Did You Know Feds Will Temporarily Cut Off All TV and Radio Broadcasts on Nov. 9?

If you have ever wondered about the government’s ability to control the civilian airwaves, you will have your answer on November 9th.

On that day, federal authorities are going to shut off all television and radio communications simultaneously at 2:00PM EST to complete the first ever test of the national Emergency Alert System (EAS).The Feds Will Cut Off TV and Radio on November 9th

This isn’t a wild conspiracy theory. The upcoming test is posted on the Public Safety and Homeland Security Bureau website.

Only the President has the authority to activate EAS at the national level, and he has delegated that authority to the Director of FEMA.  The test will be conducted jointly by the Department of Homeland Security (DHS) through  FEMA, the Federal Communications Commission (FCC), and the National Oceanic and Atmospheric Administration’s (NOAA) National Weather Service (NWS).

In essence, the authority to seize control of all television and civilian communication has been asserted by the executive branch and handed to a government agency.

The EAS has been around since 1994. Its precursor, the Emergency Broadcast System (EBS), started back in 1963.  Television and radio broadcasters, satellite radio and satellite television providers,  cable television and wireline video providers are all involved in the system.

So this begs the question: is the first ever national EAS test really a big deal?

The Feds Will Cut Off TV and Radio on November 9thProbably not. At least, not yet.

But there are some troubling factors all coming together right now that could conceivably trigger a real usage of the EAS system in the not too distant future.  A European financial collapse could bring down U.S. markets. What is now the “Occupy” movement could lead to widespread civil unrest. And there are ominous signs that radical groups such as Anonymous will attempt something major on November 5th- Guy Fawke’s day.

Now we know in the event of a major crisis, the American people will be told with one voice, at the same time, about an emergency.

All thats left to determine is who will have control of the EAS when that day comes, and what their message will be.

      I have seen the PSA’s on this “test” ..Wondered why they were making such a “big deal” well now we know. I guess this will include over interenet broadcasts also …. scary times … preparing to take us all offline .. perhaps time for a “ham radio”.

      @CatB — this would fairly well go in line with something I have heard among friends who have relatives in the armed forces, a warning that goes along the lines of “something big is coming down the line soon…” and mind you, it may be just in reference to this as a genune test, yet it could be this is the event we have been waiting for where Obama makes his power grab and goes for broke.

      I just sent an email to my Senator (Marco Rubio) asking for an explaination of why this is happening. I also let him know my ‘displeasure” with this POWER in the hands of ONE MAN. I would hope that everyone who is concerned regarding this (and who wouldn’t be!) would do the same with their SENATOR. I want to know why and for how long will communications be off?

      We need a “counter” protest to this move … will phones be shut off also? I think at 2 o’clock we shoud ALL try to make a call … landlines and cell phones … if they are working someone might notice that WE have clogged the airways. How about internet?

      This had been decided on June 9, 2011 and we are just now hearing about it? Why so long? The term “top-down” in the last sentence – sound familiar to anyone?

      If you read the link provided in article, not only will it be tv and radio, but everything else; i.e., cable, satellite transmission, etc. Won’t be able to use telephones, land or cell, computers etc. Total blackout. What will it do to the airlines, hospitals, emergencies such as fire or need of ambulance? What is the purpose of this with a land spread in thousand of miles from one portion of the US to another distantly remote? If something were to occur in the North East, what would be prospects be of same danger in the distant South West. Something stinks!

      oh? i didn’t see how long this temporary “cut off” of communications would be… temporary and cut off are pretty general terms that could mean anything… they are going to “interupt” broadcast for 2 seconds? or are they “cutting off” all broadcast for… 2-?? minutes… they don’t specify any of that in the article… “cutting off” is a pretty strong term. it specifically means something… Interupt and Cut off are two totally different meanings…

      How long will the test last?

      “We anticipate that the test will last approximately3 minutes. While state and local EAS messages are limited to 2 minutes, there is no time limit for national EAS alerts. To evaluate whether the system properly interprets the national message code in the national EAS test, the message duration must be longer than two minutes.”

