Did Herman Cain Really Vow Not to Sign Any Bill Longer Than 3 Pages?In a recent speech, GOP presidential candidate Herman Cain said that Congress should be working diligently to engage the American people. The former chief executive of Godfather‘s Pizza goes on to say that lawmakers shouldn’t be passing 2,700-page bills and he quips, “That’s why I am only going to allow small bills — three pages.” Was he being serious?

ThinkProgress and The Los Angeles Times both ran blog posts covering Cain’s statement, but neither mentioned the fact that he was likely joking around with the audience when he made his small bill pledge. Here is a text version of his statements:

Engage the people. Don’t try to pass a 2,700 page bill — and even they didn’t read it! You and I didn’t have time to read it. We’re too busy trying to live — send our kids to school. That’s why I am only going to allow small bills — three pages. You’ll have time to read that one over the dinner table. What does Herman Cain, President Cain talking about in this particular bill?

ThinkProgress took his words very seriously, writing:

After claiming that the administration had not read the bill, Cain promised the audience that as President, he would never sign pieces of legislation that are longer than three pages…

Cain’s pledge received a raucous round of applause from the crowd, who didn’t seem to fully appreciate the implications of such a radical cut-off mark. The vast majority of substantive bills passed by Congress are longer than three pages…

As president, Cain wouldn’t be able to sign any of the always-lengthy appropriations bills that keep the government running and the military funded. In fact, pretty much the only legislation that could squeak by under Cain’s three-page cut-off would be the simplest bills naming post offices and the like. But perhaps that’s exactly what Cain wants — to completely shutdown government by refusing to take any action that requires a prolonged attention span.

Actually, if you watch the video (below), you’ll notice this “raucous round of applause” is preceded by Cain’s smiling face and audience laughter. It seems as though Cain is clearly making a joke in an effort to better connect with his audience. Apparently, ThinkProgress thinks otherwise. Watch for yourself:

    Herman is pandering and it’s not going to work. I lost interest in him when he asserted that “you have to elect me to find out my foreign policy.”

      You mean whenever he quite clearly stated that he stands with our allies in Israel and around the world, or when he stated that he would have an individual policy for every country? I can always tell a Ron Paul fan by the same lie they keep spreading. Cain was actually with most of America when he said that he would need all of the information on Afghanistan before making a decision about how to proceed. But I’m sure he could just google War in Afghanistan, and find the Wiki on it and base his opinion from that. Not how it works in business, and its not how it should work in government. You don’t make decision until you have all of the available information. Otherwise you make dumb campaign promises like “ I will pull all of the troops out of Irag with 180 days” or “I will immediately shut down Gitmo, and try all of the detainees in American courts”. If you are going to complain about his foreign policy at least be honest about it, otherwise you are just trolling

    He may just be kidding around here, and then again maybe not. I agree that anything to be signed by a president, should not be read like a huge how to do manual and it shouldn’t have any other provisions in it that are hidden to decieve the american public!
    Mr. Cain, if you are going to run, be sure to be more forthright with unshakeable foundations. We don’t need another pundit in the white house, we the people need a strong leader.

    All bills should be short and in plain English. These 2000+ page bills of lawyer speak are disgusting and filled with lawyer loopholes which have no place in a government for the people. If you can’t get bills down to a manageable size, then make more bills and vote on them individually. It‘s amusing that liberals make all of these mistakes about 57 states or not knowing what year it is and they aren’t taken literally while every uttered word from the right is strictly interpreted with no room for jokes.

    Totally agree with this premise- 2700 page bills are the reasons for every dollar being gouged, for every fubar program that gets passed and of course, the ubiquitous pork- it would effectively throw lobbying groups into the light of day and their vampire corpses would burn up, leaving the politicans no one to buy them off in secret- making them accountable to the voter- LOVE THE PREMISE- NOW MAKE IT HAPPEN!

    Well, this may be a bit of an exaggeration but after seeing those monsterous 2000+ page bills come out of Congress—it’s a step in the right direction! Congress needs to KEEP IT SIMPLE because otherwise you have tons and tons of government regulations being written by some non-elected official and end up with TOTAL GOV’T CONTROL like with the EPA or the out of control Dept. of Education. They can’t seem to educate kids in this country to read, write, & do math—but they are teaching sex education and political correctness [cultural Marxism]?

      Pushing the “2700 pages” nonsense – again – in standard font it’s nowhere near that many pages – says little about his grasp of the job he wants to be elected to do.

    Jest or not – the idea has merit – hard to hide all the crap in a small number of pages. There are all kinds of little demons in those massive bills. Also makes the Congress keep to one topic at a time and not turbo-load up on pork and multitudes of potential regs and other nasty stuff that they are so wont to do!

      I agree also, of course he was (maybe half) joking. Yes, we can actually have a bill that is direct and to the point, deal with it one issue at a time. We do not need bills that only lawyers can understand, stop electing lawyers! Stop adding ANYTHING not directly related to the bill, no more pork, no more special deals, no more. Just think of the money we will save in printing alone. All politicians could then get rid of some staff since they won’t need 5 people and 2 weeks to read and figure out what is in it. About time we started cutting some of our budget where we should be, start at the top.
      And I am praying that Cain is on the ticket, preferably listed first! We do not need any career politicians. We gave them way too much power and now we are paying dearly for it.

