Two U.S. Customs Agents Shot in Mexico, One Killed

The U.S. Department of Homeland Security confirmed Tuesday evening that two Immigration and Customs Enforcement (ICE) agents were shot in the line of duty Tuesday while driving on a Mexican highway about 200 miles outside of Mexico City. The shooting incident left one agent dead and the other was reportedly in stable condition after being shot in the arm and leg

According to a statement from ICE, the agents had been assigned to the ICE Attaché office in Mexico City and were on their way to Monterrey.

Unnamed sources told the Los Angeles Times that the agents were shot when their vehicle was stopped at a road blockade set up by local drug traffickers:

There were conflicting reports on exactly where in Mexico the agents were shot. But the sources said they were apparently caught in the kind of “narco-blockade” that traffickers and their henchmen routinely set up in cities they are fighting to control, either to block law enforcement or to impede their enemies’ movements.

U.S. officials have only rarely been victims in Mexico’s ruthless drug wars, in which more than 34,000 people have been killed in four years.

“ICE is working with the U.S. State Department, Mexican authorities and other U.S. law enforcement partners to investigate the shooting,” the agency said. “Our thoughts and prayers are with our colleagues.”

The identities of the “special agents” have not yet been released.

Homeland Security Secretary Janet Napolitano offered her personal condolences in the following statement, released Tuesday evening:

“I’m deeply saddened by the news that earlier today, two U.S. Immigration and Customs Enforcement (ICE) special agents assigned to the ICE Attaché office in Mexico City were shot in the line of duty while driving between Mexico City and Monterrey by unknown assailants.

One agent was critically wounded in this attack and died from his injuries. The second agent was shot in the arm and leg and remains in stable condition.

U.S. law enforcement agencies are working closely with Mexican authorities who are investigating the shooting to ensure the perpetrators of this unconscionable crime are captured as quickly as possible.

Let me be clear: any act of violence against our ICE personnel – or any DHS personnel – is an attack against all those who serve our nation and put their lives at risk for our safety. The full resources of our Department are at the disposal of our Mexican partners in this investigation. We remain committed in our broader support for Mexico’s efforts to combat violence within its borders.

I ask that you join me in praying for our fallen and wounded colleagues.  Please keep them, and all our DHS personnel serving abroad or in harm’s way, in your thoughts.”

The BBC notes that the area where the shootings took place is known for “illicit activity”:

The attack comes as a US report suggests that one fifth of the US border with Mexico – some 375 miles (600km) – is not adequately guarded.

The investigative arm of Congress, the General Accounting Office, said the area lacked enough border agents to stop illicit activity such as gun running and illegal immigration.

    When will the government wake up and realize the only way to stop this is to unleash the special forces on the drug cartels. Don’t arrest them , just take them out. We need to remind the world why they shouldn’t mess with us, and the power we can bring to bear when threatened.

    how about undo NAFTA agreements. Free Trade and Neo-Liberalism are the causes of all these things you people are worried about.

    Well that, and the insatiable American appetite for drugs.

    Seriously, the North American Free Trade Agreement had a provision which the president of Mexico agreed upon. The removal of Article 21 of the Mexican Constitution. Article 21 made it law that all farmland was state owned but not state controlled. this is farmland held in usufruct. Farmers would work the land in what was called an Ejido, sort of like an agricultural collective. the entire town worked on the fields which provided steady employment for many Mexicans. The state also artificially inflated the price of corn so that farming was actually something a person could live off of by gaining more in return for the products of their labor.

    When article 21 was removed, the farmland was privatized and divided up amongst ever farmer. productivity didnt change but the price of corn was then subject to market forces and competition with american agribusiness. it plummeted to a third of what it was before 1994.

