WASHINGTON (AP) — In a fiery summons to an important voting block, President Barack Obama told blacks on Saturday to quit crying and complaining and “put on your marching shoes” to follow him into battle for jobs and opportunity.

And though he didn’t say it directly, for a second term, too.

Obama‘s speech to the annual awards dinner of the Congressional Black Caucus was his answer to increasingly vocal griping from black leaders that he’s been giving away too much in talks with Republicans — and not doing enough to fight black unemployment, which is nearly double the national average at 16.7 percent.

“It gets folks discouraged. I know. I listen to some of y’all,” Obama told an audience of some 3,000 in a darkened Washington convention center.

But he said blacks need to have faith in the future — and understand that the fight won‘t be won if they don’t rally to his side.

“I need your help,” Obama said.

The president will need black turnout to match its historic 2008 levels if he’s to have a shot at winning a second term, and Saturday’s speech was a chance to speak directly to inner-city concerns.

He acknowledged blacks have suffered mightily because of the recession, and are frustrated that the downturn is taking so long to reverse. “So many people are still hurting. So many people are barely hanging on,” he said, then added: “And so many people in this city are fighting us every step of the way.”

But Obama said blacks know all too well from the civil rights struggle that the fight for what is right is never easy.

“Take off your bedroom slippers. Put on your maching shoes,” he said, his voice rising as applause and cheers mounted. “Shake it off. Stop complainin’. Stop grumblin’. Stop cryin’. We are going to press on. We have work to do.”

Topping the to-do list, he said, is getting Congress to the pass jobs bill he sent to Congress two weeks ago.

Obama said the package of payroll tax cuts, business tax breaks and infrastructure spending will benefit 100,000 black-owned businesses 20 million African-American workers. Republicans have indicated they’re open to some of the tax measures — but oppose his means of paying for it: hiking taxes on top income-earners and big business.

Caucus leaders remain fiercely protective of the nation’s first African-American president, but in recent weeks they’ve been increasingly vocal in their discontent — especially over black joblessness.

“If Bill Clinton had been in the White House and had failed to address this problem, we probably would be marching on the White House,” the caucus chairman, Rep. Emanuel Cleaver of Missouri, recently told McClatchy Newspapers.

Like many Democratic lawmakers, caucus members were dismayed by Obama‘s concessions to the GOP during the summer’s talks on raising the government’s borrowing limit.

Cleaver famously called the compromise deal a “sugar-coated Satan sandwich.”

But Cleaver said his members also are keeping their gripes in check because “nobody wants to do anything that would empower the people who hate the president.”

Still, Rep. Maxine Waters, D-Calif., caused a stir last month by complaining that Obama’s Midwest bus tour had bypassed black districts. She told a largely black audience in Detroit that the caucus is “supportive of the president, but we’re getting tired.”

Last year, Obama addressed the same dinner and implored blacks to get out the vote in the midterm elections because Republicans were preparing to “turn back the clock.”

What followed was a Democratic rout that Obama acknowledged as a “shellacking.”

Where blacks had turned out in droves to help elect him in 2008, there was a sharp drop-off two years later.

Some 65 percent of eligible blacks voted in 2008, compared with a 2010 level that polls estimate at between 37 percent and 40 percent. Final census figures for 2010 are not yet available, and it’s worth noting off-year elections typically draw far fewer voters.

This year’s caucus speech came as Obama began cranking up grass-roots efforts across the Democratic spectrum.

It also fell on the eve of a trip to the West Coast that will combine salesmanship for the jobs plan he sent to Congress this month and re-election fundraising.

Obama was leaving Sunday morning for Seattle, where two money receptions were planned, with two more to follow in the San Francisco area.

On Monday, Obama is holding a town meeting at the California headquarters of LinkedIn, the business networking website, before going on to fundraisers in San Diego and Los Angeles and a visit Tuesday to a Denver-area high school to highlight the school renovation component of the jobs package.

      I know he’s panicking. Brian Sack reported last week that internal WH polling suggests support for The Obama among black voters has plummeted to an unprecedented ninety-nine percent.

      But at least HE isn’t telling his people to “bring a gun,“ and ”get in their faces.” Not this week. Yet.

