The State Can Seize Control and There is Nothing I Can Do: Glenn Weighs in on Nov. 9th Emergency Broadcast TestThe Blaze recently reported that at 2 p.m. EST on Wednesday, November 9th, The Federal Emergency Management Agency and the Federal Communications Commission will conduct the first-ever national test of the Emergency Alert System, where radio and televised broadcasts across the country will be disrupted for roughly…three-and-half minutes:

“In essence, the authority to seize control of all television and civilian communication has been asserted by the executive branch and handed to a government agency,” wrote Buck Sexton in our earlier report.

During the upcoming test, an audio message will likely recite, “this is a test” while text at the top of the screen might read that an “Emergency Alert Notification has been issued.”

While emergency broadcast tests are typically used by state and local governments to issue severe weather alerts and other emergency information, there has never been a nationwide activation of the system before. Federal agencies cite the reasons for the national test are to ensure emergency preparedness and to pinpoint flaws in the new EAS system.

Meanwhile, the thought of the nation’s broadcast systems being completely cut off for nearly four minutes — in addition to broadcasters being stripped of control — has left many, including Glenn, feeling unsettled over who, exactly, will have power over our airwaves.

When speaking about the old EBS tests, Glenn said that it “didn’t take control away from the broadcaster.” The new system, however, “seizes control of the broadcast frequency.”

“If the state wants to take control…they can just take it and there is nothing I can do about it” Glenn stated.

    Are they going to jam the Ham Radio signals also .. do they have that ability throughout the country? These are often the ONLY communications during an emergency .. they are the first line of defense after a disaster.

      As i understand it, there are ways that the Citizen Band (CB) radios can be jammed amd i believe the HAM Radio frequencies as well can be jammed.

      Jamming the HF spectrum completely would be impossible. HAM radio can still work…for short range, I’d recommend either CB with SSB capability or a Marine band radio….Marine band is supposed to be licensed for any use other than in boats/ships above a certain size….but you can get ‘em at any boating supplier….Cabelas has some good models available….and you would be using a band that is not normally busy outside of the lakes and rivers….

      I live right near the Gulf of Mexico .. lots of boats … if something “unexpected” like we get shut down .. I am headed to the marina and see if someone on a boat can get any information .. thanks for the idea!

      Monk has a point. Is the timing of this purposely designed to blame the asteroid and so they can then claim they had nothing to do with it? Something is up and it isn’t good. I have said before that an election in 2012 might not become a reality. CATB, I enjoy your posts. Short and sweet and to the point.

      Having been a ham for 36 years as well as a Signal Officer, the government and the military can pretty much shut everyone down. An EMP can take equipment down fast unless one has it secured in a Farady Cage of some sort.

      However, I seriously doubt that hams will be affected by this “test.” The EAS System is only testing radio and television as far as we know at this time. If they do diddlefritz with the hams we will know something is up with their plan.

      As for CB, unless your running an illegal amp with your radio you won’t be talking far. Our CB frequencies are Japan’s emergency frequencies and thus CB is limited to 5 watts.

      Having said all that, I trust Obamao and his communist buddies about as far as I can throw a Grand Piano so my suggestion is do what you must to prepare. There’s nothing good on TV anyway! Shoot the thing! – 73 – (Best Regards) Me (No callsign for a reason folks — 2X1 call — is all you get.

      I still believe this is a dry run to gather success and holes in the operation. Look for another in early 2012, and a full go in late summer to early fall 2012.

      Obama cannot win the election. A state of emergency will be necessary.

      I would like to know what’s up with the alarm sound that is going on in the middle of the night on TV NOW! It has been happening for about the last week a few times when I was up in the middle of the night working .. and just happened again at the start of RED EYE on FOX News … it was very loud I think three long and two short .. no notice of any kind on the screen. I wonder if this is the test BEFORE the test?

      I really don’t know what all this means…and you guys aren’t making me feel any better… Personally I think we depend too much on all this stuff in our homes…tv…internet…phone…growing up I had no phone… 2 channels and no computer…and we did just fine..all this stuff just makes us lazy..I know I am one who waste alot of time on the computer. So is it really so bad?

      …remember all “jamming” is is transmitting on the frequency you were going to use. If someone were to jam all the frequencies (lots of different sized antennas; since “antenna length” = “frequency” / “speed of light”), you could still transmit by moving away from the jamming source or transmitting with a stronger signal. On the receiving end, just filter out the jamming noise. Not too difficult.

