Democrats Pushing $8 Billion Aviation Bill as Jobs Program

WASHINGTON (AP) — Democratic leaders say they will bring an aviation bill that includes $8 billion for airport construction to the Senate floor this week, pitching it as a jobs measure.

The bill – introduced by Sen. Jay Rockefeller, D-W.Va., last week – is identical to a bill that passed the Senate last spring on a 93 to 0 vote. That bill later stalled when Congress couldn’t reach agreement on several side issues, including distribution of landing slots at Reagan National Airport near Washington, the fee airline passengers pay to support airport improvements and a labor dispute between delivery giants FedEx and United Parcel Service.

This time Democrats are predicting a smoother flight for the measure. On Monday, Majority Leader Harry Reid, D-Nev., and other Democratic leaders will release an estimate by the American Association of Airport Executives that says the airport construction funds will support the employment of 90,000 workers and affect another 190,000 jobs.

The estimate is based on a calculation that $1 billion in federal spending supports 35,000 jobs. However, Transportation Department economists have previously said similar calculations for highway spending assume that state and local governments will match federal spending by 25 percent, or $250 million.

Democrats were also careful in a statement provided to The Associated Press to use the term “support” rather than “create” when referring to the jobs, since it’s not clear how many of jobs would be new.

Nevertheless, the aviation bill presents Democrats with a means to show quick results in answer to President Barack Obama’s call in his State of the Union speech to boost the economy through building and modernizing road, bridges, trains and other transportation infrastructure.

“This measure will give a green light to overdue improvement projects at airports across the country,” Sen. Charles Schumer, D-N.Y., said in the statement. “These projects will make air travel safer and more efficient while also putting hundreds of thousands of Americans to work.”

The principal purpose of the bill is to provide authority for Federal Aviation Administration programs for the next two years, including an acceleration of the modernization of the nation’s aging air traffic control system.

The last law providing long-term authority for FAA programs expired in 2007. Congress has since kept FAA programs going through a series of 17 short-term extensions.

In the House, Republicans have also signaled they intend to fast-track an FAA bill. Rep. John Mica, R-Fla., the new chairman of the House Transportation and Infrastructure Committee, has said the bill will be his first priority.

It’s still unclear what a House bill might look like, although Republicans will be looking for ways to cut spending as they seek to make good on campaign promises to shrink the federal government.

FAA operations cost more than $14 billion annually. The agency also plans to spend about $20 billion over the next decade to transform the air traffic network from one relying on radar to a satellite-based system designed to handle more planes more efficiently.

    So the ignorants in the Seanate want to spend $8 billion for airport jobs, infrastructure and technology upgrades. That ain’t enough and as we have seen NUMEROUSLY in the past these clowns cannot estimate worth a crap. I bet it would be closer to 12000 jobs and would only apply to airports that are in a democrat district with lots of donors. Besides i don’t recall this in the Constitution. Another waste of money on a frivolous endevour!!

Another point is that he hasn’t cut A PENNY in two years, he has only spent, so the 100 million was just a token figure he threw out there, anyway!     Agreed Hemp. As a contractor I would not be eligable for any of the contracts this might provide, because I am not union, and I don’t have any union amployees.     Rockefeller and his cronies pushing an 8 billion dollar bill – under the guise of ‘for the public and creating jobs’. Uh-huh….you can bet that Rockefeller and cronies have a different agenda for spending that kind of money. I‘d make a bet that not all of the ’8 billion’ will actually go into what it was meant for.

    Now is not the time to be spending that kind of funds…..balance the budget (and live by it) and get rid of our debt first….like every American citizen is trying to do with their own finances. We can then rebuild our infrastructure as it should have been maintained long, long ago.

    The Congress is Tottally out of control!! Declaration of independence states: when Government becomes abusive and destructive, it is the duty and the Right of the people to dissolve and abolish sucjh government and replace it, and start over!! The STATES have governments, losing the federal Government wont be a total loss, in fact, the Continuing resolution they had to pass in emergncy fashion to fund it, runs out march 1, at that time it would be good to stop funding it, and replcae every idiot in the joint. These people took an oath to uphold the Constitution, and its RESTRICTIONS on the size and scope of Government.. Chuck Schumer yesterday on cnn even mis-stated the 3 Branches of Government– ” yes we have 3 branches of Government the House, the senate and the Executive–” Chuck schumer hey Chuckie what happened to the Judicial Branch? are you not adhering to the future rulings of the supreme court if they arent in your favor? Either uphold your OATH to protect and preserve the Constitution or RESIGN on the grounds that you will not!!

