Does The New White House Rural Council = UNs Agenda 21?On June 9, 2011, President Obama signed his 86th Executive Order, and almost nobody noticed.

(For the record, Obama is on par to match President Bush’s 291 orders executed during his two terms in office. The National Archives defines an Executive Order this way; Executive orders are official documents, numbered consecutively, through which the President of the United States manages the operations of the Federal Government.)

President Obama’s E.O. 13575 is designed to begin taking control over almost all aspects of the lives of 16% of the American people. Why didn’t we notice it?  Weinergate.  In the middle of the Anthony Weiner scandal, as the press and most of the American people were distracted, President Obama created something called “The White House Rural Council” (WHRC).

Section One of 13575 states the following:

Section 1. Policy. Sixteen percent of the American population lives in rural counties. Strong, sustainable rural communities are essential to winning the future and ensuring American competitiveness in the years ahead. These communities supply our food, fiber, and energy, safeguard our natural resources, and are essential in the development of science and innovation. Though rural communities face numerous challenges, they also present enormous economic potential. The Federal Government has an important role to play in order to expand access to the capital necessary for economic growth, promote innovation, improve access to health care and education, and expand outdoor recreational activities on public lands.

Warning bells should have been sounding all across rural America when the phrase “sustainable rural communities” came up. As we know from researching the UN plan for Sustainable Development known as Agenda 21, these are code words for the true fundamental transformation America.

The third sentence also makes it quite clear that the government intends to take greater control over “food, fiber, and energy.”

The last sentence in Section 1 further clarifies the intent of the order by tying together “access to the capital necessary for economic growth, health care and education.”

The new White House Rural Council will probably be populated by experts in the various fields that might prove helpful to the folks who live and work outside of large urban areas, right?  Well, Tom Vilsack, the current Secretary of Agriculture, will chair the group, but let us review the list of members appointed to serve on this new council – according to the order, the heads of the following groups have been appointed:

  • (1) the Department of the Treasury; Timothy Geithner
  • (2) the Department of Defense; Robert Gates
  • (3) the Department of Justice; Eric Holder
  • (4) the Department of the Interior; Ken Salazar
  • (5) the Department of Commerce; Gary Locke
  • (6) the Department of Labor; Hilda Solis
  • (7) the Department of Health and Human Services; Kathleen Sebelius
  • (8) the Department of Housing and Urban Development; Shaun Donovan
  • (9) the Department of Transportation; Ray LaHood
  • (10) the Department of Energy; Dr. Steven Chu
  • (11) the Department of Education; Arne Duncan
  • (12) the Department of Veterans Affairs; Eric Shinseki
  • (13) the Department of Homeland Security; Janet Napolitano
  • (14) the Environmental Protection Agency; Lisa Jackson
  • (15) the Federal Communications Commission; Michael Copps
  • (16) the Office of Management and Budget; Peter Orszag
  • (17) the Office of Science and Technology Policy; John Holdren
  • (18) the Office of National Drug Control Policy; R. Gil Kerlikowske
  • (19) the Council of Economic Advisers; Austan Goolsbee
  • (20) the Domestic Policy Council; Melody Barnes (former VP at Center for American Progress)
  • (21) the National Economic Council; Gene B. Sperling
  • (22) the Small Business Administration; Karen Mills
  • (23) the Council on Environmental Quality; Nancy Sutley
  • (24) the White House Office of Public Engagement and Intergovernmental Affairs; Valerie Jarrett
  • (25) the White House Office of Cabinet Affairs; and such other executive branch departments, agencies, and offices as the President or Secretary of  Agriculture may, from time to time, designate. Chris Lu (or virtually anyone to be designated by the 24 people named above)

It appears that not a single department in the federal government was excluded from the new White House Rural Council, and the wild card option in number 25 gives the president and the agriculture secretary the option to designate anyone to serve on this powerful council.

Within the twenty-five designated members of the council are some curious ties to Agenda 21 and the structure being built to implement it:

Valerie Jarrett from the White House Office of Public Engagement and Intergovernmental Affairs served on the board of something called Local Initiatives Support Corportation (LISC). LISC uses the language of Agenda 21 and ICLEI as their web page details their work to build “Sustainable Communities.”

Melody Barnes head of the Domestic Policy Council – Former VP at George Soros-funded Center for American Progress.

Hilda Solis from the Labor Dept – in 2000 received an award for her work on “Environmental Justice.”

Nancy Sutley head of the White House Council on Environmental Quality – Served on the board of the Los Angeles Metropolitan Water District and was one of the biggest supporters of low-flow toilets that are now credited with costing more money than expected while causing some nasty problems.

