Do These Numbers Show the Budget Deal Was a ‘Gigantic Fraud?’

Mark Levin has already called the budget deal an “historic scam.” Now, respected website Business Insider and its number cruncher Joe Weisenthal have dubbed it a “gigantic fraud,“ while conservative cornerstone National Review calls it a ”fake.” And when you see the numbers, you might agree.

Weisenthal had a look at the analysis put out by National Journal (via the CBO) that says the total savings from the new deal (possible pun) are nowhere near the touted $38 billion. That number is only reached by numbers gimmicks. Rather, the number is closer to $352 million. NJ explains:

A comparison prepared by the CBO shows that the omnibus spending bill, advertised as containing some $38.5 billion in cuts, will only reduce federal outlays by $352 million below 2010 spending rates. The nonpartisan budget agency also projects that total outlays are actually some $3.3 billion more than in 2010, if emergency spending is included in the total.

The astonishing result, according to CBO, is the result of several factors: increases in spending, especially at the Defense Department; decisions to draw over half of the savings from recissions; and cuts to reserve funds and and money for mandatory-spending programs that might never have been spent.

Here’s what Weisenthal has to say about that:

[Y]esterday’s analysis showed that the savings were probably just half [of the $38 billion], since a lot of the savings came from not spending money that was never going to be spent.Turns out, the spending cuts are even more minimal than that.

[...]

So yeah, total joke. This certainly doesn’t make it any easier for Tea Partiers to vote for the deal, or for Boehner to come up with another compromise when debt ceiling time comes.

“Total joke” in a piece that includes “gigantic fraud” in the title. That’s not good. But wait, there’s more.

The editors of National Review put out a scathing piece saying essentially the same thing (in many more words). They even used the word “fake” on their front page:

Here’s what they had to say:

We initially supported the deal House Speaker John Boehner cut with the White House to cut $38.5 billion from the rest of the fiscal year 2011 budget. It was only a pittance in the context of all of Washington’s red ink, but it seemed an acceptable start, even if we assumed it would be imperfect in its details. What we didn’t assume was that the agreement would be shot through with gimmicks and one-time savings. What had looked in its broad outlines like a modest success now looks like a sodden disappointment.

After describing some of the gimmicks used to reach the large number, the editors go on to blast Speaker John Boehner:

There’s realism and then there’s cynicism. This deal — oversold and dependent on classic Washington budget trickery — comes too close to the latter. John Boehner has repeatedly said he’s going to reject “business as usual,” but that’s what he’s offered his caucus. It’s one thing for Tea Party Republicans to vote for a cut that falls short of what they’d get if the controlled all of Washington; it’s another thing for them, after making so much of bringing transparency and honesty to the Beltway, to vote for a deal sold partly on false pretenses.

    as much as we thought the November elections would usher in real changes in Washington, sadly things remain status quo. I am very disappointed in our supposed elected officials. I heard Rush mention that there are already some Tea Party congressional members exasperated by what they’ve already encountered and ready to give up.
    We as a nation have come a very long way, for the worse, from what we were even 40 years ago and sadly it appears now that the few running the show from capital hill will eventually destroy what remains of this once great nation. I am truly beginning to see that Glenn Beck’s calls for being prepared are the best advise anyone with a voice has to offer.
    I’m truly ticked off but what can be done? How many elections before we collapse? Will elections even matter?
    Obama, your vision for this country is coming true.

      All he has to do is fall on the ball and run out the clock!
      All spending bills must originate in the House of Representatives.
      The Senate can‘t do it and the President can’t do it.
      The House has absolute power over spending.
      Just not acting stops it automatically.
      Do that and BINGO!
      Then, taking time and the care to get it right, pick the parts to restart, one at a time.

    Bend over, here they come again.

    Until the American people get tired of bending over, things are not going to change. They will continue to feed us these lies, because they know they can, because we never do anything about it. So nothing changes, and nothing will.

    All we have been doing for the last 40 years is bending over and taking it. There are only a handful of people in this country that are tired of it. Until we get more people involved, this will continue.

    People are starting to wake up, but not at the rate it needs too, to make any difference.

    Here in Michigan they had 4500 people protesting yesterday at the capitol, mostly clueless teachers and other people who are brainwashed by the unions. They were protesting cuts the Governor proposes.

