Full Election Board: Rahm Can Run

CHICAGO (AP) — Former White House chief of staff Rahm Emanuel can run for Chicago mayor although he spent much of the last two years living in Washington while working for President Barack Obama, the Chicago Board of Election Commissioners ruled Thursday.

With the board’s decision, Emanuel clears a major hurdle in his bid to replace retiring Chicago Mayor Richard M. Daley. Officials have tried to expedite mayoral ballot challenges before the Feb. 22 vote, and the board’s decision is almost sure to be challenged in the courts.

An election board hearing officer, who had presided over days of testimony in residency challenges to Emanuel’s candidacy, recommended early Thursday that Emanuel’s name be allowed on the ballot, saying evidence suggests that he had no intention of terminating his residency in Chicago, left the city only to work for Obama and often told friends he intended to live in Washington for no more than two years.

“Illinois law expressly protects the residential status and electoral rights of Illinois residents who are called to serve the national government,” hearing officer Joseph Morris , a Republican attorney in private practice in Chicago, wrote in his 35-page ruling.

Earlier Thursday, Emanuel said she he was encouraged by the officer’s recommendation.

“Chicago voters should ultimately have the right to decide the election — and to vote for me or against me,” Emanuel said in a statement before the board made its ruling.

More than two dozen people challenged Emanuel’s candidacy, contending he didn’t meet a one-year residency requirement. Emanuel quit his job as Obama’s top aide and moved back to Chicago in October after Mayor Richard M. Daley announced he wouldn’t seek a seventh term.

Emanuel is part of a crowded field of more than a dozen candidates, including former U.S. Sen. Carol Moseley Braun, U.S. Rep. Danny Davis, former school board president Gery Chico, City Clerk Miguel del Valle and state Sen. James Meeks, the pastor of a South Side mega church.

Since returning to Chicago in October to run for mayor, Emanuel has enjoyed strong name recognition in the race and already has run several TV ads. A recent Chicago Tribune/WGN poll showed Emanuel as the only candidate in double digits with more than 30 percent support, although 30 percent remained undecided.

    Hillary ran in NY, and became a senator from that state. This is nothing new as I believe the entire idea of residency as a requirement to run for office has been thoroughly trashed.

    they all harp on Palin for “ quitting” her governorship, though we all know it was due to the cost of lawsuits,

    but its ok for Dead Fish to quit his job to run for mayor, and violate the residency laws

    Ever since the Al Capone days Chicago has been a city of complete corruption with all politicians. So this does not come as any surprise. Pity the citizens who can’t fight for their city to get cleaned up. I would move out of that town…….

    If the people of Chicago vote for Rahm it’s their own fault for whatever happens. I think it‘s all some sort of set up for Michelle so when she runs for Senator in Illinois she’ll have her cards in play if Rahm wins. Her political career started when she planted that garden and demanded 4.5 billion for her food bill. Hope she’s having a great time on another vacation. How many does that make this year?

    What is the use of having laws if you aren’t going to enforce them? If anyone else did what he did they would not be allowed to run. There isn’t a caveat in the rule that gives any mention of intention. For sure he will be the next mayor of Chicago.

    Gee is ANYONE surprised at this ruling? AND will ANYONE be SURPRISED if this Jack@ass doesn’t win? What a disgrace our Country is in. The founding father’s would be crying. I guess next you won’t have to be an AMERICAN citizen to run for PRESIDENT??

    Why not allow anyone to run in any state, at any position at any time?????/

      Once again we see the true Progressive style of electorial rigging; do everything dishonest and not in the book to guarantee a win by hook and crook. I have to wonder just what he promised them when he becomes the mayor of Chicago, and where the bribery funding came from?

      Mind you, any conservative or tea party member seeking to become the mayor would have been disqualified without any question or hesitation on the part of this so called election board.

      OF COURSE HE CAN.. after all IT‘S CHICAGO isn’t it??? DEAD people can vote why can’t those that leave the state live elsewhere but INTENDED to return SOMEDAY run for MAYOR?? Heck maybe I can run I left 7 years ago but INTEND to return.. fact is I at least go into the city once a week to visit relatives I also have a share of my ma’s house. I KNOW I left something there from when I was a kid.. sure my sister who still lives there can find it.. LOL..
