Excessive Force? Shocking Video of AZ Police Officer Tackling Young Girl

Officer Patrick Larrison is a six-and-half-year veteran of the Phoenix Police Department. But he’s just been placed on administrative leave after video surfaced of him tackling a 15-year-old girl who was walking away from an altercation.

Officials with the department say that Larrison is the subject of both an internal and criminal investigation. Although the incident happened on January 25, the department just became away of it on Tuesday.

It apparently centers around a young girl who was pulled out of school for drinking on campus with her friends. During a subsequent, and physical, parking-lot altercation with her mom, she started walking away when officers arrived. That’s when Larrison chased after her:

“That type of video is very concerning to us,” Phoenix police Sgt. Trent Crump told ABC15.com. “What you see in the video is of great concern to the Phoenix Police Department about how a member of this community was treated.”

“A charge here in what we’re looking at, is there evidence of an aggravated assault or not,” he said. “We have notified the County Attorney’s Office of the video.”

The names of the girl or the mother were not immediately available. But Crump did say the girl was charged with aggravated assault for striking a school employee and making threats to officers.

Now, he said, Larrison could face a felony charge of aggravated assault himself because his actions involved a juvenile.

    Based strictly on the video, I would have to agree that it is excessive force. But we don’t know what the cops were told when they responded to the call, or what the people on scene told them when they arrived. Guess we’ll have to wait for part 2.

    Yeah, that was un-called for. I don’t know these people or their character. I assume the cop doesn’t either. The force used was not necessary. The officer abused his authority. I assume he didn’t know that much about the situation, but their are always two sides of the story as my mama always told me. Still, that was too much force. The officer will probably lose his job. If that had been one of my family he tackled like that, I would probably would be in jail for knocking his teeth out. Another thing mama always said, “no matter how tough you are, there is always someone tougher.

    I think when the time comes and I am confronted by an officer I will disrespect him in any way I can to provoke him to push me or grab my arm or something so I can cry police brutality. I find it hard though becasue I was brought up to have respect for the law. This generation sucks and are never told they are wrong. Just pat them on their heads and send them away…..Give me a break PARENTS start TALKING TO YOUR CHILDREN and bring them up with respect for others. It isn;t always ME ME ME….Life is sometimes tuff….get use to it.

      She refused to stop when addressed, by her flippant attitude she probably said something vulgar. She was inebriated and had been brawling in public. He had no idea who she was, only that she was capable of fighting (how well is in dispute.)
      He didn’t even jar her glasses loose; clearly he pulled his ‘punch’, as it were, and sent her into a slow tumble. The kind of fall any young person can easily arrest.

      What I see is a Fleeing suspect that was involved in and altercation that may or may not have a weapon, resisting Orders to STOP and then turns towards the Officer in what may be viewed as a Combative manner, and reaches into her shirt and in that SPLIT second that officer makes the decision to take her down because if he doesn’t serious harm could happen to himself or others…. the force and the de-escalation would be all a part of the Normal flow of any Use of Force Continuum allowable in meeting that Law Enforcement Objective……

      She wasn’t acting out. She was just walking away and probably ignoring “his commands.”

      Some cops are a little too opportunistic in this way. Kinda like the douche-bag cop in Footloose when he snaps and tells Kevin Bacon’s character to “you better watch that attitude, boy!” You get the picture.

      Regardless..

      Administrative leave w/ out pay. Reprimand. Mark on his employment jacket/record.

      Unfortunate.

      But!, drunk in public, creating a scene and rolling around on the ground with her mother(?), … has consequences.
      Chalk it up to her “personal responsibility” that she’ll apologize for to the Judge.

      I didnt get to see the video, but look at the first photo. She is in an agressive stance, she has her left arm up to block and her right arm is back in a fist. She is turning towards the officer in this stance, because of her body position it would not do much damage, but that is not the point. He clearly was just neutralizing her, she was in a position to strike. With that said if he wanted to hurt her he would have wrapped up picked up and drove her into the ground.

      I wouldn’t call that a tackle, it looks like he pushed her. She got what she deserved, you know the officer was telling her to stop (can’t hear it over the traffic noise) and she ignored him. Her parents should teach her to act like a lady instead of a thug and this would not have happened.

      I will agree that it was rough. However, we do know that she was already violent with her mother and according to the story also violent with a school employee. How do we know that she wasn’t making threatening comments to the police officer? Since we do not have audio, we don’t.       The girl was drinking at school, she assaulted someone, threatened the police, then tried to walk away. The officer clearly asked her to stop and she thought she could keep walking. Look, I don’t like cops either, but this stupid trailer-trash girl was 100% in the wrong. After her previous actions, the officer doesn’t know if she has a weapon, or if she is going to turn around and assault him – so he doesn’t give her a chance. If a police officer tells you to stop, you stop. If you don’t, they are given specific new rights to do what is necessary to make you comply. We have to stop protecting criminals, even if they are minors.She’s obviously old enough to know better than to walk away from a copy who has told her to stop. To me it’s appalling that this guy is facing charges. An investigation, sure. But felony charges? Please.