      I was curious how long the test will last. It’s possible to see the first ever Obama/Biden telethon (picture Jerry Lewis/Ed McMahon as a reference) as there is potentially “NO TIME LIMIT”. Let‘s hope it doesn’t go over 3 minutes though.

      I worked in the broadcast industry during the late 90s. Two stations were needing the EAS upgrade. The EAS system does not have complete control of the individual stations unless those stations are unattended. Internet broadcasts such as GBTV are not regulated by the FCC so they don’t have EAS equipment.

      Hey…..any Tupelo, Mississippians or Navy folks out there know anything about the guy in charge of this bureau and overseeing this “top-down” cut-off? His name is Rear Admiral (ret.) James Arden Barnett, Jr. Not much info about him on an internet search other than this bio for a introduction for him on a speech he gave.

      Originally, the Emergency Broadcast System was put in place so enemy bombers could not use our .own broadcasts as nav beacons.
      What is the reason for this? It will not prevent a foreign enemy from communicating, it will only effect us. There is a reason for our government to want to be able to do this, but it is not visible. I don’t remember voting for an Amendment that allows it. It is a violation of the 1st Amendment. Why do they want the power to prevent communications Kill switch for the internet, shut down transmissions and cable – how does that protect us and from what?
      Today enemy bombers do not need nav beacons; they can just walk across the southern border.

I remember 50 years ago all the tests: “This is a test of the emergency broadcast system. This is only a test.” That was when EVERYONE watched TV.       If he was so worried about terrorism why does he allow for the 256+ Muslim training camps to even exist in this country? That makes zero sense. I say we’re getting set up for some type of FF operation and

      Obamao wants to know who is with him and who is not as well as how far his “unholy word” goes in maintaining control over the people.       I sense that this will fully be implemented when the global elite’s computer hackers ( and I am sure they can afford the world’s best ), deliberately hack the government’s sites and others, and will be a reason to declare a “internet patriot act”. They will declare that this is an act of Cyber-terrorism on the U.S. This may happen as soon as Nov. 5th

      I’ve been waiting for this moment for so long, and finally it is come. Shutting down TV and radio stations under the guise of testing emergency measures “for your benefit” is the perfect ploy.

      Did you notice that no one is telling you how long?! As you sit there, first with no TV or radio and then with no telephone and internet you’ll realize what has begun. Only you won’t be able to communicate to anyone except to your neighbors by talking face to face!

      Everyone needs to store food, stock ammo, and don’t forget water! This is the foreseen moment, the prophesied moment, transparently promoted as a “test.” Yeah right, some test. Sure. Ha ha, wink wink.

      I don’t know about you, but I’m prepared. My house is a fortress. I’m prepared and willing to defend my family and have food to last for a week or two (although I’m still trying to figure out how to store enough water, something more essential to life than food). And I do have seeds, special seeds they told me. Seeds to grow my own food.

      The interesting part about this is that they’re not testing it at 2 AM instead of 2PM. The fact is, we all know what EAS looks and sounds like.

      There‘s no point in doing it at the time of day they’re doing it unless they’re trying to get the public used to hearing it and helping us know what the EAS would sound like. Well, that problem is solved about once a week via my local cable system between 7:15 & 7:45 on Monday mornings (Yes, it’s that predictable) and it‘s been around since the ’60′s. I’m pretty sure everyone in America could recite the announcement from memory at this point.

      So… why 2pm?

      My point is, there’s someting else going on here. Maybe it *is* to screw with Rush, but I somehow doubt it’s that petty.

      Maybe that is when ODUMBER’S Muslim friends are planning a major attack in the U.S. and he wants to make sure we are all deaf and blind so they will be able to kill as many Americans as possible then make their escape.       Are the 50 States of the Union going to allow Obama to do this? When ever there is an emergency, people want to hear what news programs are saying not the Government no one wants or trusts anymore. Is the Congress going to allow this. We have a murderer in the White House how has a Kill List of Americans. I never thought the 50 states would assist a Present to commit treason.

