GOP Introduces ‘No Taxpayer Funding for Abortion Act’

On the heels of the House vote to repeal President Obama’s signature health care overhaul, House Republicans Thursday turned their attention to the issue of abortion, specifically the taxpayer funding of elective abortions.

During a morning press conference, House Speaker John Boehner, R-Ohio, insisted that ending taxpayer-funded abortions is a top priority on the Republican agenda during the 112th Congress. Introducing the GOP’s “No Taxpayer Funding for Abortion Act,“ Boehner said the bill would ”make clear that taxpayer funding of elective abortion will not be the policy of this government,“ noting that current law ”does not reflect the will of the American people.”

“Our members feel very strongly about the sanctity of human life,” Boehner added.

The bill was introduced by Rep. Chris Smith, R-N.J., who said the measure would ensure that Americans “no longer are coerced into using taxpayer money to subsidize the killing of an unborn child.” Smith also said that the bill includes so-called “conscience protections” that would empower courts and ensure that doctors, nurses and other health care practitioners may opt out from having to perform the procedure if it conflicted with their personal beliefs.

Last Spring, the passage of President Obama’s health care reform bill came down to the votes of a key group of pro-life Democrats — including then-Rep. Bart Stupak, D-Mich. — who insisted on protections against taxpayer-funded abortions. In a compromise, Obama signed an executive order he said reaffirmed existing bans on taxpayer-funded abortions. But the decision riled Republicans and pro-life advocates who claimed the ObamaCare bill included a “congressionally mandated tax to support abortion.”

In response to the GOP’s newest initiative, Cecile Richards, president of Planned Parenthood, released a statement claiming the bill was designed “to end insurance coverage for virtually all abortions, including private insurance coverage that Americans pay for with their own money, even in cases involving the most severe dangers to a woman’s health.”

“Under the Smith bill, individuals who have health insurance coverage that includes abortion will face tax penalties because they will not be able to claim existing tax deductions for the cost of their health care,” Richards said. “Similarly, small businesses that offer their employees comprehensive health insurance coverage will also face tax penalties because they will no longer be able to claim existing deductions.”

But Boehner and Smith insisted the “No Taxpayer Funding for Abortion Act” would codify the existing ban — the so-called Hyde amendment. The GOP also signaled support for a separate bill from Rep. Mike Pence, R-Ind., that would ban federal funding of any kind for organizations that perform abortions.

    Don’t make the abortion issue too central. You will loose any and every election from here on out! This is an explosive subject, leave it in the background. Don’t use Federal funds for this, but don’t make it so central and galvanizing. The other point to consider, and this may sound callous, is that it is primarily liberals who advocate abortion. Logically I submit, keep it legal, don’t use tax dollars and let them abort themselves into oblivion! Just a thought, callous but true.

    Quit playing with the headline grabbing stuff and get to budget cutting! Time is short. Everything else can wait for 6 months. I’m pro-life, but Roe v Wade has been in effect since ‘73 (?) for God’s sake. And the government has been funding abortions for a while now. GET ON THE BUDGET BEFORE IT’S A CRISIS!! No raise in the debt ceiling this time. Get to work.

    I don’t see the need for any sort of compromise on this one. “Unwanted children”? Let‘s work on why people have children they don’t want. The solution to THAT issue is to restore values. I will take ALL your unwanted children and give them a good Christian education, just try me.

    As a compromise for ending all types of abortion, would you support funding some kind of social service to care for the inevitable unwanted children? Also, some way to encourage pregnant girls to come forward so that they do not seek out illegal abortions?

      Perhaps if it were not so easy to ‘dispose’ of their children there would not be so many unwanted babies. Unprotected sex is dangerous and sometimes deadly for women, maybe it is better to teach that if you are irresponsible you will be held accountable. There would be fewer abortions if they weren’t free for the asking.