Is it possible that concerns about 13575 are just typical anti-government paranoia? Let us review the mission and function of WHRC:

Sec. 4. Mission and Function of the Council. The Council shall work across executive departments, agencies, and offices to coordinate development of policy recommendations to promote economic prosperity and quality of life in rural America, and shall coordinate my Administration’s engagement with rural communities.

“Economic prosperity” and a better “quality of life,” that all sounds fairly innocent and well-intentioned. But continuing deeper into the order we find the council is charged with four directives:

(a) make recommendations to the President, through the Director of the Domestic Policy Council and the Director of the National Economic Council, on streamlining and leveraging Federal investments in rural areas, where appropriate, to increase the impact of Federal dollars and create economic opportunities to improve the quality of life in rural America;

The vague language here sounds non-threatening. But, is there a hint here that a “rural stimulus plan” might be in the making? Will the Federal government start pumping money into farmlands under the guise of creating “economic opportunities to improve the quality of life in rural America?” It is difficult to discern as the language is so broad.

We continue with the functions of the WHRC:

(b) coordinate and increase the effectiveness of Federal engagement with rural stakeholders, including agricultural organizations, small businesses, education and training institutions, health-care providers, telecommunications services providers, research and land grant institutions, law enforcement, State, local, and tribal governments, and nongovernmental organizations regarding the needs of rural America;

Virtually every aspect of rural life seems to now be part of the government’s mission. And while all of the items in (b) sound like typical government speak, you should be alarmed when you read the words “nongovernmental organizations” (NGOs). NGOs are unelected, but typically government-funded groups that act like embedded community organizers. And NGOs are key to Agenda 21′s plans.

Continuing:

(c) coordinate Federal efforts directed toward the growth and development of geographic regions that encompass both urban and rural areas;

That one sounds very similar to the language found in the United Nations plan for sustainable cities known as Agenda 21. Managing the population in both rural and urban areas, with a focus on controlling “open spaces.”

(d) and identify and facilitate rural economic opportunities associated with energy development, outdoor recreation, and other conservation related activities.

This function of Executive Order 13575 ties energy development with outdoor recreation and “other conservation related activities.” When did outdoor recreation become a conservation related activity?

Aside from the content of this order and some its vague intentions, the timing of the signing should also be considered. Later this month, Washington DC is hosting a meeting of the Agenda 21 operatives who are members of ICLEI:

Washington, D.C. – ICLEI-Local Governments for Sustainability USA (ICLEI USA) and U.S. Green Building Council (USGBC) today announced the launch of the National Press Club Leadership Speaker Series to be held on June 28. The event’s inaugural keynote speaker will be the Honorable Sha Zukang, Secretary-General of the United Nations Conference on Sustainable Development (Rio+20), whose keynote address, The Road to Rio+20, will explain the role of key global and national stakeholders, and the impact and vision of this historic conference.

As Secretary-General of Rio+20, Ambassador Sha Zukang will convene high-ranking leaders from government, the private sector and civil society to chart a pathway to accelerate the implementation of sustainable development decisions and the green economy through the creation of an institutional framework and inclusive participation.

The United Nations has pushed their sustainable development program for almost twenty years. The UN’s “social justice” blueprint called Agenda 21 requires governments to control almost all aspects of an individual’s life, but has recently met with substantial resistance in America. Since The Blaze covered this topic and the story appeared on Glenn Beck’s Fox TV program, we have been inundated with reports from around the country about efforts to remove ICLEI and Agenda 21 from local governments.

Carroll County, Maryland: Starting in February, 2011, all five newly elected county commissioners, led by Richard Rothschild, voted to become the first county in the nation to end the ICLEI contract.

Amador County, California: The Mother Lode Tea Party lead the successful effort to remove ICLEI form Amador County.

Montgomery County, Pennsylvania: Activists Ruth Miller and Maggie Roddin have raised awareness that lead to the removal of ICLEI.

Edmond, Oklahoma: Molly Jenkins motivated 200 people to attend the city council meeting and demand action against ICLEI.

Las Cruces, New Mexico: continues to debate the issue, but rational voices are gaining momentum in the community.

Spartanburg, South Carolina: City Councilman Roger Nutt successfully directed the effort against the program and Spartanburg became the 6th community to kick out ICLEI in a vote of 6-0 by City Council (with one abstention).

