Republicans Call Off House Debt Bill Vote Thursday Night Boehner Debt Ceiling GOP

WASHINGTON (The Blaze/AP) — An intense endgame at hand, House Republican leaders put off a vote Thursday night on legislation to avert a threatened government default and slice federal spending by nearly $1 trillion.

GOP leaders announced their decision after abruptly halting debate on the legislation and plunging into an intensive round of meetings with rebellious conservatives.

The decision created fresh turmoil as a divided government struggled to head off a default threatened after next Tuesday that would leave the Treasury without the funds needed to pay all its bills.

As the evening slipped by, the White House poked fun at Republicans led by Speaker John Boehner, who has become President Barack Obama’s principal antagonist in a contentious era of divided government. And Senate Democrats pledged to scuttle the measure – if it ever got to them – to force a final compromise.

Boehner summoned a string of Republican critics of the bill to his office.

Asked what he and the speaker had talked about, Rep. Jeff Flake, R-Ariz., said, “I think that’s rather obvious. … There’s negotiations going on.”

Based on public statements by lawmakers themselves, it appeared that five of some two dozen holdouts were from South Carolina. The state is also represented by Sen. Jim DeMint, who has solid ties to tea party groups and is a strong critic of compromising on the debt issue.

A few first-term conservatives slipped into a small chapel a few paces down the hall from the Capitol Rotunda as they contemplated one of the most consequential votes of their careers.

Asked if he was seeking divine inspiration, Rep. Tim Scott, R-S.C., said that had already happened. “I was leaning no and now I am a no.”

Many more congregated in the office of the chief GOP vote counter, California Rep. Kevin McCarthy, perhaps drawn to the 19 boxes of pizza that were rolled in. Boehner joined them but did not speak to reporters.

“Clock ticks towards August 2, House is naming post offices, while leaders twist arms for a pointless vote. No wonder people hate Washington,” White House Communications Director Dan Pfeiffer tweeted.

Earlier, Boehner had exuded optimism.

“Let’s pass this bill and end the crisis,” said the president’s principal Republican antagonist in a new and contentious era of divided government. “It raises the debt limit and cuts government spending by a larger amount.”

President Barack Obama has threatened to veto the measure, and in debate on the House floor, Rep. Debbie Wasserman Schultz of Florida savaged it as a “Republican plan for default.“ She said the GOP hoped to ”hold our economy hostage while forcing an ideological agenda” on the country.

Despite the sharp rhetoric, there were signs that gridlock might be giving way.

“Around here you’ve got to have deadlock before you have breakthrough,” said Sen. Kent Conrad, D-N.D. “We’re at that stage now.”

Wall Street suffered fresh losses as Congress struggled to break its long gridlock. The Dow Jones industrial average was down for a fifth straight session.

The Treasury Department moved ahead with plans to hold its regular weekly auction of three-month and six-month securities on Monday. Yet officials offered no information on what steps would be taken if Congress failed to raise the nation’s $14.3 trillion debt limit by the following day.

Without signed legislation by Aug. 2, the Treasury will not have enough funds to pay all the nation’s bills. Administration officials have warned of potentially calamitous effects on the economy if that happens – a spike in interest rates, a plunge in stock markets and a tightening in the job market in a nation already struggling with unemployment over 9 percent.

White House press secretary Jay Carney outlined White House compromise terms: “significant deficit reduction, a mechanism by which Congress would take on the tough issues of tax reform and entitlement reform and a lifting of the debt ceiling beyond … into 2013.”

The last point loomed as the biggest obstacle.

The House bill cuts spending by $917 billion over a decade, principally by holding down costs for hundreds of government programs ranging from the Park Service to the Agriculture Department and foreign aid.

It also provides an immediate debt limit increase of $900 billion, which is less than half of the total needed to meet Obama’s insistence that there be no replay of the current crisis in the heat of the 2012 election campaigns.

An additional $1.6 trillion in borrowing authority would be conditioned on passage of The endgame at hand, House Republicans struggled Thursday to pass legislation to prevent a looming government default while slicing nearly $1 trillion from federal spending. Senate Democrats pledged to scuttle the bill – if it got to them – in hopes of forcing a final compromise.

The GOP bill’s $917 billion in upfront spending cuts was trillions less than many tea party-backed rank-and-file Republican lawmakers wanted, but a total that seemed nearly unimaginable when they took power in the House last winter with an agenda of reining in government. Numerous Republicans grumbled that the legislation didn’t cut more deeply, and Boehner and the rest of the GOP leadership have spent their week cajoling reluctant conservatives to provide the votes needed to pass it.

By most accounts, they were succeeding.

