EPA to Issue New Climate Rules Without Congress

While Democrats‘ climate agenda remains on hold heading into this fall’s midterm elections, the U.S. Environmental Protection Agency vows it will take action to roll out it’s own new regulations on greenhouse gases.  A senior administration official tells Reuters:

The agency “has a huge role to play in continuing the work to move from where we are now to lower carbon emissions”, said the official, who did not want to be identified as the EPA policies are still being formed.

President Barack Obama, looking to take the lead in global talks on greenhouse gas emissions, has long warned that the EPA would take steps to regulate emissions if Congress failed to pass a climate bill. …

The senior official stopped short of saying the EPA alone would achieve Obama’s goal of about 17 percent reductions in greenhouse gases by 2020 from 2005 levels.

Though Congress isn‘t likely to act on the president’s climate change agenda in 2010, the EPA expects it will do so in coming years, the official said.

Among the EPA’s new rules will be new fuel-efficiency standards for America’s motor vehicles, a policy hammered out by the EPA and the Department of Transportation.  In addition, the EPA is also unilaterally working to regulate greenhouse gases from “stationary sources” such as power plants and factories.

Starting next year the EPA will require large power plants, manufacturers and oil refiners to get permits for releasing greenhouse gas emissions, though details are unclear.

The EPA will also require industrial sources to submit analyses on the so-called “best available technology” they could add to their plants to cut emissions under the existing Clean Air Act.

In today’s uncertain economy, it’s not clear new regulations based in dubious policy will affect job-makers.

    The percentage of emissions that cars put out is minuscule compared to natural carbon emissions that nature produces. More miles to the gallon means more driving that is a fact. More driving means more gas that needs refined. You mean the EPA does not require power plants,refineries, and industry to have permits already? Yea right!! Why doesn’t the “Speech Giver” and the EPA go after the REAL problem. How big is the carbon footprint for ONE college football game?One Pro Football game? One Hollywood Movie. One News show? No more games played at night. No more tailgating, hell the smoke from the grills are not filtered like the refinery smoke stacks are!! Move Pro Basketball outside!!! Lets not forget about the methane gas at a rodeo!! Lets tear down the stadiums and make everyone watch the games on TV!! Look at the gas and emissions saved there!!.How much energy does the “Government Stupid” use for all of their unnecessary departments. Lets start with the EPA, if we cut it in half we cut their emissions in half!!! No more concerts at the White House. Air Force one can only be flown in case of an emergency like a date in NYC. Cut the secret service motorcade in half. Make Sunday a no driving day, shut down all businesses like Chic-fil-a does because we all know how EVIL big business and profits are!!!!!!!

    Someone needs to hold these people accountable for their actions. They think they can do what they want, to whoever they want and for whatever reason they want but since they work for the government, they never get held to account when they step over the line. Bring back accountablity to ALL government workers across the board no matter their positions and see if they start remembering their oath and duties.

    I sure hope the Republicans can do something about this. The EPA should not have this kind of power so they need to be put in their place.(preferably in the unemployment lines). Man made global warming is a hoax. A “crisis” to take away our freedoms and way of life, and to spread the wealth to other countries. Obama has no love of this country. It becomes more obvious every day.

      We can’t hope our representative do anything. We cant just vote for them and sit back thinking we did our part. We have to continue to make sure our representatives are doing what we want. Trusting people to do their jobs is what got us here.

      I agree, we cannot put any faith in our representatives.

      I say the EPA should also be a focus of Tea Party protests around the country. The EPA has the power to finish destroying our economy, and that is as dangerous as the incompetance and selfishness of our representatives.

      I am a registered republican, but I am so very cautious about their ability to do anything alone. We The People must live by example.

    This is just another fine example of the need to hit the reset button in this country. So many unnecessary branches of government, all vying for the almighty dollar and trying to come up with the next big idea to steal if from the unsuspecting public. We really need to institute a fair tax system. It would eliminate some of the corruption based, money grabbing, politics before the people, legislation and non-legislation that is imposing unnecessary and burdensome regulations and fines, choking our economy, our ability to run profitable businesses, and ultimately removing our God-given rights to life, liberty, and the pursuit of happiness.

    Honestly, what did regulation and fines do to the auto industry in the 80′s? Anything positive come from that little brain fart?