    Why is it the union can bring out this many people and a tea party rally cannot come anywhere close to those numbers for a protest on anything from health care reform to protesting all the lunatic spending?

    Why, because not enough people are tired of bending over.

      Most of the Tea Party people have to work to support their families and therefore can’t be at midweek rallies. Only liberals worry about head counts, the important thing is the vote counts. Do not be discouraged, you can’t compare the Tea Party people to political party people. Tea Party people believe we are should be in control of our government, the political party people believe the government should control us.

      So what are you doing to change it? Could you distribute flyers around your city and throughout the state (using like-minded friends) with some of the scary facts in bullet points? I’m sure most retailers would love to see something that was pro-business for a change and would allow you to leave some at the cash register. Post it as an editorial to several newspapers (free on-line).

      Run an ad in the newspaper for conservative thinkers to show up at rallys and to sit in the state building when non-constitutional bills are being introduced.

      Everything you see the left doing – WE MUST DO NOW. You think these union workers are comfortable going out and protesting? By nature they tend to be followers or they wouldn’t be in a union, yet the union motivates (scares) them with information to get them out in droves. They belong to a group and that is powerful.

      Why aren’t all of we doing the same. Do we need Glenn Beck to take our hands and do it for us? Glenn is sick and tired of the whining and wants us to get our act together and get out there.

    Politicians are the only people in the world who create problems and then campaign against them.

    Have you ever wondered, if both the Democrats and the Republicans are against deficits, WHY do we have deficits?

    Have you ever wondered, if all the politicians are against inflation and high taxes, WHY do we have inflation and high taxes?

    You and I don’t propose a federal budget. The President does.

    You and I don’t have the Constitutional authority to vote on appropriations. The House of Representatives does.

    You and I don’t write the tax code, Congress does.

    You and I don’t set fiscal policy, Congress does.

    You and I don’t control monetary policy, the Federal Reserve Bank does.

    One hundred senators, 435 congressmen, one President, and nine Supreme Court justices equates to 545 human beings out of the 300 million are directly, legally, morally, and individually responsible for the domestic problems that plague this country.

    I excluded the members of the Federal Reserve Board because that problem was created by the Congress. In 1913, Congress delegated its Constitutional duty to provide a sound currency to a federally chartered, but private, central bank.

    I excluded all the special interests and lobbyists for a sound reason. They have no legal authority. They have no ability to coerce a senator, a congressman, or a President to do one cotton-picking thing. I don’t care if they offer a politician $1 million dollars in cash. The politician has the power to accept or reject it. No matter what the lobbyist promises, it is the legislator’s responsibility to determine how he votes.

    Those 545 human beings spend much of their energy convincing you that what they did is not their fault. They cooperate in this common con regardless of party.

    What separates a politician from a normal human being is an excessive amount of gall. No normal human being would have the gall of a Speaker, who stood up and criticized the President for creating deficits. The President can only propose a budget. He cannot force the Congress to accept it.

    The Constitution, which is the supreme law of the land, gives sole responsibility to the House of Representatives for originating and approving appropriations and taxes. Who is the speaker of the House? John Boehner. He is the leader of the majority party. He and fellow House members, not the President, can approve any budget they want. If the President vetoes it, they can pass it over his veto if they agree to.

    It seems inconceivable to me that a nation of 300 million cannot replace 545 people who stand convicted — by present facts — of incompetence and irresponsibility. I can’t think of a single domestic problem that is not traceable directly to those 545 people. When you fully grasp the plain truth that 545 people exercise the power of the federal government, then it must follow that what exists is what they want to exist.

    If the tax code is unfair, it’s because they want it unfair.

    If the budget is in the red, it’s because they want it in the red.

    If the Army & Marines are in Iraq and Afghanistan it’s because they want them in Iraq and Afghanistan ….

    If they do not receive social security but are on an elite retirement plan not available to the people, it’s because they want it that way.

    There are no insoluble government problems.

    Do not let these 545 people shift the blame to bureaucrats, whom they hire and whose jobs they can abolish; to lobbyists, whose gifts and advice they can reject; to regulators, to whom they give the power to regulate and from whom they can take this power. Above all, do not let them con you into the belief that there exists disembodied mystical forces like “the economy,“ ”inflation,“ or ”politics” that prevent them from doing what they take an oath to do.

