California Gov. Jerry Brown signed the state’s Dream Act into law Saturday, clearing the way for illegal immigrants to receive state financial aid to attend California universities and community colleges.
The law gives illegal immigrants in California more education benefits than in any other state.
According to a statement from the governor’s office, Brown said he signed the California Dream Act because it makes sense to allow high-achieving students access to college financial aid, the Los Angeles Times reported.
“Going to college is a dream that promises intellectual excitement and creative thinking,” Brown, a Democrat, said in a statement. “The Dream Act benefits us all by giving top students a chance to improve their lives and the lives of all of us.”
Under the law, illegals who are accepted into state universities can receive, beginning in in 2013, Cal-Grant assistance, which last year provided grants averaging $4,500 apiece to more than 370,000 low-income students, according to the Times.
It also allows students without citizenship papers to get institutional grants while attending the University of California and California State University systems, and to get fee waivers in the California community college system. To qualify under the law, students must have arrived in the country before the age of 16 and graduated from a California high school after having attended school in-state for at least three years. They also must show financial need and meet academic standards.
Former California Gov. Arnold Schwarzenegger vetoed several similar bills in the past.
AB 131 is a companion bill to AB 130, which Brown signed in July, that gave illegals access to privately-funded scholarships and grants.
Brown said that California Department of Finance estimates that 2,500 students will qualify for Cal Grants as a result of AB 131, at a cost of $14.5 million.
“The overall Cal Grant program is funded at $1.4 billion, meaning that 1% of all Cal Grant funds will be potentially impacted by AB 131 when the law goes into effect,” Brown’s statement said.
That differs from other reports about the program’s cost. According to the Sacramento Bee, it is expected to cost the state between $23 million and $40 million annually.

The cost of providing social services to the illegal aliens already is about the costs of our annual deficit. Now Moonbeam just raised our deficit another $40 mil.

Our borders are unfenced and poorly regulated but our public lands are fences and regulated to the point that every new administration that comes into power closes 3-5% more and more. I’ve been to places in the past few years that are now closed, blocked or fenced, that where open to the public as a child. We need to tear down the fences to lands that the pioneers and founding fathers once enjoyed without government intervention.

Here, in the US, California has the highest projected budget shortfall, needing to come up with $25.4 billion just to balance the budget. Illinois comes in second with a projected shortfall of $15 billion. In third is Texas, which will need $13.4 billion to meet its fiscal responsibilities in 2012.
It’s almost amazing to see the California governor and legislature apparently unable to grasp the significance of their precarious financial position.
Tom Chittum, in his book, Civil War II, forecasts that California will be ground zero when critical mass is reached with the hostilities beginning via armed conflict between the hundreds of thousands strong black and Hispanic street gangs. If he’s right on this, that will give him about a 90% accuracy rate.

I was brought over by my parents (legally) after 7 years of being separated from them while they came here( legally) to seek a better life for us.My parent’s came to love this country so much and they taught me and my siblings to do the same. We were never under any government dole nor did we take any handouts even though there were times all we could afford was hotdogs for dinner. Our father and mother were too proud to take anything from the government. Now that we are grown and have our own families, we teach our children and grandchildren the same thing our parents taught us. This is our home country now and we are so proud to be Americans. Some of our children are serving in the military, not to get a free education but out of love for our new country. It is so sad to see these Americans who do not understand how lucky they are to have grown up in the greatest country God has ever created.If these young people just spend a year or two at where we came from or any other third world country, I do not think they would treat this great country and it’s constitution the way they are doing right now. And that is another big reason for their ignorance, they have never been taught the constitution of this country. My parents made it a point to have us learn the constitution and now we do the same with our children and their children. As far as illegals are concerned, go back home and apply the legal way. No K-12 education, no food stamps, no healthcare unless they were about to die – and then only what was absolutely necessary to keep them alive until they could be returned to their country of origin.
If I were to go into Mexico illegally I would be arrested and sent packing. No benefits – nothing just sent back.

It may sound “off” to folks here, but I don’t blame the illegals per se. They get $500 a month for every child they have. Who wouldn’t like to get paid to have more kids. I read that 9 public schools have been closed in Tucson Arizona after SB 1070 was passed as all the illegals went to California. The schools that are still open have primarily Hispanic students as almost everyone else is home schooling and/or enrolling their kids in charter schools. No wonder no businesses except call centers that pay minimum wages open in Tucson. Too bad legal Hispanics don‘t realize that they don’t have to leave their kids in these hotbeds of drugs and crime.
