“Playing it safe just got easier. If you live in Philadelphia and are between the ages of 11 and 19 you can now have condoms mailed directly to you for FREE.”

So it goes on the website TakeControlPhilly.org, a condom campaign initiated by Philadelphia’s Department of Health.

Fox News reports:

A new campaign by Philadelphia officials to reduce sexually transmitted diseases allows children as young as 11 to receive free condoms via mail order, outraging some parents who believe that’s too early to start getting physical.

The program, offered by the city’s Department of Health, features a website that includes facts on diseases like Chlamydia, gonorrhea and HIV/AIDS, as well as detailed — and playful — instructions for young girls on how to use female condoms….

Jeff Moran, a spokesman for Philadelphia’s Department of Health, said the campaign was launched last week. No complaints had been received as of today, he said.

Philadelphia Mayor Michael Nutter unveiled the campaign on April 7 as he announced the winning design for the city’s custom-labeled condom wrapper.

Recent national data indicates that Philadelphia has one of the highest rates of STDs among comparable cities, with African-Americans and adolescents being disproportionately affected, according to city officials. And a 2009 Youth Risk Behavior Survey found that 37 percent of sexually active Philadelphia high school students did not use a condom during their last sexual encounter.

The website reads:

CONDOMS CAN PREVENT DISEASE AND UNPLANNED PREGNANCY.

Abstinence is the only way to avoid becoming infected with an STD or getting pregnant. However, condoms are highly effective at preventing STDs. If you feel you and your partner are ready to have sex, it is important to use protection every time. That means using a condom – and using it right.

Replete with a condom map, a glossary of STDs, and its own mascot–Zelda!–the website also contains this piece of advice:

Every girl is different. Figure out what position works for you. You can stand with one foot on chair, sit on the edge of a chair, lie down, squat, or for fun, have your partner help you out.

Sigh. An 11-year-old. Reading that.

Though some might think that free condoms–especially for 11-year-olds–are inappropriate to say the least, others point out that 25% of West Philadelphia 6th graders are sexually active:

And while the idea of 11-year-olds having sex is a grim one, and parents who are blessed with the time and resources to properly parent their children don’t like for them to be exposed to sex at such a young age, City Health Commissioner Donald Schwarz says that a recent survey of sixth-graders in West Philly showed that 25 percent of the 11-year-olds had already had sex.

“Clearly, we don‘t think it’s OK for 11-year-olds to be having sex,” says Schwarz. “But we don’t have the infrastructure in place to fix [that] problem fast. We can, however, make condoms available fairly quickly to whoever needs them.”

    When I was thirteen, my class had a scheduled field trip to a local Proctor & Gamble factory. The day before the trip a group of us students were discussing what might be in the box of sample products each of us would receive.

    A friend jokingly asked me if I thought, (using the slang term), the box would include condoms. I was completely nonplussed. I had no idea what he was talking about. The group laughingly refused to explain what they were.

    When I went home for lunch that day, the first thing I asked my mother was, “Mom, what’s a ——- ?”
    She was greatly amused.

      This has not happened over night or since 2008. It’s been happening for some time, little by little. The NEA, and AFL-CIO (teachers’ unions) have been promoting this and parents have allowed it to happen little by little without saying anything. We are all to blame for not speaking up before and allowing schools to parent our children.

    Now, everyone should realize the word decadence. It’s just a small thing, condomes for preteens, sex in grade school 6yr olds etc. just another small thing added to it. On and on with Political correctness, do away with correcting behaviour in classrooms or at home, get religion out of the way, on and on, just another small thing added on.     I have an 11 year old daughter. My wife and I just spent weeks fighting/arguing /pleading with the school board to remove those same “Learning Skills” from the grade school “HEALTH CARE cirriculum. We vote in May for the school board members. Lets see how many parents who so loudly opposed the sex education of kindergaten thru 5th grade will turn out to vote these liberal a$$eS out on there kiesters. I didn’t listen to the video, it’s the same all over: Get the kids attention off of education and get them to thik of other more fun things to do in school. They want to teach a ten year old about how to use a “dental guard”. You know, you don’t want your “harmonica” to fill up with spittle. They teach kindergarteners about boys liking boys in more htan just a friendly way. This has to stop. But like I always say, It’s too late.

We really need to get Washington D.C. out of the education business. When local communities had control of education the product of that education was 100% better than what we are getting now.

    If your old enough to need a condom, you should be able to get a condom. Sad, but necessary nowadays. Lets face it, taxes can pay for prevention, or they can pay for hospitalizations. Its kind of a mercenary statement but sometimes reality sucks.

