FBI Scraps Curriculum That Claims ‘Mainstream’ Muslims Are Violent

Following the release of a report earlier this week exposing controversial, anti-Islamic FBI training materials, the agency has halted the questionable briefings.

On Wednesday, Wired.com’s Spencer Ackerman wrote that the FBI has been teaching counter-terrorism agents that American Muslims who are “main stream” are likely to be sympathetic to violent terrorists. The charge apparently comes from FBI whistle blowers who are concerned over the purportedly biased lessons.

In addition to making this claim, the questionable lectures also called the Prophet Mohammed a “cult leader” and explained that the Islamic practice of donating to charity is merely a mechanism through which “combat” can be “funded.” Ackerman reports:

At the Bureau’s training ground in Quantico, Virginia, agents are shown a chart contending that the more “devout” a Muslim, the more likely he is to be “violent.” Those destructive tendencies cannot be reversed, an FBI instructional presentation adds: “Any war against non-believers is justified” under Muslim law; a “moderating process cannot happen if the Koran continues to be regarded as the unalterable word of Allah.”

These comments, which are only a snapshot of what’s included in the curriculum, have been frustrating for free-speech advocates. But such accusations of anti-Islam in government are nothing new.

In the post 9/11 world, there have been many charges and controversies surrounding the way in which Muslim Americans are treated. The perception, to some, is that this religious minority has been unfairly targeted by the FBI and other law enforcement agencies in communities across the nation.

From charges of racial profiling at airports to increased scrutiny and police activity at community mosques, some would say that Islamic civil rights groups’ claims have been substantiated.

The exposure of this controversial curriculum is doing more than simply creating potential legal drama for the FBI. According to former counterterrorism agents, the agency’s apparent portrayal of mainstream Muslims as potential terrorists (or terrorist sympathizers) may, in fact, assist the al-Qaeda in reaching its radical goals. Ackerman continues:

Focusing on the religious behavior of American citizens instead of proven indicators of criminal activity like stockpiling guns or using shady financing makes it more likely that the FBI will miss the real warning signs of terrorism.

Additionally, portraying normal, everyday Muslims in this light, Ackerman says, may also play into the al-Qaeda narrative that the United States and Islam are in conflict and incompatible. This could hold the potential to make mainstream Muslims feel as though they are prime targets. By simply attacking their faith, critics say, larger and more intricate issues may arise.

Below, see some of the controversial slides that come from one of the briefings, entitled, “Strategic Themes and Drivers in Islamic Law,” which took place back on March 21:

It’s important to note that these briefings were elective and not mandatory, though they were delivered to agents who were on the job for two or three years. And the first slide of the aforementioned presentation claims that the opinions presented within are those of the author and not the U.S. government.

Still, some feel that these briefings have no place in government. Another presentation (see the below graphic) actually graphs out the relation between violence and Islamic adherence:

Ackerman explains that it’s not clear what the vetting process was like at the FBI before these briefings were delivered at Quantico. He writes, “Several of these briefings were the work of a single author: an FBI intelligence analyst named William Gawthrop.” Acherman continues:

The FBI didn’t always conflate terrorism with Islam. “I never saw that,” says Ali Soufan, one of the FBI’s most distinguished counterterrorism agents and author of the new memoir The Black Banners, who retired from the bureau in 2005. “Sometimes, toward the end of my time, I started noticing it with different entities outside the FBI. You started feeling like they had a problem with Islam-as-Islam, because of the media. But that was a few people, and was usually hidden behind closed doors.”

According to CNN, FBI spokesman Christopher M. Allen responded to the controversy with the following statement:

“This particular training segment was conducted six months ago, one time only, at Quantico and was quickly discontinued. The instructor who conducted that training block no longer provides training on behalf of the FBI. Policy changes have been under way to better ensure that all training is consistent with FBI standards. These changes will help develop appropriate training content for new agent training and continuing education for all employees, as well as introduce a robust consultative element from experts outside the FBI.”

CNN National Security contributor and former FBI Assistant Director Tom Fuentes explains that the agency wants to expose its staff to a diverse set of ideas. Contrary to the content in these slides, he claims that agents do not generally hold the view that mainstream Muslims are radical. “They…believe in a strong outreach program,” he says.

Fuentes explains that the FBI may actually gain some credibility in the eyes of Muslims for pulling the training materials so quickly. As for the analyst, he’s still employed by the FBI — a fact which will likely be lamented by some.

    This site loses a chunk of credibility with me when it refers to the cult leader child molester as The Prophet Muhammad. All objectivity is out the window. The Blaze is revealing a blatant pro-Islamic bias.

    This Blaze article virtually praises the failure of the FBI to acknowledge so-called “moderate Muslims” for what they are: Enablers of sedition in the US that is endemic throughout the vast body of Muslims in the world. The FBI is, in fact, suffering under the pro-Islamic sympathies of our current president. It is a heartbreak to see one of my favorite news site adopt that same insideous lie.

      What has really gotten me is that they have allowed muslims to work in the FBI and the CIA. Look at the Fort Hood murderer. Oh but what the heck, we have one for President, and after the Minnesota senator who was voted in by votes found in a car trunk..he supposedly went to the Arab world offering up approximately 350 jobs in our government to muslims. After all.. Barrack Obama told the Arab nations that America could be called the greatest Muslim nation in the world. They have certainly made great strides here.

      I agree, This article is biased against the truth and towards the PC line. This is not something I am willing to accept.

      We must e-mail and ask the editor to keep the tone neutral.