There have also been anti-ICLEI rallies held in several cities this week, with more planned in the near future:

  • June 30, 10:00am-5:00pm
    West Long Branch, NJ, Monmouth University

There appears to be a developing, grass-roots movement to reject programs like Agenda 21. It remains to be seen if these groups might also reject a Washington-based control over rural lands, like the council created by Executive Order 13575.

As long as there’s not another Weinergate, maybe they’ll notice.

    Agenda 21, written in 1976 adopted by the UN in 1992 agreed to by GHW Bush, implemented by Bill Clinton 1993. Google it, YouTube it, get to know what it is and while your at it look into ICLEI as well. You need to know about this stuff it’s spreading like a cancer around the world and there is no cure except people standing up against it. What looks like a good idea on the surface today will inslave you tomorrow!

      It is this kind of regulation, indeed, confiscation of rights, that flies directly in the face of the Constitution.. Thank you press for keeping an eye on things for us.. This is confiscation of personal property.. Personal “real,” property.. Some of my acquaintances have been right all along.. We lost this battle with the Interstate Commerce act of 1887.. They’re doing it right under our noses, with complicity from the press..

      I sold my house and am selling everything I own and getting out. The USA is becoming USSA and the connections between the communists and Democrats are clear. I am called a racist for saying Obama (or whatever his real name is) is accommunist. I am told not to say that everything that is happening to our economy and our country is being done by design. I will make some predictions. This fall there will be a tremendous amount of chaos and riots in the streets. It will start this summer and get worse and worse. It will be all orchestrated and organized by George Soros and company. At some point the troops will be sent in to surround cities and disarm the people. Those who do not give up will be arrested and put in FEMA camps. They need no warrants or charges or trials and an American citizen can be arrested and put away forever with no rights whatsoever. There will be no elections in November., Obama can not win right now so he will simply declare himself the winner. Massive voter fraud is the plan but if he figures he lost, they will fight it out in the streets. It is time to leave folks. There is no place to hide in this country. I love America but this America is out of control . Government agents went to a school and confiscated a 5 year olds lunch because it did not meet government standards, made the child eat at the cafeteria and charge the mother for it. The kid was tramatized and the school was all happy with themselves. No more nanny state for me.

    “Yes, Mr. and Mrs. Rural America, we already have your land and vehicle registration information from the county and the state. But you will need to sign here and here to register all of your guns that were passed down to you from your family, your livestock, etc. You will also now need prior approval to raise crops as you might endanger some green space or wetlands. Management of such things can no longer be entrusted to you. The stakes are too high, so you while you will still do the work and provide the land, the Council will advise you on what, when and where to plant. Is that understood?”

I thought about this yesterday. why the Hell are Electric Companies Private Sector?     I have been checking into this lately and Agenda 21 reads like a communist manifesto to me. It’s been in place since 1992 ( I believe ) and running in the background all that time.

    IMO this will bring gangs, drugs and whatnot into rural areas and the people who live there won’t be able to do a thing about it. I doubt Congress will try to stop it because most of the members are part of this grand scheme anyway and have been for a long time. GW was a big supporter of it too.

      The government will come with arms of their own, and they have more than we do. And if this government buys into the un small arms ban, we may loose those to. Clinton tried with the “well, we are part of the un, so we have to abide by it” crap, but it didn’t fly in congress. This is how the left/progressives get around congress, with EO’s. Congress is becoming illrelivent and they don’t even realise it. Look at it, obummer has signed more eo’s in 2 1/2 years then bush did in 8 years, does anybody KNOW what is in these things? We know he had the EPA circomvent congress ith the co controls, what else has he done while his minions in the press have decoyed us with BS stories?     I wonder when the sheep will finally push back. If anyone was likely to say “no more” it would be these 16% of the people I would suspect. At what point is there a Boston Massacre or Tea Party or Lexington/Concord? When do people resist?

    If you ask me, I think we won’t. These people won’t be willing to lose their family farm that has been in their family for generations and will accept a pseudo-ownership in conjunction with the government because they can’t bear the alternative. Only, their children will be the ones that will make the final concession to state-control. If a farmer does stand up and says he will not comply who among us will rush to his aid? Will you miss work to go stand beside the farmer? We won’t. We’re no better than the people in that mugging video weeks ago that stood by and did nothing while that man was mugged and eventually died on the street. We are those people. Our countrymen are being mugged and we do nothing but convince ourselves that we are doing something by calling a congressman who acts only under direction from big money/political influence.

    The government doesn’t need tanks and cops to control us. We’re no threat. They laugh at us. We talk big on the internet but we have no spines. We’ll not subject ourselves to a jail cell let alone a noose. As Adams said, “may our chains rest lightly upon us as we lick the hand that feeds us”.