      A friend of mine who lives near a military installation texted me that that he’s seen some extra activity. More vehicles moving in and out. He thought he saw a tank driven in on a trailer of some kind. He said they have some extra lights on that normally aren’t.

      Maybe I’m crazy, but I’ve noticed recently that sometimes my internet slows down inexplicably, and suddenly everything is just fine and dandy. Maybe it’s all one big coincidence. That’s what I want to believe.

But, the Emergency Broadcast system was put in place in case we were attacked to let Americans know what it was safe to do, You were alerted to tune in to your local broadcast station. If this has been out there since June, and has been on a government web site, YOU CAN BET OUR ENEMIES HAVE SEEN IT!!! If they were to attack at that time or right before, NO ONE COULD BROADCAST ANYTHING TO ALERT THE CITIZENRY OR INSTRUCT US ABOUT SAFETY MEASURES. Rush may not be the biggest loss here!!!!

      A great opportunity for patriots to test THEIR “emergency broadcast stations” if the “test” becomes more than a test. Don’t doubt that “pirate” radio and TV broadcasting would quickly fill the void in the airwaves. There are literally thousands and thousands of tons of high powered broadcast equipment in private citizen’s hands, from Amateur Radio operators to “pirate radio” stations and many thousands of electronics hobbyists that would love an excuse to fire up their multi-killowatt transmitters.

      Those in government that think they’ll silence the airwaves will be in for a *very* rude awakening if they try something so foolhardy. When they decide to turn their transmitters on again, they may suddenly find there’s no longer anyone listening to *their* broadcasts! They might just find it’s *themselves* that have been “preempted”! LOL!

      Exactly, Buck Shane – it is a demonstration of power, not a test of the systems. A test would indeed be performed between 2 and 4am to minimize disruption and inconvenience. A demonstration would be scheduled to make sure it is well-known, but not so in-your-face as to do it during the 6 o’clock news. Power-mongerers are *so* subtle.

To evaluate whether the system properly interprets the national message code in the national EAS test, the message duration must be longer than two minutes.”

      scary. They are not limited to the amount of time they use.

      Re: DHS and their power grab…..go on line and do a search for H.R. 1505. DHS/ICE is asking for a 100 mile incursion of authority in each border state and each ocean state. They would have power over Parks and Wildlife, FBI, CIA, Border Patrol, DRNC, State, County and other local authorities. They say they need this power because they are finding it “hard to get along” with the other agencies. This is also another way for them to control us and keep us within the U.S. borders. It is a power grab and has nothing to do with keeping out illegal aliens. They should have been keep the illegals out all along and have not. This land and power grab is not for that purpose. Please call and write and email your Representatives. This bill has been going through committees and will be voted on soon. We have to stop this bill.       that is my birthday! if they shut down all communication then that will force us all to gather face to face, arm to arm, patriot to patriot. they just may be signing their own death warrant if they try to silence us through lack of communication. we still have legs and arms and mouths people. no telling what we will conclude if we are forced to meet face to face instead of over the internet and only talking on the phone. maybe now is the time to practice our emergency meeting place. the moment they shut things down we should all gather in an agree’d upon area and have a tea party/ 9 12 meeting. to discuss if this was the actual shutdown we fear may happen one day what do we do next? time to practice our emergency alert system and action plan. best rule of survival is to always know where to meet your like minded group of patriots.

Makes you wonder what they want to keep us from hearing about… if you are a conspiracy kind of person.       The economy is tanking and our dollar, a reserve around the world, is crumbling. It ain’t going to be pretty when all these Obama mindless zombies (I mean Marxist voters) don’t receive their Government free cheese in the mail or the banks begin to call up for their huge financial loans to be paid. Obama’s excuse will be the protesters. His target will be us “domestic terrorists” (as called by the DHS and big Sister) that believe in the Constitution, gun rights, pro-life stance, and have conservative bumper stickers on our cars. In a worst case scenario, he’ll use these Marxist protesters as a justification to begin to set up these detention centers or what ever other system they have planned, and use this situation to have reasonable cause for Martial Law, curfews or whatever other scheme they have in store. Just thinking out of the box here.