    Those 545 people, and they alone, are responsible.

    They, and they alone, have the power.

    They, and they alone, should be held accountable by the people who are their bosses.

    Provided the voters have the gumption to manage their own employees…

    We should vote all of them out of office and clean up their mess!

    What we need is a major, symbolic savings, such as closing an agency, or merging redundant departments along with comparable budget cuts. Until that happens, I won’t believe anyone is serious about reducing the waste in government.

    My Congressman, Mr Luetkmeyer (R) was on our local radio station the other day telling us how at least this is a beginning but have no fear Republicans are changing the culture in Washington. After reading the CBO report, the recent IMF report and a story on how the Republicans have made a deal with the Dems on raising the debt ceiling I sent an e-mail to my Congressman (not that it will do any good) telling him that I agree that it is the beginning….the beginning of the end! Too bad he just won a second term.

    No one is dealing with the root of the problem. Jobs have left this country in droves. That is lost tax revenue. NAFTA and other free trade agreements have caused the economic disaster our country now faces. So, we either deal with NAFTA and get lost jobs back into this country, thus bringing our tax revenue back up, OR we cut the spending, cut the programs, etc to meet our current income.

    Simple example. If I had a job that made $50,000 a year. I lost that job and can only find a minum wage job which pays $15,000 a year. Can I keep my $200,000 house payment? Nope. Can I keep my $35,000 truck payment? Nope. I either need to REPLACE the revenue (get my job back, get another that pays the same), or CUT MY SPENDING HABITS.

    This ain’t hard people.

    I am always amazed at the rights apparent inability to get the message out. It really is quite simple. Tell The Truth and there won’t be anything for the left to twist. And do your homework if you’re going to be on tv. Bring notes if you have to. Small diagrams comparing the current budgets to past budgets …………..and draw the numbers BIG!!!! Show the annual budget deficits for the last ten yrs, and the huge increase in the spending that started in 2007……..you know, when the democrats took majorities…. stop pointing at Bush …..he was only one small part of the equation. Start pointing at reid and pelosi and show how they pushed for the agendas that put us in this situation.

    As a common American citizen with no college education, I want to reach through the t.v. when they get confronted by a newscaster and in their response, stop right before they actually get anywhere. And a little hint when bargaining with children, you dont bend in their direction, you raise the stakes. If they cry at 100 billion, and stomp their feet, double it to 200billion . and keep doubling the cost of their tantrums until they shut up and sit down. then you discuss the terms of their defeat. Sometimes I really wish I could be in a war room with them, to be the common sense common man they can bounce their ideas off ……………I could use the work!

    Congress will pass the remainder of this fiscal year today. and tomorrow the 2011-12 budget all in time so they can all go on their vacation break. The drama returns around the 16th of may with the debt ceiling. So the unsustainable deficit and debt continues to climb, and the american people get screwed as usual

    monthly debt payment is about 68 billion a month ( est.)

    monthly revenue is approx. 220 billiom

    take the 152 billion that is left, use 20 billion to pay an additional payment on the balance, and the rest use on the essentials

    start by cutting all departments by 75 % except for military ( cut that by 30 %, call the troops home from almost all of our bases around the world, and put them to work on our borders, and on rounding up illegal immigrants and to keep the peace from the rioters that are sure to come out

    all administration government positions will receive no pay until the national deficit is reduce by 10% every year, then they only receive a stipend 10 % less than median national income

    dept of ed. is ended, and education is left in the capable hands of the states

    all government workers will no longer be allowed to unionize………… EVER

    ALL pensions will be returned to the individual at current rates, and will be left up to them to manage. no more tax payers funding pensions

    tax code to be scrapped and replaced with flat or fair tax , and will only remain until the deficit is re-payed, then it will be returned to the original constitutionally designed tax system………..no more federal tax on incomes

    balanced budget amendment is a must

      I love your spirit and your ideas, expect for putting our military on the borders. Our Founding Fathers created rules and ways to keep that from happening. The Federal Gov and State Gov need to let the Police and Sheriff forces to do their job and start upholding the law towards illegals. Arrest and shutdown companies that use illegals. Use National Guards on our Border and if the drug cartels contine to invade private property and killing Americans then sent our troops into Mexico and take them out. Take a 20 mile stretch along the US Mexico border and create military zone for the US Military. Guard like they do Area 51 and I swear illegals would become a non issue.

