Georgia Town Raises Nearly $4,000 Off of Saggy Pants Fines

Sagging Pants Equals Rising Revues

It's a good look on you. No, really . . .

Authorities in Albany, Ga. may have found a solution to the national economic crisis.

The answer? Fine people with laughably bad fashion sense that borderlines on “indecent exposure.”

On Nov. 23 of last year, the city of Albany instituted a ban on anyone wearing pants (or skirts) more than three inches below the hips.

The first saggy-pants ordinance violator less than nine months ago started a cash flow to the city, reports the Albany Herald

Under the ordinance “the municipal court shall have the same authority as the superior court to enforce obedience to its orders, judgments and sentences.”

“The Municipal Court advises that 187 citations have been issued and fines collected of $3,916.49,” since the ordinance went into effect Nov. 23 says City Attorney Nathan Davis.

First-time offenders must pay a $25 fine. On subsequent offenses, the fine can run as high as $200.

Considering that the Albany Police Department is averaging more than 20 citations a month for the indecent exposure saggy pants ordinance, it is possible the rest of the year could add another $1,500 to the city’s general fund pot, reports the Herald.

Although the ordinance prohibits arrest or imprisonment for violations, it can impose 40 hours of community service to be completed in lieu of fines.

Sagging Pants Equals Rising Revues

Disregarding polite society is not a constitutional right.

The inhabitants of Albany are not only spared the uninvited parade of drawers, but they will also have clean roads.

Doesn’t sound like a bad deal.

But wait! There’s more!

Albany is not alone among the cities that want to do away with the pants-around-the-ankle look. It has been reported that other cities in Georgia including Dublin, Hawkinsville, Plains, and Rome have similar ordinances or are considering them.

Furthermore, other states such as Florida, Virginia and Louisiana also have cities with the ban or are considering a ban, according to the website USATODAY.com.

If this trend were to catch on, then towns and cities across the nation could generate the revenue they need to operate and at the same time instruct fashion-challenged citizens on the benefits of wearing a belt.

There is nothing better than watching Cop’s on T.V. and seeing one of these Einsteins trying to run and having his pants fall down. Watching the perp doing a face plant on pavement, then a big cop land on him with a perfect body slam….It’s just to cool. Also the compliment to the sagging pants is the shoes untied.

If so, seeing Tyrone try to run from the po po, and have his saggy pants fall down, and the cops catch him is not fiction, it it real.

Las Vegas is full of young teenagers walking around with their Levis like that. I always was a bit confused on why the young men were running around like that. I feared they were inviting something they may not really want.

I wish this city would pass an ordinance like Albany, Georgia, has. Our city could use the money as well.

LMAO @RANGERP You say it’s not racist, then use the word “Tyrone” obviously referring to a black person, and the original poster was using lexicon similar to that of stereotyped black person. Not racist? Yeah right. You people ALWAYS make racist comments about blacks. I remember when there was a fight on a subway and all the comments were like “no wonder…they’re all black” and similar such statements. You people need to realize whites are the minority, and there are people out there different then you, blacks included. It‘s not good to live your life feeling such hatred and anger towards a group of people just because they’re skin color is a darker shade of brown then yours, and causes you to stereotype the entire group. That’s childish and stupid. It’s like in kindergarten: “I want the blue crayon!“ or ”I want the yellow crayon!” Color is always a stupid thing to fight over.

“because they’re skin color is a darker shade of brown then yours, and causes you to stereotype the entire group”

I am not speaking of the entire group. I do not have any black friends, but a few of the best friends I have, happen to be black. They do not act like heathen thugs, wear stupid looking baggy pants…. A few days ago, I helped out a two young boys in a parking lot in Columbus, Ga that were black. They had a busted alternator belt, and needed a jump. Both had on the baggy pants. I gave them both grief over the issue, but did it in a comical way. Some of these kids have no real male in thier life to show them the way. they are influenced by the thug rap culture, and that which comes of of the prison. There are a whole lot of folks that would not do as I, and knock “Tyrone”, and yet they would not stop and help these young boys either.

turning a blind eye because of skin color, is just as racist, as wanting to to treat an entire group badly based on ethnicity.