      Also missing from this article is the sources who are against some of this

      Which Islamic rights groups? CAIR? Why on earth is this sentence even in this article, it has nothing to do with the point unless you are trying to paint muslims as the ones being harrassed by the US and not the other way around

      PLEASE E-MAIL THE EDITOR AND ASK THAT THIS NOT BE TOLERATED, it is sloppy journalism and it is most certainly biased. It seems to me that the point of view is from a moderate muslim. If that is the case, I think it needs to be on the BIO. We all have a personal opinion we hold strongly to, and if that the case is that the author holds strongly to the view that His People are being singled out, then in NO case should the writing of this article go to him. It assures a Bias that could damage the credibility of this site.

      Please tell me what you believe to be blantantly delivering a pro islamic bias? When I read this article, all I saw were facts about a story, this article did not seem bias in either direction. It seems you have pent up animosity towards anyone that does not share your bias, which I understand….there is a difference between being righteously indignate and angry, angry gets you nowhere. By Scott calling muhammed a prophet he is simply giving him a name of reference that everyone will recognize and reporting the facts that these freedom of speech advocates are upset that he is being called an occult leader. As for finding a more conservative and right wing site…I would so good luck to all who try. The blaze usually has a bias towards the right and expresses it so, most of its underlying tones are right on the money.

      Even if this one article is questionable and in my opinion it is not, you should not let it keep you from receiving news from a young, reputable and untainted news organization, who reports what other media outlets will not.

      You do realize how Un-American that is right? It’s not about being P.C. It’s about not teaching our government to hate a religious group based on nothing. None of these graphs are based in fact. If I taught the FBI that the more Christian you are the more violent you are, you would be in hysterics. I know everyone here hates Muslims, and that’s cute, but this is a country that accepts all religions and races, even if some people who belong to that religion are horrible.

      Really? And you know this, how? Maybe it is the case that none of your criticisms are based in fact.

      When the Koran calls for violent conflict with enemies of Islam and all the terrorists claim Islam as their motivation and the majority of mosques tolerate teaching that accepts violent jihad I find little evidence that these briefings aren’t based in facts. They are just facts that are politically inconvenient, so they must be supressed.

      That is why definitions are so important. The term that should be used is Islamo-fascism or Islamism, not Islam. Islam is a misnomer. It defines a nonexistent religion that nobody in the ME practices — nobody. There is an unknown number of Muslim Americans who are not Islamists, but we can’t tell the difference because Islamists masquerade as a religion. Therefore, those who don‘t know what the Qur’an and ahadith say or care, should continue to be good citizens so they will not be targeted. We have a deadly enemy, a theo-political totalitarian regime called Islamism which has a covert military called jihad, and that should be our focus.

      Our clear and present danger is Hussein. He is a Muslim, and he does not want Islamism to be identified. It is not just American Islamists who are indirectly funding jihad abroad via their charities. According to the Heritage Foundation, in FY2011 Hussein will be giving $550M in financial aid to the Palestinian Authority, including $150 million for training and equipping their security forces.

      @kryptonite It’s adorable that you are calling him Hussein to make him sound Muslim. But it’s also the tactic of a five year old. Hussein is not a Muslim name. It is an Arabic name. I know you don’t know the difference, but there is a very big one. It’s like comparing Christians and Australians. Obama is not a Muslim, no matter how many times you say it.

      There are some moderate Muslims in this country who have spoken out. There are several who worry about the radicals, and recently, it was a former radical who warned about the threat that reaches all the way to the Whitehouse.

      President Obama changed his name. He specifically chose those three names for a reason. You had better believe that.

      So in other words, you DON’T know. You merely assume because you don’t see the evidence. That doesn‘t mean it isn’t there behind the material. It just means that what is presented, in this story at least, doesn’t adequately demonstrate the evidence. But I have seen the stats on mosques in America and how many of them have radical preachers and how many support radical teachings in pamphlets left for visitors to pick up.

    where is the author of the story get the idea that simply stating that mainstream muslims are likely to be supportive of terrorism is inaccurate? Did they cover the worldwide celebration after 9/11. Did they see the worldwide mourning of bin ladens death? Where they buried under a rock at the time? Author, point to a poll or somethng, anything when you say that the FBI training is baselessly slamming Islam.

      Personally, I’m SURE there are “good” ‘islamics’…

      BUT, I personally have NO EVIDENCE to support that – it is entirely speculation on my part. I assume that out of BILLIONS of them, there must be some that are not “evil”.

      However, I can only go on the evidence which I have personally seen. And, to date, I am still awaiting this VISIBLE, VOCAL outcry from ANY ‘islamics’, railing against 9/11, etc.

    And the problem is? What is not true about this statement? Why are FBI agents now not allowed to be trained in the obvious facts that the rest of us mainstream Americans already know? Welcome to the dumbing down of the people who are supposed to protect us from actual threats.

    Additionally, I don’t like the tone in which this article was written. Sounds like more HuffPo crap but then I saw who the author was and I wasn’t surprised. The Blaze really ought to fire Billy Hallowell since everything he writes sounds like a Media Matters piece of garbage.

    Just finished reading The Complete Infidels Guide to the Koran. through chapter after chapter it shows what the religion of Islam really is; exactly like the FBI was teaching it. The last chapter concludes that if this sort of thing happens, where we don’t teach the truth of Islam, then we are doomed. On another note my baby sister went to the mighty U of O and called me up angry one day saying,”Everything you told me about Islam is wrong!” Why? Because she had a class on it. How peaceful and just it was. That is coming now from our academic elite (and probably Saudi money). I told her why don’t you quit listening to your professors and just look around at the world.

    I do believe muslims are dangerous and should be viewed as such. I have not personally ever met a muslim but looking at their beliefs does cause concern and people should be aware. Their violent act of bringing Americans to their death on 9/11 convinced me. After some research, I think the great people of this country do have concern to worry.
