Ethics Panel Recommends Censure for Rep. Rangel

WASHINGTON (AP) – The House ethics committee on Thursday recommended censure for longtime Rep. Charles Rangel, suggesting that the New York Democrat suffer the embarrassment of standing before his colleagues while receiving an oral rebuke by the speaker for financial and fundraising misconduct.

Censure is the most serious congressional discipline short of expulsion. TheHouse, which could change the recommended discipline by making it more serious or less serious, probably will consider the recommendation after Thanksgiving.

The ethics committee voted 9-1 to recommend censure and that Rangel pay any taxes he owes on income from a vacation villa in the Dominican Republic.The five Democrats and five Republicans on the panel deliberated for about three hours behind closed doors.

Earlier, at a sanctions hearing, the 20-term congressman apologized for his misconduct but said he was not a crooked politician out for personal gain. He was in the House hearing room when the ethics committee chairman, Democratic Rep. Zoe Lofgren of California, announced the recommendation.

Rangel said, “I hope you can see your way clear to indicate any action taken by me was not with the intention of bringing any disgrace on the House or enriching myself personally.”

The ethics committee’s chief counsel, Blake Chisam, had recommended censure for Rangel. The ethics committee could have opted for lighter punishments, such as a reprimand, a fine or a report deploring the congressman’s behavior.

Rangel, 80, ended the sanctions hearing with an emotional plea to salvage his reputation.

Before speaking, Rangel sat for several minutes trying to compose himself. He placed his hands over his eyes and then his chin, before he slowly stood up and said in a gravelly voice that was barely audible: “I don’t know how much longer I have to live.”

Facing the committee members, he asked them to “see your way clear to say, ‘This member was not corrupt.’”

He continued: “There’s no excuse for my behavior and no intent to go beyond what has been given to me as a salary. I apologize for any embarrassment I’ve caused you individually and collectively as a member of the greatest institution in the world.”

In the most dramatic clash of the proceeding, Rep. Michael McCaul, R-Texas, questioned the assertion of Rangel—the former chairman of the tax-writingWays and Means Committee—that he wasn’t corrupt.

“Failure to pay taxes for 17 years. What is that?” McCaul asked, referring to Rangel’s shortchanging the Internal Revenue Service on rental income from his villa in the Dominican Republic.

McCaul also noted the committee’s finding that Rangel solicited donors for the Charles B. Rangel Center at City College of New York from donors who had business before the Ways and Means Committee.

After an investigation that began in summer 2008, Rangel was convicted Tuesday by a jury of his House peers on 11 of 13 charges of rules violations.

He was found to have improperly used official resources—congressional letterheads and staff—to raise funds from businesses and foundations for theRangel Center. A brochure with some of Rangel’s solicitation letters asked for $30 million, or $6 million a year for five years.

He also was found guilty of filing a decade’s worth of misleading annual financial disclosure forms that failed to list hundreds of thousands of dollars in assets, and failure to pay taxes on his Dominican unit.

Chisam said donations to the Rangel Center were going poorly, then spiked after Rangel rose to the top of the Ways and Means Committee. He noted the center would benefit minority students and asked, “What kid of example is that of what public service ought to be?”

Chisam asked what a neighbor of Rangel would think after she was evicted from her apartment in Harlem’s Lennox Terrace, for violating terms of her lease—and then learning Rangel was allowed to convert a residential-only unit into a campaign office. Others were evicted for similar offenses, the committee found.

“How would that influence her faith in government?” Chisam asked.

And Chisam asked how a waitress struggling to pay her taxes on income and tips would feel about Rangel not paying taxes on rental money from his vacation villa.

Rangel brought in Rep. John Lewis, a Georgia Democrat, to give a testimonial for the congressman to the panel. Lewis called his colleague “a good and decent man” and said Rangel had worked tirelessly to advance civil rights.

Before Chisam commenced his remarks, Rep. Jo Bonner, R-Ala., told committee colleagues that Rangel needed only to “look in the mirror to know who to blame” for his predicament.

Rep. G.K. Butterfield, D-N.C., a former member of his state’s Supreme Court,said he believed the facts merited a reprimand, not a censure.

    Censure? This is what will happen to Rangel? He has to stand in front of the House and they try to embarrass him? Little to many of us know that members of congress don’t care why they are in front of cameras. Just to get their face on camera is all they want. And to make things even worse… he only has to pay the back taxes… What? no penalty? no interest?

      For real! I once made a mistake on my taxes, owed them around $800 more than I figured. When I figured out my mistake on my taxes the next year, I corrected my previous mistake with the IRS, and they were happy to bill me for interest on the amount I hadn’t paid.

      Hey! Easy there Rita! Okpulot put that up without comment! To infer he is an, “ignorant Indian” is patently unfair. He is pointing out that Rangel’s constituents are sticking buy him. Rangel has been bringing home the bacon to these folks for a long time and many are fiercely loyal to him. That is all Okpulot was saying. That much is true. Rangel deserves to go to jail for what he did and censuring is WAY to light of a punishment. That is part of what we have been screaming about and why we voted the way that we did earlier this month. We are sick and tired of this elitist stature that is applied to our politicians. They need to be subject to the same laws as the rest of us. Get this guy outta there!