      The direction barry wants us all to follow is destructive. It is obvious to all of us. The continuation of blaming the other person or other side was a lie to begin with. This is not to say he did not inherit some problems, but so does every president that assumes the responsibility inherit problems. With barry, the problem is his arrogance coupled with the progressive/socialistic agendas. His standards do not fit the American way and the change(s) he proposes does not allow workable solutions to be reached. There is no success in the peoples eyes for themselves. Having the government take, regulate, tax, and be our ‘mediator’ is a failing recipe. The worlds history of the socialist/communist/progressive proves this over and over again with the loosers being the people. And what barry is trying to do is exactly the same.

      The black people were not in this shape before he took office. The country was not in this bad of shape when he took over. He’s not the man for this job of president and even his constituants know this. His time shows us the destructive powers of socialism. Who but the enemy would want us to continue down this (his) agenda?

      Hi Cat..like your post. The way I see it. Islam took down the world’s economy on 9/11 by destroying the World Trade Center. Then just seven years later..Islam is in control of the most powerful nation in the world. Then 2-3 yrs later they have their “Victory Mosque” built at Ground Zero. Obama and Hilary place our military in harms way..taking out our friends and strongholds of Israel via the Muslim Brotherhood’s “Arab Spring.” So now all of the strongholds are removed…Israel is next. They have made enormous strides in their mission to conquer the world and take the beloved Israel. We were easy. They jsut don’t know who owns Israel. They will find out.

I am considering Herman Cain for President, I just have to hear more from him yet. I wish you could understand that it is Obama’s policies, and not his skin color that has people upset. I truly wish the black community would understand that. I think some times people mistake something said as an offense where there was no offense meant. If you would take a look at what is really happening in this country and see past skin color, it would be helpful to make an informed decision about who would be best for this country.     I guess I feel separating people to sell based on race is wrong. Obama is using his race to sell, is he not? I don’t hear Herman Cain doing that. It will work on some. I would like to know when we are actually past this because I thought we were until it was used with the Obama teams.
    I can understand black pride……..but this is not what it is……….It seems to me some politicians want to keep blacks separate and voting for them forever……..why is that?

    Addressing the CBC, the headline doesn’t reflect the content of his speech. More appropriately it should say, “the same old, same old”, for it is exactly that, a pit stop while on the fund raising campaign that Obama has been on since at least early August. He can not razzle dazzle anyone with what he has accomplished, which is nothing less than pushing us further into the hole we were in when he took office, so he tries to razzle dazzle us with his empty words. nothing works for him for he is on the wrong path with the wrong mindset, ideology and policies. He will be sent packing in 2012.
    Obama is not berating the CBC. Obama and the CBC are on the same page for they think and act the same way. neither of them are pushing policies that will either help Black America or the American people as a whole. Obama either doesn’t get it, or he does get it and he is purposefully pushing an agenda which will destroy this country. A “banana republic” appears to be his agenda and his “gift” to our nation. May God help us to rid the USA of Obama and his crew in 2012.

    The latest in demagoguery lecturing from big daddy. If I had sat in that meeting I would have been totally insulted. This man is still president for all the people (presumably) and although this is campaigning there is absolutely no indication that he is pursuing anything to promote ‘American Exceptionalism’.

      What I have noticed is how the sound and pitch of his voice has been rising up and up lately (I stopped listening to WHAT he said a long time ago). He sounds stressed and desperate lately. Things must not be going too well. I remember he used to have a whole different tone to his voice that sounded a lot more self-assured and confident, deeper, more deliberate and cultured. I also noticed how he talks differently depending upon the group to whom he is talking. Remember when he visited Ireland? What a joke!

      Cain really does not need to worry. For that matter, non of the GOP field does. What we need to worry about is barry. My gut tells me that it is not to far fetched that he will declair some sort of national emergengy or a state of emergengy (more than likely from an economic standpoint) which will delay or postphone the elections. That he can do through proceedures – especially if his cronies/progressive congress friends side with him. It is not impossible; and from this manchild’s demeanor and actions to this point – very possible.

    He’s spoken at La Raza (“the race”), the NAACP, now the “Congressional Black Caucus”. I wonder when he will address the NRA, or the Tea Party, or the JDL? Answer: Never. They are considered by him as mostly “white” organizations. He is only interested in stirring up and splitting off the “brown” groups in order to cause division. Let’s face it… he will get over 90% of the black vote anyway ’cause “he be black”, not even to mention democrat. (Ah, forget about him being half white. After all, he’s ALL marxist.)

Be it jim crow laws to social welfare to liberal/progressive education that removes history of the contributions made by minorities in order to create a victim class.