      This girl is wild. She already assaulted a school employee and also her own mother. She was also leaving the scene of an investigation in which she was involved and the accused. She also was making comments to the officers. The officer may have used more force than necessary, but this is no innocent child. The next thing you will hear is she has killed someone or perhaps several people.

      Please you bleeding heart liberals who go after the police I recommend that when you find yourself in a bad situation don’t call the police, call the girl in the video. Children today are not being taught respect and see too many people getting away with crimes and there is no direction or mentoring in the home or school. There are no limits set. My sister is a speech therapist for a major city and is retiring because of the violence she sees and deals with. Most of the social workers in her area label the up and coming generation – wild animals.

      Typical police behavior these days.
      protect and serve, ya, sure. that’s as dumb as hope and change. I have yet to run into a cop that wasn’t a jerk, both in their “professional” and civilian lives.

      Is it any wonder young people don’t trust/respect cops? Can‘t respect someone that isn’t respectable. Then you get someone like Glenn kissing their rear, saying it’s just “a few bad apples” but the number of videos showing up really make calling it a “rare occurrence” nothing but a fool’s argument.

      Much more common than most people think, and typically covered up by the dept. (just like this was, until the videos showed up.) How many cops are there? no one saw fit to report this cop’s abuse of power? In the normal world, they would be conspirators in the assault. Let’s see some charges against the lot of them. Let’s see the names of the rest of them.

      Just more jackboots. I have a hard time finding sympathy for them in any way

      From the cops perspective, as she turned towards him she appeared to be pulling something from her bra area. I say, good clean take down. Remember!!! Always protect yourself first. He was indeed in a situation that could have been much different and with the way things have been going, he could have been killed looking at it from HIS FRIGGIN perspective people. So what she was taken down hard. Had she just listened to her mother whom the brat just finished assulting and battering, she would not had to be restrained. Also if a cop tells you to do something in a situation as charged as this, it is best to first comply then complain. just sayin….

      If you watch the video, the girl was walking and the cop came running from behind and pushed her. Yeah, the little rebel was drunk and behaving aggressively, but where was the other officer? They should have subdued her between the two of them, to avoid the use of excessive force on a young girl who was obviously giving everybody a hard time. The way he went about it, she could have been injured.

      I think most Blaze readers are sensible enough to believe that our elected officials have the capacity to abuse the power given them by the election process. Why then do so many not see abuse when commited by appointed officials such as this police officer? My thanks go out to the men & women of law enforcement as well as their families, but i am not so blinded by that gratitude that I can’t see an obvious disregard for human dignity. I can’t see from the video how the incident could warrant this much force; maybe it did. But we would be fools to believe all people go into public service to serve.

      I can see how this approach would be needed and appropriate but I don‘t think you have to be a tree hugger to think that this guy’s training should have prepared him to subdue a 15 year old girl in a less violent manner. Really? That was his best option? Punching out a drunk kid? People don’t like cops because of cops like this who probably enjoy punching the crap out of people. The girl got in a fight with her mom. Not unheard of. Either you think it was excessive or you think that the best way to handle a drunk kid is to sucker punch them down onto the concrete. Ridiculous.

      The department has a review board for this and it is not for us to judge. Do you know how many offenders overreact in these situations due to being on drugs or alcohol or due to mental illness. during most arrests there is no normal behavior. It is a stressful situation for all involved. This is why we have COPS so you can clearly see this. Don’t judge this officer. These takedowns and cuffs are done all the time with little injury. Resistance will cause her to hurt herself. I really dislike seeing the public judge these officers. Would you rather see our officers too afraid to act or care because of fear of being overjudged. I’d rather be protected. The department will decide. I personally don’t care what you think.

      The police do use excessive force. It has become “normal” for a cop to tackle someone for a misdemeanor violation. There is no sense of proportion, what about that lady in New Orleans that got tackled for having an open revolver in her house? She deserved it too. Break the old ladies arm, hurray for justice, she didn’t obey her master. Who cars about the second amendment? Be consistent. It is not the cops job to exact punishment, that is for the courts. Cops work for we the people, not we the elite. Communication by force, that is what that is.

