House GOP Moves to Cut Funds to TSAs Naked Body ScannersWASHINGTON (AP) — House Republicans controlling the Transportation Security Administration‘s purse strings are moving to cut off funding for those advanced airport scanners that have sparked outrage over their revealing images of travelers’ bodies.

Draft legislation released Thursday by the Appropriations homeland security subcommittee denies the Obama administration’s $76 million request for an additional 275 of the scanners, which many travelers dislike because TSA employees can view full body images of travelers.

The GOP move wouldn‘t affect the 500 or so machines already in place at 78 of the nation’s airports or the 500 just funded in a recent spending bill. Efforts are under way to solve the privacy concerns with new computer software. TSA currently gives passengers the option of a pat down in private – a choice that most people find even more intrusive.

Panel chairman Robert Aderholt, R-Ala., said his move was sparked by budgetary factors rather than protests from privacy advocates. And it comes as the TSA is trying hard to modify the machines so that they won’t produce revealing images. Instead, the agency is trying out new software that would have the machines read the images and alert airport screeners when there’s a potential weapon or other threat. The screener would then see the location of the threat as shown on a stick figure of the body.

That technology hasn’t been proven yet, and with the new privacy software showing uneven results, Aderholt is refusing the fund additional machines.

“We don’t want to skimp on security but we want to make sure that where we can make smart cuts, we do,” Aderholt said.

The machines are aimed at detecting things like explosives and other threats that don’t set off metal detectors. They follow an earlier generation of machines that puffed air at passengers that proved to be too fragile and expensive to maintain.

Defending the program, Homeland Security Department spokesman Adam Fetcher said that since early 2010 the full body scanners have led to the detection of nearly 210 prohibited, illegal or dangerous items at checkpoints nationwide.

Opponents of the machines took heart in the panel’s decision.

“They’re a nuisance. They’re slow. And they’re ineffective,” said Rep. Jason Chaffetz, a longtime critic, adding that the machines aren’t not used to screen visitors to high-profile targets like the White House or the Capitol. The bottom line is that … they‘re just not as effective as a good ol’ German shepherd.”

Chaffetz won a 310-118 vote on the House floor last year to cut off funding for the machines but the administration and the Senate refused to go along. The likelihood of a similar outcome this year may have reinforced the decision to withhold the funds.

But advocates of the full body technology say that the alternative to the machines are even more intrusive pat downs – such as recent high-profile incidents in which a baby was patted down at the Kansas City airport and a 6-year-old was upset after being frisked at the New Orleans airport. They say people far prefer the full body screenings than a hand-on pat down.

“Now they will have to hand search more people. More hand search means a lot more expense than using the technology,” said Peter Kant, Executive Vice President of Rapiscan Systems, one of the two companies that makes the machines. “Ninety-five-plus percent of people would rather be scanned than go through a pat down.”

Kant was referring to a CBS News poll last year that also showed 81 percent of respondents support the full body scanners despite a concerted campaign by opponents.

The government has already spent about $1 billion on the machines. That big an investment ensures they probably aren’t going anywhere.

And the machines have powerful advocates like Sen. Thad Cochran of Mississippi, the top Republican on the Senate Appropriations Committee. A Rapiscan plant in his state employs 20 people manufacturing the machines.

“The whole-body-imaging machines have something that (bomb-sniffing) dogs don’t have,” Chaffetz said. “Lobbyists.”

    Working smarter, not harder is not a concept govt. and its defenders will ever embrace. This story alludes to the two primary problems in contemporary U.S. politics and culture: Influence peddling and obdurate ideological stances. You don‘t encourage a program because it’s the most cost-effective or efficient method of addressing a concern; you champion it because of ideology and self-interest. It’s shamefully stupid to treat everyone like a criminal when we are a hard ten years in to knowing who the threat is: Religious and extremist zealots. Every restrictive measure imposed upon you as a citizen can likely be traced back to a relatively small number of busy bodies (left or right… but arguably the left loves this control of the masses far more than the right) who know what’s best for you and are intent upon either saving or molding the world. As long as the status quo remains, expect the machines and their champions to remain. Isn’t it telling that more effort will be put into restricting the travel of private citizens than controlling the immigration of illegal aliens? Laugh it up, ol’ Chuckles Obama and Co. It’s all a big joke. This ain’t hard to figure out, folks. I know I’m a broken record with this analogy, but look at what the govt. encourages states and cities to do with gun control and then turns around and asserts the same entities can’t enforce immmigration law. Bald faced insanity fueled by ideology and elitism.

    Americans can stop this by refusing to participate. Is your freedom worth some inconvenience ? Is your freedom worth more than getting somewhere ‘fast’ ? Is your freedom worth finding other modes of transportation ? Today in this ‘instant’ world, freedom is given away easily and quickly in order to receive ‘wants’. Are we willing to change ‘wants’ for ‘needs’ and protect our freedoms ??