      Most bill way exceed three pages because they have to include references to prior legislation and extensive definitions of terms, at the very least.

      The thing that killed it for me with Cain is though, the FOX news interview, where he spent a good 7 minutes explaining his “economic plan”, and then proceeded to say it wouldn’t work because the government did not implement his plan.

      Cain also won my vote when I caught an old tape of him challenging Bill Clinton. Basically, he was saying the same things back then that he is now. This is no “jump on the bandwagon” guy, he really believes what he is saying, and sticks to his guns when he knows what needs to be done.

      I totally agree with you on both accounts. Here’s my point trying to audit the Fed right now would not stop them from the damage they are doing right now, it would tell us yes they are doing it and maybe why. An Audit technically doesn’t change anything, it just shows us the practices going on. Making policies to reinvigorate the economy, clean up the deficit/debt ie. spending and stop the downward spiral is what the president needs to do right away. Unfortunately the Federal Reserve is only feeding the Government demand for spending. Once this is done we can then go and audit the Fed and as i would love, get rid of them, but once we have the economy back to where it should be.

      Read essays from F.A. Hayek, and Mises book called “Human Action”, it all explains how “Austrian Economics” the only real economics works.

      The federal cannot, and will not recover the economy. The Quantity Theory of Money, which is not to be taken one hundred percent literally, and the books will tell you why, states that the more money in an economy, the more inflation (which is not strictly defined as price levels as Keynesians would tell you, it is also the value of the dollar) rises. The only thing the Fed can do is print more money, so therefore the Fed will NEVER (mark my words) recover the economy.

      We must return to a sound monetary policy either backed by gold or silver, (humans usually have chosen gold) in order to prevent this print and spend ordeal the government has done for years.

      So your suggestion of preserving the Federal Reserve long enough to fix the economy, is the same premise as suggesting “Well let’s keep the cancer cells long enough until the patient is healed, then we will remove it.”

      I could go into malinvestment, and how the Fed directly connects to that, as well as the terrible consequences of manipulating interest rates, but I do not have enough characters remaining on this post.

      The reason why Ron Paul wants to audit the Fed is to bring to the attention of the people the corruption it has been conducting.       love ron paul, i also love hermain cain. cain put out a short video before the conservative debate a month ago stating that he clearly supports ron pauls audit of the fed and that he supports the fed being put on a short leash, abolishing the mandate it says it as to control job creation. cain stated he wants the fed to be restricted to preserving the value of the dollar. obviously the fed has failed at the sole reason for its creation. cain is a great business man, and if you cant do your job you hit the road. i suspect cain will call for an end of the fed alongside ron paul.

      I too am a member of the Ludwig von Mises Institute all though I haven’t read that book as yet, there is plenty to keep me busy just on the daily Mises, I’ll put it on my to read list. I, of course agree with you, but do you not agree that the president needs to prioritize? We need a flat tax/fair tax, we need to cut government spending, drastically, I take this from the 1920-21 Depression. We need to put our dollar on some kind of physical asset base (ie. silver/gold). I would see getting rid of the Fed to be a somewhat drawn out process, taking along time, time in which I don’t think we have, personally.

      Of course balancing the budget is key as well, but Ron Paul’s plan is pretty rock solid on doing so.

      Bringing home the troops, saving hundreds of billions of dollars, and then turning the welfare programs into one program that is opt out able.

      As well as cutting out ridiculous bureaucracy, but of course, you probably have read of his plan and I am preaching to the choir.

      I guess I simply support auditing the Fed as a means to bringing attention to the public more or less. Of course you are correct, an audit by itself will not fix our economy, but we have to start where we can.

      I think he is brilliant! Both sides have been sticking it to us for years by burying all kinds of crap into thousand page (or more) bills that literaly take months or years to figure out. Bravo! He’s got my vote! Herman Cain and Sara Palin 2012. All the way.

      good we dont need 2000 page bills if it cant be said in 3 pages of simple english that even a leftwing nut can understand we dont need it. what we need is a prez that will get rid of the worthless bills the loony left spend years enacting piece by piece because they knew they couldnt get the whole thing passed. its time for some real changes thatll drive the loony left right out of this country. we need another look at the subversive activities of the progressive left in this nation.

      What he was saying…and he clarified it with Glenn on TV tonight, was that he will not sign a bill with any ear marks, are too large for anyone to have had a chance to read it, and are in a language that ordinary people can understand what it says. That is the problem with 100% of the bills written and passed, they are long as hell to make room for all of the legalneeze that means loopholes for the friends of the people who wrote them. What is so hard in writing a bill that says….Any person who enters into the United State of America or its territories without entering through a controlled border crossing, port, or air terminal where said persons are subject to being questioned and searched for contraband or prohibited items being brought with them as well as their identities being checked and verified will be considered to be here illegally and subject to arrest, fine, imprisonment, deportation, and restricted from re-entering for not less than 20 years. That is what Herman Cain was saying, of course he was being sarcastic about the 3 page bill…but I think mine would take up less than 1 page.

      Pretty suspicious how everyone, including The Blaze, always refers to him in his role for Godfather’s Pizza, but they don’t mention anything about his Federal Reserve days. I guess they don’t want to say anything that would be damaging. God forbid the people find out the truth about “the chosen ones” huh Glenn Beck?
