House Approves Paul Ryan’s 2012 Spending Bill Cutting $6 Trillion

WASHINGTON (The Blaze/AP) — The House on Friday passed a Republican budget blueprint proposing to fundamentally overhaul Medicare and combat out-of-control budget deficits with sharp spending cuts on social safety net programs like food stamps and Medicaid.

The nonbinding plan lays out a fiscal vision cutting $6.2 trillion over the coming decade from the budget submitted by President Barack Obama. It passed 235-193 with every Democrat voting “no.”

Budget Committee Chairman Paul Ryan (R-WI), who came up with the plan, delivered compelling remarks on the House floor during debate:

The vote sets up the Republicans‘ next round of confrontation with Obama and Democrats over the country’s long-term deficit levels – a standoff likely to come to a head this summer and set the stage for 2012 elections. In an interview with The Associated Press earlier Friday, the president said the Republican’s budget represents “a pessimistic vision.”

“It’s one that says that America can no longer do some of the big things that made us great, that made us the envy of the world,” he said.

Acknowledging that spending cuts would have to be made, Obama said he’s pushing for “a smart compromise that’s serious.”

Under the House Republican plan, deficits requiring the federal government to borrow more than 40 cents for every dollar it spends would be cut by the end of the decade to 8 cents of borrowing for every dollar spent.

The plan by Ryan, a rising figure in the party, exposes Republicans to political risk. It proposes transforming Medicare from a program in which the government directly pays medical bills into a voucher-like system that subsidizes purchases of private insurance plans. People 55 and over would remain in the current system, but younger workers would receive subsidies that would steadily lose value over time.

The budget measure is nonbinding but lays out a vision to fundamentally reshape government benefit programs for the poor and elderly whose spiraling costs threaten to crowd out other spending and produce a crippling debt burden that could put a big drag on the economy in the future.

“Which future do you want your children to have? One, where the debt gets so large it crushes the economy and gives them a diminished future?” Ryan asked. “Or this budget … that literally not only gets us on the way to balancing the budget but pays off our debt?”

The GOP’s solution to unsustainable deficits is to relentlessly attack the spending side of the ledger while leaving Bush-era revenue levels intact. It calls for tax reform that would lower the top income tax rates for corporations and individuals by cleaning out a tax code cluttered with tax breaks and preferences, but parts company with Obama and the findings of a bipartisan deficit commission, who propose devoting about $100 billion a year in new revenues to easing the deficit.

Democrats and many budget experts say this spending-cuts-only approach is fundamentally unfair, targeting social safety net programs like Medicaid and food stamps while leaving in place a tax system they say bestows too many benefits on the wealthy.

“The Republican plan is not bold. It‘s just the same old tired formula we’ve seen before of providing big tax breaks to the very wealthy and powerful special interests at the expense of the rest of America,” said top Budget panel Democrat Chris Van Hollen of Maryland. “Except this time it’s dressed up with a lot of sweet-smelling talk of reform.”

But Obama and Speaker John Boehner, R-Ohio, his chief GOP adversary, do agree on something: that an upcoming vote to increase the government’s ability to borrow to pay its bills will have to contain spending cuts.

“Let me be clear: There will be no debt limit increase unless it is accompanied by meaningful spending cuts and budget reforms,” Boehner said.

“I think (Boehner’s) absolutely right that it’s not going to happen without some spending cuts,” Obama told the AP.

In their budget, Republicans shied away from tackling Social Security shortfalls, steering clear of what pundits sometimes call the “third rail of American politics.”

Virtually every budget expert in Washington agrees that projected Medicare cost increases are unsustainable, but the GOP initiative – attacked by Democrats as ending Medicare’s guarantee as we know it – has launched a major-league Washington imbroglio.

“We hear a lot about Medicare as we know it,” said Rep. Tim Griffin, R-Ark. “Well, unfortunately Medicare as we know it is going bankrupt. If you are for the status quo with regard to Medicare, you are on the side of the elimination of Medicare as we know it.”

Democrats countered with official estimates showing the GOP plan would provide vouchers whose value would steadily erode.

“The Republican proposal breaks the promise that our country has made to our seniors – that after a lifetime of work they will be able to depend on Medicare to protect them in retirement,” said Democratic Leader Nancy Pelosi of California. “The Republicans’ plan forces seniors to buy their insurance from health insurance companies where the average senior will be forced to pay twice as much for half the benefit.”

Also Friday, the House easily defeated two liberal budget alternatives. A plan offered by the conservative Republican Policy Committee failed as well, while a Democratic alternative that called for higher taxes on the wealthy and special interests fell on a 259-166 vote.

But the alternative budget plan offered by the committee does show that there are a group of Republicans who want more cuts. The Hill explains:

But the vote on the measure — which imposes $5.8 trillion in spending cuts over the next decade — came after a clear sign that at least half of the Republican Caucus supports even tougher spending cuts.

The final tally was 235-193, with four Republicans opposing it. They were Reps. Ron Paul (Texas), Denny Rehberg (Mont.), Walter Jones (N.C.) and David McKinley (W.Va.).

Earlier in the day, the House rejected an alternative budget that would make an even deeper cuts than Ryan’s proposal, but only after a chaotic scene on the House floor.