      Sadly, nothing. Notice I said “we” and “us”. I’m as guilty as the rest of you. I want stability and happiness for my wife and kids. What I’m doing is trading short term version of that for a long term horror. I won‘t go to jail to stand against my government because I’m too attached to my life. The irony is that in doing that I’m only ensuring a worse scenario down the road. I’m not proud of myself. I’m weak. I‘m ashamed that I swore an oath as a soldier and I think most days I’m not living up to that oath because I just want to keep my head down and hope that the government leaves me alone.

      What I don’t do is post on a message board like “we’re not going to take it anymore” when that‘s exactly what I’m doing. The difference between me and you is that I have realized that I’m not what I say.

      Wow. Just….. wow. You hit that nail squarely on the head. A lot of us DO talk tough but at the end of the day, all we want is, like you said, “to keep my head down and hope that the government leaves me alone.” I would like to think that if push came to shove that I would stand firm in the face of it. But it’s hard to do when you have a family that you care for and love. It’s not easy to be the resistance when one has a husband or wife, 2 kids, and a baby on the way. It’s easy to go along with it in principle, but it‘s hard to make that sacrifice when you’re ultimately forced to make the decision.

      But having said that, I would like to believe that MOST people are inherently good at heart and they won’t stand idly by forever while the govt systematically takes away each and every one of our freedoms. I don’t mean that in a rose-tinted Liberal wonderland kind of way, either. I pray that our fellow citizens have not become so wussified that they would forgo an opportunity to fight for our future generations when presented with the chance. I hope that when (not if) the day comes, that the citizens of this great nation WILL discover the inner strength and drive to actually stand on their principles and DO SOMETHING to fight back.

      I also pray that it’s not too late for us to make a difference.

      we might not be able to rush to the side of a farmer in TX, OK, IA, KS, or any other corn belt state… but we can get OUR community to reject this crap…we can get OUR family a food stockpile and financial stockpile – in commodities or precious metals…we can TRAIN our children how to fight back politically and with arms and the protections of the Constitution – while it still lasts…

      Thank you for your well thought out response. I would argue that those local battles will ultimately go down as meaningless in a larger war. Look at what the feds did to TX on the TSA deal. That was just a taste. Ultimately, the feds will try to buy off these communities and if that doesn’t work they will threaten them. Very few will stand up to the force of the federal government backed by the complicit court system.

      I do agree, however, that going silently into the night is not an option. My fear is that by the time the militia musters it may well be too late. We are witnessing the Intolerable Acts as we speak. The DoI gives us the right…no the duty to do something about it. But we don’t. We wait. As if someday there will be the clear point at which to exercise our God given rights of self determination. Really? If not now, when? When you accept a transgression to liberty you aren’t compromising, you’re establishing a precedence for the next one. We‘ll act when it’s too late…that is my fear.

      The founders organized a revolution when there was no Patriot Act, no NSA, no FBI, no DHS, no Twitter, etc. Do you honestly think you could go to a tavern in Boston and talk about a revolution (bloodless one would hope) and not be met at your front door when you got home by a SWAT team?

      Its difficult to read alot of what you write, because its true. The truth you speak is precisely what defines this opportunity for the socialistic left to seize the moment – and prevail. I too have been guilty of complacency and self-involvement.

      3 years ago I decided to stop being afraid. I’ve taken some hard stances and paid some high prices – but ultimately prevailed. Those things are nothing to compare with what I think is coming, and will be much tougher to bear – but the principle is the same. Stand.

      Ironicly, I’m a farmer. Many of the necessary structures necessary to collectivise American Agricultrue are in place and operating. Both at the Government and Corporate level, in fact they are actively colluding and have been since the Clinton Administration. Vertical Integration in agriculture is just another form of coercive central planning and is actively concentrating into fewer and fewer players – according to government sanction via the SEC and merger approval. The new “Food Safety” act will allow the FDA to raid any “non-player” in the game without cause or warrant and ensure their destruction and removal from the system. This will allow the “players” to rake in the market share and assets of the target ‘non-player” at bargain prices.

      Meanwhile, the “players” enjoy contractual agreements with Farmers looking to escape the market fray – that are governed by a whole different set of rules apart from general contract law.

      I’m not a big fan of this new “character limit” feature.

      Evidently I’m not being moderated anymore.

      This model is no different than what we see evolving in the Banking industry post-TARP. Such was perfected and now solidified in the agricultural sector already. Now, the goal is to begin capturing assets at the base levels. Literally.

