‘Laser Dazzler’ Unveiled for Use by Law Enforcement — So How Does It Work?

Last month, a non-lethal weapon — once reserved only for the military — was unveiled as a new tool for local law enforcement and the U.S. Coast Guard.

New Scientist reports that at the SHOT show in January, a conference for professionals involved with sport shooting, hunting and law enforcement, the 200-milliwatt GLARE Enforcer was unveiled by B.E. Meyers Electro-Optics as the first laser dazzler available for domestic use.

Laser dazzlers work by temporarily blinding a subject using a green laser with no risk of killing the person, unlike the risk associated with tasers and guns outfitted with rubber bullets. But according to New Scientist, there is still risk involved that has some questioning if they should actually be used:

“We have had some injuries,” says a former researcher at the US army’sBrooke Army Medical Center in San Antonio, Texas, who asked not to be named, “but for the most part they have been minor.” That is partly because, when faced with a bright light, people instinctively look away. Also, the pupil of the eye contracts in a tenth of a second, quickly reducing the amount of light reaching the retina.

Not all injuries are minor, however. The researcher recounted the story of a soldier he interviewed after an incident in Iraq a few years ago. While on duty, the soldier fumbled a dazzler he was trying to point at an oncoming vehicle a safe distance away. “He was in an awkward position and illuminated a rearview mirror in such a way that he got a beam directly back into the eye.” The beam had gone less than 6 metres when it hit the soldier in the centre of vision of his right eye, burning the retina and leaving his vision in that eye permanently damaged.

The Red Cross, New Scientist notes, is skeptical of use of the lasers and thinks more needs to be done to reduce the risk for permanent blindness.

At 40 meters, the laser can cause permanent damage. The GLARE Enforcer has safety measures, not found in military grade dazzlers, that can detect a person at what is deemed too close of a distance and reduces the power of the laser in this case.

The GLARE Enforcer’s innovative Eye Safe® technology automatically adjusts the output power depending on the target distance, ensuring the delivery of maximum safe power at all times while maintaining the safety of all nearby personnel against accidental eye injury, even when the laser is operated in highly dynamic situations.

Additionally, the GLARE Enforcer’s high output power delivers the greatest stand-off distance of any non-lethal product. This enables the operator to warn and determine intent of targets at a distance beyond 2 km. Within 500m, it produces an overpowering visual effect that deters hostile action and dissuades further approach. The device produces a large target spot, making it easy to aim at moving objects and providing coverage of multiple individuals simultaneously.

Still New Scientists points out that the greatest threat to public health from dazzlers may not be from the local police department but the average citizen purchasing the equipment. Even more powerful devices than those used by the military can be found online for around $1,000.

All this to say, you could be seeing them soon. And in more than one way.

Update: The Blaze first reported that this laser dazzler was FDA approved. The FDA contacted us to say that it is not within FDA authority to non-medical laser products. Dan Hewitt a Health Promotion Officer with the FDA’s Electronic Products Branch wrote in an email to the Blaze: “The Class IIIb GLARE Enforcer is not currently compliant with federal laser regulations that limit it to Class IIIa. When and if BE Meyers applies for a variance from the class limits or demonstrates that it is compliant with class limits, then the manufacturer can enter into commerce with the product. FDA approves variances and exemptions, but does not approve the products because FDA does not have the authority to approve non-medical laser products.”

      Yet.

      A weapon so fearful, so powerful, so awe inspiring that it can only be defeated by shielding your eyes with your hand, as you would against the sun, which as you may note, is a huge fusion bomb with the power to destroy earth millions of times over!

      I always enjoy when the government shines lasers directly into my eye. A .5 MW laser can cause permanent sight damage or even blindness, and a .5 MW laser is like your laser pointer you use with your cat as a toy.

    They say the dazzler works by “temporarily blinding a subject using a green laser with no risk of killing the person”. Now, for all of you civilians out there, the dazzler is most often used to counter VEHICLE BORN THREATS! This means that police will start using this device along the roadside, especially at night. This means that the “perp” will be blinded while speeding down your streets tying to get away from the cops. Anyone sincerely running from the cops would not stop because of this device and they would run an even greater risk of causing a serious traffic collision (not accident) which could kill himself and / or innocent bystanders like your children who are playing in the den when an f-250 comes through the wall.

