‘Escape Path’: Increasing Fear Has Some Israelis Scrambling for EU Passports

Amid Political Fears Israeli Citizens May Be Seeking an Escape Path

TEL AVIV, Israel (The Blaze/AP) — Are Israeli’s looking for an emergency escape path? Despite their country’s turbulent history, Israelis enjoy a fairly secure existence: they have military might, a world-class high tech industry powering a strong economy, and America as a solid ally.

Yet in recent years, tens of thousands have requested and received the citizenship of European countries like Poland and Germany, which were killing fields for Jews just decades ago.

On the surface, the attraction is practical: An EU passport enables free travel and work in the entire union of 27 nations, giving access to high quality and subsidized higher education.

But just beneath lurks some fear for the future.

“Because of our situation, it’s good to have an escape path,” said Moti Alberstein, a 36-year-old doctoral student in biochemistry who just received Polish citizenship. “Life in this country entails so much uncertainty that there is this need to have some security. That’s why people are drawn to this.”

Israelis in general have more access to foreign passports than most, because a majority of them, or their parents, came here from somewhere else, and many retained the right to a passport from their countries of origin.

There is no stampede to actually leave a country that – for all its troubles – actually weathered the global financial crisis better than most.

In 2009, fewer than 16,000 Israelis left and stayed abroad for more than a year, while 11,000 who had lived abroad for more than a year returned, according to data from the Central Bureau of Statistics. Immigration is also slightly on the rise, approaching 17,000 in 2010.

Statistics about second passports are notoriously hard to nail down.

Countries do not always know whether their nationals have taken another citizenship. The American embassy estimates there are between 120,000-200,000 Americans in Israel.

Israel’s government claims it does not know how many of its immigrants retained their previous citizenship.

More than 1 million immigrants arrived from Russia, Ukraine, and other countries of the former Soviet Union since the collapse of communist rule there 20 years ago. The quasi-governmental Jewish Agency, which handles immigration, says a majority of them probably kept their foreign passports.

The new phenomenon is the accession to the EU, between 2004 and 2007, of several countries in eastern Europe where millions of Israelis have roots. The biggest numbers are attached to Poland, where some 3 million Jews lived before the Holocaust, and Romania, with close to a million.

That has made acquiring passports from those countries attractive enough to overcome the painful history.

One incentive, possibly as important as a safety net, is simply practical. It is easier to travel under a European passport than an Israeli one. Many more countries require Israelis to acquire visas, compared to Europeans.

It’s not uncommon on weekday mornings to see a line of eager Israelis stretching out from European embassies in Tel Aviv, seeking visas or passports.

“It’s definitely a phenomenon,” said lawyer Amichai Zilberberg, one of several who have specialized in recent years in the acquisition of Polish passports. “They want a foreign passport just to be on the safe side.”

The Polish embassy says it is now issuing passports at a rate of some 2,000 a year.

The numbers are smaller in Romania, whose Interior Ministry would only say that 162 Israelis received citizenship since January 2009 – but even that has sufficed to stir up agitation on the country’s far right blogosphere, where ultranationalist Ion Coja, a former communist party secretary, called it “an invasion taking place in secret.”

The most complicated case may be that of Germany. It allows Jews who survived the Holocaust, to reclaim citizenship, and more than 25,000 Israelis have done this in the past decade.

If there is a trend toward seeking a safe haven, there would be several possible explanations. To begin, Israel considers Iran to be an existential threat, charging that its nuclear program threatens Israel as its leaders talk about destruction of the Jewish state. Israel dismisses Iran’s denials.

Domestically, many Israelis are concerned about the growing influence of ultra-Orthodox Jews, especially since many of the men in that rapidly expanding community spend their lives studying scripture and surviving from government handouts. They fear the dampening affect they could have on the liberal aspects of Israeli society like nightlife, army service for women and low-key acceptance of gays.

Others are worried about unrest sweeping the Arab world and its potential to threaten Israel, and closer to home, many despair of ever making peace with the Palestinians, facing a long-term existence of attacks, disputes over settlements and international condemnation.

There is internal unrest as well. Tent cities have sprung up all over the country, and hundreds of thousands have demonstrated to protest housing shortages, high prices and poor government services.

Dan Ben-David, a Tel Aviv University professor and executive director of the Taub Center for Social Policy Studies, says Israel will struggle when so many people are not productive: “A third-world economy cannot maintain a first-world military,” he said. “And without a first-world military, we will not be able to survive in this part of the world.”

The nagging sense of possible impermanence remains. The popular TV comedy “Ramzor” (Traffic Light) recently devoted a show to the trend of Israelis seeking EU citizenship.

In the episode, a character suffers a nightmare in which he is the last person remaining in an Israel under nuclear attack – after everyone, including his wife and daughter, have fled with foreign passports.

With uncertainty characterizing the situation, Israelis appear to be preparing for the worst by ensuring that all options are open. Considering the difficult nature of the political situation in the region, these decisions aren’t radically surprising.

    I see allot of people who believe “setting Israel free” means leaving them to defend themselves by themselves and want America to take on the role of cheerleader. To those people, I want to ask when do we stop cheerleading and stand with our ally, before or after the ovens are fired up.