      You say there has to be a way to deal with abandon children well I do not belive killing the children is the answer on how to deal with it. It should not be supported with tax payer dollars. There are systems in place to take those kids. If people would realize there children in need here istead going halfway around the world to adobt. We need to get our house in order first before we try to do anyone elses.

      HUNITHUNIT – The answer is to get government out of the adoption business and let people adopt in the U.S. through non-profit organizations. Laws must be changed so parents don’t have to worry about the child being torn from them years later when the biological parents show up and some stupid judge gives the child back! I personally know couples who went to Russia, China, and S. America to adopt their babies because our adoption laws and red tape are ridiculous! Another failed government program that adds to this problem is Foster Care – look it up and the numbers of children who were legally available for adoption but end up spending their life in foster care or orphanages will make you sick!

      Hunithunit – These social services are already established. Most of them are through local Churches (look in your phone book or go to your nearest Church). Or there is Welfare & Medicaid & Chips. No excuses. Not any more.

      It is rather disturbing that it is easier to adopt a child somewhere else than in our own country. I understand we need to make sure adopted kids get put in a good family but there has to be a way to do that without the governmnet making it a living hell.

      Hunithunit, why do people think if the federal government doesn’t do it ( care for people, educate people, feed people, ad nauseam ) nobody will? It is not the federal governments business to dole out money for abortions, period. You have an abondoned children problem in your town then you take care of it. You can’t handle it then get a group together to work on it. Your group can’t handle it then maybe, just maybe the citizens of your town will agree to raise taxes on themselves to throw at the problem. Don’t expect me, through the theivery of federal taxation, to pay for you state, county, cities problem. You can’t expect people to take responsibility for themselves if you bail them out. I know there will continue to be problems but behavior will change if we don’t take away consequences.
      Besides, the politicians ( and Planned Parenthood ) don’t give a s**t about womens health or unwanted children, it’s about the money.

    I thought that the Republicans said for “elective” abortions. Why bring up women’s health, rape, incest, etc? The only problem with the “women’s health” exemption is that to most of the left that means mental health. Under that scenario all that would be needed is a Doctor who says that if a woman goes full term with a baby may cause her depression.

    The title of the article is wrong, it should be, “The House is Out of Ideas and is Introducing Show Legislation to Quiet Its Base.”

    I mean the House was elected to do a job, not introduce show legislation to make it look like they are doing something. Next I think House Speaker ***** is going to introduce legislation to outlaw bad dreams and homework.

    Speaker *****, knows that the tide is shifting and the public support for the reform act is growing he say a short window to pass politcal stunt legislation. The real question is, will tea-baggers be smart enough to wake up and see the truth or are they following Beck‘s and Palin’s order, putting on their brown shirts and marching to protect their corporate masters.

    Wanted to try to be the first to respond on this post so that I could apologize for “going off on Glenn” in a rant on The Blaze…about his not covering the Health Care boondoggle…however, got to thinking later and after re-watching his program yesterday and today, I was reminded that Glenn is only “one” voice and there are only so many hours in the day…having said that, the things he has been covering the past two nights on TV really do encompass all that is going on and he did manage to work health care into his programing (both radio and TV)…it’s all relative to the tops that he discussing anyway…Glenn does an amazing job and I’m afraid that I find myself just getting too riled up at times…Sorry…I also know that even Glenn said that if we want to hear about the “politics” side of these things…(which he doesn’t follow) then we should tune into Rush…so I do. (and Savage as well!).

    I love how the pro abortion crowd always brings up the issue of womens health. As if most abortions are necessary to prevent the death of the mother, or the woman needs it because of rape or incest even though those are rare. Abortion is nothing but an easy out for women who refuse to take responsibility for their own actions. Now they are upset that we refuse to pay for their choice to murder their child.