“It gives us a little bit of heartburn because it doesn’t go big enough,” said Rep. Sean Duffy, R-Wis., a first-term lawmaker who said he would vote for the bill as the best one available.

Another first-term Republican, Rep. Martha Roby of Alabama, said the bill was “far from perfect. But I don’t have the luxury of writing the plan by myself, and neither does Speaker Boehner.”

While the White House and Democrats objected to the House bill, they readied an alternative that contained similarities.

Drafted by Senate Majority Leader Harry Reid, it provides for $2.7 trillion in additional borrowing authority for the Treasury. It also calls for cuts of $2.2 trillion, including about $1 trillion in Pentagon savings that assume the end of the wars in Iraq and Afghanistan.

Even before the House voted, Reid served notice he would stage a vote to kill the legislation almost instantly.

“No Democrat will vote for a short-term Band-Aid that would put our economy at risk and put the nation back in this untenable situation a few short months from now,” he said.

With the House and Senate focused on debt-limit legislation at opposite ends of the Capitol, 11 religious leaders protesting budget cuts were arrested in the Rotunda midway between the two chambers.

Democratic Rep. Chellie Pingree of Maine said on the House floor that they were praying for those who will be “hurt the hardest” by the bill being considered.

Rep. David Dreier, R-Calif., countered that he, too was praying – to avoid a default.

The day’s events marked the climax of a struggle that began last winter, when the Treasury Department notified Congress it would need additional borrowing authority, and Boehner said any increase would have to include steps to reduce future spending.

At first the White House balked at the terms, then relented. That gradually morphed into a series of bipartisan negotiations, one led by Vice President Joe Biden, then another by Obama, and finally, a round of golf that led to stab at a “grand bargain” between the president and Boehner.

Boehner announced last Friday he was calling off the talks, setting in motion a frantic week of maneuvering as the default deadline grew near.

    I hope we all love standing on principle and forcing the US into default because by my calculations we all stand to lose approximately 1/2 of our personal wealth overnight by the cataclysmic economic shock which this action is going to cause. Have a nice scaled back retirement everybody!

      I don’t know how this will turn out, you may be correct. But I will say this, if there is a default that harms Americans it rests fully on Obama’s shoulders and his rat nest party. He is the one provoking the chaos, not me and my neighbors or those who are firmly representing us in Congress. So don’t even think about blaming me for this problem. If you point the finger at those in Congress who refuse to compromise, you are actually pointing your finger at me. And I don’t take kindly to anyone pointing their accusing finger in my face.

The growing national debt is a really serious problem but it doesn’t have a hard deadline, and it’s not realistic to expect it to be solved in a couple of weeks. The danger of economic crisis caused by not raising the debt ceiling has a looming deadline and it can be solved by simply by raising the debt ceiling one more time. The Democrats have shown a lot more willingness to compromise than the Republicans. Their current proposal cuts as much as Boehner’s and doesn’t raise taxes. The Republicans pretend that the are compromising just by considering raising the debt ceiling, but they are lying. No Republican with any brains ever considered not raising the debt ceiling to be a real option. They are all about being sucking up to the business community, and the business community is scared as hell. So the Democrats have given a lot and the Republicans have given nothing. The only reasons they won’t go for the Democrats’ plan is that it is written by Democrats so they can’t take credit for it, and it won’t cut Social Security or Medicare enough to hurt people who really need them so they can’t claim that Democrats are just as ruthless as they are when the next elections roll around.

First, the Republicans have passed two bills, the Cantor Plan and Cut, Cap, and Balance. The dems have voted to not vote on either of those bills. Wont allow a vote. Thats compromise and compassion?

      Cut, Cap, and Balance is the only plan that will keep us from turning into Greece. That doesnt fit in with the Cloward and Piven strategy of the Socialists in the Senate so they wont even hold a vote on it. I say Socialists. They are not democrats. Nothing they do is American, has anything to do with freedom or liberty; their primary responsibility.

      By the way, any cuts that are not first year actual cuts in current spending (not baseline cuts) are not cuts because the next congress will not be obligated to them and will not honor them. They want to spend money also.

      “Cut, Cap and Balance” is a bill that changes the U.S. Constitution.

      I thought you of the Tea Party were strict Constitutionalists? It appears now you want to follow the Constitution only if you agree with it. It also appears you are readily willing to change it to reflect your political agendas. Can anyone explain this contradiction to me?