Example; gangster rap is heathen filth. It is not heathen filth because if originated from the black folks, it is heathen filth because of content. Listen to it. What other music uses the “F” like word like rap, calles women bitches and ho, talkes about violence against the police….. To many Americans are turning a blind eye to it, because they do not want to offend. I would prefer to be correct over being popular.

You find a guy’s undergarments to be distasteful? Understandable…

Sharia law finds a woman’s exposed skin to be distasteful. And yet every single person on this board denounces the mandate that women must be covered in public.

So much for limited government. These articles are great for identifying who is really for limited government and who is just for less government when it is convenient to them.

We have 187 citations which probably took a half hour each in time taken by officers who are out to “protect and serve” the public but are instead becoming big brother and telling others how to dress.

So you have about 95 hrs of police time wrapped up in this enforcement or approx. $2000
Plus any lawyer fees and city council time wasted in writing up this dictation, and you come up with making a few bucks by selling away a little more freedom. Hopefully next time the city doesn’t find carrying a bible offensive. They could probably make a killing on that one. Just line the cops up on Sunday and the government could really be raking it in.

The idea is right, I hate sagging pants as much as the next guy. But when we impose our will on these people it does not do anything but fuel their rebellious engines and we are worse off than when we started. How about talking to them and educating them about why we don’t like seeing that sort of thing in society? How about mentoring or inviting one of these guys into your life to show them what being a man is. All these neocons here just want to throw the book at them, but then don’t understand when the infestation comes back twice as bad.

Wake up people! FREEDOM is why this country has any greatness at all, and we are throwing it away

Come on now, you have to be smarter than that.

We have this thing at the end ouf our constitution called the Bill of Rights. We allso have a series of legal folks, going all the way to the Supreme Court.

We have individual freedoms that can not be taken away, by the fed, state, or local government.

Sharia Law would be a violation of our first ammendment.

You have a right of expression, but your right to express has limits. You can listen to what ever music you like, but when you play it so loud, that I am forced to listen to it….

You can pick the style of clothes you like, but there is also limits. You can not walk around naked, women can not go aroud topless in public….. If the local population wants to stop kids from walking around in just thier underwear, they have the right to stop it. If those wearing the baggy pants want, they can challenge in court.

That is how the system works.

Despite its questionable origins (I have heard other explanations) it is just a fashion. I can’t see how someone in their right mind would make this a law unless certain body parts were actually exposed (sometimes yes, but most the time the underwear covers even the upper buttocks) . Most guys that sport this kind of fashion would be mighty offended if you implied they were looking for another man. It’s fashion for most of them.

If so, wouldn‘t that infringe on the individual’s right to be dressing as they please (no matter how tasteless)? Once you start letting a government regulate things of this nature, what‘s to say they won’t stop with these guys? The key word here is UNDERwear…they go UNDER the clothing. So yea I dont know if it’s against the law or not; to walk down the street in your UNDERwear, but I sure as he’ll dont want to see it. There has to be some sort of dress code law or we would have nude people walking around everywere. So where does your freedom line start and begin? Totaly Nude? @Clive

In Albany it ends 3 inches below the top of the hips. With you it’s when you can see their penis or exposed butt. Yes people wear more revealing things, but they do it at the beach and at the pool, and parties. The places where its appropriate. As I stated I don’t want to have to see their undergarmets pure and simple, and neither does Albany and possibly Dublin, Hawkinsville, Plains, and Rome, Ga.

You don’t have to defend the blacks from my statements; quite the opposite. I am going to defend their right to be brought up like respectable human beings, and not dress to immulate prison society and people who commit acts of thuggery. Besides its not just blacks who dress this way. My cousin dresses this way, and he’s a redhead.

I am for more freedom as well; but a line has to be drawn somewhere or there would be people walking around the streets in the nude. Which would totally cross your puritan line of indecent exposure.