      The majority of Agricultural lending is Government backed, not much different than the Fannie/Freddie model. To realize how much actual ownership (via debt) the government has over the agricultural and housing sector is mind-numbing. Sticking primarily to agriculture: much of this debt guaranteeing is for assets pledged by farmers in the production of raw product to the “players” mentioned previously.

      Are you beginning to get the picture? Agriculture has effectively been collectivised already, by the colllusion of government and favored “players” in the industry. This Executive Order is icing on the cake, as they will now begin to dictate the allocation of real assets and their uses – even to the “players”. The last vestige of independence for many farmers is the notion of private property (I say that loosely), which they won’t respond well to having that illusion removed. Nor will many homeowners when Fannie’s balance sheet becomes the property of the US government.

HELP! The tank is called Global G.A.P ( Good Agricultural Practices) formerly known as Euro G.A.P. Apple farmers are being (voluntarily) forced to become G.A.P. certified by retailers ie. Wal-Mart, Costco, Safeway, etc… before they will buy our fruit. This will be implemented this year, 2012. The same is coming with export markets. What would you do??

      Executive orders are actually well within the President’s authority to enforce the laws passed by congress. They are a key aspect of the POTUS’s ability to manage the government.

      The problem here is that BO is using executive orders in manners that he should not be able to. Executive orders should not directly interfere with people’s lives, and should not have the force of law. They are supposed to be directives on how the Executive branch’s departments conduct their business.

      Did it ever occur to this administration that those of us who live out in the country do so because there is less government interference in our lives? There is no interfering city council regulating everything I do, from what time of day I put my garbage out to how often I mow my lawn (as little as possible :P). My quality of life is just fine. Total strangers drive by and honk and wave, no one cares if your lawn isn’t manicured to within an inch of its life, farmers leave tables of produce out by the road for you to pay on the honor system. And we all conserve our land out here just fine, thank you, because we enjoy the nature that comes with living in the country. I do more to respect nature and wildlife and provide for them than any democrat I know. We don’t need or want your interference out here!!

      Unfortunately, Exec. Orders are of the Legislative Branch and can not be recended, only unless those orders are in direct contradiction to the Constitution itself and suit is brought forth to challenge its validity. That’s what I know.

      Once again this all fits into FEMA and the controlled starvation of those deemed unfit to live by the government. Still think this is a conspiracy theory. Only those on the side of government control will be given food, the rest will be made to starve to death and won’t be allowed to grow gardens of their own fruits and vegatables and own livestock for food. There will be blood if they try and take my land or may families land, or try to starve us to death, count on it. But then the libs and progressives that want control want this to happen anyway. They love hate and war.

      You can not have Congress regulating Executive Orders…they are Constitutional and needed for the Executive Branch to carry out the day to day operation of the government. Granted, they were never intented for the present purpose or that of the last couple of administrations actually.
      Executive Orders usually automatically cease being effective on the inaugaration of a new President. The first Executive Order of a new President is usually an order rescinding those of his predecessor.

      Executive Orders are used to set aside national days of mourning or prayer or thanksgiving. They are used to honor a person or group for certain achievements. They are even used to order the agencies of the government to ignore or defund a provision of a bill passed and signed by the President that he doesn’t agree with or view as Constitutional….sort of like a Line Item Veto would be used…

      Kate, you are so right. I will take my quality of life any day: clean air, good schools, low crime rate, and very little violent crime. We have no state income tax, LOW unemployment, and strong communities where we know our neighbors and take care of each other. I may have to drive farther than city dwellers to go to the doctor, or get medicine, but I usually can see my doctor the day I call and my pharmacy sends medicine in the mail. I maybe in food desert county, but I have a great locally owned grocery store in the neighboring county. To be polite: NO THANK YOU Mr President.

      I sit here in a rural Indiana community now with a feeling of dread after reading this article…….Well the dread lasted 10 seconds……… Then I thought of the close knit, god fearing and resourceful community that I belong to and began to smile. We can raise our own livestock, grow our own crops and hunt for food…..Hunting you ask??…..Well of course….. We all have rifles and know how to use them.

      Rural doesn’t mean what we know as “rural” – it doesn’t mean “Mayberry RFD” – it means poor areas – socialist democrat code for non-urban “low income” which is socialist democrat speak for illegals and minorities. I HIGHLY doubt they will offer aid to the coal miner in west virginia they are putting out of work with their epa “regulations” (nothing more than run-around LEGISLATION via back-door “regulation”)

      We need to GET THE HELL OUT of the “UN”. We are a SOVEREIGN NATION – we do not answer to any other country or any other governing body.
