Hospitals Stuck With Illegal Immigrants, Uninsured ‘Permanent Patients’ at Massive Cost

An unpleasant new report claims that many hospitals in major metro areas are struggling with the growing problem of “permanent patients.”
What’s a “permanent patient”? According to the New York Times they are mostly illegal immigrants or people who lack insurance or their own housing that the hospital cannot turn away.
The Times defines a “permanent patient”:
…[someone who has] been languishing for months or even years in…hospitals, despite being well enough to be sent home or to nursing centers for less-expensive care, because they are illegal immigrants or lack sufficient insurance or appropriate housing.
Of course, having dozens of patients hanging around that long means these hospitals are absorbing the bill for millions of dollars in unreimbursed expenses annually.
Unsurprisingly, the majority of these “permanent patients” are illegal immigrants because, as mentioned in the above, they have no housing or family in the area.
“Medicaid often pays for emergency care for illegal immigrants, but not for continuing care, and many hospitals in places with large concentrations of illegal immigrants, like Texas, California and Florida, face the quandary of where to send patients well enough to leave,” writes Sam Roberts of the Times.
What kind of cost are we talking about here?
“Care for a patient languishing in a hospital can cost more than $100,000 a year, while care in a nursing home can cost $20,000 or less [emphasis added],” Roberts reports.
Patients fit to be discharged from hospitals but having no place to go typically remain more than five years, says LaRay Brown, a senior vice president for New York City’s Health and Hospitals Corporation.
She says that there were about 300 patients in such a predicament throughout the New York City area alone, most in public hospitals or higher-priced skilled public nursing homes, though a few were in private hospitals, according to the Times.
“Many of those individuals no longer need that care, but because they have no resources and many have no family here, we, unfortunately, are caring for them in a much more expensive setting than necessary based on their clinical need,” said Brown.
The report goes on to cite an example where one patient from Queens, NY, has been at the Coler-Goldwater Specialty Hospital and Nursing Facility for 13 years because the hospital has no place to send him.
The patient, who is in his mid-60s, has been there since an arterial disease cost him part of one leg below the knee and left him in a wheelchair, according to the report.
Or another example:
Five years ago, Yu Kang Fu, 58, who lived in Flushing, Queens, and was a cook at a Chinese restaurant in New Jersey, was dropped off by his boss at New York Downtown Hospital, a private institution in Manhattan, complaining of a severe headache. Mr. Yu was admitted to the intensive-care unit with a stroke.
Mr. Yu remained in the hospital for over four years until he was transferred last spring to the Atlantis Rehabilitation and Residential Health Care Facility, a private center in Fort Greene, Brooklyn, after the federal government certified him as a “permanent resident under color of law,” essentially acknowledging that he could not be returned to China and qualifying him for medical benefits.
“This gentleman cost us millions of dollars,” said Jeffrey Menkes, the president of New York Downtown. “We try to provide physical, occupational therapy, but this is an acute-care hospital. This patient shouldn’t be here.”
The fact of the matter is that hospitals in metro areas that host a large illegal immigrant population are unable to turn away patients who have neither insurance nor proof that they are in the United States legally– two things necessary for discharge purposes and reimbursements, said Chui Man Lai, assistant vice president of patient services at a New York state hospital.
“These patients often arrive in the emergency room acutely ill and unaccompanied, and we have to treat them until they can be discharged safely,” Ms. Lai said. “The hospital is required, by law and its mission, to care for these patients.”
But even worse than “permanent patients,” those who essentially live in hospitals already operating on thin budgets, are what some refer to as “pop drops”: grown adults leaving their parents at the hospitals so that they can go on vacation.
“Hospitals are reluctant to complain publicly about such patients for fear of being perceived as callously seeking to dump nonpaying patients,” writes Roberts. “Elected officials are generally loath to be seen as encouraging illegal immigrants by changing reimbursement formulas. The issue was never addressed during the debate over national health care legislation.”

So called conservatives hate Romney for Romneycare which was designed by conservative think tank Heritage Foundation for this exact purpose to prevent the 5% of residents of MA who could afford to buy insurance who were not buying insurance but were going to hospital and MA state was stuck with bill which was a budget killer. Romney balance budget for all 3 yrs and left rainy day fund, cut taxes 19 times and yet he’s the RINO. Hyprocrisy! I‘ve met Santorum he’s a nice guy he does not come across as a strong leader he comes across as a legislator. We’ve got to STOP sending congressmen and senators to the Oval office. They will get better free treatment in America and live. There are even groups that will make all the arrangements to transport the patient by air travel to the right hospital and arrange for their free treatment.

We found out that a friend of hers who is on Medicaid gets free treatment and free drugs. The friend has diabetes and gets free Metforman and Insulin that costs me $400 a month. I have to pay and the friend gets it free from the government.
My guns are ready and I have my camo uniform cleaned and pressed.