    CONELRAD, The Emergency Broadcast System, The Emergency Alert System…..there’s nothing new about a network agreement to transmit emergency messages in a time of national emergency. And sure, all were tested by local affiliate stations weekly as a condition of being issued a broadcast license by the FCC…..so what’s new here?? Well, it’s the first NATIONWIDE broadcast using this system. Now, we went through 50 years of a Cold War without ever doing this on a national scale…….so what’s changed?? Why now?? Should I be alarmed?? Is there something we’re not being told?? Just asking the questions….

      Yes it is true, you still hear these test periodically on every station, the difference is that this is the total of all systems at one time.       That’s true, this is not a new concept. However, I don’t like the original one. This would allow the government to shut down all transmissions within the US; I am very seriously against that. For so many reasons. The biggest is that the government does not have that power. The next reason is that I don’t trust the government. The third reason is taking over phone systems like that could prevent life saving 911 calls and potentially cost lives. For a test. This should not be done. This is bad. I seriously hope this idead gets killed. Also, anyone wonder why they spent their time on this, rather than fixing the economy? I don’t see that as very encouraging

      that was my first question why NATIONWIDE, my second was the timing…a test implies that if it does not work the first time they will try again and if it does work what kind of manipulation or propaganda will it be used for in the future? what will the fed gov allow to happen to the American People? my thoughts on the 2012 elections not ever happening grow more and more with each passing day.
      My first instinct tells me that if its the fed gov then it will never work…but i digress….we need to bring our government closer to home like the state, county and local levels the fed is overstepping it bounds…and has been for a long time.

      I don’t know if this is true or not but there might be another reason this is being done. They might need to have all systems ‘down’ for a time to make the necessary adjustments or additions to add certain features that all the broadcast frequencies need for future takeover or pre-emptive action of the airwaves (announcements, blackouts, etc.). This might not be possible when any (or all), of the communication systems are running at the same time. If you have ever heard this (or any other previous), President’s live messages, you will note that even though they are talking on maybe 5 or 10 TV channels at one time (depending on those who choose to broadcast it), there are ALWAYS some that still continue with the normal broadcast programs (soaps, game shows, movies, etc.). Maybe this downtime coming next month will allow ALL the channels (radio, TV, etc.), to be taken over at one time so everyone can hear what is being announced by the powers that be….like maybe martial law being invoked. Just a thought!!

      Additionally, this equipment is different from the old Conelrad system. Conelrad was run by the stations. This system is not under the local station’s control. A big difference if you ask me.

      So here’s an Alternate reason: There’s an asteroid coming, and they want to tell you to kiss-your-a$$ goodbye.
      So here’s another Alternate reason: There’s a major earth quake expected, and most/all nuclear power plants are expected to fail like the ones in Japan – Again, they want to tell you to kiss-your-a$$ goodbye.
      So here’s my last reason: Because they can, and should conduct tests – How many people would have been saved on 9/11 if they could just pop-in, and say “Get out of the Trade Center, the Pentagon – morons are coming to crash a plane into the buildings…”. Even 5 minutes would have saved lives. Imagine a government that works for-the-people – try real hard…
      We (yes -you and me) spend a lot of money to create a system that COULD do this. They should prove to us that it can work – at least on a basic level.

    Any tool in the hand of this Thug-in-Chief who has endorsed the OWS Soros-financed and SEIU/AFL-CIO Union orchestrated movement is dangerous at this point. We’ve seen what these globalist manipulators are capable of in Libya just now with the killing of thug Gadhafi. Thugs killing thugs by cherry picking.

    What makes you think they wouldn’t do the same thing here? The Thug-in-Chief has already got a list with Americans on it.

    Here’s a question: Isn’t this system based upon all broadcasters being compliant with this? If some radio or TV station or cable station decided to send out its own signal how could the Government stop it? As long as the Government can‘t actually shut off a station I don’t see as much threat in this.

