Fact Check: Harry Reid‘s Claim That ’Millionaire job Creators…Don’t Exist’ Thoroughly Debunked

“Tax policy should be serious business carried out by serious politicians using real facts and figures. This is why we have the Library of Congress and the Congressional Budget Office, among other expert institutions,” writes Paul Roderick Gregory of Forbes.

Indeed, given the current state of the U.S. economy, tax policy has become an increasingly important subject. And yet, some top-ranking politicians have been making “patently inaccurate, outrageous and bizarre” claims on tax-policy issues and they are doing it without repercussion.

For instance, on Dec.12, while proposing his 1.9 percent surtax on millionaires, Sen. Harry Reid said the following (via Forbes):

Millionaire job creators are like unicorns. They’re impossible to find, and they don’t exist…Only a tiny fraction of people making more than a million dollars, probably less than 1 percent, are small business owners. And only a tiny fraction of that tiny fraction are traditional job creators…Most of these businesses are hedge fund managers or wealthy lawyers. They don’t do much hiring and they don’t need tax breaks.

His comments were based on a Dec. 9 National Public Radio report that claimed to have gone searching for the oft-touted “millionaire jobs creator.” They came back with this earthshattering discovery: “NPR requested help from numerous Republican congressional offices, including House and Senate leadership. They were unable to produce a single millionaire job creator for us to interview.”

However, the NPR report and Sen. Reid’s subsequent claims did not sit well with Paul Roderick Gregory of Forbes. He decided to dig deeper than NPR and thoroughly scrutinized Sen. Reid “facts.”

“Unlike Harry Reid’s office, I went to the IRS’s Table 1.4 ‘Sources of income, adjustments, and tax size of adjusted gross income, 2009’ to check things out,” writes Gregory .

This is what he found:

There are 236,883 tax filers with incomes of a million dollars or more. By Harry Reid’s count, only one percent, or 2,361 of them, are business owners, and a tiny fraction of them create jobs. I do not know what Harry means when he says “a tiny fraction of a tiny fraction.” If we let 5 percent represent Harry’s “tiny fraction,” we are left with 118 businesses owners who earn a million or more and create jobs. Yes, they are only slightly less rare than unicorns, if Harry is to be believed.

This leaves 236,765 million-dollar-plus tax payers, most of whom are “hedge fund managers and wealthy lawyers” who “don’t create jobs and don’t need tax breaks…”

Millionaire tax filers earn a total taxable income of $623 billion, on which they pay the highest average rate (30 percent) of any tax bracket…A 1.9 percent tax surcharge on million-dollar-earners would yield $11 billion, assuming those shifty millionaires take no evasive action to avoid the tax.

Millionaire tax filers earn $221 billion – almost a quarter of a trillion — from business and professions, partnerships, and S-corporations. This is puzzling: If Harry Reid’s figure is correct (2,361 millionaire businesses), then the average millionaire-owned business earns almost a hundred million dollars, and all, except 118 of them, do this without hiring anyone. These super heroes do their own typing, selling, drafting. public relations, building, and manufacturing. They do not need employees. Remarkable!

So what does this mean?

“Millionaire tax filers earn almost a quarter trillion dollars from their businesses. They must hire hundreds of thousands of employees to do so,” Gregory concludes.

If Gregory’s facts are correct, and it is simply the case that Sen. Reid–a top-ranking U.S. politician– is simply lobbing undisciplined and poorly researched “facts” while discussing issues critical to the fiscal health of the country, this does not bode well for the future of the U.S. economy. Unless those in charge start taking this conversation seriously, America will most likely continue its downward spiral into financial ruin.

Furthermore, such “class warfare will be the anchor of the Democrat election playbook,” Gregory predicts. Indeed, it may not be unwarranted to expect more of this type of rhetoric as we approach the 2012 election.

His comments were based on a report that NPR produced on Dec. 9 and the Senator made his comments on Dec. 12. (h/t Ken Hansen).

      Reid didn‘t say that rich lawyers and hedge fund managers don’t employ people. Of course they do and they hired people to do that. “Hired” you’ll notice is past tense. The article suggests that those people, like rich lawyers or hedge fund managers or oil companies or big pharma or Wall Street Banks, all of which are making record profits, are “hiring.” They aren’t hiring. They’re letting people go maybe, but they aren’t hiring despite record profits.

      The connection between a company making more money and that company hiring more people is a fantasy that Republicans use to justify to pass legislation that makes the rich richer. Companies hire people when their demand increases to the point that they need to hire people to meet the demand. That’s when the average American has more money. A CEO would, and should be fired if he or she hires people based on the profit the company is making.