      Ya, I can;t believe people think what the officer did was okay. He could have just chased her down, grabbed her arms and arrested her. He did not need to slam her head into the wall. Officers are supposed to be trained to react with the correct amount of force the situation calls for. as for her getting what she deserved – She got more than she deserved from the officer, she is supposed to get what she deserves in jail or juvi or court…. maybe the girl she was beating up got what she deserved… All i know is that, it is clear the officer abused his use of force.

      Playing paddycake with suspects doesn’t work out too well for the police. They walk into every situation with the expectation that someone might pull a knife or a gun, or that the suspect will be capable of overpowering them. That’s why, when a suspect is being belligerent, they deal with them early.

      What was he going to do, as her to stop, then grab her arm, then wind up getting into a fight with a drunken, belligerent teenage girl. Better to end it quick than to have to beat the crap out of her wrestling her to the ground.

      This wasn’t out of the blue. She got in a physical fight with someone already.

      If I take police on a high speed chase, shooting a shotgun out the window at them, and causing millions in damages, and then pull over, hop out and calmly start walking away, that doesn’t suddenly de-escalate the situation. The cops will either run me over, shoot me, or dogpile me.

      When arrests are warranted, the police are charged with making those arrests. The consequences of letting a suspect go are that the suspect gets to continue committing crimes.

In Milwaukee, I read that the police shotgun has been replaced with the M16, because the tactical shotgun only holds 6 rounds, as opposed to quickly interchangable 15-round magazines. For a weapon that can shoot accurately up to 300 yds (when not jamming up-vets, you know what I‘m talkin’ ’bout). Who are the cops preparing to make war against? In the instance of this video, the dirty chick was in the wrong, but the cop was not in the right. Is walking away from the cops after you get your ass beat grounds for the cop to mercilessly spike you to the concrete? No. To the cops, the unwashed masses may be animals-hell, they trreat everyone like they are a criminal anyway-but to me, they’ll just be pigs.

      Maybe if the parent of the world would take responsibility and raise their children to be a pert of society instead of thinking they are all-that-to-society then this place would be a better world. Like yesterday for example. Old lady car stopped and not running in the turn lane. People behind her honking and going around her. I was going other direction but no one was helping her. So i parked and pushed her to the station on the corner and not one person offered to help. I look at it like I hope someone would stop and help my Mother if she was in that position. People are taught to disrespect the elderly(obummercare old people are taking all the health care dollars) and the authorities (Cambridge police officer incident).. Sad they will not accomplish much by being obstinate..

      same type issue in Cincinnati several years ago. Folks did not like the Police-arresting the local law breakers. Citizens raised hell. So the cops stop coming into the neighborhood. crime soared-violent crime soared. Where are the Police?

I never saw the young girl do anything to anyone (assault), but I’m sure she said some things that would make you want to smack her. I have a 15 yr old step daughter with a mouth that could make you want to slap her into next week. But we don’t hit her. I did not see her do anything that would warrant being knocked to the ground like that, but there’s not enough here to tell.

      Really….you know she attacked someone else????? where did you see that. What I saw was that girl on the ground most of the time and it looked like she was walking away. Did the officer yell and tell her to stop? Don’t know – can‘t hear and didn’t see his lips move. It seemed to me that he very clearly overacted. She wasn’t even running. I am sick and tired of these police walking around with different rules than we have to follow. If you’re ok with what you saw….that’s sad.

      The youth of this nation is lost.
      Parents are to blame. No one else. At least, those that are still around and should be involved in raising them right.
      I see it every day, everywhere. Parents are far too permissive with their children.
      They need to learn to say “No” and mean it. When this stopped happening, I don’t know, but it is the norm today.

      Looked like the cop tried to grab her and he lost his balance then fell into her. Maybe if she wasn’t drunk, getting kicked out of school, fighting her mom this never would have happened to her.

      It looks to me like as the Officer was running up on the girl, he couldn‘t quite see where her hand was going and didn’t know if she was going to pull a knife or something out of her shirt…maybe?

Because if they didn’t have that immunity while attempting to do their job, then criminals could sue the crap out of police departments for assaulting them in the process of arresting them.       I’d like to see how long your genius butt would last as a police officer, with your “please just let me grab your wrist” approach to arresting criminals.

      The beauty of this whole thing (sarcasm) is that we never see the videos where the suspect reached for a knife, or a gun, or stabbed the officer, or tried to run a cop over with a stolen vehicle. This happens to be the one arrest this particular week where the suspect didn’t make an attempt on his life. See, there’s this pattern with police responses. When they respond to a call about violence, chances are someone is going to try and hurt or kill them.

      Cops are required to make instant decisions based on little info. He went home and she went to jail, I assume. Good job. A little rough??? Yes but they are trained to quickly put down whatever situation or altercation is occurring… and he put her down quickly. OUCH…