      Answer: They’re gonna cave on that [the debt ceiling] too. We all know it. The addiction to borrowing will continue until the republic destroys itself completely. The US Congress doesn‘t have the nads to put itself into rehab because it’s afraid of the pain of withdrawal…..even if it means being healthier on the other side.

      There‘s always hope that the 38 billion vote won’t pass today, however. In any event, I think Boehner will be shedding tears at the next election. If it was up to me he’d be fired for compromising. Compromise is for the losing side, just like when the Japanese surrendered to the US after WWII.

      When I heard that we cut 38 billion from the budget, I knew it was bull.

      Here is how I cut hundreds from my budget. I no longer eat steak once a week. Savings $8.00. I no longer go to the movies. Savings 12.50 (including gas). Instead of running my oil burner, I cut and split my own wood to heat. Average Savings per month $50.00. I have cut back on visiting my grandchildren to once per month. Gas savings $50.00. I just cut $140+ from my budget that I didn’t have the money to spend anyway.

      As an example of the government doing this they cut (didn’t fund) certain czar’s pay that are no longer employed. Now if they fired the s.o.b.s that would be a true savings…. When will Washington get it?

We all knew that real cuts were not going to happen, and they will continue to threaten us all with doom and gloom until it really breaks.       Time to withdraw the power of Congress to Tax the people directly. If they had to have individual state legislature approval and funding for the budget and relied on taxes collected by the states to fund the Federal Government, then we would do away immediately with all earmarks, all slight of hand budget appropriations bills, and most of the useless Federal departments not to mention the IRS, HEW, Departments of Energy, Education and almost all other federally funded entitlements. We wouldn’t really care if other states elected idiots like Sheila Jackson Lee, and the rest of the absolute morons who inhabit the halls of congress.

      I knew all along that Boehner was a HORRIBLE choice to be Majority Leader. Now he‘s confirmed that he’s a waste of space. He needs to step down or be forced out of the leadership role or Nov. 2010 will be all for naught. He’s just another half-a**ed fraud (along w/ E. Cantor).

      Anyone (like Boehner) who cries after becoming Majority Leader simply wants it waaaaayyyyy too much and is serving his own best interest (not the country’s). He’s just another politician with an inflated ego. Let’s run a real Constitutional Conservative against him and primary his butt. We don’t need him mis-representing us. Boehner‘s constant mishandling of pretty much everything since he was voted in proves he’s not the right person to lead and that he’s a horrible negotiator. Anyone who knows Government knows there is no such thing as , “money that probably wouldn’t be spent.” They spend every penny they can get, so the cuts are real. And anybody who is too patriotic to really make cuts to defense of national security should not be surprised that “defense” increases were left in the budget!
      As of Thursday; the bill is not yet law! If the TEA Party has the guts and the power they claim they will force Congress to NOT pass the 2011 bill and shut everything down. Otherwise, they should indeed, “sit down and shut up,” as some have been saying.

      Even Ryan’s budget is a scam. I can’t help but notice that “Ryan’s $6.2 trillion savings plan,” is now being reported as “Ryan’s $5 trillion savings plan.” Republicans haven’t even started negotiating yet and less than a week after their “grand” plan to reduce the deficit is announced, the size of their proposed cuts has already evaporated by almost 20%. I’m tired of this Orwellian crap where bureaucrats can just change figures and the average American is too stupid to even notice.

      Furthermore, since Obama’s annual increases to the budget add $7 trillion to the deficit over the next ten years, any proposals to cut less than $7 trillion from the deficit over the next ten years should infuriate taxpayers. Needless to say, Obama’s $4 Trillion in tax increases over the next 12 years is a joke. Maybe if that slacker had ever held a real job in his life, he might think twice about spending the fruits of other people’s labor.