    There are several Federal agencies that need to be disbanded and the EPA is at the head of my list. They are doing the exact opposite of what they were created to do when they were formed. The others on my list include the Department of Education, The Department of Commerce and the Federal Reserve to name a few. Homeland Security is another one that is useless as far as doing what it was mandated to do in the first place. The EPA decided just what comprised a “greenhouse gas” and made carbon dioxide the villain. What they will never tell you is that water vapor makes up approximately 94% of the “greenhouse gases” and I’ve yet to hear of anyone, other than GOD, who can do anything to stop water vapor. There is a simple solution to the so-called problem with carbon emissions….. plant trees….. they love the stuff and give back in oxygen. Of course, this is not in line with this administrations plans to make themselves and their socialist friends a boatload of money with carbon credits via the Chicago Carbon Exchange. Why haven’t the companies that will be so adversely affected by these regulations developed a spine and stood together to say “we aren’t going to put up with this”? If 500,000 citizens of this country can gather together to begin to restore honor to this country, why can’t the people who head these companies do the same? Isn’t it time for them to take a stand too?

      The DOE is in my top three also!
      The corporations will never restore honor, they only pray to money. After public trusts were formed they have no personal stake either. We have to speak their language and impact the bottom line.
      We have power over politicians with our votes, power over corporations with our consumer dollar. I simply will NEVER buy another GE product again do to their shenanigans!

      I agree. We need to restore America! I am completely for getting rid of these alphabet soup agencies, they serve us no real purpose and suck up our tax dollars faster then a hoover.
      As to corporations – our influce is via our consumer dollar, so I totally agree with Smarty and as well, I too will never buy anything made by GE and GM, for that matter. Sadly, and though I really love Cadillac, I will not buy GM vehicals until they clean house of the unions and repay us with their money they earned (not using more tax money and repaying it and saying we paid it back early – deceptive). And sadly, I also think Ford needs to be tossed into the same bucket as GM, though they didn’t get a bail out – they are infected with the unions and it’s the unions that are lurking everywhere with their destruction.

      I’m starting a list of useless government agencies. Lets start with the DOJ. It was created to assist states instead of sue them. EPA, DOJ, while we‘re at it let’s just get rid of the IRS we won’t need them with a flat tax and once Obamacare is repealed. We all can live without the DOE. While we’re at it we might as well privatize not only education but the USPS. There, that’s done! Trillions saved in one little paragraph! And we’ve only just started ridding the USA of government waste!

      I was irritated about the latest $26 billion bailout and I‘m wondering why Union bailouts don’t fall under the same law as the corporations? If a union needs to be bailed out, and they all do because their pyramid schemes don’t work then they should be disbanded, assets sold off and if there is any money left give it back to the employees to invest in 401ks. The union bosses should be thrown in jail for mismanaging the pension funds.

      The DOE has been overwhelmed with bureaucracy. They have spent more and more money supposedly trying to improve our childrens education, but the reality is it is all about justifying their positions. When something is not working it must be stopped.

      The states should be in control of educational content by state. This creates competion among the states. The creme will rise to the top, and other states will learn from the better states.

      First and foremost, parents must be responsible for directing their children in the right direction, of the parents choosing. When the parents accept the responsibility of their own childrens education is when it will turn around.

      I always thought the Texas Department of Education was in charge. Texas is traditionally one of the largest buyers of textbooks and the textbook companies need to meet the necessary requirements to be chosen. When the other states go to purchase textbooks, they select from the same textbooks that were tailored to Texas’ specifications.

    What all of us aren’t aware of is, the underlying goal of all this is to remove us from our personal vehicles, to force all of us to use government supplied public transportation, to work at the job the government has in store for every one of us, NOT what we want to do for a living. when we hear about these small events, we don’t have the complete overall picture of what the progressives have had in the planning stages for over 45 years of their efforts. This event may well sound unrelated, but, I assure all of you, it is a very small part of a monumental plan. Only a balanced Congress has stopped its implementation so far.

      Your point is well taken. The only way to get Americans to get out of their cars, is to make them unaffordable. Mass transit is another means of control, not necessarily a convenience.

      We after the Nov. election need to get rid of the EPA…and all there looney ideas. I live in Az. in the valley and we get the smog from Ca. and when they have wildfires the smoke comes and settles in our valley..When mother nature decides she wants to do a haboo(dust storm) in the monsoon yes you are going to have particles per billion in the air but that is nothing that we can control or be fined for….Just get rid of the EPA and let states do what they need to do that is aware of what happens with the 4 seasons and neighboring states….

      This is the answer. It will make the economy worse, but the way I look at it is I would rather jump in to the water than to be pushed. Nothing is going to change if We The People do not step forward and sacrifice ourselves.

      I have suggested to those around me if We The People were to start out by having a day that we turn off the TV for one day. If this could be pulled off on a given day it would start to send a message to all of the Media. Keep it simple to begin with.