    NAFTA was also an open door for american companies to move into mexico for cheaper labor. Many corn companies went in and offered a decent price for the land but when a farmer sold their land, they didnt have enough to sustain themselves for long. and due to american companies wiping out mexican ones jobs became scarce. hole villages were uprooted. many had no option but to move to the US in search of work. many did not have the money or time to do so legally. Mexicans are not the ones to blame. well, the politicians are but not the farmers.

    this is that free market capitalism so many of you adore. it actually caused the loss of jobs.

    am i calling for nationalism? HELL NO. im calling for an end to capitalism. it is an irrational and anarchic organization of the economy which leads to arbitrary firing to meet the bottom line or to boost profits. it makes capital move freely about the world while leaving no industrial or economic infrastructure behind.

      I think the problem isn’t so much capitalism, as it is un-checked capitalism. We need to dismantle corporate law. This would put a leash on what is now in many ways, globally unfettered. Remove the insulation that protects the bad actors.

      Where is the responsibility on the part of those who want to legalize recreational drug use? They know damn well that their “victimless” crime is funding the deaths of thousands of people.

      Instead of blaming the govt. for trying to stop dangerous drug use, why don’t you man up and accept that your dirty little habit is wrong and stop using drugs. But no, there’s always someone else to blame and personal responsible is always for somebody else.

    Mexico has changed for the worse. I use to travel in Mexico by myself when I was young, now I won’t even go there -it’s too dangerous. Also, if anyone argues about illegal immigration remind them of the chaos in Mexico because it’s coming to us soon and has already hit AZ and TX. People also need to be reminded that narco-terrorism, disease, terrorism, criminals of all sorts are a result of open borders, not to mention the social costs to our country.

      I drove from so california a few years back to la paz with my kayak on my jeep. Wasn’t very safe then, but would be nearly impossible now. And I have travelled to over 40 countries and 3 1/2 months in west africa (from spain to ivory coast, 10 countries total.)

    Does anyone know anything about the so called “SECURITY AND PROSOERITY PARTNERSHIP” that Obama signed with Canadian Prime Minister Harper last Friday.Whatever it is it was done in secret without anything getting out to the public.This was done without the approval of Congress,I Guess it was.It was done by “Executive Order”
    I think when the truth is found out about this we will find that Mexico is also involved in it to.I think we had better find out what they are agreeing to.If this Republican House Congress has been part of this they have some questions to answer.

      Actually, The Security and Prosperity Partnership pf North America is between us, Canada and Mexico. It was negotiated when Bush was in office and signed with both countries by Bush, not Obama. There was never much in the news about it and I have no idea what is in it. It was signed supposedly to improve the security and economic prosperity of each of the 3 nations

      I agree! Why are we spending so much money in programs to educate illegals in our Civics? Answer: so he can give a blanket amnesty to these people and receive their votes. And as long as we have the Zero Liability Voter, we will have the 47% voting to take funds from the 53% who are hard working taxpayers. There’s only a handful of U.S. Presidents throughout our history that I really like (some of them have broke the Constitution at times as well, unfortunately), but this man & his staff & cohorts have created true hatred in my heart.

      It is the law of supply and demand. As long as the USA demands the drugs the Mexicans will deliver it. It is just too irresistable to a poor corupt country like Mexico.The Mexican govt. wasn’t too worried about this illegal trade until it started threatening their tourist trade. The people taking the drugs and distributing drugs here are as responsible as the Mexicans providing them. We are feeding the monster. The only sure way to stop the drug issue is to do as the Chinese govt. did over the opium addiction problem. They killed every person using, possessing, distributing the drug. They cured the problem in short order. The only other way would be to legalize drugs. Anything short of these two alternatives will never stop it. It is just too lucrative and too much corruption on both sides of the border.

    34,000 people killed in 4 years.
    we had 3000 Americans killed on 9-11 and we went after those responsible. How can the Mexican gov’t not care about their own people?     If we had a regulated legal market for drugs, the profits of smugglers and the criminal enterprises based upon them would be vastly diminished, making the problem of enforcing customs and regulatory compliance with drug inspection and quality standards a much easier task than it is status quo. Also, there would be less of this drug-related violence here and in Mexico, because the majority would take place under a legal model, and the majority of consumers would prefer a legal model for the quality protections the law requires–the introduction of regulation introduces standards to innovate towards qualifying and surpassing based upon that metric to appeal to consumers in the market. Without the proceeds to buy guns or run a criminal enterprise (pay foot soldiers, bribes, absorb lost costs to legal entanglement, etc) we would have more law & order. Oh–and we would free up a lot of space in prisons and have a larger pool of educable fit laborers.

