Feds Propose to Open an Unmanned Border Crossing With Mexico to Upgrade Security

US to Open an Unmanned Border Crossing With Mexico

(The Blaze/AP) The bloody drug war in Mexico shows no sign of relenting. Neither do calls for tighter border security amid rising fears of spillover violence.

This hardly seems a time the U.S. would be willing to allow people to cross the border legally from Mexico without a customs officer in sight. But in this rugged, remote West Texas terrain where wading across the shallow Rio Grande undetected is all too easy, federal authorities are touting a proposal to open an unmanned port of entry as a security upgrade.

By the spring, kiosks could open up in Big Bend National Park allowing people from the tiny Mexican town of Boquillas del Carmen to scan their identity documents and talk to a customs officer in another location, at least 100 miles (160 kilometers) away.

The crossing, which would be the nation’s first such port of entry with Mexico, has sparked opposition from some who see it as counterintuitive in these days of heightened border security. Supporters say the crossing would give the isolated Mexican town long-awaited access to U.S. commerce, improve conservation efforts and be an unlikely target for criminal operations.

“People that want to be engaged in illegal activities along the border, ones that are engaged in those activities now, they’re still going to do it,” said William Wellman, Big Bend National Park’s superintendent. “But you’d have to be a real idiot to pick the only place with security in 300 miles (480 kilometers) of the border to try to sneak across.”

US to Open an Unmanned Border Crossing With Mexico

The proposed crossing from Boquillas del Carmen leads to a vast expanse of rolling scrub, cut by sandy-floored canyons and violent volcanic rock outcroppings. The Chihuahuan desert wilderness is home to mountain lions, black bears and roadrunners, sparsely populated by an occasional camper and others visiting the 800,000-acre (320,000-hectare) national park.

Customs and Border Protection, which would run the port of entry, says the proposal is a safe way to allow access to the town’s residents, who currently must travel 240 road miles (390 road kilometers) to the nearest legal entry point. It also would allow park visitors to visit the town.

If the crossing is approved, the Border Patrol would have eight agents living in the park in addition to the park’s 23 law enforcement rangers.

“I think it’s actually going to end up making security better,” CBP spokesman William Brooks said.

“Once you‘ve crossed you’re still not anywhere. You‘ve got a long ways to go and we’ve got agents who are in the area. We have agents who patrol. We have checkpoints on the paved roads leading away from the park.”

A public comment period runs through Dec. 27 on the estimated $2.3 million project, which has support at the highest levels of government from both countries.

US to Open an Unmanned Border Crossing With Mexico

But U.S. Rep. Michael McCaul, a Texas Republican member of the House Homeland Security committee, questioned the wisdom of using resources to make it easier to cross the border.

“We need to use our resources to secure the border rather than making it easier to enter in locations where we already have problems with illegal crossings,” McCaul said in an email. “There is more to the oversight of legal entry than checking documents. (U.S. Customs and Border Protection) needs to be physically present at every point of entry in order to inspect for contraband, detect suspicious behavior and, if necessary, act on what they encounter.”

While CBP will run the port of entry, the National Park Service is the driver behind the project, which it hopes will help conservation efforts on both sides of the border. Even as the National Park Service has increased cooperation with its Mexican counterpart, joint conservation has been limited by the inability of personnel to cross the border without making a circuitous 16-hour drive, Wellman said.

So the National Park Service is building the contact station just above the Rio Grande. It will house CBP kiosks where crossers will scan in their documents and talk to a customs officer in Presidio, the nearest port of entry, or another remote location. Park service employees will staff the station, offering information about the park and guiding people through the process.

Similar ports of entry are already in operation on remote parts of the border with Canada.

“We think we can do this without doing any damage to national security and possibly enhance security along the border by having better intelligence, better communication with people in Mexico,” Wellman said.

The crossing would also restore a long-running relationship between the park, its visitors and the residents of Boquillas del Carmen, the town of adobe dwellings set a short distance from the river in Mexico.

For years, U.S. tourists added an international dimension to their park visit by wading or ferrying in a rowboat across the shallow Rio Grande to the town. There they bought handicrafts and tacos, providing much-needed cash in the isolated community.

But US officials discouraged such informal crossings in 2002 after the Sept. 11 terrorist attacks prompted calls for tighter border security. Without access to tourists or supplies on the U.S. side, the town of just more than 100 people has seen a 42 percent drop in population from 2000 to 2010.

Gary Martin, who manages the Rio Grande Village store at a nearby park campground, recalls many Mexican residents crossing the river to pick up groceries and other necessities.

“We’re their supply,” Martin said. “They don’t have any electricity over there. So they would come here and buy frozen chicken, cake mixes and things that they couldn’t get over there.”

Martin tried to stock food items Boquillas del Carmen residents wanted, such as eggs and big sacks of beans.

“After the border closed, well, I got rid of most of my food and went back to gifts because I wasn’t making any money,” Martin said. He estimated about 40 percent of the store’s revenue came from Boquillas residents.

