.

      Your not seriously implying that there are people who wouldn’t jump at the opportunity to use their newly minted teaching license? School districts aren’t hiring because they are experiencing cutbacks. There is a wealth of laid off and newly licensed teachers who would be willing to step up. I don’t know where you are getting your information, but it certainly isn’t credible. To many teachers are out of work because the bad ones are filling the spaces. Unemployment is at sky high levels. You don’t think in a few short years, if there was a demand that the people of a free market wouldn’t jump at the opportunity to have a career? If there is a job vacuum, it’s only a matter of 2, 3, or 4 years before it is filled.

      Here‘s what people don’t realize. There are intellegent people out there with their teaching certificates, but if you are smart, you are a threat to the system and will never get hired! I know several people who had college degrees and went back to get their teaching certificates. They breezed through the insanely simple teaching programs, and passed the certification test the first time. Guess what happened? None of them have landed a job because THEY WERE TOO SMART! Only those that prove they are not worthy of teaching (need 4 or 5 times to pass the test) are hired. No one in the union-run schools wants anyone who is smart to challenge their lazy ways. And if you hide your intellegence and are hired, and you dare show more aptitude than current teachers in the district, you will be blackballed and never get your tenure. One of my friends was advised to “blow” a couple of her classes and not get A’s, and to intentionally fail the certification test so she would have a better chance of getting hired! Insane!

      If you base pay on merit, what do you think a teacher will do? (most times) If a teacher stands to earn an extra $3000 of more. THEY’LL JUST TEACH THE TEST! Or pull an Atlanta PS deal, and alter tests to look better, and get more money. You think ed. is bad now, just watch and see what happens when teachers just teach a standardized test to their students so they can earn more $$$.

      Also, how would you grant “merit pay” to those who teach, art, music, business, agriculture, technology, shop classes, etc.? These teachers do not fall directly under ANY standardized test.

    I wonder how many of the teachers who were rated exceptional and had good test scores from their students were just changing answers and cheating in order to keep their jobs and get bonuses. Akin to the ten year scandal just uncovered in Atlanta? Maybe the five percent that got canned actually were honest and did not participate in cheating for their own gain and let student grades actually stand. hmmmm.

      No, conservatives are against people being mis educated, the education level in this nation has dropped from number 1 among industrialized nations to 28th last year and dropping like a rock since the federal government got involved. The very last group anyone should want teaching their kids is the government, education is the responsibility of the family/communities people live in.

      Nearly 93.% (with a 2.5% margin of error) of the statistics presented online are bogus due to the pre-determined outcome.

    Rhee is an intelligent woman who managed to pull this off. I would like to know how she was able to overcome being labeled a racist by the Union. Test scores are a good indicator but also just listening to the teacher speak when giving lessons and directions. If they use poor language themselves, then it should be a no go situation. Get the riff raff no loads out of the public school system and restore it back to the great standards we had just 30 some odd years ago.
