WASHINGTON (The Blaze/AP) — About 600 coal- and oil-fired power plants are being told to clean up or shut down.

The U.S. Environmental Protection Agency rule announced Wednesday will force plants to control mercury and other toxic pollutants for the first time.

The national standards are set to rein in the largest remaining source of uncontrolled toxic pollution in the U.S. — the emissions from the nation’s coal- and oil-fired power plants.

The impact of the ruling will be greatest in the Midwest and in the coal belt – Kentucky, West Virginia and Virginia – where dozens of units likely will be mothballed, according to an Associated Press survey. The majority of facilities will continue to run, and find ways to reduce pollution. Read more on industry debate of the rule in this Blaze article posted last month.

About half of the 1,200 coal- and oil-fired units nationwide still lack modern pollution controls, despite the EPA in 1990 getting the authority from Congress to control toxic air pollution from power plant smokestacks. A decade later, in 2000, the agency concluded it was necessary to clamp down on the emissions to protect public health.

At a news conference Wednesday at Children’s National Medical Center in Washington, EPA Administrator Lisa Jackson said the regulation was the Obama administration’s “biggest clean air action yet”, trumping a landmark agreement to double fuel economy standards for vehicles and another rule that will reduce emissions from power plants that foul the air in states downwind.

The administration was under court order to issue a new rule, after a court threw out an attempt by the Bush administration to exempt power plants from toxic air pollution controls.

“Before this rule, there were no national standards limiting the amount of mercury, arsenic, chromium, nickel and acid gases that power plants across the country could release into the air that we breathe,” said Jackson, listing the contaminants linked to cancer, IQ loss, heart disease and lung disease that are covered by the rule, and that also pollute lakes, streams and fish.

In a video released Wednesday afternoon, President Barack Obama said the decades of delays caused by special interest groups that resulted in standards never being put into place for power plants “was wrong.”

“Today, my administration is saying, `Enough’,” he said.

When fully implemented in 2016, the standards will slash mercury pollution from burning coal by 90 percent, lung-damaging acid gases by 88 percent and soot-producing sulfur dioxide by 41 percent.

Power plant operators will have to choose between installing pollution control equipment, switching to cleaner-burning natural gas, or shutting down the plant. None of those choices come cheap – the EPA estimates the rule will cost $9.6 billion annually, making it one of the most expensive the agency has ever issued.

Some power producers intensely lobbied the Obama administration to weaken the rule and to delay it, and Republicans in Congress passed legislation to do so, saying it would threaten jobs and the reliability of the power grid, and raise electricity prices.

To ease those concerns, the administration will encourage states to make “broadly available” an additional fourth year to comply with the rule, as allowed by the law. Case-by-case extensions could also be granted to address local reliability issues, according to a presidential memorandum sent Wednesday to Jackson.

In the memorandum, Obama directs the EPA to ensure that implementation of the rule “proceed in a cost-effective manner that ensures electric reliability.”

Environmentalists said Wednesday that the added flexibility did not jeopardize the public health benefits of the regulation.

“After more than two decades of delay, dirty coal-fired power plants are going to be cleaned up in short order,” said Frank O’Donnell, president of Clean Air Watch, who said the EPA “bent over backwards” to accommodate concerns about reliability.

For those in the industry, and some in Congress, the concessions didn’t go far enough.

Oklahoma Sen. James Inhofe, the top Republican on the Senate’s environment committee, said he would file a joint resolution, a rarely used Congressional tactic, to get the rule overturned.

The Hill reports Inhofe as saying in a statement, “As Ranking Member of the Senate Committee on Environment and Public Works, I am determined to apply the brakes to President Obama’s runaway regulatory agenda before it wrecks our economy.”

The Hill also reports House Energy and Commerce Committee Chairman Fred Upton (R-Mich.) as saying in a statement that parts of the country could face “very real threats of rolling brownouts and blackouts”. He also expressed concern over the impact of the rule on low-income families.

Some in the industry pushed for an automatic delay, or “safety valve,” to make sure that plants that have to run to ensure reliability aren‘t found in violation of the rule and too many plants don’t close down at once. In addition to those that will retire, hundreds of units will need to be idled temporarily to install pollution control equipment. Some of those units are at critical junctions on the grid and are essential to restarting the electrical network in case of a blackout, or making sure voltage doesn’t drain completely from electrical lines, like a hose that’s lost its water pressure.