Few have risked crossing to the store since. “If they get caught over here they get shipped off,” he said. “They get deported all the way to Ojinaga and then they’ve got to find their way home. It’s not really worth it.”

Still, most days some Boquillas del Carmen residents wade across the river a short distance downstream of the old crossing and scramble up to a paved overlook perched high above the river.

On boulders near the parking spots they lay out painted walking sticks, scorpions and roadrunners crafted from copper wire and colorful beads. Each craftsman’s work occupies a different rock and operates on the honor system with the hope tourists will drop four or five dollars in their jar.

“Sometimes we don’t sell anything,” said Boquillas del Carmen resident Guillermo Gonzalez Diaz. “Sometimes we sell one.” And other times authorities confiscate everything.

Gonzalez, a 34-year-old father of three, described his town as “very sad, very hard” and said there was no work. Without access to the Rio Grande Village store, residents depend on a bus that runs once a week to Melchor Muzquiz, a larger town about 150 miles (240 kilometers) away, for supplies.

A small military presence protects the town from the drug-related violence that has engulfed other Mexican border towns. Now with news of the port of entry, residents are already making plans for restaurants and shops, he said.

“When it closed nobody crossed and everything went downhill. People began to leave,” he said. “Now people are going to return.”

Perry signed a Bill giving instate tuition to illegal aliens, rejected a proposed bill resembling that of Arizona‘s SB1070, and hasn’t done much to stop the growing population of illegal aliens and size of sanctuary Cities in his own State. Many of the jobs created in Texas are federally funded jobs and Government positions. One of the reasons why buisnesses are moving to Texas is because there is abundant cheap labour without the hassle of companies having to give benefits or long term contracts to their employees, thanks to illegal aliens. His dealings with certain companies and their interests concerns me, see his support for the Trans-Texas Corridor (a massive private-land grab and intended for a NAU) and his executive order for an HPV Vaccine, aimed at little girls. His State’s debt has doubled during his Governorship. Texas has ranked, during his two terms, as one of the lowest perfoming States in Public Education. About 60,000 anchor babies are born in his State annually. He had originally avoided or ignored a proposed bill restricting the TSA. That’s just his record, not really my opinion.

There’s a person in this blog that has an avatar with Aztlan as the southwestern U.S. Territory. If people don’t think the Aztecs are trying to rebuild the lost empire, think again. With no facts other than my own limited observation, I believe a vast majority of the gangs & drug cartels are the builders of that nation. Could be totally wrong, but I believe it personally based on racial demographics I see here in SoCal, & the population in prisons. Again, no facts, just opinion.

Texas would be a great place to pilot a program of fining individuals and businesses $250,000 per occurrence for the hiring of illegal aliens. The jobs are the inducement and the individuals and businesses who exploit these workers, by and large >95%, know they are illegal when they are hiring them. Stop the inducement, reduce the number of illegal aliens and lower the unemployment rate. Individuals and businesses who hire these workers pay them off the books in most instances, so are also guilty of multiple employment and tax laws. They are not entrepreneurs or job creators, they are common criminals.

Every time I hear the fence argument as a standalone point I have to think. That should not be what comes out of this little bite of news. The states are a test bed for new ideas. This idea is testing an open society and how to make it automated for centralized control of the population abroad. Be careful not to wrapped up in the anti-immigrant conversation. That isn’t the real what you are seeing. What you are seeing is a testing ground for how a one world government would control populations. Just like the unmanned drones will be centralized control over the masses. Not conspiracy theory, because it is easy to control military personnel. It is ingrained to follow orders and to accept ridiculous concepts and follow. These factors have to make you stop and say what part of the population will be controlling all these automated systems in the future. Think a little deeper on these things and open your mind to the possibilities.

This is just a talking point for the Globalists in the future if it’s reasonably succesfull for the locals for two weeks until the gangs and the coyotes take over with their forged papers. They will have to spend millions for a hospital to take care of the pregnant women who want their anchor babies and then all the free stuff that they think their due. This is just the most stupid thing I have ever heard…

2 things: First, if the town is dwendling let’s send them the 11+ million illegals that are on the wrong side of the boarder. That will make their town boom.
Second, will we all have to show IDs via kiosks to move from place to place in the future?
This is another F&F but in the wrong direction and with people instead of guns (or maybe they will bring their guns with them and G… knows what else).

We pay good money to incompetent civil servants to come up with solutions like this to our serious border problems. The lunatics are running the asylum!!

Why not fire all those who now have anything to do with border security and hire back contractor bounty hunters to patrol the line. Pay them a commission on every illegal alien they catch. They would secure that border pretty quick.

Hey, bubba, I can beat that one!

Place one million dollars in each of five numbered accounts in the US, representing five geographic sectors along the border commanded by five Mexican Army Generals.

Everytime we apprehend an illegal on our side, $1,000.00 would be deducted from that sector’s account. That border would be tight as a tick after two months!