      You seem to hold to what Mark Steyn calls the “Scrooge McDuck” theory of wealth, in which bankers, hedge fund managers, rich lawyers and the like earn scads of money, and spend all day swimming in vats of it for the sheer pleasure of feeling the rush of cash on their skin.
      Outside of your fantasy world where govt intervention on the demand side drives economies, even IF those filthy rich bankers, etc. decide it’s not smart for their OWN businesses to expand, their money doesn’t just sit in a silo under guard somewhere. what do you think BANKS DO? They invest in companies that ARE growing. Net effect: jobs are created, more middle class have more money, and those filthy rich people have just made a respectable return on their INVESTMENT.
      Lucky for us supply-side conservatives we have reality on our team, and the Reagan turnaround to prove it.
      p.s. Not always a wise rhetorical move admitting to not understanding sound logic. The writer was making the sarcastic point that of course the “rich” hire people for the services mentioned.

      Indeed. There really needs to be a hard investigation of this corrupt, decrepit cretin and his “election”. I was absolutely stunned at how *obvious* the fixing was during the last election cycle and magically he won despite consistently polling horribly across his state. After 2012, if we have some people in office that are NOT Obama, the Department of Justice needs to launch a full scale investigation of Reid’s election (and a couple of other obvious riggings as well).

      I am reading the book Throw Them All Out. What an eye opener. Congress dealing with inside trading making millions upon millions of $. Start with Reid and Peloski, Kerry and the rest of congress why are they not the first ones to receive a higher tax? They are suppose to be working for us instead they are self employed millionares and billionares and we the people get thwe shaft.       Hi Happy. The causes of the “Reagan turnaround” are debatable, especially since he raised taxes almost as much as he lowered them. He raised taxes to address the deficit, something Republicans now refuse to do. I’ll give Reagan credit for that.

      But there’s a better example in the Bush tax cuts. Bush dramatically lowered taxes twice. Did job creation increase? No, not so much as a blip. Was the economy stimulated? No again, nothing. In fact, the deficit ballooned and the economy ultimately crashed.

      With the Bush tax breaks we have a textbook case. His tax breaks, which benefited the rich far more than anyone else, did zero to improve the economy. Zilch, nada, nothing. They only made rich people richer and broke the bank.

      But you and many others have bought the idea that redistributing the wealth away from you and me and toward the rich is a good thing for the economy, when that theory was proven false by the Bush tax cuts. So, guess who wants you to believe it anyway?

      drphil69, you didn’t say where you got your data, but 84 months is six years. Yes, there was job growth for the first six years of the Bush administration although it was less than population growth and less than almost any administration in modern history. And yes, no “blip” when the tax cuts were enacted. Job creation didn’t improve at all, not even a tiny bit. Bush proved finally, for all time, that tax cutting for the rich doesn’t improve the economy.

      And you left out the last two years of the Bush administration. Those last two years wiped out any job created during the Bush administration and a lot more. Please don‘t try to argue that Bush’s version of Reagonomics helped the economy. It didn’t, at all. Not a bit.

      Billy, I’m not sure the point your making. But yes, I was making the point to somebody that you, and me him are not paying the same property taxes and income taxes as the rich, not percentage-wise and certainly not in absolute dollars. We contribute less than the richest to those services the government provide, like roads. So we’re benefiting from the progressive tax structure.

      Funny though, most don’t complain about not paying a couple hundred thousand in taxes each year, although they are the beneficiaries of that system in terms of the common property we all use and benefit from equally. Nobody want to think they are a communist!

    We almost got him last time, with Las Vegas in the toilet maybe Nevada will have had enough. Being union does you no good when you still don’t have a job, maybe they will get a clue, too. I hope and pray people will start figuring out money 101-you can’t go into debt further forever, the bbill becomes due, and no amount of mantr “hope and change” will fix it. A president with some financial sense would be a start, and the demogogs on the dem side of congress need to go.

      Big unions harm this economy! In the late 70s I worked for a large farm equipment manufacturing company based in Illinois. The union did what it always did, call a strike to get more bennys and higher wage. As a result there was a huge crash in manufacturing in the entire country but especially here around 1982. Companies couldn’t justify paying the huge wage-benefit packages demanded by the unions. There was a giant sucking sound as jobs left forever. The unions have gotten too big for our countrys good. Class envy is just a tactic they love to use on Joe sixpack.
