Did He Do It? Controversy Surrounding Arkansas Man Shot During Arrest Prompts Authorities to Release Dash Cam Video

Police video recorded the night a young man was fatally shot in a northeast Arkansas patrol car while his hands were cuffed behind his back hasn’t resolved questions about whether he shot himself in the head as officers said.
Jonesboro police released footage to The Associated Press and other news organizations under a Freedom of Information Act request this week. They released more footage Friday amid questions about why the first batch of video appeared to end before the officers found Chavis Carter, 21, slumped over and bleeding in the back of a patrol car on July 28 as described in a police report. Police have said officers had frisked Carter twice without finding a gun.
The second batch of video occurred after Carter was discovered, police said.
“There’s still nothing in there about what actually happened with Chavis,” Benjamin Irwin, a Memphis-based lawyer representing Carter’s family, said Friday before the second batch of video had been released.
The internal police investigation into the shooting has not yet been completed. The FBI has said it is also monitoring the case.
Sgt. Lyle Waterworth, spokesman for the Jonesboro police, said Friday morning that he hadn’t yet seen the video his department released the night before. Hours later, amid questions about the dashboard camera video, he agreed to release more footage that he said occurred after Carter was discovered.
No other dashboard camera video exists, he said, but additional video was retrieved during a forensic exam of Carter’s phone. He said that remains part of the active investigation and wouldn’t be released yet.
To explain stops in the video, he said the camera system in both patrol cars is controlled automatically with an emergency light bar and siren system.
“After the light bar is turned off the camera system ends its recording,” Waterworth said in a statement.
The second batch of video begins as what looks like light from a police car flickers on a stretch of road. A dog barks and a white SUV turns around a little ways down the street.
An unseen man curses shortly after he says, “He was breathing a second ago.” An ambulance pulls up and someone, perhaps the same man, says, “I patted him down. I don’t know where he had it hidden.”
Later, someone instructs the others to leave everything as it is.
The video goes on to show an officer cordoning off the area with police tape. Two people can be seen looking on, but they leave after interacting briefly with an officer.
The first batch of video begins when an officer pulls up to a white pickup truck on a dark street in Jonesboro, about 130 miles northeast of Little Rock. He talks to the driver, Carter and another passenger. Police say the officer stopped the truck after someone reported a suspicious vehicle driving up and down the road.
Another officer arrives and searches Carter, who police say initially gave a different name. The officer doesn’t appear to find a gun as he pats Carter down, though something else falls to the ground as the officer shines a flashlight toward Carter.
The officer leads Carter, who is not yet handcuffed, toward the patrol cars and then out of the frame. A police report said Carter was placed in the second patrol car without handcuffs, though the video doesn’t show that.
Meanwhile, the other officer searches the driver and remaining passenger, who then stand in front of the first patrol car. The officer who searched Carter asked them where the rest of the marijuana was because he found some on Carter.
The driver and other passenger are handcuffed and led out of the frame, too.
Eventually, they appear without handcuffs and the officers let them leave.
They keep Carter, who had an arrest warrant out of Mississippi. Court records show it had to do with a drug-related case.
The video ends after the truck drives away and the officers talk about leaving.
“See ya later,” one of the officers says. It sounds like he opens the car door and then the audio cuts out. The police car’s blue lights continue to flash for several seconds, lighting a nearby bush.
Carter was shot in the head, though police have refused to give more specifics.
Police said in a statement that they’re still waiting on a complete autopsy report, forensics and toxicology results from the state crime lab.
In an attempt to show the public that it is indeed possible for someone to shoot themselves while handcuffed, Jonesboro police released the following instructional video:

They did not have a breathalyzer so they took me back to teh station, where they left me in the back of the car and walked up to a small “drivethru” type window to get their breathalyzer. After 10 minutes or so (and being very drunk) I thought they had forgot aout me. I twisted my handcuffed hands around and found the switch for the seatbelt band they had going across my waist and clicked it, releasing it. I then twisted again and pulled up the door lock, grabbed the handle and opened the door.
I then slowly stumbled up the walkway towards them and the officer at the window. They turned, freaked and pulled their guns on me like I was a zombie from a horror movie coming at them.
They then made me get back in the car and show them several times how I had managed it.
After that I was thrown in the drunk tank.
If these officers did anything wrong…it was a bad frisk job and nothing sinister.