    Also, you run the risk of blinding a multitude of other drivers on the road at the same time which only compounds the problems caused. The dazzler should stay military tech for use a military checkpoints with cleared roadways and zones of fire. Its use would only do more harm than good in the hands of police who cannot even properly deploy a taser or firearm.

    I can already see this turning into a lawsuit after repeat offenders end up suing the state for inadvertently blinding them or exposing them to radiation poisoning after they develop cancer. This is a military grade weapon, not to be used and abused on a regular basis on civilians!

      Its pretty easy to carry a mirror in your pocket…or better yet wear a hardhat with a mirror glued to the back of it. When you turn your head away from the laser it will be reflected back toward the source. See how they like a taste of their own medicine.

      make sure you buy the right color of goggle. They are rated based upon the wavelengths of light that the goggle will safely absorb. The ones listed as safe for 532nm appear to be of an orange color. Check the spec’s to make sure you get the right ones.

      No, you have a green laser that is probably in the 200 mw. That is more than 40 times as powerful as the laser that can you have and it can cover an entire windshield making it impossible for anyone in the vehicle to see. The use of such a tool in LE would be abused and have horrendous and “unintended” consequences like when they blind a drunk behind the wheel and the three cars around him and they all wreck into a trailer park killing dozens of people when the propane tank explodes and burns down the neighborhood.

      I like the lasers on rifles and pistols and they make sense in that role. But the dazzler makes no sense in a law enforcement role.

    how many new tools and toys does it take for our police to catch drug dealers, trespassers, etc. It really shouldn’t take all of this high tech military grade expensive equipment to effectively catch crooks. I am tired of this. If a group of unionized derelict cops cannot catch crooks with a gun, a dog and a tazer we need to fire them and start hiring our vets.

      Every tool has a use, this one seems tailor made for dispersing large crowds like OWS. Obviously wouldn’t be used to combat illicit narcotics trade or other more day to day Police functions. I guess you would rather just keep seeing people get tear gassed, shot with less lethal shotguns, and tasered. Heck why don’t we just get rid of all police technology and go back to the good old days when if you looked at a Cop wrong you got a blackjack to the forehead…

      um yes I actually would like to go back to the good old days. there would be far less occupy protestors camping out if when they acted up got the teeth cleared out of their mouths. we live in a sissy society these days. the woosification of america has taken over and it is time to start acting like grown ups. there would be far less crime if every state adopted a castle doctrine as well but that falls back on the sissification of society and actually requesting that citizens take their own safety into their hands. I am all for troops having gadgets but the police? not so much. we spend way too much money on law enforcement with very low results.

      How do you quantify what Police do? What are the “low results” you are talking about? Are you afraid to walk the streets where you live? If you are not, I would thank the Police for keeping your neighborhood safe. If you are afraid, ask yourself why? What has your community done to hamstring local law enforcement. The Job gets harder every day, mostly because spineless liberals tie our hands with ridiculous policies and mandates.       Actually from my point of view, LEO’s have protected my but any number of times. I have many that are friends & darn good ones. They have a job I would not want to do mainly because there so many wacko’s out there who will kill a LEO just for sport. Every traffic stop or domestic disturbance call is far more dangerous than fighting a fire. Fire is predictable if you have enough experience, while angry or disturbed people are not.     For OWS control, I would rather see the fire hose used. Not only does it disperse the crowds, but it give them a bath at the same time.

      The OWS riots mainly during the day time and parties at night. Most of them are not awake until after 11 am. Therefore this device is not for their expected riots. This device has only one purpose, its focused toward those who would gather in the evening after a hard days work, in order to protest against the forced assimilation to communism being instituted by the federal government in the United States. Its no mistake that the information concerning this device coincides with the release of the information related to the disinformation or “truth” teams. These tactics appear to have a common purpose.

      Three sets of high quality polarized sun glasses. One set of lenses normally horizontal; the other set shaped and attached so they are vertical. The third set at 60 degrees outboard angle to the first. If it is night or low light use high intensity driving lights or a powerful hand held unit to light the scene. If it is day (bright) use a set of cheap mirrored sunglasses to augment the anti-dazzler lenses you have made. Remember to line your wind breaker with aluminum foil. Wear steel toe boots. By the way; lasers point two ways, and a shielded NVGs can pick you right up behind that weapon.