      Maybe a Consumerless Day would work. One day a week, we pledge not to purchase anything. While most of us would do our business on a different day to compensate, it would still send a message. This would also be in tune with the third great spiritual awakening if we choose Saturday. The ten commandments explicitly tell us to keep the seventh day holy (Saturday). Whereas we’ve been duped by custom to attend church on Sunday, we can move closer to God if we, on our own initiative, honor Saturday.

    Actually, Democrats now seated in both houses should be outraged. The administration is doing an “end run” against their authority. Doing this completely negates the legislative branch, and opens pandora’s box. While the Dems still have power, they need to stop this practice if they have any hope of retaining any power at all. Stand up to the President, demand he rescind this abuse of power by the executive branch. Otherwise, they will be irrelevant.

Progressives, after being repelled at various points in the last century, sat down and made some manafestios to destroy the current system, by infiltrating and controlling those 3 branches of check and balances (and education too) and have been slowly rewriting the rules. This diddnt happen over night, you know. Its been a slow drip with considerable erosion!

      What Happened? it was the dunbing down of our youth since the early 60s.. That is when the liberals started get away from educating the youth in school and began indoctrination.. Started to chang history books to reflect the good deeds done by the USA into a bad agenda. they took Civic class away and replaced it with multicultural classes..Then they take away P.E. class because a health Body leads to a healthy mind. Now they are teaching progressive movement in GRADE school. When most of the ignorant people voted in 08 they only saw a historic even of electing a bi-color person to that office and did not have enough education to know that it is WRONG to elect the same party that hold congresss to the presidents office. I do not care if it is dems. or repubs. you never want one party controling all three branches. We should consider ourselves lucky that he is so FAR LEFT that he even scared some of the left a bit right..I like to think that it was all the prayer that has been given over this issue..Please pray for our Troops, God Bless

    Congress is enacting laws that they have not only not read but, with all of the we’ll-figure-it-out-later regulation, are making themselves irrelevant. Cass Sunstein is going to be running the US out some regulatory office soon. The EPA is apparent going to try to implement a regulatory version of Cap and Tax. Eliminate the agency and start with something that make sense; if anything at all!

      Correct me if Im wrong, but didnt Carter create the EPA for energy independence exploration after the oil embargo in the 70s. I thought the whole point of that agency was to encourage energy innovation, not over regulation. Here we are 40 years later with the same crappy cars and solar panels and little yellow star stickers for our appliances!

      First we learn the State Dept pays (read OUR MONEY) Imam Rauf for a trip around the Middle East, now the EPA is planning to impose it’s boot on the throat of businesses and consumers…we always end up paying. It’s time to purge these agencies of all the dross. First take a sledge hammer to their budgets and allow wholly independent groups (unpaid!) to scrutinize their activities over the last 5 yrs. What an eye full that would be!

    It will also affect consumers. I’m hanging on by my fingernails financially. I cannot afford to have costs “naturally skyrocket” I’ll be living in my car if they do.
    Not to mention the whole circumventing the Congress and flipping the finger at the Constitution thing.

      They could tax tree farms for hazardous waste removal. It would be like a double tax on CO2… I should run for Congress!

      Definitely part of the C&P strategy… It’s not the air quality that makes me gasp for air — it’s these communists in the administration. They’re just full of imaginative surprises, huh?

      A foot note: To Obama the Liberals/ New Progressives and you nut jobs in California.
      For way over 14 years you build, SUV’s as big as houses, California even goes as far as to make parking spaces bigger to fit the SUV’s in. Then, they fill these houses on wheels up with gas with one person in them; and go set on the freeway bummer to bummer for 4 hours a day. Day in and day out for 14 years..!…..Then these nut jobs cry about gas emissions………ARE YOU KIDDING ME!….THEY MADE THIS MESS………NOW THEY WHAT US TO CLEAN IT UP. We have been yelling about this for 14 years. I can’t use bad words on here so……@%@&%&*$…..that’s how I feel about OBAMA AND THE EPA…!

      This is a way to go around Congress and make their own rules, we need bi-partisan agreements on these issues, so they dont collapse industries they dont want…Everything has to be done slowly and efficiently not push their Socialist Agenda without any consideration for the Free Markets..

      As many of us have watched the chalk board, the truth has been revealed. i do believe there is a sincere effort to cut emissions, lets do it responsibly with out political motive. whats wrong with Government is it turns everything into a political issue. (Well most things) Our focus as American Citizens Should be on reforming Washington from the inside out as we do in our own lives. then and only then will we be able to have the courage and willingness to use common sense, principals and values to make the decisions that will best serve the United States of America. We must change selfishness and self centeredness has taken over this country. What’s in it for me ! all the talking points and psycho babble needs to go away and start doing the right thing for the American People. This is not the United States of the American Government, This is the United States of America.