      The total annual taxes collected by the federal government are $2 trillion, so why are these clowns even thinking about annual budgets that spend $3.7 trillion? Every year they are adding $1.7 TRILLION to our current $14 TRILLION deficit. Are people so clueless they don’t understand how much money $1.7 Trillion (i.e., $1,700 Billion, $1,700,000 Million) is? That’s over $12,000 for every taxpayer in America and over $5,400 in additional debt for EACH man, woman and child in America EVERY YEAR. Since EACH man, woman and child in America already would have to pay $45,000 just to wipe out our current deficit (not even considering the $100 TRILLION in unfunded liabilities), who the hell do these people think they are to be adding an additional $5,400 annually to that obligation on behalf of every living human being in America. Are people just not getting this? Right now, if the U.S. government never borrowed another penny, you, your spouse and your children would EACH have to pay $45,000 to pay off the current debt owed by the federal government. You have a family of three? You all owe $135,000. Just you and your wife? You guys owe $90,000. Next year, you, your wife and your children will EACH have to pay $50,400 to pay off that debt, the year after that you will EACH have to pay $55,800. Have the standards in our state run schools gone down so much that people just don’t understand that these ridiculous amounts keep increasing every year?

      He never directly called for a tax increase, but reframed it in code. Now tax increases are called “spending reductions in the tax code.“ He said his plan ”calls for tax reform to cut about $1 trillion in tax expenditures — spending in the tax code.” This means that he expects to increase taxes by a trillion dollars. He continued his class warfare theme. He said that he wants to eliminate tax deductions for the wealthiest two percent of Americans. The centerpiece of the Communist Manifesto is for government to abolish property ownership.

      He used the same worn out mantra of the Democratic playbook–terrorize the seniors by saying the big bad Republicans are going to cut your medicare and social security. But at the same time, he said “if we don’t make any changes at all, we won’t be able to keep our commitment to a retiring generation….” He mentioned that Ronald Reagan and Tip O’Neill “came together to save Social Security for future generations.” I remember that. I was working then on Capitol Hill. There was an agreement that neither party would criticize the other in the announcement of their bipartisan decision. The first thing the Democrats did was say that Republicans wanted further cuts in social security.

      The president’s speech was tantamount to someone who was robbing your house. You caught him in the act and held him until the police came. He then sued you for physical and mental damages. This government is robbing you of your freedom to pursue happiness, even to own a home. Many will say that it is God’s judgement on us for becoming such a sinful society. And that by encouraging others to take action against this socialist Leviathan is getting in the way of God’s plan. Who am I that I can undermine the plan of the Almighty? Psalm 107:1,2 says the Lord’s “mercy endures forever. Let the redeemed of the Lord say so, whom he has redeemed from the hand of the enemy.” Let us repent, arise, and respond.

      If anyone walked into a bank and offered this same financial statement as the United States budget (with a few zero’s dropped off) and said to his banker, “Yes, we are still operating in the red, and have been for the last 25 years, other than a couple of lucky ones due to small upturns in business. However, we plan to do some cutbacks and will be in the black in the next 10 years (Reference Rand Paul). Likely in 5-7 we will stop going in the red and start making money, which is assuming our future spending doesn’t go up…” What in the Sam Hxll would the banker say? At the very least, it would be you are going to make cuts and balance your budget THIS YEAR, and every year to follow. And more likely, you would be laughed out and they would call the notes giving you the option to pay or declare bankruptcy. Both political parties are responsible for spending our country into foreign control and the politicians argue over what to cut or not cut and the media demonizes all reductions in growth as cuts. Every knuckle-dragger in Washington always has a plan over 10-12 years. It is all a shell game and they have been operating in the same manner for decades-both parties. What exactly is a ‘non-essential’ government position to start with? If they are non-essential, should they not be ELIMINATED! Social Security is bankrupt due to LBJ (and the Democrats of the day) placing the infamous “lock box” of social security funds “on budget” rather than ‘off budget’ in a true trust. Do they even teach that in the liberal indoctrination that occurs in our schools anymore? They know about every form of birth control and sexual orientation available, but cannot figure compound interest. They cannot balance a checkbook, and it would appear most of these politicians graduated from the same programs! Just out of curiosity, what happens if Japan calls its debt, then China shortly after that? That totals roughly 2 Trillion? How would we pay for it? These roughly 537 individuals (Congress, Senate, Pres., and V.P. who 80% of are borderline treasonous) are selling America out. Sad times we are experiencing!