      What you say is true, but the government and society in general ignore us Hams. I fear that we will be forbidden from doing what we do best during a true emergency. Recall that FEMA refused to let Hams set up communications during Katrina and thus Hams were prevented from contributing to the well-being of millions of people. The government can (and apparently WILL) stop Hams from passing on life-saving information. ‘Ever wonder why the government prevents communication during a real emergency? Yea, me too.

      I don’t know about all that, but I do know that my stereo, which has been in the same place in my house for 2 years, suddenly doesn‘t pick up my AM station for talk radio that I’ve always listened to, 660 KSKY, without constant “twiddling.“ And their FM station tower went ”down.” and we get popping sounds where we lose power and all transmissions on 2 different radios (living room and bathroom), periodically.

      I think 10thamendment is right. This is in prep for the “national emergency” that Obama needs to seize control by martial law and suspend the elections.

      If what Glenn says is true about Obummer’s people fomenting revolution (and I believe Glenn is correct), then shutting down all communications is essential to achieve their goal. What better way to create chaos than to cut off all communications? Nov. 9th is the the test of their software and hardware that they will need next year.

      In an EMP strike, all this would shut down anyways.

      If you think about it, the gov can shut down a whole lot. The majority of Americans now live in a subdivision type setting. We rely on city water, city power, city sewage…. Everything in our house is electric, with some natural gas or propane in more rural areas.

      What happens if they shut off the water, power, gas…? In less than 72 hours, most Americans would scream “Obama save me”. With no way to cook, no way to preserve food, nowhere to poop, no ability to watch TV, talk on the cell phone, use the Ipad…. America would shut down. They would walk like sheep to control points, give up their guns, and turn on their neighbors that have guns.

      Also think about the heathen among us who are 100% reliant on the gov. They exist in gov housing, get welfare, and get food stamps…… This crowd is generally more criminally active, raised on the gangster rap, used to violence….. What do you think this crowd will do in an Emergency situation? What did they do in the LA riots? What did they do during Katrina?

      Many folks talk a good story. They have a few canned goods a gun and a propane stove. Without a long term source of water, heat, food, they are as vulnerable as the rest. The masses will not be prepared or ready, and when the chips are down, they will do as they are told, and go where Obama tells them to go.

      No, that’s silly. To jam standard radio frequency receivers/transmitters you need to have a transmitter present somewhere relatively close by. There is no one “uni-jammer” nor even a long series of government jamming transmitters. The antennas would be obvious, especially for the long wave bands (60M, etc). VHF is line of site, as if UHF (HAM use both), so you’d need an incredible series/blanket of government jamming transmitters. In short, outside of an EMP, it’s not logistically feasible.

      Don’t know if this is connected.
      Recall in the late 70’s we used car-phones, literally, the devices looked like a house phone and used the resistance off telephone lines.
      Then we went to fm frequency phones.
      Those giant damn things that looked like a carton of cigarettes and later a bag or box that sat under the car seat or on the passenger seat.
      Then we were told that fm would be shut off and that bandwidth would no longer work.
      Have a closet full of these silly things.

      Now we use a small avenue frequency designated by our government and they us the strongest frequencies available.

      Anyone using ship-to-shore anymore?

      No the Democrat-dominated FCC has a different plan. They want to sell-off all TV channels above 25 to the cellphone companies, and they also want to do the same with CB and HAM (which they consider obsolete technologies like TV). So rather than take control of these frequencies, they are simply making them unusable by anybody but Verizon, Sprint, ATT, et cetera

      My God, Glenn has turned you “broave” tea partiers into a bunch of tin foil hat cowards. First the broadcast waves are not owned by the station but leased from the Federal Government. The airwaves are considered a national resource. The FCC requires all licensed station to participate in such tests EAS and EBS.

      Of course, what Glenn is failing to tell his audience is that cabel and internet broadcasting will not be affected. This is solely for the “BROADCAST” channels. Glenn is doing nothing more than keeping his few remaining listeners afraid in the corner.

      It is truly the testing ground for the government for what is to come, the end of democracy and the aligning with the rest of the world in a Global Community know Biblically as the “One World Order”. What we can look for, and expect in 2012, is a National Emergency catalyst, that will muster in Marshall Law, which The Administration & Congress have the authority to do. This suspends the Constitution, for as long as the Government deems necessary (forever if need be) and with this all “public” elections. Which will mean that Obama and His Administration will remain in “Power”, until they determine such a time as is right for restoring the constitution and lifting Marshall Law, which is not likely to ever take place. What will you do to either stop and or prevent this from happening, or how will you survive what will be the end of America, which is now already is mustering in ?