I’ve seen two separate cop “friends” on two separate occasions at two separate bars with our group of friends who pulled guns on some dude who pissed them off. both times it was absolute mayhem. on the other occasion my third cop friend was on his bachelor party and he pulled his gun on a black pan handler and started yellin at him that he was nothing more than a n***er…..in front of his black sargent no less. i highly dislike cops. in addition i work for a counseling agency who has an EAP program with the st louis city police…we had one cop who came to us because he was accused of rape and another state patrol officer who beat the crap out of his wife. again, i highly dislike cops.

As a person who follows the law and respects officers of the law, If I witness a crime I would report said crime. As for my friends in law enforcement, if they fail to follow the law, they don’t deserve to be in lsaw enforcement.

I got bad news for you.
The majority of Law Enforcement Officers have College, and thats the problem.
Most Law Enforcement Agencies will not even let someone Test or fill out an employment application, unless the have at least and Associates Degree. And it been a requirement fo over 30 years.
Law Enforcement Agencies have been knowen to hire convicted felons, just because they have college……..

I work in a penitentiary. I work near the inmates on a regular basis. Most of the inmates are black. Most of them don’t treat me very well, I’m a custodian of sorts, and I pretty much can’t do my job without insults, taunts, and spit.
Using your logic, which is REALLY flawed, it would be okay to dislike blacks.
Well, I don’t. I don’t even dislike inmates, I simply dislike those people who spit on me. Dislike the person, not the race. Dislike the person, not the person because of their job.

Yet even this good man says there is a significant number of power tripping cops in his unit who he wouldn’t trust to be honest. Being a police officer is a position of power and authority. What kind of people are attracted to positions of power and authority? There’s a reason why our government sucks, as well as many of our “law enforcement officers”.

The FBI and the State is doing it! When they finish all three forces will then release the last part! From what I’ve heard they have video and I witnesses of him doing it himself! The police were working on other things! People in Jonesboro are waiting and people don’t want the Big Media to be like the Zimmerman Case and Lie about what happened! There are people asking for Chief Yates to resign and they haven’t even finished reviewing everything! Like I said the whole video wasn’t released because it supposedly shows the moment it happens! When they showed the Video of some of the Officers reenacting that they could do it with their guns, thats when the minorities started protesting! I applaud the Jonesboro JPD, Force! They have done everything to make sure this gets investigated right! I know numerous officers here and believe in them 99% of the time! I‘m sure if the FBI and State Doesn’t find JPD were involved with the shooting the Major Media will step in! Keep in mind, I stated JPD wasn’t involved with shooting this person! Now, as far as searching this person; there may be some issues that JPD may have to address with this, and why the gun was not found! Therefore they could be liable for what took place. I’m not sure if he was under arrest at that time, or if they were just investigating!

Used to be a force would have a few bad apples but for the most part, good guys. Now you are lucky to find one good cop on the force who is not either corrupt, or is aware of corruption but turning a blind eye for the sake of the union. Clean up police forces and maybe you wont come under such scrutiny. And yes, MOST cops are corrupt because they know about it and fail to act, making them just as guilty.

I remember watching children of parents who respect there parents, and the children do something wrong, but the parent is as if nothing happened, but the child got no food from getting caught or seeing the parent stumble in error – so the guilt ate up the child.

Plenty of opportunity and means to do so, and the officers would appear to have absolutely no motive for killing an apparently nonviolent suspect under their control.
Officers are still responsible for screwing up the search.
I am wondering why The Blaze likes to post so many stories about potential police misconduct? Sure we all know it happens from time to time. Is The Blaze attempting to cause mistrust of police officers by selective reporting? Why so few articles about cops doing the right thing day after day after day after day?

I have a 2006 Crown Vic Police Intrerceptor for my everyday car (bought at aucction, I’m not an officer) and when I got it the back seat was actually unhooked from the floor brackets. I understand it’s common practice to leave them this way as they often check under/behind them for contriband after taking suspects out. It would be very easy to put a gun where you could get to it and I wouldn’t be at all surprised if this is what was done, either to commit suicide or homicide, especially by a career criminal. No cop wants an armed perp behind him, the seats often have a stab plate but that won’t help if the perp can get the weapon high enough to shoot the officer in the head.
Nothing here adds up but that an officer missed a well hidden gun (and if you have guns you probably know how easy it is to hide a backup very well), the perp stuck it in the seat and decided to whack himself rather than the cop (and spend 100 years in prison).

