GOP-Led States Work to Change Voting Rules Before the 2012 Election

COLUMBUS, Ohio (The Blaze/AP) — After years of expanding when and how people can vote, state legislatures now under new Republican control are moving to trim early voting days, beef up identification requirements and put new restrictions on how voters are notified about absentee ballots.

Supporters say bolstering ID rules helps prevent fraud. And at a time when counties face tough budgets, they contend local elections officials don’t have the money to keep early voting locations staffed and opened. Past investigations have added credence to some of these concerns:

Democrats claim their GOP counterparts are using midterm election wins to enforce changes favorable to Republicans ahead of the 2012 presidential election. They criticize such legislation, saying it could lead to longer lines in Democratic-leaning urban areas and discourage people from voting.

Below, hear some of the left-leaning arguments against the current changes being made in GOP-led states:

The process of changing voting rules may be nonpartisan on the surface but it is seething with politics just below the surface.

“We’ve had nothing short of a rhetorical firefight for years between the folks who are worried about fraud and folks who are worried about disenfranchisement – a firefight which is pretty much neatly broken down between the two major parties,” said Doug Chapin, an election expert at the University of Minnesota.

While states typically adjust voting rules ahead of presidential elections, this year provides an opportunity for new Republican governors and GOP majorities to legislate on election issues.

Put simply, Chapin said: “What’s happening in 2011 is just as much about what happened in 2010.”

New voting rules recently cleared state legislatures in what have traditionally been presidential battlegrounds, creating partisan rancor.

Plans to reduce the number of days to cast an early ballot cleared the Republican-controlled swing states of Florida, Ohio and Wisconsin. Legislatures in Georgia, Tennessee and West Virginia also lopped off advanced-voting time. North Carolina has a pending proposal. And Maine has done away with a policy that allows people to register at the polls on Election Day before casting ballots.

Each party, when in control, seeks to rewrite the rules to its electoral advantage. Below, hear Anita MonCrief, a former ACORN employee, explain how the organization purportedly engaged in partisan activities that favored the Democratic Party:

Although the reality may not be so cut and dried, both parties believe a looser voting regimen benefits Democrats because it increases opportunities for Hispanic, black, immigrant and poor people – harder to reach for an Election Day turnout – to vote.

Democratic voters held an edge in early voting during the 2010 elections, despite the unfavorable climate for the party nationally and the eventual Republican gains.

Voters in 32 states and the District of Columbia can cast a ballot in person before Election Day without having to give a reason.

Georgia and Ohio had some of the longest early voting time periods. Georgia had 45 days, while Ohio had 35. The new laws bring the two states closer to the typical timeframe, which is about two weeks before the election.

Considering all factors involved, these laws could hurt Democrats’ electoral prospects. Below, watch a video that the Obama re-election campaign put out to help combat the Ohio law cutting back on the early voting period in that state:

The move to shrink the early voting window in some states comes as others have pushed to require voters to show a photo ID at the polls.

Five states – Kansas, Wisconsin, South Carolina, Tennessee and Texas – recently passed strict photo ID laws. At the beginning of the year, just two states – Georgia and Indiana – required that voters must show a photo ID in order to have their vote counted.

Other legislatures are rewriting their state’s election laws in other ways.

Florida rolled back its early voting time to one week from two in an overhaul that also makes it more difficult for groups such as the League of Women Voters and the Boy Scouts of America to conduct voter registration drives.

Ohio’s top elections chief, a Republican, acknowledged that changes to voting rules have invited an overreaction from each party.

“Both sides of the political spectrum have found it advantageous from a fundraising point of view, from a motivating their base point of view, to call into question the confidence in the election system,” Secretary of State Jon Husted said in an interview.

While Ohio’s overhaul bans local boards of elections from mailing unsolicited absentee ballot requests to voters, Husted has agreed to have the state send the requests to voters in all counties in 2012.

Ohio’s law is not yet in effect, and opponents are working to get a proposed repeal question on the fall 2012 ballot. The legislation ignited debate early this summer on the floors of the state’s GOP-controlled General Assembly.

      The Republicans are wasteing their time. Acorn will appear in a new form to cancell your vote. Folks have never been stopped fromm voting, but we have let some states steal an election by not producing a proof of residence like we do here in Oklahoma.

      Our ability to control who wins has been steadily eroding over time, which is why the Governors finally decided to act.

      Thankfully, the American Legislative Exchange Council has off the shelf laws it has freely provided to conservative legislatures as a first step in taking back the vote.

      If we can stay the course, ten years from now we will control all elections again and life will be good again.

      Department of Housing and Urban Development (HUD) gave ACORN another $461,086 in January. The funds were earmarked for ACORN Housing Corp. in January under HUD’s Self-help Homeownership Opportunity Program (SHOP), according to the government website USAspending.gov.
      In order words, the Obama administration gave fraud-ridden ACORN nearly a half million dollars to be used on housing development.