      I am not concerned about reprogramming or a shutdown of all broadcasts long term.
      It does bother me that they hold an emergency test on 11-9, why not 11-10. An EMERGENCY test on 9-11 oh I mean 11-9. Just a little strange.

      They can jam ALL communications that depend on the airwaves. They can do this using the electrical grid as a giant antenna. It is quite simple to do, and it has been tested on a small scale. Original testing was using the grid as a broadcast antenna, but it can be easily turned to jamming all signals by boosting the power and broadcasting white noise.

      So, cable and satellite, also included. And since many internet live TV streams (i.e. BBC and Fox News) are simply streams of the cable broadcast on the reception side, they will be affected as well.

      But Encinom, you are lucky in one respect, I would think that your subscription to GBTV will not be affected.

So there is no way to communicate (so it seems) while this interruption occurs. I DO want to be informed about emergencies but I do not like the fact that they can take the control away…. because it does mean they do NOT have to give it back…….

      Where is everyone getting “jamming” from? That is not how the system works. The system will test radio, television and that is it. It will not effect your phone and the Internet will still work. Those updates will be implemented later on in future tests. 

      The old system was manual, operator had the choice of repeating the code or ignoring it. This system sends a source code that is decoded at each transmitter and then overrides the system to broadcast the message. Once message is completed and receipt of passing code to this transmitter’s designated recipients the system will set back to normal. 

      One transmitter sends to ten transmitters. 10 transmitters send to 10 more and so on until all receive the code, decode it and transmit it sending a receipt back to the source the message was broadcasted. 

      Yes the broadcasters cannot say screw it and over ride the system and broadcast as they please. That’s the whole point of this system. It allows for emergency to speak to public in mass.

      Your cell phones will work as will your land lines. Internet will work as well as well as HAM. If this were a “jamming” everything that sends a frequency signal would be jammed including your garage door opener. 

      The reasoning for this tests length is because it isn’t a single state test but a national test which would require more time to receive back the receipts of if the message was passed along and broadcasted.

      Radio and TV are our modern form of commerce. and it is illegal for the Government to shut down interstate commerce. This type of system could have been designed not to shut down our life blood for survival.

      Attention, this is not a test. You can and should prepare to go Shortwave radio and Citizens Band. By treaty, the government cannot jam out shortwave radio, they could confiscate Ham Radios but they do not know where they all are. If like me you never obtained an license and purchased you rig by cash, the Government cannot stop me or you. The next time the government does this test it may not turn the TV and radio back on. Get yourself a shortwave receiver and pay for it with cash.

      Why would the Federal Government ever need to take over TV?
      How would that control of communications protect We The People?
      Couldn’t the government request time from the commercial news channels?
      Wouldn’t they gladly give them anything they needed in an emergency?
      Couldn’t they give their critical information to the news media and let them forward it?
      What information could be that important?
      How can this be necessary?

      It isn’t.

      Its like the regulations.
      Its not about need.
      Its not about protection.

      cable and satellite will both be affected so in addition to tv and radio, I suppose we will not have cell phone, landline or computer use. What happens if there might be an emergency for the need of an ambulance——3-1/2 min. could be the difference between life and death.

      Is this being conducted during the early afternoon just to be able to put the fear factor of not being able to communicate during this period of time. Normally the tests are done during and close to the midnight hour.

      If a million people went to http://www.whitehouse.gov and another million called 202-456-1111 (comments) or 202-456-1414 (switchboard) at 2 PM EST on 11/9/11, we could effectively shut the down public lines to the White House.

      This would be a distributed denial-of-service attack, but would not constitute an Internet “crime”.

      If this would turn into a civil war I would think that at a certain point the Socialist Demoncraps will reach an “oh ****” realization… too late. Thugs like Gadhafi, Hitler and others, always come to that realization too late and I fear that it could happen here too. We have a government that is being run by criminals and that is out of control… openly disregarding the Constitution and the Laws of the United States. Put up a store of food, water, guns and amunition and pray that you don’t need them… but I fear that we have come to a point that is about a 50/50 chance of the shiite hitting the fan.       So… Beck spends years telling everyone that some big disaster is coming, and that everyone should “be prepared.” Then, when the government is preparing to conduct a perfectly reasonable test of its emergency notification system, Beck freaks out!

      Beck… The government is just trying to follow your advice! But no–he’s just going to make hay out of this to boost his ratings.

      I expect him to issue a full apology when 11/9 comes and goes without incident.

      I am a ham radio operator. Jamming ham bands is impossible. Wide range of frequencies and 700,000 operators. You cant put hams off the air. No matter how smart you are.

      Agreed. (1) I don‘t buy Glenn’s claim the government “takes control”. If necessary the station engineers could disconnect the EBS from the antenna, and resume broadcast of their local programs. It’s very easy.

