Going Green: San Francisco May Ban the Yellow Pages

After banning Happy Meal toys and plastic bags (among other things), the city of San Francisco is now turning its attention to another pressing issue.  On Tuesday, the city’s Board of Supervisors President David Chiu introduced legislation that would ban the unsolicited distribution of the Yellow PagesGoing Green: San Francisco May Ban the Yellow Pages

Chiu argues that in the age of the Internet, the large volumes delivered to homes and offices are becoming increasingly obsolete.  As a result, he says end up going directly to the recycling bin.  Currently, Chiu’s offices estimates that more than 1.5 million copies of the Yellow Pages phone books are delivered door-to-door in San Francisco every year.

“If we’re serious about the environment, it‘s time we recognize that phone books are a 20th century tool that doesn’t meet the business or environmental needs of the 21st century,” said Chiu.

But not everyone is on board with Chiu’s new “green” proposal.  According to the San Francisco Gate, one trade group promised to challenge the measure in court if it is approved.  Instead of allowing for an “opt-out” provision for consumers as other cities have, Chiu’s proposal goes much further:

Under the proposal, phone companies and other distributors and publishers of Yellow Pages phone books would be barred from leaving them on doorsteps and in lobbies without receiving advance permission.

The Yellow Page companies could contact consumers by e-mail, direct mail, phone solicitations or in person, asking if they would like the directory. If the response is positive, the phone book could be delivered. Consumers also would be able to pick them up at a distribution center.

Unsolicited deliveries, however, could result in fines of up to $500 for each violation. The law would be enforced by the city’s Department of the Environment.

The white pages – whose general distribution is mandated by state law – would not be affected. Dual white and Yellow Pages phone books would have to abide by the new restrictions, if they are approved.

According to the Yellow Pages Association, the proposed measure “would be an infringement of our constitutional rights – the right to distribute speech,” a spokesperson for the group said, noting that the Yellow Pages business actually represents a $13-billion-a-year industry.  (Who knew?)

She said that it would unfairly target one industry. Direct-mail companies, phone solicitors and the like would not face the same clampdown, she said.

Ditching the Yellow Pages altogether may also pose problems for small businesses who solicit new customers with their ads.

The Yellow Pages aren’t just unpopular in San Fran — the Seattle city council is considering a similar proposal.

    I don’t think you have to be green to do away with the phone book…it’s just becoming obsolete. I can’t remember the last time I actually used a phone book. So I wouldn’t call it green, just a good business decision.

      I would have to agree on that one. Phone numbers are on the net (or phone). Even businesses are eliminating paychecks for paycards. Landlines will be around for a bit longer, but they will also fall to the ways of modern technology. Just a matter of time.

    Great Idea!!! Gee, I wonder if they can ban junk-mail and junk-phone calls, and junk door-bell ringers? I’m all for it! NOTHING unsolicited!!! If I didn’t ask for it, I don’t want it! We have NO SOLICITING signs posted in our neighborhood, yet the religious recruiters have no hesitation to ring the bell! When informed of the NO SOLICITING policy, they simply say “We aren’t soliciting!” Kind of like NEW MATH I guess–you know, when Bush is responsble for our deficit, which is then tripled and quadrupled by the new kid on the block! It must be NEW MATH!

    Every Red Blooded American should jump in line to support the Green Bay Packers! The Packers defeated the Chicago Bears on Sunday afternoon thus earning them the opportunity to go to the Super Bowl. By doing so, they saved the Hard-Working, Red Blooded, Taxpaying Americans literally several million dollars of tax money. How you say?       I love the Packers. They’re my second favorite team. Great players, great fans, I loved to watch them party down it Atlanta’s house after their fans all LEFT. We all needed them to win in Chicago and they came through, so I don’t take much glee from the fact that they are GOING DOWN on Sunday.

      Circle of life. Lumberjack cuts down tree, papermill makes it into paper, ink company makes ink, YP agent sells ad, it all comes together in a book that is delivered, unwanted, to my doorstep. I immediately place the book in the recycling bin, the recycling guy takes it to the recycling center, the recycling center bundles it and sells it to the papermill, the papermill grinds it up and combines it with new trees to make paper for new phone books. Lather, rinse, repeat. Think of all of the people who would be unemployed if the SF legislation takes hold in every city and town! YP is too big to fail! They need a government bailout, legislation, and regulation to expand and get America back to work!

      Because “Repeat Litterers” is exactly what they are. I would skip any ban or law though, and just charge them with a crime.

      They don’t want to pay for shipping (like everyone else does) so they dump them in piles at the entry to apt. buildings in any sort of weather. They are unsolicited, unwanted, and indeed litter.

      Why do I have to call 5 different YP companies to opt out. Why can’t I choose the one I want (if I want any) and tell them to send me a copy. It works like that for every other industry.
      Maybe car manufacturers and gold distributors could take the YP business model. Deliver everyone a car and a gold bar, unless they call and tell you to stop.

      Several years ago, when I was stationed in Sacramento, my mom and dad came to visit, the last time my dad was in San Fran was in the 50′s, when he was in the navy. As we spent the day at the wharf and Alcatraz, we were heading back to the freeway, and right on the street were 2 guys, dressed in leather, one wearing chaps, with nothing on underneath but a bright pink thong. All my dad (who is from cowboy country) had to say, was “Yep, figures”.