      The US should institute rules requiring politicians to duke it out to settle their more contentious issues, and, of course, making dueling legal again would be of great value.

      The political ranks would then be sparse and have a minimal number of liars and cheats.

Or all the military being disenfranchised because the state of NY didn’t have time to get the ballots out to them (I guess they don’t see Winter coming every year either…)

      @ ohforGodssake– You should change your name to “strawmen-r-us”. You’re raising a point that nobody else made, and trying to make it seem that that’s the crux of the argument. NOBODY said that non-citizens should not vote, and NOBODY said that blacks, hispanics, etc should be disenfranchised. The point of these voting reforms is to make sure that each person identifies himself and casts his one legal vote. Nobody gives a damn about the ethnicity of that voter, as long as he is legally entitled to vote.

      The Young Turks are clueless. There is not a voter ID problem. A study done across 3 states by the American University shows that less than 1% of registered voters lack IDs. By requiring identification, we will increase confidence in our voting system and disenfranchise practically no one that is currently registered to vote. Plus, if you do not have ID, it is not hard or expensive to acquire ID, and there is no other way to verify your citizenship. Requiring voters to be citizens is pointless if you do not verify citizenship through proper ID.

      Also, David Iglesias (The attorney general from New Mexico) was not fired for being unable to “make up” voter fraud charges. He was fired because he refused to indict Manny Aragon, who was later convicted and plead guilty to fraud and extortion. David Iglesias did not do his job.

      All conservatives want to do is ask that all voters be citizens. There is no way to do that without asking for proof of citizenship.

      If you are too lazy to get off your butt and get yourself an ID, then I don’t really have much sympathy for you in not getting a vote. I don’t care if your 85 years old, black, hispanic, male, female, poor, or whatever. If you’re above 18, you’re a big boy or girl and can find a way to get to the DMV for some legit ID. If voting is important to you, you’ll find a way.

      You can count on it — these laws will be aggressively opposed by the DOJ.

      The biggest scandal in this sewer of an administration may not be Solyndra or Gunwalker.     Little band aides are all fine and dandy, but what the states REALLY need to pass is a law requiring each Presidential candidate PROVE, VERITABLY, that he/she is a “NATURAL BORN CITIZEN” in accordance with the constitution of the United States.

    One or two states do that and it’s goodbye odumbo, PERIOD, END OF STORY.

      He fired the CEO of GM, a symbolic move against capitalism. GM used to be the crown jewel of capitalism, and the head of GM was once as powerful as many heads of state.

      I studdied this issuse pretty deep, and I believe he was born in Hawaii. When you start to study, you always find lies tied to the birther issue that just are not so. If it is such a cut and dry issue, people would stop with the lies an fabrications.

    Because ACORN offices were raided during 2008 presidential campaign – for Fraud, Vote Fraud, Voter Registration Fraud, testimony was given before The House Judiciary Committee – requesting that ACORN be investigated.

    Bc of testimony given, The House Judiciary Committee, whose jurisdiction is ELECTION FRAUD, was proceeding w an investigation of ACORN – as a Crime Syndicate involved in Vote rigging and Vote Fraud – until John Conyers as Chairman of The House Judiciary Committee – changed course and announced – in April 2009 – “the powers that be” do not want ACORN investigated.

    Coincidentally, at this very same time – the wife of John Conyers = a Detroit council woman was being held accountable for BRIBERY charges – had other criminal charges hanging over her head – when she pled guilty to Bribery.

    I think that it makes the difference between the 2 parties pretty clear when requiring voters to show a picture I.D. is considered favorable to the Republicans. It also says allot when some claim that it is also racist. Whenever I see someone trying to say that having to show a picture I.D. is unfair or racist I immediately know that he or she is a liar and is trying to argue in favor of cheating by their side.

      Not having someone show an ID with a picture means that people who are recently deceased can vote, because they can have an illegal alien, or even someone who “could” be that person go down and vote for them. I remember when I first started voting, you only voted on the day of the vote, no early voting. If you couldn’t be at the voting booth on the day of the vote, you could file for an absentee ballot. I never voted early, because I didn’t have the option. You had to show a picture ID. I remember voting the first time in Illinois. First off, they had to look for a Republican ballot, and I was shocked when I offered my ID and they said they didn’t need it, just looked for my name on the form. Anyone could have claimed to be me and voted.

      The fact that you think it is thoughtless proves you are thoughtless. I’ve heard of exactly what he said happening – more than a few times – over the years. I also used to live in Chicago, where every election cycle there would be a bunch of ‘graveyard votes’ from people who may have been dead over 50 years and were still voting DEMOCRAT. Even a few cases where someone who voted Republican in their living past was voting Democrat after their death.