    Do you really feel your tax money is being well spent by allowing strangers to touch children and babies, while at the very same moment in time terrorists are walking across our southern borders ????     The scanners should be defunded until they have better ones. These scanners take too much time to show the image. If you go to Europe your scan comes up immediately when you go through and it takes a minute and you’re on your way. Here it takes 10 minutes to get through because they make you wait and stand on a mat with little yellow feet patterns until it comes up as they rifle through your belongings and take your toothpaste. The US makes this process much worse than it has to be. .

    I watched as a 65-year old caucasian woman asked the agent if she should take off her (simple) jewelry before going through the metal detector. TSA said no. When it was her turn, he sent her through he body scanner. She looked surprised but didn’t complain. THEN they patted her down as well. She had a simple outfit, not even a belt. I heard her say nicely that she thought there were no patdowns if you used the scanner. The woman told her it was because she wore her jewelry….????!!!! Two bracelets, two rings and a necklace. What is wrong with those people?

    Umm, a Virtual Strip Search is just as, if not a bigger, violation of the 4th amendment than a pat down is…

    Infact there is case law to support cops doing a “frisk” to check for weapons, there is no case law supporting random or mandatory strip searches

    Talk about a loss of freedom: at least those of you who live in the contiguous United States can drive, train, bus, bicycle, whatever to get to where you want to go. For those of us in Alaska or Hawaii, if we want to visit family, we have to be sexually molested or subjected to radiation. Therefore we in my family do not get to visit our family or Disneyland or anything else until they get rid of the molesters and RADS. I will not fly nor put my 20 year old on a plane to be molested by TSA. I wish everyone in the US would boycott flying until the current system is removed. Israel does just fine with behavioral inspections, profiling, and sniffer dogs; all of this is much more effective than hiring gropers.

    I‘ve stopped flying until either I won’t get radiation poisoning or molested if I want to travel. Solution? Write a message to the screeners in zinc oxide under your clothes. The metallic paste should show on the scan. Maybe if they get cursed out enough, they’ll do something that actually works.

They have learned how to spend massive amounts of money and how to disrupt our lives. If we leave it to them, they will surely destroy the air transport system. But that may be what Obama wants.

    What’s weird is that i just got back from a vacation to Mexico and they checked our bags in Mexico but when we got back here in the states a guy checked our passports and that was it, no search or anything.

      I will NOT FLY either, neither will my son or daughter-in-law. I don‘t believe I’m the only one. This has NOTHING to do with safety on planes. I do NOT believe that they have found ANYTHING using these radiation spewers.

      Why do you think you must have a trained radiologist take x-rays. Radiation is dangerous, common lung x-rays are more dangerous than you think. People were panicking over radiation from the nuclear plant from JAPAN but they docilely line up like cattle and allow themselves to be subjected to dangerous levels of radiation by x-rays performed by UNTRAINED STOOGES where they are not even shielded when waiting in line..

      I am appalled at the herd of cattle this nation has become. They allow Scambo’s brownshirts to do anything they please. It’s sickening.

WIthout the scanners or the grope, anyone with a degree in Chemistry (or a terrorist of course), can walk into an airplanew with a golf ball size amount of PETN (shoe bomber explosive) in their pants and blow a plane out of the sky.       Um NO. The alternative is NOT more pat-downs. The alternative is to either profile or to do nothing. They have completely twisted the narrative to force us to choose between two negative, liberty-reducing choices as if those are the only choices.

      How long are we going to allow this to continue. I have already written and called my representatives on this topic several times over the last year. What has been done about it? Nothing. A vote to maybe defund future machines? That’s nothing. How about REMOVING existing ones and changing the damn policy. Take real action.

      Thanks Obama, because of you and your buddies, I get to drive my kids 1000miles this Summer to visit their Grandma, because I don’t want them to be sexually molested, exposed to radiation and have pornographic pictures taken of them. Oh, and to make things even more fun, I get to pay over $4 per gallon for the gas I will use.

      Roadtripping with 2 little ones under 7yrs old may be torture but I refuse to put my kids or myself through their “security” measures.

      I knew the machines were a scam when I learned they (Rapidscan) were being sold
      by Michael Chertoff former head of DHS. Great, create a need, then fill it.
      The CEO of the other company, Pro Vision, is a big Obama contributer.
      The machines are the biggest transfer of tax dollars to Washington insiders yet.

      In the scan shown in the story, the guy has a gun. The metal detector would have found that.

      Don’t forget, the underwear bomber evaded all that by getting on in Amsterdam. Simple.
      Meanwhile, we all continue the kabuki theater.

      Everyone gets checked regardless of what they are named. Do you think there are no people in this country, born in this country, named Joe Miller, that could be coerced into carrying a bomb because terrorists kidnapped a child, or paid off with money for the person’s family when that person has a serious illness that makes them feel like a burden or that they will die from soon? Maybe they can just kidnap or buy a child on the black market and turn that child into a living bomb. We don’t want our children checked. A mentally ill person or senile old grandma would allow you to pack even more explosives on. Those are the most vulnerable to be used by a terrorist. The weakest people often depend on others dress them. If we stop checking them we guarantee terrorists a 100% success rate when they use them to carry their bombs.