I can’t get any help for them, because my husband just barely makes to much for any help for me. Yet, these illegals can get help… I know a illegal here in town who had both knees replaced for free.. yet I can’t get any help.. Something is really wrong with our system when illegals are allowed to suck the healthcare system dry, but American citizens are denied.. Especially after paying taxes all their lives. I say send the illegals home to their own hospitals.. its not our responsibility to to pay their medical costs..if er are going to take care of anybody, lets take care of our own! I have resigned myself to know that in a couple years I will be wheel chair bound.. if that is God’s will, then so be it!

In less then ten years, the hospital went broke, and shut down.
The reason for the collapse of the hospital was simple enough.

It will be so stuffed with Hispanics (can‘t say whether they’re illegal or not) that you have an 8 hour weight. My husband went once with difficulty breathing (turned out to be bronchitis) and passed out twice from hyperventilating before he got seen.

One illegal waiting till he was close to deaths door showed up at the ER and needed a liver transplant. I live in a town of about 50,000 and I see them out working, in the grocery stores, welfare office more than I see us. And yes, even in the ER, pharmacies and everywhere else. When they pick up a prescription for $3.00, or pull out a FS card or call for a translator in ocurt or at the hospital, it chaps my hide big time. And NO, I am NOT a racist, I just don’t like illegals.

Another thing that makes them permanent patients is the fact that most of them are non-compliant with their medical treatment. Diabetic and have to watch your carbs and blood sugar? Forget it. Hypertensive and have to forgo the salt? No way. Have an active case of TB and MUST take your antibiotics for at least 6 to 12 months? Meh, they feel ok so they toss the meds and contribute to the growing number of cases of multi-pharmaceutical resistant TB. And don’t even get started on the number of schizophrenic patients who simply refuse to take their medication, or the pregnant prostitutes who won’t stop shooting up or turning tricks…..

One of my relatives recently came to California from the Philippines on a green card and has never worked here (70 years old)–so he never paid any taxes in the USA. Unfortunately, he had heart problems and the system in California paid for ALL of his care. He had heart bypass surgery and a pacemaker installed. He could not believe (and me too) that they paid for everything, including free meds! He says he is now staying in California forever because of this, and I do not blame him, because I would too. It is not the migrant’s (legal or illegal) fault that we have such stupid laws!

I was put in a room and ignored. Meanwhile they brought down 2 translaters and removed splinters treated colds, etc. I just got my new health insurance bill. It went up 22%. Thank God my employer pays half . In oder to keep the bill the same we had to raise the deductable, perscription cost, and office visits. I swear to you this is what had to be done to keep it at $1600. a month . I realize that I have had a transplant, and my anti rejection meds are expensive but I have not been hospitalized since, I only go to my kidney DR every three months, and I have not gone to any other DR in the past 4yrs. My insurance is Obama’s gold insurance plan and I am being punished for having it. I am still working and I don’t want to quit, I enjoy my job and to be honest I can’t leave anyway in order to keep my insurance.

If a member of Al Qaeda came to a Hospital to receive care, they would be cared for, and then arrested. That would be the obvious progression of events.
In a SANE world, patients without ID would be quested by ICE or some representative in the Hospital staff. Confirmed illegal aliens would be deported or incarcerated as they are in Maricopa county Arizona. The problem would be solved, the law would be enforced, and countless millions of dollars would be saved.
… OR we could do nothing because we want the La Raza vote. Hmmmm … what to do?

I believe these laws were passed under the Reagan administration during the time that the amnesty bill passed. That is why I have a difficult time believing that Reagan was some great conservative. Reagan did not follow through with securing the borders and immigration law enforcement after the amnesty bill passed. I truly blame the Reagan administration for the illegal immigration policy and I also blame candidates like Gingrich and Santorum who as senators fought against the mandatory use of e-verify for businesses.

Posted on January 4, 2012 at 5:53pmThe real reason why our healthcare costs are so high. Doctors and hospitals factor in the cost of “non-payers” and add it to their overhead rate. They prorate this into their cost structure, which means that we all pay more to cover the extra burden.
Obamacare or not, this isn’t going away – you will be forced to pay for the care of the people who won’t pay. They will always be covered at your expense, because they vote for Democrats.

I assure you it will cost far less than “permanent patients”. I’m all for compassion but as has been said..“charity begins at home” -time for them to return “home”. Sharing the suffering is not an option.

Many of the illegals have Social Security Numbers that are just as valid as Barack Obama’s. They have been paying social security taxes for years. Even Federal bureaucrats are smart enough to know there aren’t 10,000 people named Maria Gomez Garcia that all have the same SSN.
I am more than happy to share my home with poor illegal immigrants. There are usually 6-8 Guatemalans living in my guest room. They must like it because they won’t leave.