    Israel can take care of themselves but when they ask for help will we bleed beside them.

    I believe in liberty but it comes at the cost of blood, it is a sad reality. The people who want us to return to isolationism don’t understand our enemies hate us partially because of Iraq and Afghanistan but mostly we are hated for our success and freedom. If the battle does not take place on foreign soil then it will take place here. None of the people I know want war but if it is required of them they will go in order to ensure our home is safe.

    Above all it is the soldier who prays for peace.

      how do we defend Israel? joining the US military at this time wpuld be a mistake. Israel’s enemies have been training since they were children. Something most ‘cut off the funding to Israel’ people don’t know is first of all that every single penny Israel gets from the U.S. is spent in the U.S. for the purchase of military equipment, thus bolstering the U.S. economy (all those jobs making the equipment we buy). Second, that money comes to us in terms of a loan, unlike the money poured into Palestinians and many other places elsewhere, and we pay it back with interest. We also agree to buy additional U.S. equipment with Israeli-taxpayer money rather than purchasing it from other, cheaper sources. We also work on technological advances to be incorporated into U.S. equipment, making your equipment better.

Obama will win in a landslide if Paul is the GOP candidate. Remember he is also an older man. It just isn’t going to fly with most people. Let’s get serious around someone who is truly capable of beating Obama.

    Why do they have to go to Europe? Europeans don’t want them there. They’re already being invaded by middle easterners and Africans. If the Jews flock to Europe they’ll just be telling the Europeans you better accept and tolerate these third worlders much like they do here in the US. Why don’t they all go to South Africa, I mean they did help Mandela create that nightmare of a place, so they should go there and live in the mess they helped create.

    Instead of letting every uneducated stumble bum in America come to America illegally, why don’t we give some Israeli citizens visas to come here. We could use another infusion of intelligence, similar to the one we received after WWII. Maybe we could come back from being ranked 27th in education in the world and turn this country around. It’s obvious the we have screwed up our educational system so badly, that we just don’t have the horse to compete, using our own people. That’s the real reason why jobs are going off shore. We don’t have the horses to do it ourselves.

    Whether anyone wants to admit it or not, we are going into the sewer because of immigration and the “dumbing down” of our own children. Look at the crap that’s on TV, in magazines, and in films today. Thirty or more years ago, people would not have been the slightest bit interested in the garbage that our people can’t get enough of today. It would have been too stupid to watch. Kim? Paris? Britney? They’re revered today by the dolts in our society, yet they have no talent, no beauty, no nothing. Many of our children are no longer capable of doing a days work. Too lazy. Too stupid. Too interested in texting crap back and forth to each other, while the boss is looking the other way.

    Please! Send us twenty thousand Jews and their families to live in America.

    Nothing wrong with having a contingency plan when it comes to survival. I have to wonder though, if the reason IS to find refuge in Europe… will they actually find it there? European demographics show a bleak future within 40 years.

    Also: I noted the statment in your article about Orthodox Jews living off of government handouts? Really? How does sucking off the government square with religious teaching? This is total hypocrisy, if it’s true! Tell us more about this, and who is confronting this issue, please.

      Here’s the deal (and it is only the Ultra Orthodox Jews here in this country –everywhere else they work like normal people). They’ve interpreted the scripture that a man should devote his life to Torah to mean that he should spend his entire life studying Torah but not just in the evenings etc. but full time. Essentially to be in school for life (in a yeshiva) and to spend all day, every day dawn to dusk studying the bible. They have an average of 8 kids but families of as many as 16 kids are not at all uncommon. They do not believe in the State because they think no one can create the state before the Messiah comes.

      Like I have said before I agree with a bit of what RP has to say, hes straight edge with the constitution. But some of the policy that i disagree with are ABSOLUTLY deal breakers for me as a conservative. Fiscally, I dont think there is a better option than RP.       Actually, I would also vote for Santorum, Cain and possibly Bachman. I am pro-choice and for cutting more than half or more to all the 900 USA military installations around the world we parked our butts on and never left after WWII and Korea and these are not for that.

      I am not voting for Rick Perry or Mitt Romney. PERIOD.

      If Republicans choose huge RINOs like Perry or Romney in 2012 – it will be Obama for another 4 years.

    France, England, Spain – all of Europe is being muslimized. There is no where to run except to the USA and we don’t need any more huddled masses.

    The American Jews voted Obama in (and Israli Jews adored Obama in 2008) and allowed him though his closing down American farms by shutting off water and imposing more and more regulations which sparked a food shortage/high food cost and hunger in the middle east (USA FEEDS the world) AND USA interference in these countries after the spark was lit allowed radical muslims to take over so many middle east countries.

    I am not interested in Jews any longer. They made their bed – let them lie in it. Even TODAY – most American Jews will vote for Obama. You can’t help people bent on their destruction.

      The communist symbol inside the the Obama logo is a bit of a hint that Fredd enjoys a good sense of humor. Sarcasm is the only relief that we have from the incomprehensible thoughts coming out of the mind, or lack there of, of a liberal/progressive. “Lighten up Francis!”