      And people never stopped to wonder why everything had to go digital and you need a converter to now pick up “Free” television. It was a way for the Government to gain control of the airwaves. HAM radio operators will be the only ones on the air when things finally come to a head.

      Stations are licensed by the FCC to use the PUBLIC air wave (yes the public owns the broadcast signals that the various stations pay a license fee for their use). A stations that fails to participate violates the terms of their license and their license goes bye-bye.

      I would love to see some of these paranoid fringe stations and right wing loony bins put their licenses on the line.

      I don’t know a lot about that stuff, but I think all they’d need to do is disrupt satellite links to shut down all the broadcasting, now that it’s all digital instead of analog.

      Dang……2012 is shaping up to be one crazy year! And here I was only worried about the election results in November. Well, and, of course, Dec. 21, 2012. Not that I think the world will end on that date…..I was just concerned about what the crazies who do believe it will actually do.

      I am in South Central KY, and over the past three weeks or so, we have been having intermittent EBS interruptions around 1:00 p.m. central time. I have called my cable/phone company and they say it is just standard testing. The past week we have had nothing, though.

      The old Emergency Broadcast System was just the opposite, in case of emergency The System sent out an alert to tell everyone to TUNE TO YOUR LOCAL BROADCAST STATION!!! This TAKES OVER ALL LOCAL BROADCAST STATIONS. From what I’m reading, it sends out a master signal which OVERRIDES all local signals. DEFINITELY TOP DOWN, BOTTOM UP, (what was the rest? NEVER MIND, I SURELY DON’T WANT TO KNOW!!!)

    Well, I’m 100% Conservative …but the ability to communicate to every American during an emergency to me is a pretty damned important issue. I would be more worried if we WEREN’T able to do this during an emergency!

      What? In order to ensure these broadcasts were available during an emergency we need to be able to shut them down? How would we be sure that during an emergency that the govt didn’t actually shut EVERYTHING down? Including the internet.

      But, if this takes out cell phone and telephone lines…HOW WILL PEOPLE CALL AN AMBULANCE IF NEEDED? The Fire Department? 911 for a heart attack or stroke? What if someone’s trying to break into their house? WE’RE TOLD TO TURN IN GUNS, DON’T WORRY ABOUT SELF SUFFICIENCY, THE GOVERNMENT WILL PROTECT US!!!! Now the government is pulling ALL COMMUNICATION? They believe for 3 min. Is that long enough for a terrorist to hack into their system and shut it ALL DOWN? After all they’re announcing it way ahead?

      I was thinking the same things. It didn’t say anything about internet. Maybe that is why Glenn Beck went to internet for his talk show. I don’t know tho they probably do have some switch that turns off the internet as well. I wonder why we were need this test now tho. It has to do with more then just shutting off communication. This is going to sound crazy i know.

      Here is my guess of what is happening. And call it what you want. The caliphate is coming to power we show the picture of qadhafi but not of bin laden WHY? Something isn‘t right here there is a new power raising up and there is going to be massive Chaos and there is going to be one person that is going to come on our TV’s to act as tho he is the saviour of the world. He will claim he is going to bring peace and many will follow him. This has become bigger then just a Nation thing and the only thing we can do is. Bring your family close i’m telling you bring your neighbors close and get back to talking about God. Have bible studies know the truth you are going to be asked which side you are on and it is a matter of Life or Death. Jesus said this was going to happen call me a bible freak.       The internet is routed through phone lines and broadcasting cables, the same ones used for your home TV. I think it will have some effect some how. Plus, the internet is managed by the same cable and phone companies.

    Hey test that’s been around forever, I remember when I was a teenager, every night of the week a place card would come up on the TV screen and you would hear solid even tone for about 30 seconds and when it finished a voice would say,
    ” this has been a test of the EMERGENCY BROADCAST SYSTEM. If this were not a test you would be given emergency information and all normal program would be canceled”
    Does no one else remember this?

      Well I sure do! My Dad worked as a DJ at various radio stations as I was growing up back in the late 60‘s to early 70’s. Actually got to see him go through the checklist and steps when those “old” EBS Test would come up when he was “on-the-air”.