      I know you would like to think the Dems are fair-play kind of guys, but the rest of us know better. You can bin the bull, amigo, we’re not fooled. Cheating and outright fraud are requirements of the Left strategy, and as of right now it appears that bribery, extortion, thuggery and fraud are going to have to be the cornerstone of their campaign for the upcoming election. They can‘t win a conventional victory on Obama’s record as of right now.

      Also what speaks volumes is the uttermost silence from the administration and the Department of No Justice At All, against these people who admit on video the very fact of fraudulent acitivites and voter manipulation and such. At the very least they need to be investigated.

      In the 2012 elections, watch out for massive fraud and abuse along with voter intimidation; maybe with agents of the DOJ there as well to make sure “the suggestions for the proper candidates are followed by the voters, or those guys with guna and clubs may have something to say about it…”

    Senator Frankin won the election on the 6th or 7th recount when a bunch of uncounted votes were found at a prison and the felons (who cannot legaly vote) elected Senator Frankin (D) What is more important winning or allowing the voters to choose their reps?

      Al Franken has been ILLEGALLY Occupying the US Senate seat from the State of Minnesota – through VOTE FRAUD – with the use of forged and frauduelent absentee ballot votes.

      Eric Holder as US AG has had EXACT evidence of it – for close to THREE Years – and refuses to prosecute it – failing in his duty and obligation as US AG.

      Holder obstructs these matters from being investigated – bc any forged and fraudulent absentee ballot vote for Al Franken – is also a forged and fraudulent absentee ballot vote for Barack Obama in the 2008 presidential election.

    The REAL Constitution was very selective – the founders felt that landowners and merchants should be able to vote – as long as they were men. (and at the time, “European-derived-ancestry”)

    I am Just Saying – wouldn’t the country be better off if just male job creators could vote? And I am not restricting it to whites, just serious wealth owners, so Herman Cain would be able to vote.)

    Democrats cannot win with out cheating and voter intimidation. They have been doing it since post civil war reconstruction when they were hanging both blacks and whites for being republicans.     Don’t have a “Drivers License”’ ,,, In America its called ””PHOTO I.D. CARD” maybe they should try to get on of those..And did anyone else notice Obama‘s face while he pin’d the ‘Medal of Honor” on the young BRAVE SOLDIER…… His facial expressions says it all..

      He should not even be allowed in the same room with our American heros. He has no respect for the military and no empathy for those whose lives were lost, or their families. They should call GW back to do those ceremonies, someone who loves our men and women fighting to protect us. God bless our military, firefighters, police and border guards, who put their lives on the line everyday.

      First thing an officer of the law asks for when interacting with you is your ID, Try getting stopped for some infraction without ID.

      You need an ID to cash checks, collect unemployment, apply for work, etc, etc, etc.
      …to buy cigarettes, beer, porn…yeah, I KNOW they have IDs.

      Voter fraud will go to new heights in this election. Big cities are especially corrupted where Acorn and other Soros funded thugs will take the election in those areas. I’m not so sure the system is viable any more as dancing with the stars is probably more reflective of the true intent of the voting. At least the cheating can go both ways in that system. The election system is broken and out of control, especially since the government is controlling it to their own ends. The solution to this is beyond my comprehension.

      In my state we have to vote by mail, is my vote going to be counted or will it be left sitting off in a corner uncounted? Will acorn be there to pick up the pieces like they did when Gregorroir won the vote all of a sudden after a re-count? All of a sudden they found many votes in King County giving her the win and she has been our govenor ever since. I do not trust the way things were done nor do I trust them yet. When we voted in person I always had to show ID which is the only way to do it. God help us all that want to do the right thing.

      When our Department of Justice refused to prosecute those standing outside with clubs the last time, what do you think is going to happen next year? What you reward, you get MORE of. Little old ladies will be afraid to get out of their cars to vote. The morality of our country is the problem…not the race.

      You mean Mickey and Minnie can’t vote this time around? We have to show ID for opening a bank account, to cash a check, to return an item without a receipt, and a host of other things, why not to vote? It would STOP a lot of the hanky panky that is going on which affects ALL of us in this great country with policies that change our lives…this is important! I have read the new machines they now have for voting can be messed with very easily to change votes, unlike the paper ballots we used previously. Sigh.

      As far as early voting; two weeks is not enough time to cast a vote?

      Poor people and/or Hispanic, black, immigrant can do what they are motivated to do, just like anyone else. If it’s important enough to them they will find a way within the time limits of the law. and

      what is an immigrant. I thought only US citizens could vote.

      I saw no mention however, of verifying the legality of the voter.

      This should be a national law that all voters must be verified to be legal voters; not that anyone would cheat or anything…….

      but it just seems like the socialist justice – equality thing to do. I would imagine it would get overwhelming support from all parties. !!!!