Will we do it? Hell no, way too much payoffs and corruption. Witness the ATF and their “Fast and Furious” stupidity.

Obama really doesn’t want that border secured. When the hammer falls, he’ll revel in the chaos all those infiltrated Iranian special forces will bring all across America. Shopping malls, grammer schools, any soft target will do. Ever stopped to imagine what six trained Iranians with fully automatic AK47′s could do in a mall on Saturday afternoon? Obama, Holder and Napalitano have and they just don‘t give a rat’s ass. Obama has “unindicted co-conspirators” from terror trials to the White House for dinner for Christ’s sake.

Well, them coming here to trade, do business worth us, buy and sell is not the problem. I mean, before 9/11, and many years before that, the US protected the border but also allowed foreign Citizens to cross without much trouble. THE DIFFERENCE was that as they came here, they had no right to buy land, open up a store, create a radio station, send their kids to our schools, receive food stamps, get free lunch for their kids, access to our court system, legal representation or counsel, Government funded interpreters, apply for Medicare or Government run services, receive birthright citizenship for their babies, get a driver’s license, rent a house, seek representation or help from our elected officials, get a job, open up a bank account, get a bank loan, be accepted for a mortgage, buy a car on lease, receive instate tuition, get a license to do operate a business, etc. They did not have any incentive to stay here if they came to visit here. And hey, we actually enforced our laws, and didn’t let them do anything under the table. We actually cared about our own Citizens and our own towns. We must cut off all special benefits and whatnot given to illegal aliens. Even with an easy entry border, we wouldn‘t have an illegal immigration problem if we didn’t reward those who came here illegally. And that is the root of the problem. History proves it. America was a vast open land before, but it never gave entitlement programs or welfare to anyone, citizen or not.

Leave it to the Government to create a marble road in the middle of a dessert. I remember seeing pictures of the old USA with dirt roads, even on major highways and central roads. But this was when endless borrowing, printing money, and spending without limit were unheard of. But I guess Progressivism also means laziness, greed, selfishness, and entitled luxury. What happened to hard work, respect, integrity, frugality, thankfulness, pioneering, godliness, agronomy, independence, value of time, and living within our own means? In our culture and society today we have a belief that Government must make our lives easier (meaning we work less for ourselves) and we must advance in our lives with the financial aid of Government (our fellow neighbor
s money). This entitlement mentality must be put to an end.

Ti would be funny if party politics changed & the Hispanics no longer needed the Democrats.

It would be funnier too if the new Mexican American citizens were against immigration from south of Mexico like they are now. the poor progressives wouldn’t know what to do.

A border fence along the whole border will take years to build and an unknown amount of money. What we should do, if we want results now, is place a fence only in strategic places, and allow private land owners to actually defend their homes against invasion without legal repercussions.

I just read a story in a magazine about a rancher that owned 1000 acres and the constant illegals crossing his property, even comming to their house… I’m sorry but I would not want to live that way.

I do not understand why the products the Mexicans cross for could not be made availible to them in Mexico….. but then what do I know…

@4truth2all A surveillance system would absolutely work. My point in only placing a fence in certain places (that we can actually personally guard also) is that there are many underground tunnels funded by the drug cartels. A fence wouldn’t really be much of a deterrent for them. As for those ranches, I’ve heard plenty of those stories too. There was a rancher who actually got sued for by for fighting off illegal aliens on his property and had to pay a large sum to them. That’s ridiculous. There are certain cities in these border States where a property owner cannot detain an illegal alien (citizen’s arrest), hold him at gun point if trespassing, or even confront them. They must call border patrol and wait until they get there to deal with the illegal alien. I mean, this border has been opened for about 30+ years now, these coyotes and drug cartels have a pretty good advantage and have all their bases covered. What some politicians consider border security will not do much, as it is only to give us the illusion that their trying to secure the border and enforce our laws.

I wish people would get off this fence stuff…It will do more damage ti all aspects of life on the boarder ….The thing I see is a need for military presence..A border with real humans to asses the situations in countered…I live close enough to the border and see and hear a lot from both sides of the border…The majority of the flow seems to be fleeing a battle zone …The violence in some border towns is out of control..I really can’t bring myself to send a mother of 5 and her children back into that type of life..Seems crazy to me… We could use some troops, and something like a red cross that can make the right decisions about the people entering the US…Not a computer…This small town in Mexico seems like a good relation and should be treated as such…Opening a trade route with it is a good thing for both sides, but there has to be a better solution ..The difference between illegal and refugee needs to be better defined, some of these families have no where to turn…I just feel that the few are hurting the many here…The world need to hear some of these stories these families have from Mexico…I do not believe they show enough…There is fighting going on in Mexico that rivals any violent country in the world and no one is doing anything about it…Placing some troops at different locations will slow a lot of the violence down, and all the troops would have to do is train around the area…Seems to me that would be some good on the job training.