      Greed , anger at whatever he saw as unchangable and unfair, fear is humanities prime motivator, perhaps a sense of entitlement (he does come off like he thinks he’s “owed” something?
      But Charleys not alone, I fear for anyone going into DC these last twenty years. I’ve often pondered what makes them go from engaged to stone deaf in a few weeks time? Is it like the conspiracy theroists speculate that we have really been a British colony since 1813 (they burned Washington to the ground remember), after all we do seem to parralell England but like twenty years behind in social laws. In my minds eye envision a newly elected congressman walking intro his first caucus meeting and discovering we are not who we think we are. I think that all bets would be off, and who knows because that “club” doen’t seem to want to share about why they are so out of touch with “we the people”. Really I have no idea, but I do know I don’t trust a one of them one iota, and I watch them all like a hawk, even the best kept secrets seep out arround the edges eventually, which is why we know about the socilists and Obama, in large part due to Glenn, but there are so many other watchmen on the walls, most of them will forever remain unsung hero’s or vilans depending upon whom writes the history books when this is all said and done.

      I totally agree.

      I‘m not happy they didn’t kick him from here to kingdom come. But they may have held back if the Committee was aware that there might be a pending criminal trial. In this kind of situation, a lawyer would not want someone calling for testimony and reveal information that could be damaging in a criminal or civil trial.

      I’m hoping the IRS is getting ready to pay him a little visit since 17 years worth of tax evasion should add up to sizable penalties.

      As Ihave said before, the Dummycrats need an uneducated populace, mainly in the inner cities and places like Appalachia to blindly follow the (D) on the ballot, as long as the candidate promises government assistance of every kind, from Food Stamps to Rent Subsidies. Rangel has consistantly promoted all of these government giveaways and therefore keeps getting reelected.

      He, and others like him are the best arguements I can think of for TERM LIMITS!

      Think this through: Had Chazbo’s demokaRatz buds not put him on the stand RIGHT NOW, he would have to face a GOP ethics committee in January.

      Now, we can’t have the Ratz looking like they were letting ol Chazbo skate, heaven forbid!

      So, the Ratz hurry up, convict him of this and that, and then slap his hand.

      For his part, Chazbo makes a big display and ballyhoo, cry and complain of all sorts of “injustice” at the hands of the ethics committee, all to take the heat off the Ratz who only slapped his wrist.

      Think of a bank robbery where the key person is the inside clerk; “When you hit my head, make it look good so they don‘t think we’re in cahoots.”

      Wait and see, Maxibabe will “suffer” the exact same “fate.”

      If you or I did what Rangle did we would go to jail. Just shows how really corrupt Congress is.They think they are above the law because of their position. Elitisn leads to tyranny. Please read “The FederalistPapers” #57 par 13 and 14. It describes what happens when the Congress is not held to the legislation they pass and exemption of themselves from the laws of the common man. It always leads to tyranny. I bet Rangle will not have to pay any penelty for those 17 years of undeclared earnings. What he did is against the law. So lets see if DOJ or NYAG brings charges against him?

      ewww, censure… no wonder that fat, corrupt pig didn’t waste his time with the hearing. What’s it going to take people? How many times are we going to mumble “If that had been…”? WE HAVE CRIMINALS IN CHARGE OF OUR GOVERNMENT, STEALING OUR MONEY TO BUY THEMSELVE POWER – WHAT THE &%$@ IS IT GOING TO TAKE FOR PEOPLE TO GET OFF THEIR BUTTS AND REVOLT?

      This sound like a severe punishment compared to what Rush Limbaugh got for “doc shopping” and illegally obtaining prescription drugs. Sound severe compared to what the family values Republican John Ensing got for having an extramarital affair with a subordinate (who just happened to be the wife of one of his best friend and another employee) and who paid her off to the tune of 100 grand and got her husband another job.

      Don’t play the game of which party has the most lawbreakers, because at least in the last few years, the “family values” Republicans would lose by a mile.

      GUILTY of 11 of 13 charges. That makes it pretty clear that he was purposely defrauding the Government the laws and the People. So what does it take for Permanent Expulsion, Murdering another senator? Obiously if he were to “accidently” runover and kill a private citizen he would only be reprimanded. I listened to a little of his speech. He’s been lying for so long he believes himself. Sad that a Korean War Veteran would forget what our country is all about.

      Hey! Lay off Charlie. Forty years ago he was white. He started off poor and had to brown nose to get re-elected. Many years later he had to crawle all the way in and now he is called black but it really dark brown. This is why we need term limits and a cap on how much money you can spend on a election. Do you not think for 40 to 90 million $$$ you have to sell your soul to the devil.

      If anyone among the fiefs were to avoid paying taxes for seventeen years ,they would send us to prison and throw away the keys. This member of the aristocracy who writes the tax law fails to do that and they laugh it off and give him a slap on the wrist.

      Get used to it people, our rulers know they are better than the peasants they rule, so they need not follow the same laws THEY WRITE!