      (2) The more serious threat is the FCC’s plan to selloff most current services and hand them over to Cellphone companies. So far AM/FM radio appears safe, but the published plan will eliminate CB, HAM, and all TV channels above 25.

      The FCC is eliminating/stifling these outlets of free communication in order to serve their cellphone corporate masters at Verizon, Google, Microsoft, and so on.

      I think the fact that they have been allowed and granted the power to do it is what is most alarming. I don’t think November 9th will be any different than any other day…except for the fact that for the first time since the invention of the radio the US Federal government will have flexed control over our media outlets in near totality.

      It’s like the first time the military tested nuke…really it was no big deal…other than a sign of strength. No one was hurt, but a message was sent to the world. But just like we will never use a nuke, we will never use this system to shut the American people off from the non-propaganda news. It’s only to make us feel safer…our government is looking out for us.

      And for the liberals who think this is no big deal…
      Just think if a guy like Dick Cheney ever had the power to activate this system… Well, that’s how conservatives feel about Obama being able to use activate it.

      No one should be able to hijack the places we get our information. It’s called freedom of press. It’s simply dangerous for a people to allow.

All he did, just his daddy and Clinton, represented a slower push toward one world globalization governance. Such as the destruction of the American economy via the housing market.       Glenn said this morning, it was voluntary, as long as you didn’t care whether they took your license or not. If you wanted the license, you complied. At least at that point you weren’t wondering what they took after your license, so I guess that’s voluntary.

      Maybe not. It seems lately every new day reveils another enemy. We have to connect with others in our areas that think like we do and pull our supplies and talents in case of such an emergency. My biggest fear is what will be in put in place while we are concentrating on our own survival. To ignore the red flags would be foolish I would also rather be prepared and wrong than unprepaired and helpless. Someone here stated that we have many highly intelligent people on the Blaze, I agree and would be grateful for any info. The trolls are whistle blowers we all know this and a good hacker most likely can identify us individually. Even if they have antaganized us into making statements in anger what will be printed will be out of context and used against us. If we get shut down and no longer can communicate and share opinions and info, I am thankful for the time I have had since I signed up on the Blaze. God bless all and God Bless America.

      The problem with gold is that it is too valuable. What are you going to do when you have an ounce of gold worth $2,000 and you need a loaf of bread and a gallon of milk? A much better idea is ammunition… 22 cal. A 22 rifle and 500 rounds of ammo will feed a family. You may be eating dogs, cats, squirrels, rabbbits, birds, etc, but you will be eating. A well placed shot will dispatch a deer… but you may not have any refrigeration to keep the extra meat. Small animals are better.

    There will be some “technical glitch” or some explanation, the the airwaves will go dead again. Some news agencies have reported about recent increased military activity, especially around certain military installastion. Some say that that the government is prepared to move in, and take control of the country. Those 3 1/2 minutes? Make a couple of days. You won’t have television, radio or internet until the governments ends have been achieved.

    I don’t care though. I’ve been diligent. Got my guns, my ammo and food for a month. I’m going to fill a couple of milk bottles with water tonight, in case the water supply is shut down. Just let them come and get me!

      The best thing you can do to protect yourself is to acquire knowledge. Know how to work a HAM radio, know how to build or repair radios, small tools and equipment, know the skill of forging for example, know how to grow food and store food, care for live stock, know how to sew … etc .. and pass it on to your kids.

      @Broker … if Glenn is wrong, and believe me, I hope and pray every day that he is, then life is grand. If he is right, we will be prepared and you will be wondering where your next meal comes from.

      Better be prepared for more than a month. I’m still building up my families stock of food, water, etc. I now have 6 months worth. I also have seeds for planting and a water tank for rain water collection. I’ve been hunting for an old washtub, washboard and ringer, but haven’t found any yet. We’ve also stocked up on body soap, dishwashing liquid, first-aid supplies, bathroom products, etc. I’ve printed from the internet instructions on how to make homemade t.p. among other things. And we have plenty of weapons and ammo. Remember Folks; winter is coming up fast. Make sure you are well prepared to be “off the grid”. God Bless and Good Luck.

      HORSECRAZY – I have a friend in the same boat who lives in the mountains. I don’t know the “hows” but you can prob. find someone who does. Her neighbor had a friend who wired up a booster for their internet signal on their roof, it was not very expensive, and now they can stream where before they could not. Like you said, video’s were choppy and stopped all the time or did not work at all for them before. It might be worth exploring on Youtube, etc. to find out how to do that boost.