      Yeah, when I was a kid, we lived in North Dakota back in the 70′s, it never got below zero back then, we never had extreme weather or blizzards….
      I still remember walking to school in -20 below, and we hit the record one year, -70 below. But this NEW weather, well, Al Gore is a nobel prize winner, just like Obama.       My elderly mother has no computer (and refuses to get one) so they will need to call her. If she doesn’t get to the phone fast enough or is not there, there will be problems because she doesn’t know how to get her messages. If she tries to call them and gets an automated system she will hang up (gets confused when asked to go through the many steps).
      Can’t they just keep having it magically appear on her doorstep? She would be so much happier.

      It‘s pretty easy for those who don’t have computers, nor want one, and still want a yellow pages book. The City of San Francisco will MANDATE that everyone in the city MUST buy a computer within a stated amount of time after the inception of the law, and failure to do so will result in a severe fine and imprisonment. While in the lock-up you will be using recycled phone books for makeshift blankets, toilet paper, and clothing.
      Because you had to pay the $100.00 fine and are now probably unable to afford a computer the state will give you a voucher for $2500.00 to buy a new computer so you will be in compliance of the new law. Also, you will have to perform community service which entails that you must canvass the neighborhoods knocking on doors to make sure all those living there are in compliance to the new Computer Mandated law. If you find someone who is out of compliance you WILL report them immediately to the newly formed Computer Mandated Compliance Office of the name and address of those out of compliance. The roughly 300 newly hired and very well trained Compliance Officers, with state pensions and union dues, will make sure to follow up on your report and take the necessary action to bring all into compliance.

      This is a win win for the city as it creates more jobs and finds a way to spend all those stimulus funds making it easier to get more of the upcoming stimulus funds to continue to promote job creation and shovel ready projects like this.

      OK .. NOT everyone has a computer.. and do you know what it costs to dial 411??? do they even have 411 anymore?? I use my yellow pages on occasion.. OK it was 2 years ago but I was looking for someone to cut down my tree and decided to see who in the area did that type work.. I found MORE businesses than what they had on the internet in the book.. they USE to pick up the old books and give you a new one and recycle the old ones

      This story is so laughable….you should watch the SouthPark episode where the “smug” is so bad it makes a “perfevt storm” over san fran. These people in that city neither surprise me nor worry me. If any kind of revolution hits, they will all be at home watching it on MSDNC, getting high and saying “wow, man…..did you just see that? Gimme some more doritos. I’m SO baked!”
      Eff you, san fran. First city in American history to “secceed” from the union, and all they needed was the bomb herb to sit back and wallow in their own smug opinions of the rest of the world.

      Those phone books are a pain, delivered without your consent to your door. You get them, you recycle them, although your really supposed to recycle them in a special place because the quality of the paper is so poor they’re not wanted in a normal paper recycle stream.

      If anyone here has actually looked up a phone number in one of those books, rather than just type a few words into Goggle, then… well then I don’t know what to say. Go ahead and make a conspiratorial plot out of this, but I’ll be very surprised if you see paper phone books anywhere in a year or two. I‘m surprised they’re still around now that I think of it. The world has changed friends a neighbors!

Then all that will be left to do, is make the no breathing law… it’s causing global warming (or cooling, depending on what the current whether trend tends to be).       I used to live in SF; I went to school there. I left to go to college and never went back. I clearly remember feeling like “We are different. Every other place is weird. We are the only good place.” I scorned other locations. I mocked other places. I ridiculed other cities. I thought that everybody knew this, so I didn’t have to hide my laughter when I traveled. What is it about SF that made us feel that way? I guess people who still live there might have the same feeling? And that is maybe why they feel like they can do things that other’s think rediculous?

      I just bought a new car. Ford, Chrysler and GM didn’t just drop cars off on my doorstep. I saw an ad on TV, went to the dealer, and bought a car I liked. Why do 5 different yellow pages companies have to drop products off on my doorstep? Why can’t they advertise on tv…wait, they already do. Why can’t they leave it up to me to call the company I choose and get a copy delivered? Why should I have to track down every yellow page company and “opt out” of delivery? This legislation actually makes sense. SF has finally done one thing I can agree with (maybe hell has frozen over, look outside).

      This isn’t a free speech issue. It is a money issue. YP and YB make ad money based on distribution numbers. Few people would opt in to delivery, the distribution numbers would bottom out, and their ad revenues would fall. The YP company’s next best bet to unsolicited delivery is opt out delivery, because few people would take the time to call.

      They throw their trash in the middle of my driveway, and I have to stop the car in the street and run out in the rain to dispose of it. I don’t want it, and I don’t want to have to take the time to call all of them to say, “Don’t give me this crap.” Why is the Yellow pages different than every other industry?

      While I am on this rant, the white pages are becoming just as useless as landline home phone phones are being replaced by cell phones and social media. I can‘t tell you the last time I looked up somebody’s number in the phone book.

      They like fecal matter and urine on the streets but not phone books. Go Figure. Note to self. Send all old phone books to San Fran City Hall.
