Drunken Hooker-Loving U.S. Contractors Irritate Official Afghanis

WASHINGTON (AP) — At two in the morning on Sept. 9, 2005, five DynCorp International security guards assigned to Afghan President Hamid Karzai’s protective detail returned to their compound drunk, with a prostitute in tow. Less than a week later, three of these same guards got drunk again, this time in the VIP lounge of the Kabul airport while awaiting a flight to Thailand.

“They had been intoxicated, loud and obnoxious,” according to an internal company report of the incident, which noted that Afghanistan’s deputy director for elections and a foreign diplomat were also in the lounge. “Complaints were made regarding the situation.” DynCorp fired the three guards.

Such episodes represent the headaches that U.S. contractors can cause in Afghanistan, Iraq and elsewhere. They are indispensable to the State Department’s mission overseas, handling security, transportation, construction, food service and more. But when hired hands behave badly — or break the law — they cast a cloud over the American presence.

Documents obtained by The Associated Press under the Freedom of Information Act describe previously undisclosed offenses committed by more than 200 contract employees in Afghanistan, Iraq and other countries between 2004 and 2008. They were working under a broad State Department security services contract shared by DynCorp of Falls Church, Va.; Triple Canopy of Reston, Va.; and the company formerly known as Blackwater Worldwide — Xe Services of Moyock, N.C.

Most of the infractions, which include excessive drinking, drug use, sexual misconduct and mishandling weapons, were violations of corporate and U.S. policies that probably went unnoticed by ordinary Afghans and Iraqis. But other offenses played out in public, undermining U.S. efforts in both countries and raising questions about how carefully job candidates are screened.

Despite complaints from foreign capitals about reckless behavior and heavy-handed tactics, U.S. contractors are more important than ever. In Iraq, the departure of U.S. combat forces has left a security and logistics support vacuum to be filled by the private sector.

    Great way to represent the us. How dare the Afghanis violate an Americans right to be a scumbag. They should have just let the Afghanis deal with them right there, its their country and it happened there. Do you think the military is much better. I was in the military oversea’s, the vast majority do nothing but get drunk and try to pick up juicies(hookers). Ever wonder why Japan wanted the marines our of Okinawa. I do blame the Japanese, I wouldn’t want the organization which holds a bunch of Americas screws up on my island either. About a quarter of the military these days are honorable people who joined to protect their country. The rest are loosers who either knocked up some girl at an early age and need a paycheck, or failed out of school and have no other means of making money. Not trying to come down on the military, but go see for yourself. Its become a horde of scumbags.

      The Japanese bombed Peal Harbor and killed 3,000 people (American citizens and military). While deceiving us negotiating peace in Washington. If we want to get drunk anywhere that the Japanese don’t want us, it’s their problem. The winners of the war get the country. Not the other way around. Get it? We are nice people so we gave it back. But they still should show respect. We gave them a world power economy and we gave them free trade to America. (more lost jobs)
      Isn’t our Congress great?? We need to start over.

      Its pretty obvious you know nothing about the military. They haven’t allowed just anybody to join in over 20 years. You are now required to have a high school diploma and a minimum 3.0 GPA, you cannot have been convicted of any felonies and most misdemeanors. Are there some lowlifes, of course, they are everywhere, but the majority are good, patriotic Americans fighting for YOUR freedom. DO NOT compare them to private contractors(overrated security guards). Comparing their behavior to the terrorists they are fighting, is about as intelligent as comparing a shoplifter to a serial killer.

    Everyone wants to pile on to percieved misconduct by American’s overseas, but they quickly forget the poor behavior of the UN Diplomatic Corps in New York. The UN Diplomatic Corp has been a plague to American law enforcement and citizens for over 60 years. Why do we tolerate this kind of behavior from so called diplomats, if they are such assets to their individual countries and a joy for the host country, then I am sure the Hauge would be glad to host the UN.

    I was in a US Air Force school in the early 80′s and the Saudi Lieutenants in the other class acted like animals. The cleaning staff of the BOQ (Bachelor Officer Quarters) had to clean pizza off the ceiling of the rooms and deal with the disrespectful way these foreign “officers” treated women. They believed that since we were “infidels” even back then, that they didn’t need to respect our culture or our laws.

    These contractors represent the American companies that hire them, not the US Military or Government. It is the height of hipocracy that so many are outraged by their conduct overseas, but tolerate the misconduct of foreign national here in the United States. What about the criminal illegal aliens who commit crims from fraud to murder and get a pass on their behavior, because they are just here doing the jobs Americans don’t want to do and the rest of the progressive talking points.

    When we tolerate the poor behavior of “guests” in our own country, to feign shock at the conduct of American overseas is a bit over the top.

      I don’t care if it takes 50 years, I do NOT want the Taliban back in there. Yes, the PEOPLE will have to want it, but you also have to allow time for the ppl to realize WHAT they want. You have an entire generation that has been brutalized and oppressed, murdered, tortured and terrorized. Do not expect them to wake up tomorrow and suddenly trust the USA or Karzai or anyone else for that matter. It will take TIME, just like it did HERE.

      They’re representing America to the world and should know how to behave. They’re creating tensions with their behavior which may put other contractors in danger. Also, they were fired, so obviously it was against their code of conduct.

      And yes, I said “slightly better”. But you made the comparison to the Taliban which is absurd in itself. That would be like saying “Well, American military operations killed thousands of innocent civilians, but STALIN…” You see where I’m coming from?

      Except these guys aren’t murderers, their just jerks. And even a jerk can be insulted by barbarism and hypocrisy this defines the Taliban and Karzai. Blame it on Islam, for “even the worst terrorist has more morality than Allah of the Koran” (Wafa Sultan – paraphrase)

      Nobody worries about insulting Americans and barbarians never worry that their behavior is an affront to a universal code of civil-humane conduct. And the fact these guys were fired, shows we have a sense of honor and appropriate conduct.

      The onus would be put on the Company hiring the people, a lack of a thorough background check, filling bodies quickly to meet contract demands and the lack of personnel with supervisory skills and motivation. Most that apply for the job go for the big bucks, mostly in the 100 K realm, are ex military, security, police or trained people in those skills asked for on this mission. I know many who are overseas on these type of assignments and know that they have to deal with that certain few that cast the shadow on all. The main reason is that they are human and truly believe that they can get away with it, no one will know and it is the nature of the beast

      @Balladeer – Don’t you accuse me of being some sort of PC idiot…..you should take the time to read my post just a little more carefully. I certainly don’t agree with how we are treated by the rest of the world however, I don’t see why when Americans go abroad, they need to act like jerks. Let all the Muslims and others out there do that….if we are to define ourselves as better than many of the other groups of rabble in the world, then we had dammed well better act like we are better. If Americans are seen to be drunken, peverted slobs by others around the world, then that brings all our reputations down…..And as for my “tender feelings” you accuse me of…..I assure you that when the time comes to protect this country from those that would destroy it…..I will be right there in the front lines to help……And this is no idle assertion, because I have been there before….I am retired military and proud of my service…and if called to serve again….I will be there.