The Edison Electric Institute, whose members were split on the toll of the rule, said in a statement Wednesday that while the EPA “made useful technical changes”, it believes “the administration is underestimating the complexity of implementing this rule in such a short period of time.”

The American Coalition for Clean Coal Electricity, which is an association of companies producing electricity from coal, said the rule will destroy jobs, raise the cost of energy and make electricity less reliable. A study by the group estimated that as much as 12 percent of coal-fired generation would be forced to retire due to the regulation.

But an AP survey of 55 power plant producers found that estimate, and others, to be inflated. The mercury rule, along with another to reduce power plant pollution that blows downwind, will force portions of more than 32 mostly coal-fired power plants in a dozen states to retire, and put another 36 power plants on the brink of retirement.

But not a single operator interviewed said the EPA was solely to blame for the decision. And coal is still likely to be the country’s dominant electricity source until 2035, according to the Energy Information Administration.

For the older, aging plants, many of which only ran when electricity demand peaked, the rules were the final blow. Coal was already struggling to compete against low natural-gas prices, demand from China and elsewhere driving up its price, and lower electricity demand.

The average age of the units retiring or at risk of shutting down was 51 years old, the AP found. And while they produce enough power for more than 22 million households, experts say they probably won’t cause the lights to go out, because in many cases the power is being replaced.

      DUKE Energy services us here in SW Ohio. They received 1200 pages of new regulations for coal fired plants this past fall, announced on a Friday. Two weeks later Duke announced that they would be closing the six coal fired power plants 30-40 mi upstream from Cincinnati. Duke started that in their estimation, the cost of compliance would be in EXCESS of one hundred and fifty million dollars per plant., so that is nine hundred million dollars for EPA compliance for this one location.
      I saw this PBS propaganda posted here the other day by chance; they trivialized the cost and exaggerated the benefits. This reminds me of a visit to my doctors office a few years ago. My cholesterol is ‘borderline’ . Doctor wanted me to get on a prescription….
      I did some research and found (short version) that of two factors; smoking and cholesterol, getting cholesterol under control would reduce my chance of a heart attack by 2% and stopping smoking would reduce my risk by 8%. Now those two numbers are really MEANINGLESS until you look at my overall chance of a heart attack. The website I used gave me an overall chance of having a heart attack of one in ten, or 10%; lowering my cholesterol drops it to 8%; stopping smoking down to 2%. COMBINED it remains two percent.

      My point behind this example is that I believe the EPA is heavily overestimating the benefits; as is typical for them. There is only one way for the EPA and it’s counterparts worldwide to achieve the “healthy” planet that they want: RADICAL DEPOPULATION

      One question I do have because of the link to the video…

      I went to the The Obama Deception site, which led to a Skeptic site. That site didn’t seem very professional, doesn’t clearly say who they are or any sponsors…just that the Obama movie is false/propaganda. Is it the same as the Michael Moore movies? I just feel like we’re being played by all sides through so many mediums.

    I wonder if the new equipment that will modify/replace the current equipment comes from GE. Just a guess, but I bet I’m right. If we follow the money trail I bet we will find that whoever is set to benefit from the new “Rule” will be large a Dem contributor. It’s probably as easy as checking what George Soros has invested in the last month or two. Any bets that many in Congress recently bought stock in these company’s as well?

    What’s that famous Dem refrain…The rich keep getting richer and the poor keep getting poorer? Yeah, they care about the poor don’t they. No, no, they have been told that they will have to hold their nose and vote for Gingrich/Romney/Perry because they must pick someone who can beat Barry who has a 50/50 chance. I can’t even purchase a switch we use in the water industry ( mercoid switch ) its illegal in Commufornia, you can‘t buy it from Arizona because they aren’t allowed to sell in Commufornia, whats funny is every single new light bulb being shoved up our arses has mercury?? Yes mercury, imagine every time you break a new mandated energy insufficient Government GE bulb you will emit toxic mercury, especially good for toddlers crawling on carpet. Commufornia has no problem allowing that type of mercury?

    I find it interesting that the world has made it to the end of 2011..how many hundreds of years has coal and other fuel been used? If we were going to die from it, we would have done it many years ago.

    What were are dying from is all the chemicals that are being put into our food, water, farms and animals. And they want to blame it on our energy resources. Just so they can control us.