    I wish I could live in the world of “free” stuff Liberals have created in their minds. Had an argument with a co-worker about Healthcare being a basic human right (lol) that should be free for everyone. For some weird reason, he couldn’t comprehend that nothing is “free”. So now taxpayers, no matter what they’re views are, will give children condoms. Just like paying Planned Parenthood for abortions. Founding Fathers are rolling over in their graves. God help us!

      Better red, you are 100% correct. Im glad to see there is someone here who has some logic. Spirited, giving out condoms is not going to encourage any kid to have sex. Read your post, its ridiculous. The kids who do have sex need to have access to the safety that condoms will provide to them.

      Giving condoms to children having sex. Stupid. Just stupid. We know that these children are acting irresponsibly and impulsively. That‘s why they’re having sex. So now you expect them to be responsible in the use of a codom? Maybe 25% of those that use them will consistently do so. I think that is wildly optimistic but let‘s assume it for argument’s sake. But the distribution of condoms is also going to increase their sexual activity because now you have told them that they are SAFE*

      *(if they consistently responsibly use condoms which is unlikely)

      So you have caused them to be less cautious in their behavior by making them think thay are safer when that safety is dependent of responsible behavior that they don’t possess by definition.

      And we haven‘t even mentioned the other children who weren’t having sex because of fear of pregnancy and disease and social ihibition. You now have green light sex for them by taking away their fear and you have reduced the social stigma to having sex because you are implicitly condoning it by making it safer. Children are smarter than adults. They know that if you don’t want something to be done you make it HARDER to do, not EASIER.

      Given that condoms aren’t 100% effective even when used properly and we can’t realistically expect 11 year olds to use them properly you are gauranteeing higher STDs and teenage pregnancies, rather than lower.

      But of course you’ve got Planned Parenthood to deal with those pregnancies, right? So, no problem.

      These health centers, they have them in middle schools. They give out these condoms here in Farmers Branch, TX. Most health centers that are in the schools do this without parental consent. And people wonder why my kids go to parochial school.

      Please explain to me how liberals are promoting children having intercourse. They are promoting safe sex. If kids are horney or curious they will have sex no matter what you tell them, so why not protect them. What would you do if you had a daughter who got pregnant at 13 years old? You seem to be a conservative so im geussing you are against a womans, or young womans right to have an abortion. So that would mean you would let your daughter have a baby. Now your 13 year old has to provide for the baby, and conservatives are against “handouts” for the less fortunate. So now you will have to pay alot of money to raise that child. would you? So, if a teenager decides to have intercourse dont you think it would be beneficial for everyone if our teenagers had access to condoms and sex education? Teaching abstinence, or telling kids its a sin to have premarital sex is never going to work, and it never will. Im curious, when you were a young teen your hormones werent raging, or you werent curious or ever horney? Or is it that you were in church all the time and didnt think about the opposite sex.       I‘m pretty sure I didn’t even know what sex was at 11 years old. How do you teach an 11 year old child that it’s okay for some grownup strangers to talk to him about sex (e.g., in his classroom, at the health department, in the school counseling office), but it’s not okay if any other grown strangers talk to him about sex? Let me tell you, as one who has studied child development in graduate school… you don’t. Children at that age do not have the maturity to discern if someone is “trying to help” them or trying to harm them when it comes to sexual matters. As a matter of fact, the vast majority of children are completely ignorant about sex at the age of 11, unless they have been sexually abused.

      Liberals kill unborn babies, they steal from others those things they can’t afford under the guise of social justice, they are liars who falsely accuse anyone who stands in the way of their agenda, they applaud criminals who break into our country, they sympathize with terrorists who are trying to destroy America, they are vulgar, they celebrate perversity, they hate God and they love corrupting children.       I have an 8 year old son. It boggles my mind that kids 3 years older are getting this type of exposure. That’s far too young. There are some seriously screwed up adults in this country.

      This is exactly what the loss of God, morals, and values has done to people. Teaching abstinence does work. Will it force people to abstain? No. That is where the parents come in and teach values at home, where the kids should also learn something called SELF CONTROL. Was I horny as a teenager? Of course. Did I think like most red-blooded males? Sure. However, the difference between you and I is that I had a mother AND a father who taught me morals and self-control. Liberals don’t seem to know what self-control or consequences are…have sex if you’re horny, spend whatever money you want regardless of budgets, if you don’t want your baby…kill it, etc. Liberalism is truly a mental deficiency. But hey, keeping mailing those condoms on the tax payers dime! And if they don‘t want to wear ’em, we’ll pay the raising (or aborting) of that child anyway!