Although I agree with the tenor of what you say, you have to remember that in a society as divided as ours, there are an equal number of people (idiots) on the Progressive side who also want to do away with our government. So the question becomes, what would they replace it with? Simply dissolving government (or even a violent revolution) does not guarantee a better government will evolve…(the fate of Egypt is still in question).. Our revolution was truly a miracle. Perhaps we should concentrate more on conservative government reform back to the founding principles? So, how do we “wake up America” ?? …rf

      For how long will these people find work? Will they tear down the new construction after it is finished and begin again? This is the problem when the government “creates” jobs….they are temporary, at best. I have no problem with the construction of airports or work on our nation’s infrastructure, but I have a big problem with government waste, cronyism, and political games with the lives of American citizens….and they call themselves “job creators”….the only jobs that our political elites are truly concerned about is their own….they fight like a pack of wild dogs over our tax money just to further their own careers….This “8 billion” will soon turn into 12-14 billion…..but what do they care?? It’s not THEIR money that they are spending.

      We grew the government, we propped up bankrupt states for a year, we propped up unions for a year, we’ve taken over most of the auto industry, the health care industry, the student loans, the morgage industry, the banking industry, just to name a few, so please tell us how many jobs in the private sector will be created with this new aviation bill.

      Tell us how & why it cant & shouldnt be done with private industry & private money.

      The air traffic control system needs to be totally rebuilt and the government is in control of it. The computers and controller screens are decades old, often break down and we have hundreds of “near misses” on a daily bases. So there is a need for this. The same is true with most of our landing and take off strips – they are in terrible shape and some of them just barely are long enough for the new jets.       60 years ago our nation was in the midst of the Cold War….the Interstate Highway System was designed to improve our National Defense more than it was designed to create jobs…..Americans understood that then….just as they understand now that our government is incapable properly managing our finances….they propose 1 TRILLION dollars to Obamacare which will make small business owners pay more for their employees, hurting PERMANENT job creation…..They propose 8 BILLION dollars for this new airport construction, which are only very temporary……What happened to all of that money left over from the 2nd Stimulus Package?? The Tea Party wants our government to be fiscally responsible, honest, transparent, and sincere……so far, the Obama Administration has failed miserably in each category……I suppose that it is much easier to attack those who want a better government for all American citizens than it is to defend an inept government from those same citizens…..that being the case, please explain to me who the real “*********” is……

      What sense does it make to spend money on air ports, when the obomba administration is doing its best to kill air traffic? Do you think the TSA promotes streamlined, less expensive travel? Do you think his stimulus package added (or at least saved) jobs, except for his buddies?       AS much as I would like to agree with the idea of spending cuts, infrastructure is one area in this country that really sucks. We pay exorbiant taxes on all kinds of transportation commodities, but I do not see huge improvements to roads, bridges, rails, and airports. I visit some of the Asian countries (like Taiwan and Japan) and I see a lot of infrastructure improvements happening. When was the last big US infrastructure project? The Boston tunnel comes to mind.
      I think the real issue is not the need, but the beuracracy of bids and cost over-runs on these projects!

      We just opened up a brand new terminal in Cody, WY http://www.flyyra.com and we’re on the route to constructing a brand new airport in Hot Springs Co. WY, as FAA will NOT certify the one we have now in Thermopolis because we are between 2 mountains which makes flights hard to fly in and out.
      But we do it anyways.

      We do need the FAA to control the air traffic, that’s where ATC comes in.
      Nobody else can do it. I’m a Civil Air Patrol member, and we depend on them on helping us in our missions we conduct, which most are saves, some fatalities. (I’ve been on one fatality mission—it tore up my heart, but I spect that even of a police officer who had his first shooting, they would too. But we move on and do other rescues, we have to in our line of work.)

      This is a federal government function which is needed and has to be carried out.
      I got a tape Grounded 9/11 ATC grounded 5000 commercial planes within 3 hours flat, an amazing feat.