In an effort to embarrass Republicans by having them approve a budget that makes deeper cuts than Ryan’s proposal, Democrats voted “present” on the Republican Study Committee bill. Initially, 124 Republicans were prepared to support the measure offered by the conservative RSC, but several switched their votes when it appeared the bill could pass.

In the end, 119 Republicans voted for the RSC budget, with 120 Republicans voting against. The bill failed in a 119-136 vote.

The GOP plan isn’t actual legislation. Instead, under the arcane congressional budget process, the measure sketches out a nonbinding blueprint each year for running the government. The resolution doesn‘t require the president’s signature, but it does set the framework for changes to spending or tax policy in follow-up legislation.

The most immediate impact of the GOP plan would be to cut the $1 trillion-plus budget for appropriated programs next year by $30 billion, following on $38 billion in cuts just adopted. That would return domestic agency accounts below levels when George W. Bush left office.

The Democratic-controlled Senate has yet to produce its alternative plan. Senate Budget Committee Chairman Kent Conrad, D-N.D., and other members of Obama’s independent fiscal commission are pursuing a bipartisan “grand bargain” blending big spending curbs with new revenues flowing from a simplified tax code.

The budget deficit is projected at an enormous $1.6 trillion this year, but more ominously, current projections show an even worse mismatch as the baby boom generation retires and Medicare costs consume an ever-growing share of the budget.

      My grandfather, who passed away in the late 1950s, refused to take any social security payments. He saw FDR’s policies as the “beginning of the end of America,” and he wanted no part of it. I guess time is proving him right. He was far from wealthy (a frugal, charitable man of Scots-Irish descent), but rich in principles. My grandmother drew on social security only after my mother and her sisters convinced my grandmother that she’d never live long enough to collect what my grandfather had paid into the system. They were also right.

      that would not be a principled stand, Nor is everyone that draws on it freeloading,

      However a Person should calculate how much they and their employers paid in to both programs then stop taking payments once the government as repaid, with reasonable interest the money the government stole from their paychecks and their employers bank accounts.

      Actually Ryans bill has no common factors to Obamas, in other words they are two different budgets. Rayan’s is a real budget in that it contains computations and worksheets. Obamas is smoke and mirrors.

      I concur, it does not go anywhere near far enough. When we ( TEA) elected these people we sent them with a clear directive, cut government size and cut out the spending. We didn‘t mince words then and our words haven’t changed.
      Let’s look towards getting our 81 new guys some help, a whole lot of help in 2012!
      Everything between now and then is semantics and moot, because we don’t have the body count we need…yet.

    Unfortunately, the House plan will never make it past the Senate. Even if it did, President Obama would never sign it and there aren’t enough votes for an override. But, I’m happy that the Republicans have passed the the Ryan Plan. I don’t like all of his plan, but it’s at least a step back from the brink.

    I can‘t wait to see the Democrat’s plan, if it ever materializes.

      Ryan’s plan includes another 30+ years of deficit spending until we finally have even one year of a balanced budget, never mind the actual national debt… and that assumes that the next 30+ years of congresses won’t just throw out his plan when they draft the next yearly budget.

      This is better than the last budget deal but still a pathetic joke.

      We are still watching a puppet show folks.

They will try, but there are way to many real Americans that are more than willing to put their own lives on the line to keep this country alive. Do I want it to come to bloodshed ?? No. It would be better if they just walked away with their lives and left American soil. The sad reality of it is, that it may come to that.       Good, now that it can go to the senate to die. Its time for Ryan and the rest of the children of Tea Party to go to bed so the adults can work.

      Actually, I would like to see the GOP explain to the average citizens, not the brain dead tea partiers, how ending Medicare is a good, especially in Florida.

      If every Democrat voted ‘no’, then you know the budget is a good one. They better not accuse conservatives of being the party of ‘no’ anymore.

      This budget will not get passed in the Senate because of the greedy Dems who want to keep on spending our money. At least it shows voters that there are good things coming when the Repubs gain control of the WH and Congress in 2012.

      Let’s be clear. The Republican proposal isn’t trying to transform Medicare and other safety net programs. It’s trying to kill it. Why do Republican­s always gets Fox news to go along with its euphemisms­?
      Remember Bush’s “Blue Skies” agenda to permit increased pollution, and his “Healthy Forest” initiative permitting the clear cutting of forests? And recall when his idea to privatize Social Security morphed linguistic­ally into creating personal accounts?

      I don’t care what they choose to call it, whatever the GOP is up to it is intended to be beneficial for the “haves” and devastatin­g for the “have nots.”

      Yep, the dems are the New Party of Dr No and Dr Evil. Liberals will need tissues to dry their eyes when they hear about his. Is it me, or do liberals not take courses in math? Do they pay a lot of bad check fees and bank charges for not balancing their check books? Do we have credit scores on people because liberals don’t pay their mortagages and car payments? Do they not have credit cards by 21 years old because they don’t pay them back? Did the US come up with bankrupcy to cover liberal mistakes? Just wondering, this would explain a lot…

      That’s nothing. The House also passed a bill demanding that Jesus return no later than April 25 at 3:30. Now I’m sure Obama will refuse to sign it, so we have him to blame for delaying the rapture. Thanks, Obama, I mean President Turd Boy.