Ok, so ya look like a thug/ piece of **** when you wear your pants like that. I absolutely hate it. but the gov’t should not be making money of how you wear your clothes. If you dont have on underwear then ok, its public nudity, but i could wear basketball shorts under my pants and u are seeing less skin or anything provocative but i would still get a ticket. Thats complete ****. f the gov’t for taking away freedom. who gives a rats ass how u think it looks. i think a burka looks worse so lets start fining them. its such crap

Obviously a great reason to have the police step in. Maybe you’d like to run for the GOP ticket in 2012.

      @Brad….

So if you’re offended by it, it’s okay to outlaw it? That’s the problem with this country – everyone has started believing that they have the right to *not* be offended. That’s what has brought us the outlawing of mentioning Christmas, the ban on mentioning God in schools or in public, the new curriculum that teaches people’s children that being gay is cool (because it offends some people that others don‘t want their children growing up thinking homosexuality is something that is cool and is something you’re born with instead of a choice), the demonizing of anyone with money (since it offends people that there are rich people when they aren’t), and a multitude of other ridiculous laws and regulations that dictate “acceptable” behaviors. It is this supposed “right” to not be offended that started political correctness, and it’s complete and utter crap. It’s destroying this nation.

People need to get over themselves. I’m offended by stupidity, but as much as I’d like it, I would not approve of a law that slaughtered all stupid people…by the same token, I don’t think they should be protected (if you’re stupid enough to pour hot coffee on your crotch, you deserve to be burned). This “pants on the ground” thing is sickening, and it does need to be solved – at home. It would also help it if people started mercilessly making fun of how stupid they look (screw their feelings) and then they might choose another fashion.

Let them keep wearing them like this. This way, the cops don’t have to run so fast. Kinda like a woman can run faster with her pants up than a man with his pants down.

a picture of a couple “wiggers”. emulating convicts and trashy whites and/or blacks is incomprehensible. using the “they’re just teen agers” excuse is simply enabling.

fines may be excessive punishment, but hours of community service is a great idea.

Don’t worry about losing “wiggers”. It’s fine and very apt. I, for one, don’t care what descriptive labels anyone uses and I am definitely not one of those whites that is scared to be labeled as racist, bigoted or whatever else anyone may want to try to use on me. Sticks and stones….

“Lee D. Baker, Dean of Academic Affairs at Duke University, states that it is widely believed that sagging was adopted from the United States prison system where belts are prohibited.[3] Belts are sometimes prohibited to keep prisoners from using them as weapons or in committing suicide by hanging themselves.[4][5] The style was later popularized by hip-hop artists in the 1990s.[4] It has since become a symbol of freedom and cultural awareness among many youths[6] or a symbol of their rejection of the values of mainstream society.[7]” wiki

I though that it also signified that person was a “bottom” (b_tch) in prison. There are so many fashion statement that could be made that would show a “rejection” of society & yet not be sexually vulgar.

I agree that this “fashion” trend looks ridiculous and sometimes downright offensive. I understand why many applaud this action. But these laws trouble me. They set a precedent. Today a law mandating what people CAN’T wear – tomorrow a law mandating what people (or a designated group of people) MUST wear?

I would say $200 for the first offense! Then $300 for the second, and the $400 for the third. And so on and so on.
After they cannot afford their drugs anymore because of the fines, and their minds begin to clear up, they might even turn into a man.

That’s not a “freedom” worth preserving. All societies can only exist if there are commonly accepted standards of decency. These standards can be argued to be arbitrary. That’s not the point. A minimal ammount of conformity to social norms is necessary to keep the sense of social cohesian in place. Without that we revert to the jungle. If your need for freedom reguires less constraint your are still free…to leave and find a society that will accept YOUR standards…or live on your own

      @solaveritas

Is it lawful to walk down the street in your underwear? To me there is not much difference in having to look at half of someones underwear and having to look at just undies alone. I don’t want to see any UNDERwear. I guess the saggy bottom people made the half of your underwear showing is ok law.

Indecent exposer… That’s in the eye of the beholder, and this could definately qualify as such. Which it did; and is why the police are handing out tickets.

If the community defines the exposure of underwear to be indecent then it IS “indecent exposure”.