      You make some very good points in your post. I would declare though that the Federal, state, ad local governments make too much money off confiscated money, homes, cars, etc to ever legalize drugs. This money enables law enforcement agencies use this money (along with billions from taxpayers) to hire more cops, buy more guns, and build more prisons. I would be for legalizing all drugs (pharmaceutical grade) through local drug stores to anyone over 21. I would also mandate anyone caught selling to underage kids 20 years first offense, life for the second. People could grow their own weed. There might be an initial surge use drug use now, but I think it would settle out to about same percentage as we have now.

      Sad but true anymore; these terrorists and others who dare to strike out against us need to be reminded of the wrath America can unleash; to be reminded in simple terms the concept of terror through the fear of the application of force against them.

      Simply put, they strike us once, we respond with such overwhelming force they will still hear the sound of the stones screaming for centuries yet to come.

      When are we going to recognize the war with Mexico …? Just like before 9/11 .. they are at war with us .. when will OUR government respond?

      What we need to due is pull all our troops out of Afghanistan and let them loose on the Mexican Border…To hell with Afghanistan, Pakistan and Taliban. They threaten, respond nuclear…We need a General Pershing, who chased Poncho Villa into Mexico for robbing banks on the border…We should call a state of war with Mexico. Invade ten miles, then use all the illegals here to built the Great Wall of the Southern Border.

      Its time for Hussain to head on over to mehico and read a speech to their joint session of congress, and thank their country for their contributions to US economy and accuse Americans of being racists. While he is there, he can announce a few more billion dollars in aid to the mehican drug cartels…err.er..government too. Maybe they’ll give him a standing ovation !

      These were highly trained agents deep within the territory of a foreign nation. The blame should also be laid at the feet of the Mexican government, and ICE. This looks to be premeditated, and NOT random violence.

      It seems to me that the time has come to establish US military bases along the southern border and begin a prolonged period of regional live-fire training exercises. A second border will be established three miles north of the existing border and the space between shall be considered a “Martial Law Zone” and be heavily patrolled by armed US Military personnel. Under the rules of engagement for the proposed exercise, weapons may not be fired in a northerly direction. The approach of foreign persons in groups larger than two individuals is to be considered as a hostile action and US Military personnel will be authorized to defend themselves appropriately, if necessary.

      Falcon lake, bordered by both nations, shall be patrolled on the United States side by armed US Coast Guard and US Navy vessels under the same rules of engagement with the added proviso that properly marked Mexican military vessels shall not be fired upon unless provocation by said vessels requires self-defence activity.

      It is to be emphasized that the United States wishes no confrontation with Military Forces of the Republic of Mexico, but will cooperate fully with military forces of the Mexican Government to repel any and all attacks by criminal elements.

      ABSOLUTELY!!! There is no excuse for this and we should go in there with the full might and power of the American military forces. These brave men died or were wounded senselessly and someone’s head should roll for it. Our agents and law enforcement officers should be feared and respected with the knowledge that if you harm one there will be 1000 taking his place.

      I just sent that story to my buds at http://www.blueservo.net before I found it here. I hate it when I see an illegal crossing the border because I have to notify authorities so they can dispatch the Border Patrol. I worry about their safety every day.

      The agents were assigned to the Mexico City ICE Attaché office at the U.S. Embassy.

      Having our border patrol / ICE agents in Mexico seems like a dumb idea with the drug wars going on there. I hope they change their policy no later than by Wednesday morning so no more of the good guys get killed!

      Perhaps we should be closing bases and pulling troops from the likes of New Zealand and Greenland and stationing them right on our southern border. With heavy artillery pointed at our southern enemies. There should be men (and women) with high-powered weaponry standing on every single foot of our border. If anyone crosses, they should be shot on the spot.

      That would be a good start. And only a start.