How about you take care of that person their whole life, so many people are for, oh that baby deserves a chance, then they grow up to be 18, and you tell them to F off.       And how about viagra for inmates and/or sex offenders? So many parents, adding their 20-something “child” to their ins. plan, don’t realize ABORTION is included. And, don’t forget, Obama’s main agenda for this ludicrous health care bill has been to put the private health industry out of business. Ins. companies will conform to the laws of the land, but premiums will go up, and up, and up, depending on the new laws in effect, between now and 2014. By then every one will think the govt’s plan is the way to go, to save money. The trap is set and open wide for the fools. Let’s hope the Senate (especially the closer it gets to their reelections in 2012) realize it’s in their best interest to vote for full and complete repeal of Obamacare!

      The only ‘secret’ I have ever heard of that can be kept in the DC political arena is the one that never has existed in the first place; politicians have the biggest and fastest talking mouths ever. Give one a ‘secret’ and it is public in seconds at best.

      I am glad to hear this act is being introduced. What has to be remembered is there already has been found, by the courts, legal grounds for abortions. So expect firestorm tactics to emerge with this in a little time, if not already starting.

      Funny … seems my INSURANCE Company LOVES OBAMACARE .. first they raised my rates and today I got a letter telling me what “new” benifits I am getting .. funny thing is I DID NOT WANT to PAY for these “benifits” .. since I buy my own insurance and have for over 20 years I know what I want and don’t. Now I get to pay for things I didn‘t want and for other people’s also… IF THE INSURANCE CO. LIKES THIS I KNOW IT IS NOT GOOD FOR THE CONSUMER (ME!)

      I have read your comments and… I guess we will see what is good for the country. might some years, but these people don’t care about you, silly rabbits, tricks are for kids. Your comments have been noted and I thank the criticism. Not a Dem or Lib by the way. what about John Hinkleys conneections to the Bush family? Bush was Vice, was he not? hmmmm. Thank god Reagan survived (and I mean that. he was a good man).

      Yes, and they voted to repeal health care too. And they‘ll vote for a bill that says the US can’t violate the second Amendment and they‘ll vote for a bill that says the only real God is the one in the Bible and they’ll keep doing meaningless things hoping you Tea Party people don‘t know it’s all a big show that means nothing in practical terms. And they’ll say “we’re working on reducing the budget and government and spending” and you‘ll all believe they are serious and you’ll all be impressed and send them money and commit to voting for them in the next election after all the meaningless anti-Obama bills the’ve brought up.

      But at some point, the country will need a government that actually governs instead of bringing up meaningless bills to impress the gullible. Then let’s see how impressed you are with all your new Republican House members and their ideas.

      dumb… im glad they have secret projects because if we know what they are working on to protect us our enemies know forsure im still mad they publicly announced the failed testing of our missile defence. do we really need our enemies to know its not working? they can lie about it untill they work out the bugs then tell us when its fixed

      Obama Care was passed in congress and the senate only after President Obama assured some pro-life democrats with his “executive order” that federal funds would not be used to pay for abortions. He simply lied to get the healthcare bill passed.
      It‘s a shame that Barack Obama’s mama wasn’t a pro-abortionist because we wouldn‘t be in the mess we’re in if she had been. I’m against abortion, but in Barack’s case, I’d be willing to make an exception.

      People do not have the “right” to terminate a pregnancy. The rights of one individual end where the rights of another individual begins. This includes the rights of unborn children. This is especially true for those able to survive outside the womb. They certainly don’t have the right to demand others pay for it with their taxes.

      Overturning one provision at a time is all well and good, but how about the GOP focus on the economy first. Getting bogged down in Bill after Bill covering seperate provisions is going to cause inaction on other fronts, and that is the absolute wrong strategy leading into 2012. Why not come up with a list of provisions to be removed, try to get it passed, and move on until you make some progress on jobs and the economy. Don’t make the same mistake the Dems did in spending months on healthcare while the economy continued to spiral down the drain.

      There is plenty of time to repeal and replace the Bill before most provisions are enacted, and full repeal is a definite possibility if you come out of 2012 with more senators and a GOP President! You better do something solid in the coming months to show the economy is the #1 priority, and start creating jobs before election season rolls around.