Posted on August 18, 2012 at 9:44pmAt the end of the video it says all handcuffs were applied as per standard procedural instructions. I noticed during the video (so I had to watch again) that all the cops had one of the cuffs slid up to about half way up their forearm. It is standard procedure to cuff securely between the hand and the the wrist bone. If this was done the cuff would not be able to slide up the forearm. One other thing, all the cops were in cuffs with links between the two cuffs, I don’t know of any cops that use these anymore, they all use the hinged cuffs as they restrict movement more.

and most Officers I know still use them. Hinged cuffs are for bad a$$es. They

But I have one sister in law and 2 nepthews who are cops and they all use the hinged cuffs. Our local police use them also. I know this because I was put in the back of a squad for about 5 to 10 minutes with hinged cuffs applied this way before being let go. Yes it hurt and no I didn’t cry foul.
Dream world? Let me tell you about the real world. My wife and I comming home from a walk around the block saw 2 cops hiding behind trees with guns drawn because of a neighbor boy blowing off firecrackers. My brother in law was surrounded by 4 squads made to get out of his car and lay on the street (at gun point) because his car was reported as suspicious after he sneakily dropped off dairy queen to my mom and sisters after dark. Around 1974 when I was about 8-10 yrs old a freind and I say 4 cops take a guy out of the station cuffed in hog tie style (3 cuffs). He was yelling “I didn’t do anything”. The cops wrapped duct style tape around his head about 3 times as they told him to shut up and one commented that this would be a good lesson for the boys watching. He was still trying to yell I didn’t do anything but it was an incoherent mumble. One cop then said I told you to shut up as he grabbed his hair and banged his head into the van a few times. When he let go a clump of hair drifted away in the wind.
I have known many other cops and have many other stories.

Posted on August 18, 2012 at 11:12pmChain cuffs are by far the most commonly used, period. Hinged cuffs are mostly used by corrections officers on inmates known to be violent. They require more training, are harder to apply and can result in injury to the perp. The chain and hinged cuffs are made for for different uses and hinged cuffs would be a giant pain in the ass for the average cop, often by himself, taking in drunks and other average perps.
That’s the real world.

The latter post(s) I was attempting to communicate that it can be as detrimental to blindly back cops as it is for Barack Hussein Obama to blindly conclude cops act stupidly.
I believe that this guy probably shot himself, but will not rule anything out and am confident the system will sort it out.

I suspect the released video was in the hands of Lawyers (that’s just how it is in a letigious society).
That said, if the facts we can establish pointed at a coverup or just didn‘t add up in some way I’d be 100% in favor of getting a full blown investigation by multiple agencies (less chance of collusion) to get any bad cops off the force, at the very least, if not prison time. A bad cop can do more damage than a 100 criminals, he not only victimizes a few people but he destroys something far, far more critical; our trust.

Posted on August 19, 2012 at 7:08pmMy guess would be that the officers missed a small firearm that the decedent was concealing in his clothing (not hard to do with many smaller handguns) and he accidentally shot himself with it while trying to either dispose of it (concealed carry without a permit is probably illegal in TN) in order to avoid a second weapons related charge. How he shot himself in the head is the question. My best guess would be a small caliber handgun that accidentally discharged and ricocheted off of something inside the car. The other option is if he was arching his back and pushing his head against the head rest trying to get more space behind his back to be able to move his arms. If he was pushing against the head rest and arching his back, an accidental discharge could’ve hit him anywhere from his lower back to the back of his skull. If you want to test the theory, sit down on the floor against a wall, slide forward about a foot and arch your back pressing your head against the wall. Put your hands behind your back holding a ruler. Anywhere that the ruler can touch a bullet could strike.

They are soon going to be targets for every law abiding citizen simply because of situations like this. I for one do not trust law enforcement to uphold the law. The truth will set us free and hopefully it will soon in this case. I especially distrust federal government law enforcement. I am glad to have Jesus. Pray that the truth shines out and the facts be told. We need clear consice answers when things like this happen and so do the officers that are sworn to protect us. This kind of think should never happen period.