    VOTE out all the CRONIES in the SENATE & HOUSE and don’t vote for a person that is running for president that is afiliated with the UN, CFR, TRI-Lateral, Bilderberger, or FED Reserve.

    Only then will there be so HOPE to save America.

    The EPA’s job is to regulate the poisons released. As long as the are genuinely sticking to that, and nnot making the requirements excessive or unreasonable, then ok.
    If they’re regulating quantities too small to be harmful or trying to regulate largely harmless gases, like CO2, then it oversteps.
    Far too often the EPA has under or overreacted for political reasons.
    Same goes for the FDA.
    For the EPA to get involved their should be tangible damage and it should cross state lines.
    Local and state agencies can deal with it otherwise.
    Far too often that’s not the case.

    and we will end up paying. it is time to end the epa. it is time to end regulatory bodies a president can use to bypass the legislative process and the will of the people. where is the data that says we need to lower murcury emissions by 90%, acid gasses by 88% or sulfur dioxide emissions by 41%. and where are the cost vs benefit studies.

    To be honest here, I didn’t read this whole article or watch the videos. I heard about this on the news last night & commented to my spouse that it’s such a crock that Obama is doing this (it’s been a part of his plan for a long time). The government is forcing us to use lightbulbs in our homes that have mercury in them & yet they try to make coal companies the bad guys concerning mercury emissions. Obama said our power costs would necessarily skyrocket. How many businesses will be forced to close? How many jobs will be lost?

      I can think of no better way to slow down or even forestall the recovery than to close power plants and make electricity more expensive for businesses and homeowners. This is not to mention the effects on the very people the Democrats and the POTUS say they represent, the poor and downtrodden inner city residents and those who rely totally on Social Security to live on. Can you imagine the effect of a 10 to 15 percent increase in electricity when a widow who has to make the choice of buying medicine or staying warm would be? Will we see an increase in house fires and fatalities due to fires as people use candles and oil lamps to light their homes?

      Here you have another example of the elitest mentality telling everyone how they should live. 2012 is coming and I hope we will have change so we can hope.

      If the EPA wants to make changes they should pay for it with public money. Maybe they would at least have to justify the expense to the public. Let the public vote on the issues if necessary. EPA is being used as a legislative organization and I think that is illegal. They are effectively legislating taxes on the public without representation. They say we will have cleaner air, to what degree? cleaner is a broad subject and needs clarification with cost associations.

    We Pride ourselves on being better than China, yet Many Conservatives keep saying “China doesn’t fix their Factories, why should we?”…That’s the wrong attitude.
    Looking at Past Conservatives in Congress, Most Conservatives continue to TRY making AMerica Like China. A One Religion, Low Wages, Corporate Controlled Government, that puts the Wealthy Class before the People.
    We are NOT Saudi Arabia, China, Nor ANY OTHER Country…So we should QUIT Putting the Wealthy, BEFORE the People.

    Why is it that we allow the EPA to create rules for our businesses to follow? Shouldn’t Congress be creating laws and regulating trade? The cost of electricity will go up if we shut down these plants as they help to share the load and fill in gaps in the power grid. Our coal plant here helps to provide power for when our Nuclear plant is shut down for refueling. When the nuke plant is running, our the coal plant produces electricity that it sells to neighboring power suppliers that help offset the cost of our electricity. Our power company is a public entity and not owned by a corporation. I find it hard to believe that shutting down these plants (that power 22 million people) would leave none of them in the dark.

    Obama blames “special interest groups that resulted in standards never being put into place for power plants”. Well that special interest group was the American people who need to heat their homes, etc. The real special groups are the ones that got these radical regulations in place, without Congress or the American people weighing in. One more Obama term and America, Home of the Brave, Land of the Free will be a distant memory. Democrats/Obama do nothing but pander to radical special interest groups who don’t care about what happens to America or Americans as long as they succeed in putting their agenda in place.

      You’re correct about Obama. Unfortunately, the right panders to a lot of special interest groups as well. We need to get money out of politics. I’d love to hear the candidates thoughts on this, Newt in partiticular since he seems to have put a lot more thought into the big problems this nation is facing (IMO).

    Remeber when Biden and barack said “go ahead and open a coal plant, we‘ll make it so expensive you’ll go bankrupt”? How are they going to power their bs electric cars if there is no electricity? hydro, solar and other “green” energy sources cant keep up with the demand. The EPA is out of control thanks to comrad barack.