      We need a law that says when the government is in shut down mode the federal employees will not get back wages since they did not do the people’s work. Only essential employees can work and be paid IE…Military, Postal and Police and Fire. Then shut the thing down and don’t reopen it. Bang….Back to the limited government we have in the Constitution.       Boehner needs to get primary’d. I’m sick of him already. How nice would it be to hear this from the Speaker? “We take in $2.1 Trillion, our budget for the year will be $2.1 Trillion. We can argue about how to spend $2.1 Trillion, but we’re not arguing for a dollar more. Congress will not authorize a budget that is not balanced.” Draw the battle lines there and let the lefties justify running up the national credit card further.       John Boehner is the country club type. I’m sure his golf game comes first, second, and third. Everything else comes after that. BTW, he is a nice guy and I’m sure he loves his mom and family too. See, I give him compliments…but he sure screwed us real real bad by giving Obama everything and us nothing, and then lying to us about his phoney budget deal.

      The truth is that the caissons go rolling along. If their in town more than 2 yrs they become whores, but not dumb whores. They know who has the butter, and care not a wit about the populace.

      We want Boehner to resign. His services are no longer needed. We thought we were getting a real Speaker of the House and what we got was an Obama lap dog. Go cry on someone’s shoulder

      Well you see, here is where I am coming from. In the so-called Budget Debate that went on last week?
      Now, that was a Classic BS Dog and Pony show Scripted and Directed for Public Consumption to make all the Repubs and Dems out here have something to discuss to say “look what our guys are doing for us.”
      The Republicans started out talking about cutting $100 billion from a budget that was already in the red at the tune of 1.75 trillion dollars. $100 billion would have only been about a 5 percent Cut in the 1.75 trillion Deficit side of the spending. That was a colossal joke.

      Then the Repubs brought it down to 62 billion while the Dems said, 32 billion. And, the Dog and Pony Show Went On to the Last Minute with everybody on Pins and Needles and the Promoters of this Dog and Pony Show, the Media, using countdown clocks to a “government shutdown” and a lot of other supposedly “suspenseful moments” to keep the viewers tuned in as if waiting for the next episode of Dancing With The Stars, and all the Repubs and Dems knowing all along there would be an 11th hour Deal which had already been Pre-Scripted and Arranged, and they come out with a paltry 38.5 billion and the Repubs get to Beat Their Chests and Say, “We won.” And, even that figure was bogus as this article points out. It was all an illusion.

      What a joke this was, and the joke and scam was being played out on We, The People.

      There was never going to be a shutdown and they already knew that they were not going to do any serious cutting of the runaway spending by this out of control government bureaucracy which is unneeded and too costly to maintain.

      If the Repubs had of been serious, they would have been educating the public and getting the public behind them and they would have been saying thins like, “As a start to reduce this budget, we are going to have a Reduction In Force of all the U.S. Government Jobs that have been created out of thin air just in the last year which is about 150,000 new federal jobs that have been created for no purpose except to create more bureaucracy and more governmnet bureaucrats.”

      Then, they would have said, “we are going to abolish every new government program and commission which has been created in the last year.” And, those 2 things could have been sold easily to the average U.S. taxpayer. And, they could have said, “We are returning to pre-2009-2010 spending levels, which in itself, would have cut over 35 billion in Real Dollars just from the U.S. Department of Education which just increased it’s budget by that amount now bringing that collossal boondoggle agencies budget to around $100 billion, and every dime of that is a waste on a department that has personally overseen the Destruction of the Public Education system that now ranks #28 in the world, trailing many banana republics, while spending more than any other nation on public education except for Belgium.

      They could have said, “Defund Obama Care in it’s entirety.” That would Defund the 16,500 new IRS agents alone that have been added just to do the Tax Collecting and Seizing of Property from those who Refuse To Buy Health Insurance They Choose Not To Buy when the government begins forcing them too under duress..

      This dog and pony show has gone on for years and it must stop if we are ever going to b a viable nation again.

      You can RIF new Government Jobs within the first year of hiring them with no explanation needed. After they have been on the payroll for at least a year, the process is more difficult and congress knew this and they know this, and none of them, Dems or RINOS, ever even suggested this easy method of cutting hundreds of billions of Waste on Government Workers and Programs not needed and in fact, programs and agencies that do more harm than good, just like every other federal program or department. The U.S. Department is but one of the many bogus federal agencies that needs to be abolished in it’s entirety.

      @UncleBuck That may seem like a good idea but would you want my state legislature (New York) in on setting any kind of budget that affects you. I don’t like being there. The are still driving business down or out of the state.