    Also, I have been cruising Democrat blog sites and Liberal blog sites. The sites are a cross between gardening and conspiracy theories. They do have headlines and articles about the great debate, but the information either is a sound byte that portrays a Conservative negatively or one that is a rant. And, they are chewing away at Obama. I can’t even understand what their views are. I will tell you one thing, it is a whole different world on those sites. Um, if moderates and independents knew who they voted along with in 2008, they might have had a warning and voted another way. I was curious to know what was going on in that world tonight-not too much! So we are it folks. HOLD THE LINE!

    We have to save the world as Nancy Pelosi knows it, right now…lol. I am not even sure she knows what world she is in and Reid isn’t going to see it any way but his way, we all know that. Things are going to fall apart soon anyway so why not in the next few days and get it over with. Obama is sweating over all of that promised green energy money he has robbed the country for, and I kind of find it a little funny right now. Many including Beck has worned us it could get tough so hang onto your britches and keep on hanging on, the Lord will lead us through it all. At this point I really don’t care what they do.For Obama’s information I do know what a debt ceiling is, but I wonder if he really does.

But the real sad things is, she at least has a spine and fights for her beliefs……as idiotic as they are. Boehner is a wuss puppy who has a spine of jello.     No one seems to be talking about closing down all these un-necessary fed agencies , many performing same services. many not needed at all.Many dept are unconstituniol to begin w/, of course that thingy went by the wayside many many moons ago.
    Just as an example, in this state,the State Agriculture dept have people checking on store’s license, different permits, tax licenses ,including employee’s permits to sell tobaccy and alcohol and what not.
    Then along comes ATF doing the same thing.
    Wastes in guvmints across local,state and feds.Corruption everywhere also.
    Bills.in fed grants for studies of this and that. Even grant to study which toilet paper brand cockroaches uses to wipe their hkarses.

    To the President, to the Senate, and to the House of Representatives – if you really care about protecting the Full Faith and Credit of the United States, you must first take steps to prove that you care about regaining the Full Faith and Credit of the American people.

    Step 1 – Pass the Ensuring the Full Faith and Credit of the United States and Protecting America’s Soldiers and Seniors Act.

    Step 2 – Significantly cut spending now; not over 10 years – - 10 year spending cuts are meaningless and never come to fruition.

    Step 3 – Stop talking about how much you are “reducing the deficit” and start ELIMINATING the deficit.

    Step 4 – Do Not Raise the Debt Ceiling

    Step 5 – Stop spending more money than you take in.

    Step 6 – Stop playing for your party’s team and start playing for the American people.

    Ther is no difference now between Boehner and Reid. Boehner is playing a charade pretending he is trying but it is clearly evident now that they had NO INTENTION of passing Cut, Cap & Balance. It was a Red Herring for the Tea Party while Chambliss, BO’s BUDDY, Coburn and Crapo created a diversion for BO to flash about to divert attention. All the while McConnell is cooking up his own gift to BO and the lunatic marxist left.

    They are not CONSERVATIVES and they don’t give a fig for us. They are powerhungry suck-ups to the left. I am sick to death of them. Time for a third party.

    You want to know why? Tea Party republicans understand that they were elected as representatives of their constituents.

    The Tea Party freshmen also realize that the old republicans were very lucky to survive the last election, but were given one last chance to get it right, which they have now blown. They are lame ducks doomed to suffer the consequences of betraying the voters yet again. Boehner will soon have something to really cry about.

    lets see, if we raise the debt ceiling $900 Billion and it will only last a few months? Doesn’t sound like anyone is very serious about controlling spending. If we can’t make $900,000,000,000.00 last more than few months someone has a shopping problem.. (almost makes me feel good when I make my $50 bucks last from pay check to paycheck)

    I have watched them kick this stone down the road for 40 years. Will it ever stop? I am tired of being poor because of the inflation this causes, robbing me of the hard earned money I made years ago and driving cost up so even frugality doesn’t help. Must be nice to have unlimited credit cards so when 1 is used up you can just go get another one!!

      There is part of me that understands that the House can only do so much. That it’ll take winning the Senate and White House in 2012 to reach needed goals.
      BUT…then the other part of me that says, “You know what? The Conservatives should stay strong and let August 2nd come”.
      One of two things will happen.
      There will be an impeachable offense because our tele-prompter in chief will raise it himself. (and we won’t get ANY cuts.)
      or
      The government will learn how to live within their means. There is billions of our tax dollars spent every year ‘NEEDLESSLY’. Time they found those savings. huh?

      Those credit cards are all imported from China. And they would probably be willing to take a big hit on their economy to pull the rug out from ours just to see America fall. We are in position to defend ourselves against China or their alley Russia. They can take Taiwan any time they want. It’s insane to borrow more than half of our economy from a mortal enemy who manipulates their money to gain advantage against the rest of the world. The borrower is slave to the lender.
